IntroductionThe Assurance and Performance Framework has been written to reflect best practice across global health and social care economies.

It has taken into consideration the existing Governance and Assurance Framework.

It proposes a new framework which focuses on:

• Quality Improvement• Outcomes• Our Culture

How to read the documentThe document provides the reader with:

• An overview of the new framework• How it works• Guidance for HSSD’s Board, Senior Management and Service Area managers on driving quality improvement throughout the organisation, and in partnership with service users, families, carers, and our business partners• Links to guidance on good practice in quality improvement and service user engagement• Toolkits for engagement• An action plan for implementation• A communication plan

6 Domains of QualitySafe We will avoid harm to service users from the care that is intended to help them.

Timely We will strive to reduce waits and sometimes harmful delays for both those who receive and those who give care.

Efficient We will avoid waste, including waste of equipment, supplies, ideas, and energy.

Effective We will provide services based on scientific knowledge to all who could benefit and refrain from providing services to those not likely to benefit (avoiding under-use and misuse, respectively).

Equitable We will provide care that does not vary in quality because of personal characteristics such as gender, gender identity, ethnicity or race, sexual orientation, belief, age, etc.

People-centred We will provide care that is respectful of and responsive to individual preferences, needs, and values and ensuring that service user values are considered as part of the decision making process.

Our Culture

The framework needs commitment from the States of Guernsey, HSSD and from our business partners. Without this we will fail.
