AMERA was established in 2000 to provide legal aid and other forms of support to the refugee and asylum
seeker population in Egypt. Officially, as in June 2011, there are 41,886 refugees and asylum seekers in Egypt;
there is not an accurate number of people in refugee like situation and non registered refugees. As one of the
very few providers of pro bono legal aid and psychosocial support as a professional service in Egypt, AMERA has
established working relationships with UNHCR and other refugee service providers. AMERA offers assistance to
refugees and asylum seekers through different teams of volunteers, all of which are led by professional staff.
These teams offer the following services:
• Legal assistance for those asylum seekers undergoing refugee status determination;
• Legal assistance with protection issues and in registering with UNHCR;
• Legal and psycho-social assistance in cases of gender-based violence;
• Protection and psycho-social assistance for unaccompanied minors;
• Community outreach which support refugee communities in Egypt; and
• Psycho-social services, which supports and connect asylum seekers and refugees with other services;
AMERA is a member of the Euromed Human Rights Network's Migration and Asylum Working group as well as
other local networks.

The Egyptian Foundation for Refugee and Migrant Rights is a non-governmental organization that assists in
securing the rights of refugees and migrants in Egypt as guaranteed by international and domestic law.
The Foundation’s lawyers are legally trained and qualified members of the Bar Association of Egypt. The lawyers
are bound by the professional standards and ethics of the Bar Association. In addition, the Foundation abides by
the Nairobi Code, an ethical code of conduct for legal aid providers working with refugees. The Foundation is
advised by the input of a committee of refugee community leaders and a committee of experts on refugee legal
aid. We welcome honest and frank feedback concerning our programmes and activities. In 2009, the Foundation
is focusing its work on securing three core human rights for migrants and refugees:
(1) Freedom from arbitrary arrest and detention;
(2) Right to the equal protection of the law; and
(3) Freedom of association.
Refugees and migrants, by virtue of being outside of their country of origin, are often isolated. This isolation can
increase their vulnerability to exploitation and abuse. The Foundation provides legal advice to refugees and
migrants who wish to form community groups and organize community events in Egypt. Various human rights
treaties and the Egyptian constitution guarantee that no one shall be subject to arbitrary arrest and that anyone
who is arrested will have his or her detention reviewed promptly by a judge. The Foundation provides legal
representation to migrants and refugees who are arrested and detained. It aims to secure their release, or at the
very least the prompt adjudication of the validity of their detention in accordance with Egyptian law. Refugees
and migrants are entitled to the equal protection of the law under both Egyptian and international law. Thus
when they are victims of crime, whether at the hands of private citizens, other migrants, or even the Egyptian
police, the government of Egypt has an obligation to receive and investigate their complaints. The Foundation
assists refugees and migrants in filing complaints about criminal acts committed against them, and with every
subsequent part of the criminal process. The Foundation also provides representation to refugees and migrants
facing improper deportation, including refoulement.

St. Andrew's Refugee Services provides assistance to refugees from 32 different countries. Services are delivered
to refugees based on need and without discrimination. The refugees themselves are involved in the
administration and staffing of the program whenever possible. the Resettlement Legal Aid Project at St. Andrews
provides legal rights counseling, protection assistance and human care services to uniquely vulnerable refugees
in Egypt. Without access to education or employment, Egypt styles itself as simply a waiting ground for refugees
until they are either repatriated or resettled. For many refugees, the wait for personal security in their own
countries can last years or even decades—long after any savings have disappeared and their families have been
thrown into severe poverty.
The Direct Access programme, through the International Organization of Migration, offers resettlement to Iraqi
refugees if they have been targeted because of their work with the US or Coalition forces or media. It trains
volunteer caseworkers in refugee law and resettlement protocols and remains the only legal aid organizations
that works consistently with the Iraqi population in Egypt. Now under St. Andrews, the RLAP offers legal aid,
resettlement case preparation and advocacy, psychosocial counselling and protection referrals. The vast
majority of RLAP's clientele are Iraqi, but in 2009, RLAP began to accept other nationalities. Services are focuses
on persons who suffer acute medical needs or protection emergencies.

Tadamon is an independent, non-political network of civil society organisations working to promote the welfare
of refugees and their mutual co-existence with Egyptians through networking and coordination of cooperative
efforts. Tadamon was first launched in December 2006. We welcome all individuals, organisations and initiatives
that aim to make a positive difference in the lives of refugees and Egyptians living together across Egypt.
Although TADAMON does not help refugees with legal aid, it can help refer people to different service agencies,

The Refugee Rights Clinic provides free legal aid to refugees and asylum-seekers regardless of nationality,
promotes legal and policy reform through research and advocacy, and teaches refugee law to a new generation
of Israeli lawyers. The Refugee Rights Clinic provides free legal assistance on an array of issues: applications for
refugee status; appeals on the rejection of applications; release from detention; family reunification, etc. The
clients are referred to the clinic by various NGOs - Physicians for Human Rights, the Hotline for Migrant
Workers, the Gay and Lesbian Association, the Association for Civil Rights in Israel, and others. Many clients are
referred by their friends, fellow migrants or refugees. Currently the number of people who apply for legal aid
exceeds the capacity of the clinic, and some people are turned away. The Clinic has a central role in the
development of Israel's nascent asylum system. Although Israel had been one of the drafters of the Refugee
Convention, and ratified it in 1954, the Convention was never adopted by enabling legislation and only in 2002
did the Government issue regulations regarding the treatment of asylum seekers in Israel. The RSD process is
still dependent to a large extent on UNHCR. During 2009 the Ministry of the Interior is expected to assume RSD
functions. The Clinic has been monitoring the process closely, and been filling position papers and petitions to
ensure that asylum seekers receive a fair process.

The ARDC run an Asylum Application Assistance Project to assist those seeking asylum with the Refugee Status
Determination (RSD) process. The process in Israel can be extremely protracted and is one of the most stressful
experiences faced by asylum seekers, and the outcome of an application dictates the fate of the individual which
may include arrest, deportation or worse if it is rejected. On 2 July 2009, the Israeli Ministry of the Interior
assumed responsibility for the RSD procedure from the UN Refugee Agency (UNHCR). The process is complicated
by the absence of a clear Israeli asylum policy. As a result, the procedure is marred by inconsistencies and ad hoc
decisions. The ARDC, together with a number of other human right organisations through the Refugees' Rights
Forum, is advocating to improve the fairness, transparency and integrity of the process. In October 2009, ARDC
launched the Asylum Process Assistance Project to advise and represent asylum seekers throughout every phase
of the asylum application process. Anyone seeking assistance with the RSD process should contact the Legal Aid
Project Coordinator.
The ARDC also provides comprehensive information, advice and referrals in issues related to the asylum
procedure, housing, employment, education and social and psychological care. Asylum seekers typically arrive to
Israel in an acute state of shock as a result of their severe hardships, torture, rape and separation from family.
They can provide trauma counselling to individuals who receive therapy sessions on a weekly basis from a
qualified and experienced psychologist. Therapeutic services are provided for refugee individuals, couples and
groups.

ASSAF support refugees and asylum seekers in Israel through advocacy and practical support programmes.
These include the Advocacy Support Center which assists refugees with finding employment, accommodation,
and general orientation in Israel on arrival. There are translation services available to help refugees deal with the
authorities, and ASSAF then refer them to other organizations where necessary. ASSAF provide psycho-social
services to help refugees find some stability and aid their integration; a Youth Club for teenage refugees with
mentors able to give individual psycho-social support and advice; and also run a community programme to
strengthen community leaders, promote self-help initiatives, and giving training and support to community
organisations and events.

They work to assist refugees in finding employment and housing, together with the Tel Aviv Municipality, have
registered 100 children for school, and have established regular Hebrew and English language lessons for adults.
On August 15th, 2007, Sons of Darfur was established in Israel. Sons of Darfur is a non-profit humanitarian
organization that works to develop a communal identity for Darfurian refugees in Israel through provision of
social, health, educational and cultural programming and services. The aim is to empower the community; help
individual members achieve self-sufficiency and economic independence while acting together to advance socio-
economic status as a group. While they primarily assist the Darfurian community, the group also provides vital
assistance and consultation to other refugee communities such as those from South Sudan and Eritrea.

Within the Israel, national health coverage does not apply to a large population of immigrants. This population
includes, among others, migrant workers, refugees and persons seeking asylum, children of Israeli residents that
do not have legal status and women who have been disenfranchised by recent amendments to the Nationality
Law.
The Department of Migrants and Persons with no Civil Status endeavours to protect the immigrants’ rights to
health, to have them included in public health settlements, to sever the ties between civil status and entitlement
to social rights, and to promote a “social residency” status that will enable immigrants’ entitlement to rights
unconditioned upon their civil status. Physicians for Human Rights-Israel offers treatment to migrants and
refugees, and endeavours to assist with any request for medical aid, whether directly with treatment or by
assisting with payment for care. They also work to prevent deportation of the chronically ill to home countries
where they cannot receive care or are at risk of inhuman treatment or death by representing them in claims
against private insurance companies, by supporting seekers of political asylum, and a variety of other kinds of
assistance. This advocacy action typifies their contacts with insurance companies, health funds, hospitals,
government ministries and press communications in the legal aid sector. Physicians for Human Rights-Israel
relies upon assistance from the Legal Aid Clinic at the University of Tel Aviv Faculty of Law, especially in
representing documented workers against the private insurance companies and on issues of refugees’ rights.

The Refugees and Asylum Seekers in Israel department monitors the situation for refugees and asylum seekers
in Israel. An advocacy organisation, AI do not provide legal aid, but can provide details of other organisations
who do. AI's current activities are focused on the Anti-Infiltration Bill which is before the Israeli government, the
passing into law of which will contravene Israel's responsibilities under international law and could result in the
refoulement of refugees to countries from which they have fled persecution.

HIAS grants scholarships for immigrants (olim) who recently have immigrated to Israel. HIAS assists with Israeli
government and UNHCR efforts to protect refugees arriving from Africa and elsewhere, and runs programs in
the region to protect, assist and – in many cases – resettle refugees and migrants of all faiths and ethnicities.
HIAS also undertake Refugee Law Education and co-formed the first Israeli refugee law clinic in 2003 at Tel Aviv
University's Buchmann Law Faculty. HIAS has also been working closely with the Israel Ministry of the Interior
(MOI) and the UNHCR to train MOI personnel to fully assume the responsibilities of Refugee Status
Determination in Israel.

documents individual and group human rights violations cases in the Palestinian refugee camps, gatherings and

FR was founded by a group of Lebanese human rights activists who had been active on refugee issues through
the Ad-Hoc Committee in Support of Refugees and Asylum-seekers (ACSRA) (1999-2002) and for one year with a
civil company called Frontiers Center (2003). Building on is history, FR's mandate is to defend and advocate on
behalf of refugees, asylum-seekers and stateless persons. At present, FR's main activities in the refugee and
statelessness arena include:
- Legal aid for refugees and stateless persons
- Legal counseling and representation of refugees, stateless, and other vulnerable migrant groups;
- Monitoring detention of refugees, asylum seekers and stateless persons, particularly arbitrary detention,
torture, and death in custody
- Legal and policy research and publication on pertinent refugee and statelessness issues in Lebanon;
- Internal and external training on refugee law and advocacy;
- Information dissemination and raising awareness;
- Empowerment of refugees;
- Networking at national and international level.
UNHCR carries out refugee status determination in Lebanon and Frontiers provides legal representation to
asylum seekers throughout this process.

AMDH works with refugees and other displaced persons in collaboration with the UNHCR. Some of the
difficulties faced by refugees in Mauritania stem from the fact that the state does not grant refugee status as
envisioned under international law, but rather treats them as immigrants. It has also been concerned the
displacement of Mauritanians, taking up the cases of some who were allowed to return.

The NHRC was established in 2002, on the basis of Emiri Decree No. 38 of that year in order to uphold and
promote the human rights in the International Treaties to which the State of Qatar has acceded. NHRC states
that it is independent. While it does not mention refugees in the services it provides, NHRC does have a Legal
Department, which is in charge with receiving and recording complaints, and with helping individuals to solve or
mitigate their problems.

The Human Rights First Society (HRFS) is an NGO dedicated to protecting and defending human rights in Saudi
Arabia. HRFS monitors human rights abuses and advocates for the victims. It stands for applying the rule of law,
freedoms of expression and association, and abolishing all discrimination in Saudi society on the basis of gender
or religious belief. The organisation does not have expertise in refugee law, but is willing to advocate for
refugees’ rights and is prepared to respond to requests for information.

Intersos is an Italian NGO working in Yemen focusing its efforts on the most vulnerable of refugees including
women (especially those who have been victims of abuse), those with physical and psychological disabilities,
children without family, the elderly etc. The refugee situation is monitored over time, both in urban areas of
Aden and Sana'a and in the field of Kharaz. In Aden and Kharaz, Intersos gives legal counsel to victims of
violence, particularly women who are victims of sexual violence and harassment. They offer both help in
meeting material needs and psychological support. In cases where women are still under threat, they are
guaranteed secure accommodation within the areas of residence. In the city of Sana'a, Intersos also runs a safe

house for women and children victims or potential victims of abuse. Both for Somalis, but above all for the
Eritreans and Ethiopians Intersos monitors their presence in the prisons, the reasons and conditions of detention
and, in collaboration with UNHCR, where detainees are eligible and intend to seek asylum in Yemen.
With the aim to promote integration and self sustenance of refugees living in Yemen, Intersos tries to find
possibilities of integration into the local labour market. Young women and men are placed in vocational training
courses which provide theoretical and practical training. The practical training is sometimes transformed into
opportunities of access to a real job. Intersos Basateen manages a nursery in Aden, where Somali and Ethiopian
children learn Arabic while their mothers are at work.

Established in 1995 in Mayfa’a (Shabwa Governate), Society for Humanitarian Solidarity’s main objective is to
assist the elderly, the needy, orphans, refugees and displaced persons from the Horn of Africa, particularly
Somalia.
The organisation works with refugees in the Kharaz refugee camp and in refugee reception centres. It has
established coastal patrols, monitoring a 600 kilometre stretch of the Yemeni coastline, picking up survivors and
providing emergency care. Over the years the numbers have increased with more than 60,000 people having
made sea crossings to Yemen in 2011. UNHCR awarded Society for Humanitarian Solidarity the 2011 Nansen
Refugee Award.
