Chapter – 1

Executive Summary

1. Introduction

The Ferro alloys in this application are used for the purpose of de-oxidation, to make up

the alloy content of the steer to obtain desired properties of the steel produced. Ferro

Alloys are also extensively used in the flux preparation for the wielding rods, in order to

control the chemistry of the wild metal.

The manufacture of Ferro Alloys is generally done by reducing the metallic ores or oxides

to their metallic states. Thus Ferro Silicon, Ferro Manganese, Ferro Chrome, Ferro

Vanadium, Ferro Molybdenum. are produced by the reduction of their oxides, whether in

the form of oxides or concentrates to their metallic states, by using a suitable reluctant so

as to ensure a high degree of recovery of the valuable elements from their oxides.

This Pre-feasibility report is completed as per the guidelines and includes the following:

Chapter – 2

Introduction of Project/Background Information

2.0 INTRODUCTION OF THE PROJECT

At present only grinding activity is being carried out and the proposed project will be

carried out in same premises.

The Project will be located within the MIDC, Butibori, at Plot No. B-17/1, approximately

22 km from Nagpur, State Maharashtra and will cover an area of approximately

1000 Sq. mt. The Project will involve some changes/ alteration to existing shed and

fabrication and installation of Plant & equipment to produce Medium Carbon Ferro-

Manganese, Low Carbon Ferro-Manganese, Ferro Molybdenum, Ferro Vanadium, Ferro

Titanium and Manganese Oxide.

2.1 IDENTIFICATION OF PROJECT AND PROJECT PROPONENT

Vibhuti Alloys, a proprietor- ship company registered with MIDC, Butibori in the year

2013 is having its office at 10, East high court road, Ramdaspeth , Nagpur-10, through its

proprietor Shri Abhishek Rai, aged 40, DFM,MBA(Finance), wishes to start this venture

of production of Ferro manganese at B-17/1,butibori, Nagpur. The proprietor possess the

experience of mining business of 15 yrs, having mining leases of quartzite and limestone

in the state of Maharashtra. He is also looking after the business of mining of minerals of

his and his partnership firm M/S D.P.RAI.

The parent firm M/s D.P.RAI is into mining business since last six decades, having seven

mining leases of manganese ore in the Balaghat District of Madhya Pradesh. The firm is

engaged in production of about ten thousand tones of manganese ore of different grades

per year with an annual turnover of 7 to 10 crs.

2.2 PROPOSED PROJECT DETAILS

The proposed Project is a Metallurgical project for the production of Medium and Low

Carbon Ferro manganese, Ferro Molybdenum, Ferro Vanadium, Ferro Titanium by

Thermite Process and Manganese Oxide. Aluminium shall be used as a reducing agent for

conversion of Manganese Ore in to Alloy.

2.3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND/

OR REGION

The project proponent is in to business of Manganese Ore since decades having many

Manganese Ore Mines in the region. As a next step to growth and diversification, the

Ferro alloys business is a value addition to existing Manganese Ore business. The main

raw material is easily available and also the finished product has ready market available

in nearby region. With the vast experience in Manganese ore production and sales

network, vibhuti alloys shall offer best value product to customers.

Demand-Supply Gap

Manganese alloys are mostly used in steelmaking and foundry activities.

Some 30% of the manganese used today in steelmaking is used to promote the formation

of sulphides as a deoxidant. It combines with Sulphur avoiding the formation of iron

sulphides. These sulphides are low melting point phases which become liquid at hot

rolling temperatures and which, consequently, generate surface cracking.

The other 70% of the manganese is used purely as an alloying element. Steels usually

contain from 0,2% to 2% manganese depending on grades as manganese is the cheapest

alloying element among those which enhance some key mechanical properties like

strength and toughness. In the specific case of stainless steel it can substitute expensive

nickel in some austenitic grades called 200 series.

Demand

World demand for manganese depends directly on the needs of the steel industry. There

are numerous grades of steel and each requires a different amount of manganese. Unit

consumption is determined by calculating the average requirement of manganese per ton

of steel. Some manganese which is to be converted into steel is present in the iron (hot

metal) coming either from the iron ore charge or from the addition of manganese ore to

the blast furnace. This manganese is only a small part of the total requirement and it is

partly oxidized during the different processes that convert the hot metal into steel. Hence

most of the manganese addition is made in the steel melting shop. The majority of it is in

the form of manganese ferro-alloys, but there are some cases when it can be added in the

form of ore.

Part of the manganese is lost in the steelmaking process through oxidation. In the 1960s

and 70s, when the oxygen-blown process progressively replaced the open hearth,

Bessemer and Thomas processes, the subsequent improved manganese yield caused a

decline in unit consumption. In the 1980s further improvements in steelmaking (brought

about by the development of combined blowing processes) meant even better manganese

yields. Today, the average unit consumption for industrialized countries is a little over 7.5

kg of manganese per ton of steel. Changes in steel grade chemistry have had an effect on

manganese requirements. For a constant unit consumption, manganese demand follows

the growth in steel production. Manganese requirements for other metallurgical

applications or for non-metallurgical uses do not represent a quantity large enough to

significantly affect the evolution of the overall manganese demand as a direct function of

steel production growth.

Today, most of the manganese requirements of industrialized countries are supplied in

the form of alloys. In Europe, countries such as France, Norway, Slovakia and Spain have

continued to be large exporters of Mn ferro-alloys. Other major exporting countries are

India, South Korea and Australia in the Asia-Oceania region; the Ukraine and

Kazakhstan in the CIS, South Africa, as well as Brazil and Mexico in the Americas.

Japan, Russia and the USA all produce ferro-alloys as well but these are used primarily

in domestic consumption. Mn alloys are also produced in smaller amounts in other

countries, where they are usually consumed in that countries (or close neighboring

countries) domestic steel production.

The demand for ferro-alloys is increasing, predominantly due to the rise in global steel

production. During the period of 2012 to 2016 the production of steel is expected to

increase 2.6%. The steel industry consumes 90% of ferro-alloys production while the

remaining 10% is used in foundries and welding.

2.4 EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE

PROJECT:

As the proposed Project is a small scale industry, employment to the extent of 22 Nos

direct and indirect shall be generated.

In order to cater the demand of steel Industries in the region, Vibhuti alloys is establishing

the small scale metallurgical Project of Ferro Alloys by Thermite Process and Manganese

Oxide.

Good infrastructure is available in the vicinity of Plant; some of the key features are

listed below:

• Availability of adjacent tar road. Same can be used for transportation of all kind of Plant

Equipment, Raw material etc.

• Availability of adequate Water Resources. Rain water Harvesting will be adopted in the

plant.

3.4 PROPOSED PLANT CONFIGURATION

3.5 PROCESS DETAILS

Ferro Alloys / and Other Noble Ferro Alloys Thermite Process

Manufacturing of Ferro Alloys through Thermite Process requires low capital investment

& low operation cost in compare to Submerged Arc Furnace (SAF) Route.

Following activities are carried on:

(a) Powdering of different Alloys / Minerals.

(b) Mixing in blender in the required proposition

(c) Then a small fire is created (By aluminum powder) in the reaction vessel, where this

blended material is added slowly. The powder starts melting inside the vessel and the

Metallic contents are automatically separated which settles down and the sludge

floats.

(d) Metal and Sludge are separated by manual processes.

(e) Metal is crushed and for some customer it is powdered in Pulveriser.

(f) The Metal is crushed and packed in bags and kept ready for dispatches.

Manufacturing Process of Manganese Oxide

(A) After Raw Material receipt at the site it is tested for the contents of various elements

and then the material is screened. After screening manual zigging is carried out.

(B) The material is then heated in coal fired furnace. From where it is transferred for drying

and magnetic separation.

(C) Then the material is dried and after Magnetic Separation it is feed to grinding Machine,

where it is powdered in the required mesh size.

(D) After grinding it is semi automatically packed in 25 kg/50 kg/ or 100 kg HDPE Bags

and kept ready for dispatch.

3.7 RESOURCE OPTIMIZATION/ RECYCLING AND REUSE

Water will be used for zigging process, domestic and greenbelt purposes. Process water

will be reused in the process. Slag shall be reused for lining & Earth Preparation of

Reaction vessels or will be sold to manufacturer of Silico-manganese.

3.8.2 Power Requirement:

The power required will be supplied by State Electricity Board. The total power requirement

for the proposed project will be 47 KW.

3.9.1 Solid waste generation and its generation:

Slag generated from Ferro Alloys shall be reused for lining & Earth Preparation of

3.9.2 Liquid Effluent:

The wastewater generated will be from Zigging process which will be treated in settling

tank and reused in the process. The domestic wastewater generated will be treated in

Packaged Type STP and reused for plantation.

Chapter – 5

Brief Planning

5.1 PLANNING CONCEPT

Type of industry: Steel Manufacturing

Transportation Facilities: National Highway 7 for transportation which is about 4 kms

from Plant site connected by internal roads.

Town and Country planning/Development authority: MIDC

5.2 POPULATION PROJECTION

Total Population in 10 KM radius of site is estimated as 45693.

5.3 LAND USE PLANNING (BREAKUP ALONG WITH GREEN BELT ETC.)

The existing land is in industrial use. All required infrastructure is prevailing in the site.

The plantation and green belt development will also be taken care in the plant and the

space reserved for plantation will be about 33% of the total plant area. Adequate

plantation will substantially abate the dust pollution, filter the polluted air, reduce the

noise and ameliorate the plant environment.

5.4 FIRE PROTECTION SYSTEM

The fire fighting system will be designed in conformity with the recommendations of the

Tariff Advisory Committee (TAC) of Insurance Association of India. While designing

the fire protection systems for proposed facilities its extreme ambient conditions need

special attention. Codes and Standards of National Fire Protection Association (NFPA)

will be followed, as applicable.

5.5 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL).

Basic infrastructure demand for nearby area would be first to have internal roads,

availability of clean and pure drinking water, availability of good schools, availability of

Hospitals, community halls, Sulabh Shauchalaya , easy and faster means of transportation

and connectivity to nearby town and city, availability of uninterrupted electricity etc. are

the present assessed demands for sustained and healthy growth of nearby area of site.

Most of the infrastructure demand mentioned above comes automatically when industry

of this magnitude comes in such area, systematic efforts shall be made to bring such

facility in the surrounding area for all round physical and social development.

5.6 AMENITIES / FACILITIES

For the social development in the area the company has planned to construct community

halls, roads, provide drinking water etc. Time to time the company will also organize free

eye checkup, cataract camp, free distribution of spectacles etc.

Chapter – 6

Proposed Infrastructure

6.1 INDUSTRIAL AREA

Proposed project is in MIDC Butibori area in Nagpur, Maharashtra.

6.2 GREEN BELT

The plantation and green belt development will also be taken care in the plant and the

space reserved for plantation will be more than 33% of the total plant area. Adequate

plantation will substantially abate the dust pollution, filter the polluted air, reduce the

noise and ameliorate the plant environment.

6.3 SOCIAL INFRASTRUCTURE

For the social development company will provide the arrangement of community hall,

road, water, electricity etc. in the nearby villages. For the economical development the

company will provide the employment as per requirement and individual’s qualification

& eligibility.

6.4 DRINKING WATER MANAGEMENT

Water for the plant will be sourced from MIDC. The water system will cater to the

drinking and sanitary requirements of plant personnel as well as laboratory and

contingent users. .

6.5 INDUSTRIAL WASTE MANAGEMENT

Management procedure of all kind of wastes from Plant like slag & Effluent Water etc.

Slag from Ferro Alloys Production. Slag will be shall be reused for lining & Earth

Preparation of Reaction vessels & will be sold to silico manganese manufacturers.

Settling tank will be constructed for treatment of waste water. Domestic effluent i.e.

sewage will be treated in Packaged type STP.

Chapter – 8

Analysis of proposal (Final Recommendations)

8.1 FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE

BENEFITS TO THE LOCAL PEOPLE INCLUDING TRIBAL POPULATION

The proposed project will result in improvement of infrastructure as well as upliftment of

social structure in the area. The people residing in the nearby areas will be benefited

directly and indirectly. It is anticipated that the proposed plant will provide benefits for

the local people in two phases i.e. during construction phase as well as during operational

stage of the plant.

CONSTRUCTION PHASE

Employment

The major benefit due to the proposed project will be in the sphere of generating

employment for people of that area. The proposed project will benefit local population.

Shed is constructed by MIDC, however some labourer are required for installation of

Bhatti and other modification.

OPERATIONAL PHASE

Employment

The manpower requirements for the operational phase after the proposed project will be

about 22 people. In addition, there will be an indirect employment for skilled/ semi

skilled people during project life. All attempts will be made to employ suitable, locally

available, skilled personnel from the nearby area. In case of non-availability of skilled

persons, people will be employed from outside area.

Transportation

There will also be small increase in the vehicular traffic due to passenger transport. This

increase in traffic will not have any consequence to warrant special mention. One should

ENVIRONMENTAL MANAGEMENT PLAN

a) AIR MANAGEMENT

There will be two major source of air pollution in the plant, fugitive emissions from

various material handling and transfer points and flue gases generated from various

combustion units. A movable Top hood with bag filter as air pollution control system of

specified size followed by 30 m. stack and cleaned air will be discharged through stacks

and discharged through stack, so that the dust concentration will be well within the

prescribed standard.

Height of the all the flue gas discharge facilities will be designed as per CPCB norms.

The various places where the flue gases will be discharge are shown in the table.

b) WATER ENVIRONMENT

The wastewater generated from Zigging process will be treated in settling tank and

reused in the process. The domestic wastewater generated will be treated in Packaged

Type STP and reused for plantation.

c) NOISE ABATEMENT

Noises from fans, centrifugal pumps, electrical motors etc. will be kept in control so that

the ambient noise level shall not exceed 75dBA during daytime and 70dBA during night

time. Noise pollution control measures will be provided in respective departments by way

of providing silencers soundproofs cubicles / covers and proper selection of less noise

prone machinery and by development of green belt.

d) ENVIRONMENTAL MONITORING

Necessary provisions for routine monitoring of stack emissions, ambient air quality, noise

level, water quality as required by the regulations will also be provided.

e) Solid waste generation and its generation:

Reaction vessels & will be sold to Silico Manufacturers. Ash generated will be sold to

brick manufacturers.

f) OCCUPATIONAL HEALTH AND SAFETY

Following measures shall be implemented:

Appropriate design and layout of facilities to avoid crossover of different

activities and flow of processes;

Material and product handling shall remain within restricted zones under

supervision;

Regular maintenance and repair of lifting, electrical, and transport equipment

shall be conducted.

Appropriate PPE (e.g. gloves and shoes, goggles, and clothing to protect against

heat radiation and liquid metal & Slag).
