These new documents have been uploaded by Rural Skills onto their online portal. ATEL no longer uses Rural Skills Australia Statement of Performance as evidence of assessment. Re-developed the ATEL assessment tool’s observation checklist to include more detailed instructions for the student and the Assessor, to ensure consistent judgements. The observation Checklist will be used where applicable if the method of assessment is relevant to the units. Developed new questions, activities and projects within the ATEL Assessment tool to ensure the assessment when used in conjunction with Rural Skills Australia Learning Resources meets all the requirements of the Unit of Competency. Updated the assessor guides with clearer instructions for the Assessor on requirements for each unit. Updated Mapping document to reflect all changes to listed documents.

o For unit AHCOHS301A Contribute to OHS processes the

requirement for demonstration relating to performance criteria 3.5: ‘Manual handling risks are assessed prior to activity, and safe lifting practices are used’ does not outline the specific task/s to be carried out. The Critical Points Observation Checklist states that the candidate will demonstrate manual handling principles and procedures as per site policy, including correct lifting techniques, transfer of loads between two points and use of appropriate lifting tools. There is no context provided for these demonstrations, and no assessor instructions describing the conditions under which assessment must be undertaken.

The written assessment task for each sample unit requires use of literacy skills that are not commensurate with the literacy requirements of the unit. While the candidate assessment tools specify that the written question assessment can be undertaken verbally, the Assessor Marking Guides for the two units specify that “Learners are required to complete written answers in depth as one line answers will not be sufficient to be deemed satisfactory”.

The statement “Learners are required to complete written answers in depth as one line answers will not be sufficient to be deemed satisfactory” has been removed from the instructions.

The task descriptions within the revised Critical Points Observation Checklists are not sufficiently detailed so that it is clear what the candidate has to do, what evidence is to be provided, and how that evidence will be judged. For example, but not limited to:

o Instruction relating to the task used to assess knowledge of using safe work practices for using chemicals and equipment (including PPE) (unit CPPCLO2035A) states the following “Demonstrates and explains to your trainer and supervisor safe work practices for Use of Chemicals, Use of equipment, Use of PPE, Manual Handling, Identifying risks and hazards, Equipment, including PPE”. There is no specific activity description.

For example for unit CPPCLO2033A, one of the “tasks” is “explain some of the main features of work health and safety that are relevant to your area of work” (sic). Similarly for unit CPPCLO2035A one of the “tasks” is ‘explain the process of disposing of waste in your workplace”.

Tasks listed for CPPCLO2033A and CPPCLO2035A were located in the SmallPRINT resources and we have now contextualised this and removed the Third Party reports from the resource and no longer use these as evidence.

For the majority of tasks outlined in the Observation Checklist, there are no criteria to define acceptable performance for each of the task components. For example there are no criteria to define what is acceptable in terms of the report provided about the most economical printer or the demonstration of knowledge of organisational resource acquisition policies, plans and procedures. Where there are criteria, such as for the BSBCUS301B task demonstrating effective communication with customers, the criteria are not sufficiently detailed so as to ensure assessor reliability. For example, criteria for this task include: “(did the student) have knowledge of products and services, (did they) use effective communication skills, (did they) use appropriate language?” These criteria will not ensure same/similar judgement on performance is made by all assessors.
