Digest – Delays to Air Transport in Europe June 2011
FOREWORD
This report gives an overview of the delay situation in the European Civil Aviation Conference Area. This report has been prepared by the Central Office for Delay Analysis (CODA), a service of EUROCONTROL. It is based on the EUROCONTROL CODA database which contains delay data provided directly by airlines.
The report consists of an overview of the reporting period, a summary of the main delay effects, and a series of charts and graphics, which illustrate the main characteristics of the reporting period. A glossary of terms and abbreviations used throughout the report is given in Annex 1.
Airline data from the CODA database contains real recorded delays provided to CODA by airlines and is based on the difference between scheduled time of departure and actual off block time.

1. Headlines*
In a continuation of the trend of lower delays in 2011 the June 2011 average delay per delayed flight (ADD) for departure traffic from all causes of delay was 29 minutes. This was a decrease of 3% compared to June 2010. In addition, the percentage of flights delayed (by 5 minutes or more) decreased by 2.7 percentage points to 42% in comparison with June 2010. The percentage of flights delayed by more than 15 minutes decreased from 23% to 20% (see Annex A).
Looking at Figure 1, airline related delays were the main contributor to primary departure delay, this proportion seeing a 7 percentage point increase in the share of delay minutes. Most notable in June was the share in ATFCM delay; which saw a fall of 10 percentage points, following a month with fewer periods of industrial action.
June also saw poor weather conditions at the major hubs, with high winds, thunderstorms and low visibility were experienced at Heathrow, Munich and Frankfurt, resulting in total weather delay minutes increasing by 58% in 2011. Frankfurt implemented their new control tower (13th & 14th June) seeing an increase in delays Figure 6. Greece experienced an ATC strike (28th & 29th June) no significant delays were experienced.

2. All-Causes Departure Delay Summary 1
The average delay per movement (ADM) from all causes decreased by 9% to 12 minutes in June 2011. In a continuation of the trend of lower delays in 2011 the average delay per delayed flight (ADD) for departure traffic from all causes of delay was 29 minutes.
Departure punctuality improved with 42% of flights departing within the 5 minute threshold before or after the scheduled departure time. This was an improvement of 2 percentage points (see Figure 4).

An analysis of the delay causes and categories (grouped by IATA code) shows a decrease (in percentage points) in the share of Reactionary delay of 1 point. Technical and Aircraft Equipment delay increased with 11% share of the delay, up 2 percentage points with the actual delay minutes for this cause increasing by 12%. ATFM En-Route Demand & Capacity delay share decreased by 5 points following less industrial action consequently ATFM Staff / Equipment delay (Code 82) also fell; down by 3 points. The link from these categories to IATA codes is summarised in Figure 13.

When looking at the Top 20 most affected departure airports: Madrid Barajas suffered this month following ATC capacity and seasonal weather related delays, although the average delay per movement (ADM) fell by 15% vs 2010. However compared to May 2011 it is at a similar level. Frankfurt saw an increase in ADM following a weather affected month and airport delays following the new control tower implementation.

When analysing the Top 20 affected airport pairs, Frankfurt features prominently in the Top 20 affected airport pairs. The weather conditions particularly on arriving traffic at this airport, as well as summer seasonal weather conditions can be seen. Madrid continues to suffer from ATC capacity related delays at the airport, as well as weather.

The average delay per arrival (ADM) from all causes decreased by 8% to 12 minutes in June 2011 when compared to the same month last year, see Figure 9.
In regard to arrival punctuality, a 1 percentage point increase was observed with 26% of flights arriving on time, in addition flights arriving 5-15 minutes ahead of increased to 26%, flights arriving > 15 mins ahead of schedule remained at a stable level.

There were 1% more flights in the EUROCONTROL Statistical Reference Area (ESRA3) June 2011 than in June 2010. Growth in the Turkish domestic market is prevalent in Figure 17 with routes to Izmir and Antalya from Istanbul seeing increases in the number of flights of 20% and 27% respectively.
