in the spring of 2018, at a joint meeting of the ASF canada and ASF (u.S.) boards, our new five-year strategic plan wasunanimously approved. the Blueprint for Saving Wild AtlanticSalmon identifies four priorities: • ensuring fisheries are sustainable, • identifying causes of marine mortality, • reducing the negative effects of salmon aquaculture, • removing dams and restoring freshwater habitat.

under each priority there are hundreds of activities that could fit,but we’ve chosen to focus on a handful that will have thegreatest positive impact on the species. it’s about ensuring wildAtlantic salmon have the best chance to adapt and thrive in achanging world.

the greatest threat to wild salmon lies somewhere in the northAtlantic. in the last 30-years, the number of smolt surviving theirfirst ocean migration has dropped from an average of five per cent to one per cent in some rivers. ASF’s science team isdoggedly piecing together the clues and seeking ways toovercome high marine mortality.

But in the meantime, our strategic plan directs us to take everystep possible to mitigate. this means ensuring freshwaterstreams are healthy and productive, that all fisheries are

sustainable, and the damage caused by open net-pen salmonaquaculture is contained and limited.

this is the essence of ASF’s Blueprint for Saving Wild AtlanticSalmon, a plan that has benefits for all species of migratoryfish and our shared environment. For over 70-years ourorganization has been at the forefront of wild Atlantic salmonconservation and we know what works.

As an organization, ASF benefits greatly from the expertise andlife experience of our directors. they generously volunteer theirtime and help shape the most important decisions we make.every year we receive donations from thousands of individuals,families, and foundations. We are grateful and committed toputting that trust and generosity to the highest and best use.

notre nouveau plan stratégique quinquennal a été approuvé à l’unanimité au printemps 2018, à l’occasion d’une réunion conjointe des conseils d’ASF (canada) et d’ASF (u.S.). le « plan directeur de la FSA pour sauver le saumon sauvage del’Atlantique » définit quatre priorités : • assurer la durabilité des pêches, • identifier les causes de la mortalité du saumon dans l’océan, • réduire les répercussions néfastes de l’aquaculture, • démanteler les barrages et rétablir l’habitat d’eau douce.

des centaines d’activités pourraient cadrer avec chaque priorité,mais nous avons choisi d’axer nos efforts sur un petit nombred’activités qui auront le plus d’incidences positives sur l’espèce.l’objectif est de donner au saumon sauvage de l’Atlantique lesmeilleures chances possibles de s’adapter et de prospérer dansun environnement en transformation.

la plus grande menace qui pèse sur le saumon sauvage se cachequelque part dans l’Atlantique nord. Au cours des 30 dernièresannées, le nombre de saumoneaux qui survivent leur premièremigration dans l’océan a baissé d’une moyenne de 5 % à 1 % danscertaines rivières. l’équipe de scientifiques de la FSA travailleavec acharnement à rassembler les indices et à trouver desfaçons de lutter contre la forte mortalité dans l’océan.

mais d’ici là, notre plan stratégique nous incite à prendre toutesles mesures possibles pour atténuer les pires effets. en termesconcrets, cela signifie veiller à ce que les cours d’eau soientsalubres et en santé, que les pêches soient pratiquées demanière durable et que les dégâts causés par l’aquaculture encages à filets ouverts soient contenus et limités.

en moyenne, les retours de saumons dans les rivièresde l’île pour lesquelles un décompte a été réalisé ontconnu une hausse de 12 % par rapport à l’annéeprécédente, bien que les retours soient encoreinférieurs de 25 % par rapport à la plus récente moyennesur cinq ans. Au labrador, les retours dans toutes lesrivières ayant fait l’objet d’un décompte étaient à lahausse comparativement à 2017 et à la moyenne surcinq ans la plus récente.

2018 north Americansalmon returnsWild Atlantic salmon returns in north America continue to defy predictions, good and bad. Following two years of significant declines, where more than half of the 19monitored rivers in newfoundland and labrador saw adultreturns drop by more than 30 per cent, 2018 was arebound year.

on average, monitored rivers on the island of newfoundlandhad adult returns increase 12 percent compared to 2017,although runs are still down 25 per cent compared to themost recent five-year average. in labrador, runs on allmonitored rivers were up compared to 2017 and the mostrecent five-year average.

in quebec, the 2018 season was marred by periods with little rain. record low water levels were recorded on most rivers. in therecreational fishery, new license regulations reduced the number oftags from seven to four, with anglers permitted to keep one largesalmon and three grilse. As a result, the number of large spawnerskilled was down 51 per cent in 2018 compared to the year before.

total returns in 2018 to all monitored salmon rivers in quebec were down 14 per cent compared to 2017 and down 18 per centcompared to the most recent five-year average. this drop is largelyattributable to a decline in large spawners. unlike other northAmerican jurisdictions where grilse numbers are falling, in quebecthe number of grilse that returned in 2018 was up 16 per cent overthe most recent five-year average.

in new Brunswick warm weather and low water conditionsresulted in tough angling and altered the timing of salmonmigrations. the main stem of the restigouche river reached 28 degrees celsius (82 degrees Fahrenheit) in July. Flows fromtributaries like the upsalquitch and Kedgwick were extremely low through late summer and fall. the restigouche system overall,excluding the matapedia tributary, saw adult returns drop by 20 per cent compared to 2017.

Au québec, la saison 2018 a été marquée par l’une dessécheresses les plus longues jamais vues qui s’est étenduede la mi-juin à novembre. la majorité des rivières ont affichédes faibles niveaux d’eau records. pour ce qui est de la pêcherécréative, de nouveaux règlements sur les permis ont réduitle nombre d’étiquettes qui est passé de sept à quatre, lespêcheurs n’étant autorisés qu’à conserver un grand saumonet trois madeleineaux. ces mesures ont permis de réduire de51 % le nombre de gros géniteurs capturés en 2018 comp -arativement à l’année précédente.

les montaisons totales en 2018 dans toutes les rivièresayant fait l’objet d’un décompte au québec ont affiché unebaisse de 14% comparativement à 2017 et de 18 % par rapportà la moyenne sur cinq ans la plus récente. le déclin desmontaisons est en grande partie attribuable à la baisse dunombre de gros géniteurs. contrairement aux autresterritoires d’Amérique du nord où le nombre de madeleineauxest à la baisse, au québec, il a augmenté de 16 % par rapportà la moyenne sur cinq ans la plus récente.

Au nouveau-Brunswick, le temps chaud et le faible niveaudes eaux se sont traduits par une saison de pêche médiocreet ont modifié le moment de la migration des saumons. la température de l’eau dans le bras principal de la rivièrerestigouche a atteint 28 degrés celsius (82 degrés Fahrenheit)en juillet. les débits des tributaires comme la upsalquitch etla Kedgwick étaient extrêmement faibles jusque vers la fin del’été et au cours de l’automne. dans le réseau hydrographiquede la restigouche, à l’exclusion de la matapédia, les retoursde saumons adultes ont affiché une baisse de plus de 20 % parrapport à l’année précédente.

entre-temps, la situation dans le réseau hydrographique de lamiramichi est demeurée stable, le retour de saumons adultess’étant établi à plus de 27 000 saumons pour les deuxprincipaux embranchements pris ensemble. la températurede l’eau dans certaines parties de la miramichi a atteint unsommet de 29 degrés celsius (84 degrés Fahrenheit). et comme un protocole d’eaux chaudes était en place, la rivière a été fermée à de multiples reprises à la pêcherécréative. pêches et océans canada a déterminé que 80 % des adultes retournant au système hydrographique dela miramichi sont arrivés après le 31 août, sans doute enraison de ces conditions météorologiques défavorables.

en nouvelle-écosse, il est difficile d’obtenir un décompte enraison d’une pénurie de barrières de dénombrement, surtoutdans les 15 rivières qui se déversent dans le détroit denorthumberland pour lesquelles aucun dénombrement n’esteffectué. toutefois, selon les rapports sur la région, la pêchey était bonne et les conditions de l’eau favorables au frai. Au cap Breton, les rapports sur la pêche ont été généralementpositifs, et selon les estimations du mpo, les retours desaumons adultes dans la rivière margaree révèlent que larivière a encore une fois dépassé les exigences minimales enmatière de frai.

le retour de saumons dans la rivière penobscot, dans lemaine, qui représente jusqu’à 80 % des retours de saumonsdans les rivières des états-unis, s’est établi à 755 saumonsen 2018 comparativement à 849 l’année précédente.

meanwhile, the miramichi river system held steady, matching adult returns from last year with more than 27,000 salmon andgrilse returning to both major branches combined. Watertemperatures in parts of the miramichi peaked at 29-degreescelsius (84 degrees Fahrenheit). due to warm water protocols, theriver was closed multiple times to recreational angling. perhaps asa result of these unfavourable weather conditions, Fisheries andoceans canada has determined that 80 per cent of returningadults to the miramichi system came after August 31st.

in nova Scotia, a lack of assessment facilities makes enumerationdifficult, especially for the 15 salmon rivers along thenorthumberland strait where no counts are conducted. However,reports from the area indicate good angling and water conditionsconducive to spawning. in cape Breton, angling reports weregenerally positive and dFo’s estimates for adult returns to themargaree show the river has once again exceeded its minimumspawning requirement.

the penobscot river in maine, which accounts for up to 80 per centof u.S. adult returns had 755 salmon return in 2018 compared to849 the year before.

program HighlightsSustainable Fisheriesrecreational and aboriginal fisheries form the primary connectionsbetween people and wild Atlantic salmon. the salmon conser -vation movement is tied to the tradition of fishing, but fishing canalso have negative consequences. As a result, ASF believes everyfishery should be conducted responsibly and sustainably. thismeans ensuring that the number of salmon removed does notpush rivers below the number of adults required to maintain orincrease salmon populations.

in 2018, our goal of ensuring fisheries are sustainable wasadvanced by the signing of the Greenland Salmon conservationAgreement. in may, ASF, the north Atlantic Salmon Fund, and theunion representing Greenland fishermen agreed to a 12-yearsuspension of that country’s commercial salmon harvest.

despite consistent advice from scientific bodies like theinternational council for the exploration of the Sea that there arenot enough salmon in the north Atlantic to conduct a mixed stockcommercial fishery at Greenland, national governments have beenunable to find a resolution.

the new Greenland Salmon conservation Agreement ensures nocommercial fishing takes place and caps the local subsistencefishery at 20 tonnes.

Avant l’avènement de ce que les scientifiques ont qualifié de« changements de régime » dans l’océan au début desannées 1990, il arrivait souvent qu’entre 5 et 10 % dessaumoneaux qui avaient quitté une rivière revenaient y frayeren tant qu’adultes. de nos jours, les taux de survie dessaumoneaux ont chuté de sorte que seulement 1 à 2 % d’entreeux survivent à la migration dans de nombreuses régions. larecherche révèle à la fois une augmentation des populationsde prédateurs et une baisse de disponibilité de nourriture àhaute teneur énergétique.

ocean researchexcessive marine mortality presents an existential threat to manywild Atlantic salmon populations. one of ASF’s strategic prioritiesis determining when, where, and why these deaths are occurringand devising mitigation strategies.

prior to what scientists have described as ocean regime shift in theearly 1990s, it was not uncommon for five to ten percent of smoltleaving a given river to successfully return as adults and spawn.today, smolt survival rates have dipped to only one or two per centin many areas. research has shown an increase in predatorpopulations and a decrease in the availability of calorie rich food.

in 2018, ASF scientists published the world’s longest study on wildAtlantic salmon. We analyzed 14-years of smolt tracking datafrom four rivers emptying into the Gulf of St. lawrence. our studyfollowed sonically tagged juvenile salmon from freshwater to theStrait of Belle isle more than 800 kilometres (500 miles) away.Sharp drops in survival were observed in some rivers while otherpopulations maintained consistent survival rates over the life ofthe study. this rapid drop in smolt survival was caused by anexploding striped bass population, a finding that contributes toadvocacy efforts.

Although the most dangerous time for juvenile salmon is thefirst several weeks at sea, our long-term research highlightedthe fact that significant mortality is also occurring beyond the Strait of Belle isle, a discovery that presents new researchneeds and opportunities.

en 2018, les chercheurs de la FSA ont publié l’étude la pluslongue sur le saumon sauvage de l’Atlantique jamais menée.la FSA a analysé 14 années des données sur le pistage desaumoneaux provenant de quatre rivières se déversant dansle golfe du Saint-laurent. notre étude a suivi les saumonsjuvéniles munis d’émetteurs acoustiques alors qu’ilsquittaient l’eau douce pour se rendre dans le détroit de Belleisle, à une distance de plus de 800 km (500 milles). les tauxde survie dans certaines des rivières ont connu un déclinprononcé alors que ceux d’autres rivières sont demeurésinchangés au cours de la durée de l’étude. la baisse marquéedes taux de survie des saumoneaux a été causée par uneexplosion de la population de bars rayés, conclusion qui aéclairé nos activités de sensibilisation.

Bien que les premières semaines qu’ils passent dans l’océanconstitue la période la plus dangereuse pour les saumonsjuvéniles, notre recherche à long terme a révélé qu’ilsmeurent également en grand nombre au-delà du détroit deBelle isle, découverte qui présente de nouvelles possibilitéspour la recherche et impose de nouvelles exigences.

river restorationthe best way to counter low marine survival is to ensure thatrivers are healthy and running free. Wild, clean, and cool riversproduce the most juvenile salmon, and provide a healthyenvironment for all sea-run fish. that’s why ASF continues tofocus on river restoration as a strategic priority.

Based on the success of the 16-year penobscot river restorationproject, which triggered the phenomenal rebirth of an entireecosystem, our primary restoration efforts have shifted south tothe Sheepscot river on maine’s mid-coast.

in 2018, ASF and our conservation partners, supported by agenerous grant from the u.S. government, removed the coopersmills dam not far from the state capital Augusta. For more thantwo centuries this old structure has been an impassable obstaclefor migrating fish. the dam removal included the construction of ariverside park and in-river hydrants for the local fire department.ASF restoration projects not only benefit fish and the environment,but local communities as well.

in 2019, ASF will lead the removal of a section of the Head tidedam, also on the Sheepscot near the community of Alna, maine.

compte tenu du succès de notre projet de rétablissement dela rivière penobscot, qui s’est traduit par la renaissancephénoménale d’un écosystème entier, nous avons fait porternos efforts de rétablissement sur la rivière Sheepscot, plus ausud, sur la moyenne côte du maine.

en 2018, FSA et ses partenaires du domaine de la conser -vation, bénéficiant d’une généreuse subvention de la part dugouvernement américain, ont démantelé le barrage coopersmills, situé à proximité de la capitale de l’état, Augusta.pendant plus de deux siècles, cette ancienne structure avaitconstitué un obstacle infranchissable pour les poissonsmigrateurs. le projet a compris la construction d’un parc riverainet l’installation de bouches d’incendie pour le service d’incendielocal à même la rivière. les projets de rétab lissement de laFSA sont avantageux non seulement pour les poissons etl’environnement, mais pour les communautés locales.

challenging aquacultureopen net-pen salmon aquaculture continues to threaten Atlanticsalmon wherever the industry and wild populations overlap. For example, widespread interbreeding between aquacultureescapes and wild fish has contributed to the near extinction ofsalmon in the Bay of Fundy and population crashes elsewhere.ASF is confident that land-based or marine-based closedcontainment growing systems will eventually supplant open net-pen production and until then we have made containing andreducing harm from existing salmon aquaculture practices astrategic priority.

our focus in 2018 has been on newfoundland and labrador. theprovince is one of the only remaining places in the world that hasconditions favourable for open net-pen aquaculture, and wherenew licenses are being issued. it is also home to a majority of thehealthiest wild Atlantic salmon populations in north America.

Following ASF’s successful legal challenge in 2017, whichcompelled a full environmental assessment of the proposedplacentia Bay salmon aquaculture project, an appeal was filed bylawyers representing the province and industry. in September2018, the newfoundland and labrador court of Appeal upheldASF’s earlier victory, reinforcing the principle that a fullenvironmental assessment is required in the face of public concernand serious negative effects.
