Keynote speakers

Manuel Pinto de Abreu holds a master and PhD degree in “Physical Oceanography”, Monterey, California, EUA (1991). Professor Pinto de Abreu is a Navy Officer (reserve) which served as hydrographer and on board of several ships. He is also full Professor at the Universidade Lusófona de Humanidades e Tecnologias.From 1992 to 1997, he was the Head of the Cartography and Hydrography Division of the Instituto Hidrográfico. In 2003 he became President of the Conselho Consultivo da Comissão Interministerial para a Delimitação da Plataforma Continental. Until 2010 he was the Head of Estrutura de Missão para a Extensão da Plataforma Continental.In 2010 Manuel Pinto Abreu was appointed as Head of the Estrutura de Missão para os Assuntos do Mar, Portuguese High Level Focal Point on Integrated Maritime Policy of the EU and the Portuguese National Coordinator of the EU Pilot Project for the Integration of Maritime Surveillance on the Mediterranean Area and its Atlantic Approaches - BluemassMed.Since the end of June 2011, Manuel Pinto de Abreu is the Secretary of State for the Sea of the Portuguese Government.

Rui de Carvalho Araújo Moreira was born in Porto on August 8, 1956.He is a businessman.He attended the German School of Porto, the National Lyceum Garcia de Orta and graduated in Business Administration in 1978 from the University of Greenwich (London) obtaining the award for best student of the year.Back to Portugal and to his hometown he has come up as a voice in defence of the interests of Porto and Northern Region, organizing and participating in conferences on the subject and writing in the press, where it was usual chronicler. He was also a political commentator on several television stations.He has been an international sailor obtaining titles of national champion in senior and junior in various classes. He was a member of the Advisory Council FC Porto.In 2001 he was elected president of the Commercial Association of Porto, a position he held until 2013. In parallel he has held advisory positions in the areas of trade, culture and higher education at the University of Porto and at the Catholic University.Rui Moreira led an independent bid for the Porto City Council and was elected on 29 September 2013. He took possession as the Mayor of Porto on October 22, 2013.

Ricardo Serrão Santos, Doctor in Biology and Animal Ecology is Principal Researcher at the University of the Azores, Pro-Rector of the University of the Azores and President of IMAR-Institute of Marine Research. In the framework of his academic and scientific career he is dedicated to the study of marine biodiversity and ocean ecosystems, has published numerous scientific works, and acted as promoter of around 17 PhD students (12 concluded) and 18 Post-Docs. He has participated in many workshops and conferences both as participant, keynote speaker and/or organizer. He is member of several international Steering Committees and held positions in numerous scientific and academic associations and organisations, in Portugal and at EU and international levels. He has wide experience in ocean scientific cruises, including those involving submersibles. In 2002 he was awarded a “Gift to the Earth” by WWF-International, in 2007 he was nominated “Maritime Ambassador” by the EC Commissioner Joe Borg; in 2008 was invited as one of the two “personalities of high merit” and appointed, by the Government of Portugal, for the board of directors of the “Permanent Forum for Sea Affairs” [Fórum Permanente para os Assuntos do Mar]; in 2008 received the Rotary Prize 2007-2008 on education; in 2008 was elected Fellow of the

Navy Academy (Lisbon); in 2009 received the Prize “Seeds of Science” in the category “Earth, Marine and Atmospheric Sciences” awarded by “Ciência Hoje” (Portugal); in 2009 was elected Fellow of the Portuguese Academy of Sciences (class of Sciences, section of Biological Sciences); in 2009 was awarded the City of Horta “Merit Gold Medal”.In May 2014 he was elected Member of the European Parliament.

Lowri Evans, joined the European Commission in 1983. She has also worked in DG Employment, Financial Control and the Cabinet of Commissioner Flynn. Prior to the Commission, she worked with Deloitte’s as Chartered Accountant. From 2006 to 2010 she was Deputy Director-General in DG Competition. Since July 2010 she is Director-General in DG Maritime Affairs and Fisheries.

João Fonseca Ribeiro is a Navy captain with a 25 year’s naval service career, either on naval, joint and combined forces and staff, and mostly dedicated to operations, communications and information systems, as well as interagency and international cooperation. More recently, he served as technical advisor to the Head of the Task-Group Maritime Affairs and, lately, to the Secretary of State for the Sea in the Ministry of Agriculture, Sea, Environment and Spatial Planning. Since February 2012, and under the new governance structure for the Ocean management, he becomes Director-General Maritime Policy. He is participating in the coordination, definition and implementation of the National Ocean Strategy and, within the EU, is the High Level Focal Point for the Integrated Maritime Policy, and Multinational Coordinator for the Atlantic Strategy Group within the EU Maritime Strategy for the Atlantic Area Action Plan. Under de EEA Grants Financial Mechanism he is the Programme Operator for the Integrated Marine and Coastal Water Management.In addition, João Fonseca Ribeiro assumed the coordination of the national position for the Rio + 20 summit related to Oceans thematic issues, the coordination of the project structure to monitoring the work under the Agreement on Cooperation for the Protection of the Coasts and Waters of the North East Atlantic Against Pollution (CILPAN), as well as the coordination of the national cooperation in the CPLP (Community of Portuguese Language Speaking Countries) for maritime affairs, participation in EU external services namely Critical Maritime Routes

Emídio Ferreira dos Santos Gomes was born in Massarelos, Porto. He holds a master and PhD degree In Biomedical Sciences and a Chair at the Instituto de Ciências Biomédicas de Abel Salazar da Universidade do Porto (ICBAS). He has held numerous positions in industry and scientific associations and organisations. Since July 2013 he is the President of the Regional Development and Coordination Commission of the North Region.

Mario Aymerich holds graduate studies in Civil Engineering and post-graduate/doctorate studies in Transport & Urban Planning at Polytechnic Universities of Catalunya and Madrid. He was Public Servant at the Metropolitan Council and the Municipality of Barcelona (82-88) and Engineering Executive (88-98) in a private multi-national Intelligent Transport Systems leading company. He has also held academic position as part-time professor at UPC and UPM (Transport Planning & Economics, 83-95). He is author of more than 40 technical articles and co-author of 5 books. He joined the EIB in January 1999). After 8 years appraising and monitoring projects financed by the Bank he was appointed Head of Division, overseeing the management of technical teams with particular interest on risk analysis concerning implementation of complex infrastructure projects and social dimension of urban investments. He was also responsible for several technical assistance initiatives leaded by the EIB in the urban field. In April 2011 he was appointed Director of the Department dealing with Environment and Regional Development Projects.

1. Marine renewable energy: from successes to new opportunities.

Organiser: Cardiff University

Dr Athanasios Angeloudis, Research Associate, Cardiff UniversityAthanasios Angeloudis graduated from Cardiff University with an MEng (Hons) Degree in Civil Engineering in 2010, prior to joining the Hydro-environmental Research Centre (HRC) as a research student. Upon completion of his PhD in 2014, he continued as a Research Associate within the HRC, working on studying marine renewable energy projects as part of the EU MAREN 2 project, an Atlantic Area transnational program. His main areas of research interest are: Environmental Hydraulics, Tidal Energy, Computational Fluids Dynamics and Physical Modelling.

Councillor Dr. Stuart Anderson is the chair of Conwy (Conway) County Borough Council in North Wales. He has a keen interest in tidal energy projects and is currently Conwy’s representative in the MAREN (Marine Renewable Energies) project. He is Chair of the ISMF (Irish Sea Management Forum) for the period 2014-15.

Prof. C. Guedes Soares received the M.S. and Ocean Engineer degrees from the MIT in 1976, a Ph.D. from the Norwegian Institute of Technology in 1984, and a Doctor of Science from the Technical University of Lisbon in 1991. He is a Professor of naval architecture and marine engineering is the President of CENTEC a University of Lisbon research centre. He has supervised 30 concluded PhD thesis and 37 Post-doctorate Researchers. He has co-authored more than 400 journal papers and 600 conference papers and has been involved in more than 80 international and national research projects. He has received Doctor Honoris Causa degrees from the Technical University of Varna and the University “Dunarea de Jos” Galati, and has received awards for the excellence of his work from the University of Lisbon, the Brazilian Association of Naval Architects and Marine Engineers and the Confederation of European Maritime Technology Societies.

Raúl Guanche García is the head of the Offshore Engineering and Marine Renewable Energy Group of IH Cantabria. Doctor in Civil Engineering (Universidad de Cantabria –Spain). His research activities are focused on wave-structure interaction analysis, offshore engineering, wave energy and offshore wind energy. He has deep expertise on physical modelling as well as numerical modelling of fixed and floating structures, wave energy converters and offshore wind concepts. He has been the main researcher in projects funded by the Spanish Government, European Union as well as by several Spanish public administrations. He has been author and co-author to more than 30 scientific publications related to wave energy in particular.

2. Addressing marine litter in the Atlantic region - How different sectors within society can contribute to solutions

Organisers: Coastal and Marine Union, Surfers against Sewage and the Portuguese and Spanish Marine Litter Associations

Richard Thomson (PhD) is Professor of Marine Biology at Plymouth University, UK. Much of his work over the last decade has focused on marine debris with numerous publications on this topic. In 2004 his team published the first report on the presence of microplastics in the environment. They subsequently examined the extent to which microplastics are ingested and their potential to cause harm. He was lead editor of a 200 page scientific volume focusing on “Plastics the Environment and Human Health”. He is a co-author of the European Union Marine Strategy Framework Directive on marine litter, integrates its technical group and has prepared reports on marine debris to the United Nations Global Environment Facility. Joana Mira Veiga (MSc) is a Marine Biologist working at EUCC since 2008, as project coordinator and manager. She has contributed to several international projects related to coastal and marine environment management (e.g. OURCOAST, IMCORE, KnowSeas). In the last 5 years, she’s been fully dedicated to the issue of marine litter, at many different levels, including management and policies, monitoring and education. She integrates the MSFD Technical Group on Marine Litter, is leading one of the WPs of the FP7 “Science in Society” project MARLISCO and participating in the FP7 project CLEANSEA. She has contributed to key studies on marine litter commissioned by DG Environment, including the pilot project “Case-studies on the plastic cycle and its loopholes in the four European regional seas areas”(2012) and the recent “Study to Support the Establishment of an Initial Quantitative Headline Reduction Target” (2014).

Lia Vasconcelos has a PhD in Environmental Engineering Social Systems from the University of Rhode Island an currently a Professor at the Department of Environmental Engineering (FCT) New University of Lisbon and IMAR-Institute of Marine Research. She focuses her research on innovative decision-making processes, namely in developing methodologies for engaging multi-stakeholders in collaborative processes towards new forms of governance in public policy in planning and environmental management. Principal Investigator and Founder of the “Team Up Participation and Empowerment” an action-research group for collaborative processes. Responsible for the research, structuring and leading facilitation of group processes in decision making in complex problems, forums that have been “Living Laboratories” for researching and exploring new deliberative formats in policy making. Presently, she coordinates the project PosMARGov and the joint project FCT-FE-FCSH, “Value of Waves”. She is also responsible for the participative component of the project MARLISCO.

Kathrin Kopke (MSc) is a Research Scientist in the Coastal and Marine Research Centre (CMRC) since 2005. Kathrin has experience in stakeholder engagement, group facilitation, and outreach/dissemination through her work within several internationally funded Projects such as COREPOINT (Interreg III B), GEOSPECS (ESPON), COEXIST (FP7) and is a Steering Group member of the International Coastal Atlas Network (ICAN), a project of UNESCO/IODE, which specifically involves ICAN workshop facilitation and outreach/education work. More recently Kathrin has taken on the role of WP4 lead for the Marine Litter in European Seas - Social Awareness and Co-Responsibility (MARLISCO) (FP7), which involves organising and running of 12 National Fora across Europe; to provide a platform for structured dialogue among multi-sectoral stakeholders; to raise awareness of marine litter issues and find potential solutions as well as providing an opportunity for mutual learning between forum organisers and participants.

Hugo Tagholm has been Chief Executive of Surfers Against Sewage for over 6 years in which time he has overseen the successful development of campaign diversity, campaign impact, fundraising channels, media engagement and expansion of a nationwide supporter base and international affiliation network. He has worked for a number of well-respected charities, including the Climate Coalition and the Wildlife Trusts. For a number of years he also worked with the former Prime Minister’s wife, Sarah Brown, helping run her charity PiggyBankKids (now rebranded Theirworld.org.uk), set up to help save the lives of premature babies and create opportunities for under privileged young people.

3. Towards coordinated preparedness and response to spill of oil and hazardous materials in the Atlantic regions

Organisers: CETMAR Patricia Pérez is PhD in Marine Science and has published 7 scientific papers on the effect of chemical pollution on marine phytoplankton. She worked in the implementation of the Water Framework Directive in Galicia (Spain) for four years until mid-2009. Since then she has been working as a technical coordinator of ARCOPOL projects in CETMAR (Centro Tecnológico del Mar - Fundación CETMAR) in Vigo, Spain. ARCOPOL projects (ARCOPOL, ARCOPOLplus and ARCOPOLplatform), which are funded by the Atlantic Area Transnational Programme, aim at improving the preparedness and response to maritime spills (of oil and hazardous substances) in the Atlantic regions.

Damien Périssé is the current Director for maritime affairs of the Conference of Peripheral Maritime Regions (CPMR), and has held this position since 2008. Together with Cohesion and Accessibility, Maritime issues are one of the core-priorities of the CPMR. In this area, CPMR is active in relation with the Integrated Maritime Policy, and a number of the thematic maritime priorities (for an overview of these priorities, please see the CPMR Statement and Maritime agenda adopted in September 2014). In this capacity, he is responsible for the coordination of the activity of the CPMR in this field, in link with the CPMR Secretary General, Secretariat, and Geographical Commissions. Damien is a member of several EC expert groups and has been involved in a number of European projects in the maritime field.

José Chambel Leitão (Hidromod) graduated in Civil Engineering in IST (University of Lisbon) in 1987 and got his doctorate degree in the same institution in 1992 in the field of coastal hydrodynamics. He was co-founder of HIDROMOD where he worked in more than 300 applied and research projects in the areas of wind waves, hydrodynamics, water quality and dispersion problems. His work was focused in several countries from Europe, America, Africa and Asia. Some major projects dealt with coastal and estuarine hydrodynamics, wave propagation, oil spill dispersion, dredging, outfalls plume dispersion, hot water plume dispersion, watershed planning and operational forecast systems. He has also collaborated in several national and EU funded R&D projects like EROCIPS (financed by the INTERREG programme), EcoManage (financed by the FP6 Programme, where he was the deputy coordinator) and SOWFIA (financed by Intelligent Energy Europe).

Mike Griew (SkyTec Ireland) graduated from the University of London in 1981 with BSc degree in Electronics Engineering. After working for five years as a Marine Geophysics engineer, launched a 23 year career in Aviation but maintained a practical interest in electronics, particularly embedded systems and human-computer interfaces. Resumed academic studies in 2001 and was awarded an MSc degree (Computers in Commerce and Industry) by the Open University in 2008. Changed tack again in 2010 to pursue a career in the Unmanned Aircraft Industry. Nowadays he is the Technical Director of SkyTec Ireland – Unmanned Aircraft Systems Technology, which offers services on aerial photography, industrial inspections and aerial surveys.

Andrew Kibble is Operations Manager at the Centre for Radiation, Chemicals and Environmental Hazards Wales office which is part of Public Health England. He leads a small team of scientists and coordinates the delivery of an environmental public health service in Wales. He is interested in understanding how the environment influences human health and works to protect people from environmental threats to their health. Andrew is also a consultant in risk assessment for the World Health Organisation’s Collaborating Centre on Chemical Incidents and an honorary lecturer at the University of Birmingham and visiting lecturer Cardiff Metropolitan University. He has written scientific papers and book chapters on subjects as diverse as contaminated land, dealing with cancer clusters, air pollution and most recently shale gas. He has a Master’s in Public Health from the University of Birmingham and lives in Caerphilly, South Wales.

4. Ocean literacy in Europe: recent developments and key challenges

Organisers: Ciimar

Jon Parr is the Deputy Director of the Marine Biological Association with a wide remit covering operations, the development of the research infrastructure and the development of the knowledge exchange programme. He has worked with the UK National Biodiversity Network (NBN) and sitson the several groups including the NBN National Schemes and Societies group and UK-EOF Citizen science group. Jon is the Data Archive expert and on the Executive of the UK’s Marine Environmental Data Information Network (MEDIN) and involved in many European projects. Jon is responsible for the Educational Programme of the MBA including the public Sea Life Survey, the Shore Thing Project and the Recorders conference. Jon organised and chaired the first European Marine Science Educators Association (EMSEA) conference on Ocean Literacy in Plymouth (2013) and the related workshop for the European Commission on Transatlantic Ocean Literacy. Jon continues to promote Ocean Literacy in the UK and Europe.

Martha Papathanassiou studied Marine Sciences (B.SC. Hons) at the University of Southampton and completed her Master’s Degree (MA) in Communications, at the University of Leeds. She has worked in the UK as Editorial Coordinator for medical and scientific journals and as Press & Communications Officer for a non-profit making organisation. For the past 7 years, she has been working in Greece as the Communications Officer for the EU-funded projects SESAME and PERSEUS (www.perseus-net.eu), coordinated by the Hellenic Centre for Marine Research. Her duties include dissemination of project results to scientists and the general public, as well as maintaining the project’s website. Additionally, she is project assistant in the FP7 Sea for Society project and facilitated all consultation sessions, including the relevant reports. She has been a member of the European Marine Board Communications Panel since 2010 and has participated in both European Marine Science Educators Associations Conferences with a strong interest in Ocean Literacy

Dr. John Joyce is a senior scientific project manager at AquaTT—has enjoyed a long career in marine science, industry and communication, stretching from his award of the Glaxo EC Science Writers Fellowship by the President of Ireland in 1978 to his position as Communications Manager of the Ireland’s Marine Institute and the creation of the ‘Explorers’ marine education programme for primary schools. Along the way he has been President of the European Aquaculture Society (EAS), Chair of the European Marine Board Communications Panel and Chair of the Education Committee of the Public Relations Institute of Ireland (PRII), as well as recipient of its prestigious Gladys McNevin Trophy. Dr. Joyce has also published a number of marine-themed books for children, including the Captain Cockle series and the Black John the Bogus Pirate Cartoon Workbook of Marine Beasts. He currently works as Senior Scientific Project Manager for AquaTT on the FP7 project Sea for Society.

Ana Noronha obtained her PhD in Physics (Non-Linear Dynamics), at Instituto Superior Técnico in 1987. She developed research in this field until 1997 and co-authored several publications in peer reviewed international journals and books for undergraduate education in Physics. In 1997 she collaborated with the Ministry for Science and Technology in the area of scientific culture, joining the Ciência Viva team. Ana Noronha is a member of the direction since 1999, when Ciência Viva became an Agency. In that quality, she belongs to the Advisory Committee on Education of ESA. She is the Executive Director of Ciência Viva since July 2007. She participates in several European projects about the ocean, namely Sea for Society (FP7), SeaChange (H2020) and AORAC-SA (H2020).

Isabel Sousa Pinto has a PhD by University of California, Santa Bárbara EUA (1994). Professor at the Department of Biology at University of Porto. Director of the Coastal Biodiversity Laboratory at Ciimar. She has been leading or in the Steering/Executive Committees of several European and global initiatives as GEO BON, Census of Marine Life, EUROMARINE, KNEU – BIODIVERSITY KNOWLEDGE, MABEFF, MARS and EMBOS, being the responsible for the communication and outreach in several European projects as Euromarine. Since 2006 she has been working with schools for marine biodiversity monitoring having launched an app to extend this project for all citizens and extend it already to 4 European Countries (www.mobidic.pt). Member the Portuguese delegation to the UN Convention for Biological Diversity (CBD) (2006-2010). Focal point and Delegate from Portugal to IPBES (Intergovernamental Panel on Biodiversity and Ecosystem Services) (2012- ). 5. Maritime spatial planning in the Atlantic: learning from experiences and future opportunities

Organisers: Coastal and Marine Union

Margarida Almodovar, landscape architect by training, has over 28 years of experience on the public sector, and presently is advisor to the Secretary of State of the Sea for maritime spatial planning and for the implementation of National Ocean Strategy 2013-2020. As Deputy Director General for Maritime Policy, she participated in several projects concerning coastal and maritime management and more recently has been responsible for coordination of the Maritime Spatial Planning (MSP) and contributed to the preparation of the National Ocean Strategy 2013-2020.

Pauline Caumont is the current Executive Secretary of the Atlantic Arc Commission of the Conference of Peripheral Maritime Regions (CPMR), and has held this position since 2011. In this capacity, she is responsible for the coordination of a network of 19 European Regions on the Atlantic coast of mainland Portugal, Spain, France, the United Kingdom and Ireland. In addition to the preparation and enhancement of technical and political documents concerning the issues common to the Atlantic Regions (Fisheries, Transport and Marine Renewable Energies in particular) her job is to promote and facilitate the involvement of the Regions in the preparation and implementation of the European Atlantic Maritime Strategy and its Action Plan. Pauline has been involved in a number of European projects, including as Expert Adviser on MSP within the Transboundary Planning for the European Atlantic (TPEA) project.

Natasha Barker Bradshaw (BSc Geography, 1993) has over 20 years of experience in coastal and marine planning & management. She is currently an advisor to the EC Life+ funded Celtic Seas Partnership led by WWF-UK (2012-2016) with a background leading WWF-UK’s campaign for the UK Marine & Coastal Access Act and marine governance work (2008-11). Prior to this she spent ten years running Coastal Partnership initiatives and established the UK Coastal Partnerships Network. In 2008 she was awarded a Churchill fellowship for research in Canada and Russia on sustainable tourism, renewable energy and coastal protection in three estuaries with the highest tides in the world. Natasha has prepared and worked on many EC funded coastal & marine projects including the Atlantic Living Coastlines project, COASTATLANTIC, COREPOINT, DELTANET and the Black Sea Environment Programme.

Maria Ferreira, MSc Physical Geography and Environmental Studies has over 18-year experience in international coastal and marine planning and management. She is currently responsible for the International Programme of the Coastal & Marine Union (EUCC). Maria has been leading the activities perform under various framework contracts (EC-DG-ENV) namely the Administrative, Organisational and Technical Support for the MSFD Technical Groups on Marine Litter (TG ML) and Underwater Noise (TG Noise). Maria has also managed and coordinated the communication and engagement activities of the OURCOAST initiative (EC-DG-ENV). Furthermore, she has coordinated the Communication & Dissemination components of SUSTAIN (INTERREG IVC 2010-2012), SPICOSA and CONSCIENCE projects (FP6), and collaborates with the EUCC Mediterranean Office, to implement communication activities within the FP7 CLEANSEA. In her capacity, she has been involved in multiple European coastal and marine initiatives, as illustrated previously, and often participates, co-organizes, and develops stakeholder and thematic workshops and events.

Rosaura Leis Trabazo is Professor of Pediatrics-University of Santiago de Compostela (USC) and Director of the Research Group GI-1341 from USC. Roberto Alonso Ferro graduated in Biological Sciences in 1998 at the Faculty of Biology of the University of Santiago de Compostela, Spain, he has continued working in scientific research in the University of Santiago de Compostela and in the Agricultural Research Centre of Mabegondo (CIAM). He has obtained his master degree in biology concerned with quantitative genetics in plant breeding. In this field he has published international scientific papers and participated in several R&D projects. Since 2005 he worked in the Research, Development and Innovation Directorate-General of the Galician Government, participating in the management of regional programs related with research, development and innovation in agriculture and food technologies. He was involved in development of food sector giving support to Innovation Centres and Galician Agri-Food Technological Platform, and participates in the ERDF funded project North Portugal – Galicia Food Innovation Network (REAL). Since January 2010 held the position of general manager of the Galician Food&Drink Cluster.

Manuela Vaz Velho is Professor and Coordinator of the Food Engineering Group of the Polytechnic Institute of Viana do Castelo and has a PhD in Biotechnology. She is the author of several articles and book chapters in the area of Processing and Food Security and was a co-founder of the Centre of the Atlantic Diet.

Carlos Botana is currently Head of Enviromental and development Policies Division in the port Authority of Vigo. He has an MSc degree in Sciences of the Seas and over 12 years of experience in management in commercial, fishing and port environment in the port of Vigo. He has worked in more than seven European projects about environment and development in several programs (FP7-THEME 7, life, life +, Feder,…)in different topics about the low Emissions, Sustainable fishing, New technologies for the detection of spills. Mr Botana is an expert in environmental implementation, quality and security systems. Currently he is member of the Sustainable development Committee of ESPO “European Sea Ports Organization”. He has worked in SOLUZIONA CALIDAD Y MEDIO AMBIENTE, Head of Projects Public Administration and Ports and has developed projects such as Port of Las Palmas, Port of Coruña, Port of Ferrol, Port of Vilagarcía and the Port of Vigo.

Hendrik Lohse is Director of the Port Institute for Education and Research (IPER) since 2010 and a Lecturer in Port- and Maritime Management at the Ecole de Management de Normandie. He obtained a Master’s degree in Law of the seas and port activities at University of Le Havre in 2005 and a Master of Science in International Logistics and crisis Management at EM Normandie between 2009 and 2010. Mr Lohse is also a partner in the project “Observatory on African port’s competitiveness (2014) and author of numerous publications such as: ‘Quelle dynamique pour un développement intégré ville-port-région?’, conférence invitée, Semaine industrielle et portuaire, Ivory Coast (2014) or ‘Port Reform as a Key Factor in Improving the Maritime Supply Chain - Critical Appraisal of French Port Reform’, 6th Supply Chain Colloquium, Mumbai, 2011.

María del Mar Cerbán is a Lecturer of Applied Economics-University of Cadiz since 1998 and obtained a PhD in Economics from the University of Cadiz in 2006. She received a degree in Economics, University of Seville in 1994. In 1999, she was appointed Director Master of Science in Logistics and Port Management at the University of Cadiz. She was a Co-Director Interuniversity Master in Port Management and Intermodality, at the Universities of Cadiz, La Coruña, Oviedo, Politécnica de Madrid and Puertos del Estado in 2011.

Flávio Augusto Bastos da Cruz (PhD) develops research and is a consultant for activities in hydrodynamics, water quality and ecology. The study domains range from coastal and estuarine to riverine, natural and artificial reservoirs. The focus is on Mathematical Modelling and on information systems (Visualization, Databases, GIS, etc.). The main tool used is the MOHID modelling system. Main topics are: hydrodynamics of estuarine and coastal regions; oil spill simulation, operational modelling, fast response and risk assessment. Also sediment transport; water quality; ecology; river basin processes. He has more than 20 years of experience in research and consultant activities, 19 papers in peer review scientific journals and more than 40 articles in scientific conferences.

9. Liverpool, global maritime knowledge hub for Atlantic stakeholders

Organisers: Liverpool John Moores University

Tine Viveka Westerberg is an Assistant Professor of Maritime Management and works as a project manager on several projects at Buskerud and Vestfold University College. She graduated from Deakin University with a degree in International Relations, and has worked with international higher education and research cooperation since 1998. As the Head of International Office at University of Nordland she was heavily involved in Arctic and circumpolar cooperation, mainly focussing on education and business cooperation with Russia. She has specialised in maritime and energy management as a project manager, and as a lecturer and researcher. As a project manager and competence advisor for the Norwegian Shipowners’ Association she was involved in maritime education and research, and managed several national competence and research projects, including the initiative Global Maritime Knowledge Hub. She is currently part of the Oslofjord Maritime and Offshore Forums Competence Committee building a competence cluster in the Oslofjord area.

Dimitrios Paraskevadakis has many years of experience in supply chain management, primarily logistics, procurement and distribution and also as an academic researcher and project manager in the same fields. He received his BA (Hons) in Business Studies with Operation Management and MSc in Supply Chain Management from Staffordshire and Surrey University. Currently he is an EU projects research assistant and PhD candidate in Logistics and Maritime Transport at Liverpool John Moores University. His research interests are in the areas of intermodal transport chains, maritime and supply chain clusters, education and training.

Chris Shirling-Rooke is acting Chief Executive of Mersey Maritime with extensive experience of building business relationships with the maritime sector. Mersey Maritime is the maritime cluster organisation which represents employers and stakeholders in the Liverpool region in shipping, ports and logistics, and offshore energy. It represents 1000 businesses in the maritime sector employing 26,000 people with an annual turnover of £2.5 billion. Mersey Maritime’s vision is to develop a world-class cluster of maritime businesses in the region.

Iain Jenkinson is Director of the School of Engineering, Technology and Maritime Operations. He graduated from University of Newcastle with a degree in Mechanical Engineering and worked as a development engineer with BTG-British Shipbuilders, Philips, David Brown and Rank Precision Industries. In 1991, he joined Liverpool John Moores University as a Senior Lecturer in Mechanical and Manufacturing Engineering, and was appointed Director of the School in 2002. In 2008 he became the University’s first Professor of Enterprise, for his work in developing commercial, academic partnerships, and technology transfer. He has an active interest in supporting manufacturing in the region, and has developed strategic links to support training and applied research in the engineering and mairtime sectors. In 2008, Professor Jenkinson led the formation of the Liverpool Maritime Academy bringing maritime education, training and application-oriented research into one unit within the School.

10. Atlantic coastal operational oceanographic observatory

Dr. Vicente Pérez Muñuzuri is professor at the University of Santiago de Compostela and Director of the Galician MetOffice (MeteoGalicia) since 1999 at Xunta de Galicia. He coordinates the Regional Oceanic Observatory RAIA at the Euroregion Galicia – North of Portugal. He is involved in the management of the politics regarding with climatic change, the follow-up of the networks of control and surveillance of the quality of the continental and maritime waters, and the management of the air-quality network. He has edited three books, two Special Issues of International Journals, more than 110 papers published in referred journals (SCI) and a hundred of presentations in conferences.

Dr. Glenn Nolan is Oceanographic Services Manager. Scientist and manager of multi-disciplinary teams in both the public and private sector. Current focus on delivery oceanographic products and services to the Irish government and marine sectors including maritime safety, environment and fisheries, aquaculture, wave energy and smart technologies. Irish representative to the European element of the Global Ocean Observing System, Marine Core Service and Marine Observations and data Expert Group (MODEG) and the International Council for the Exploration of the Seas (ICES).

Dr. Julien Mader Julien, Since 2000, He is the head of the Marine Dynamics and Operational Oceanography Team. In the framework of the transnational (Spanish-French) LOREA Observatory, He is in charge of the development of efficient real-time monitoring systems of marine processes. These approaches has been complemented by numerical applications, that allow analysis, evaluation and prediction of the behaviour of the marine environment; contributing significantly to the improved management and evaluation of human impacts on this environment. Specific user-friendly tools have been developed for oil spill monitoring, water quality, coastal impact, safety, renewable energy, etc.

Mr. António Jorge da Silva is a physical oceanographer in charge of the environmental monitoring area within the Oceanography Division. He manages the coastal meteorological network and is responsible for the design and establishment of new monitoring projects. He is leader of the Institute’s representation in the RAIA Observatory and has been leader of the Institute’s contribution in several projects since 1989.

Dr. Maria Luísa Bastos is senior reasearcher at the Faculty of Sciences of the University of Porto. She is member of the Board of Directors of CIMAR (Interdisciplinary Centre of Marine and Environmental Research), where she leads the Coastal and Ocean Dynamics and Management group. She is also in the Board of directors of the recently created Marine Research & Innovation, OCEANUS, one of the Centre of Competences of the University of Porto, where she leads the Ocean Monitoring Centre. She represents the University of Porto in the RAIA Observatory and she is now coordinating the project RAIATEC. One of her main interests is the implementation of new satellite based ocean and coastal monitoring techniques.

11. Knowledge clusters to drive investment and employment

Organisers: Marine Southeast

Jonathan Williams is CEO of the UK Solent region marine cluster organisation Marine South East (MSE). This is a business-led consortium, motivating actions to stimulate innovation across the triple helix cluster partners. He has directed two maritime Regions of Knowledge projects, EMSAC (2009-2012) and REMCAP (2012-2015). These projects have developed innovation roadmaps across the Blue Growth markets, highlighted RTD priorities, and informed smart specialisation. He has been invited to present this experience at two Atlantic Strategy Forum events (Cork and Liverpool), one S3 event (Bordeaux), EU Open Days workshop on smart specialisation, and EU Maritime Days (Gothenburg). He has led an offshore windfarm supply chain development programme for Eon Climate & Renewables. MSE has also been partner in Atlantic Area Interreg project PROPOSSE, and is currently assisting the Vanguard Initiative to advance growth through smart specialisation.

Carla Domingues is executive officer at Oceano XXI, the Portuguese Sea Knowledge and Economy Cluster. Oceano XXI main goals are to promote cooperation between companies and R&D centres from the different sectors of the sea economy, to stimulate new projects ideas and new business opportunities, to reinforce international cooperation, and the dissemination of maritime affairs. She is engaged with activities related with fisheries, aquaculture, seafood and blue bio resources and collaborates in two EU projects: REMCAP - Resource Efficient Maritime Capacity (FP7) and AtlanticBlue Tech – Enhancing the blue biotechnology niche of excellence (Atlantic Area). These projects aim to promote and develop the blue growth markets, including the marine bio resources sector. She also represented Oceano XXI as stakeholder in the project COFASP – Cooperation in Fisheries, Aquaculture and Seafood Processing (FP7 ERANET).

With a background in undergraduate and graduate in chemistry from the University of Western Brittany, Philippe Monbet completed a thesis “Marine Chemistry and Analytical Chemistry” at the European Institute of the Sea (IUEM, Brest). He then joined Ifremer and Ineris “National Institute of Industrial Risks Environment” for missions of research, expertise and consulting. His research activities have taken him to the AIMS “Australian Institute of Marine Science”, Melbourne Monash University and Plymouth University in the UK where his research was devoted mainly to the biogeochemistry of phosphorus in waters and coastal sediments. Back in France, he has provided consultancies within Ifremer and in close relationship with EDF and AREVA NC where he ensured the ecological monitoring of water around nuclear power plants waterfronts (Flamanville, Penly Paluel) and AREVA NC La Hague. He is now working for the Pole Mer Bretagne Atlantique, a Sea business Cluster dealing with innovation in the maritime sector.

Cristina Quelle is the Coordinator of the Technology Transfer Area of Campus do Mar (CDM). CDM consists of the aggregation of the three Galician universities, the Spanish Council of Research, the Spanish Institute of Oceanography, seven Portuguese universities and institutes and the Galician-Northern Portugal Euro-region marine-related research centers and technology platforms. CDM is a Campus of International Excellence in the fields of Ocean Sciences and Technologies under the umbrella of the Ocean as unifying element and competitive advantage. With a background on marine sciences, coastal management and ports engineering, Cristina has worked as a researcher and project manager of marine and environmental projects at regional, national and international level, both in private and public marine institutions. Since 2012, she is in charge of international projects and the Entrepreneurship Programme of CDM and she also organizes courses, conferences and dissemination activities both for students, researchers, private companies and general public.

12. Development of novel ingredients derived from marine fishery waste for sustainable aquafeeds

Professor Simon Davies holds a Chair in Aquaculture Nutrition within the School of Biosciences, Plymouth University and heads the Fish Nutrition & Aquaculture Health Research Group. He is an acknowledged international expert in the nutrition of farmed fish species having served his University for 28 years since 1986. He is also the Editor-in-Chief of International Aqua- Feed magazine with a wide global circulation and serves on the editorial board of numerous scientific journals involving fish nutrition and related health research.

Pierre Erwes has been the founder and organisor of prestigious International meetings of BIOMARINE in several countries most notably BIOMARINE 2014 in Cascais, Portugal. His capacity to integrate science, technology, business and societal needs is of paramount interest. Pierre is on the Board of the Prince Albert II Monaco foundation and the Monaco Blue Intitiative. He is world respected for his ability to forge connections between academia and government and address key environmental issues pertinent to societal needs, marine biosciences and job creation and wealth promoting opportunities.

Dr Luisa Valente is the Technical Head of Laboratory at CIIMAR based in Porto, Portugal. The CIIMAR – Interdisciplinary Centre of Marine and Environmental Research - is highly respected for its investigations on fish nutrition, fish health and quality with leading analytical capacity for ‘state ofthe art’ analysis of fish feeds, ingredients and fish tissues relating to aquaculture Dr Luisa Valente won The Femina Prize in the Environmental and Nature Science and has many years of active specialised research in this field with a wide portfolio of papers, technical reports and international conference attendance to her credit.

Anne-Marie Cabon is European and international officer at Brest metropole oceane, has a master degree in European project development and management. Since 2009, she works on different EU and international projects and networks, related to Blue growth, innovation and sustainable development in Brest.

Ilaria Nardello is an Industry Research Specialist at the National University of Ireland, Galway, with a mandate to facilitate industry-university collaboration for innovation, in support of the national development objectives for a smart, sustainable and inclusive growth. She is a founding member and part of the executive team of the BioMarine International Clusters Association (B.I.C.A) for the growth of the blue-SME sector. She is the former Coordinator of Ireland’s Marine Biotechnology Research Programme. Ilaria’s background is in oceanography and marine climate change research. With a Ph.D. in Ecology and Management of Natural Resources from the University of La Tuscia, in Italy, she spent ten years in research, in Italy; the USA: at Woods Hole Oceanographic Institute and Old Dominion University; and in Ireland.

Willie Wilson is a Head of Science at Plymouth Marine Laboratory (PML), UK. His scientific mandate is to develop innovative approaches to investigate marine microbes (viruses, bacteria, algae and protozoa) that will enhance biodiscovery and provide solutions for the bioeconomy. He is part of a task force to develop corporate alliances between PML and industry, focusing on the SouthWest region of England. One vehicle he is helping to spearhead is the Algal Biotechnology and Innovation Centre (ABIC) whose vision is to create a complete algal supply chain; from seed cultures to biomass infrastructure, processing, testing, and development of market opportunities; that will allow us to stimulate algal economic development. Willie’s background is in marine virology, with a PhD from the University of Warwick, UK. He spent 8 years at Bigelow Laboratory for Ocean Sciences, USA, where he was Director of the National Center for Marine Algae and Microbiota.

14. How to implement the marine leisure dimension of the Atlantic Maritime Strategy

Rui Azevedo graduated in Economics from the Universidade do Porto. Held the position of Vice-Chairman of the CCDR-N and was founding partner and Chairman of the Board of Directors of Quaternaire Portugal S.A. and Director of the Studies Office of the Conference of Peripheral and Maritime Regions of Europe (CPMR), where was in charge of coordinating the “Europe of the Sea” study, CRPM’s contribution to designing the European Strategy for the Sea. Recently became the coordinating expert of the “Oceanic Agenda of the North Region”, promoted by CCDR-N, and took part in the preparation for the Sea Knowledge and Economy Cluster’s application to the Collective Efficiency Strategies bid. From 2006 to 2007, worked as the Chairman of the Sea Itinerant University (Universidade Itinerante do Mar - UIM), a project promoted by both Porto and Oviedo Universities and the Portuguese Navy School. Is a part-time Guest Lecturer at Engineering Faculty, Porto Universty (FEUP).He is Executive Director at OCEANO XXI.

Inma Valencia is currently Executive Director of Economy and European Affairs of the Government of Cantabria, the managing authority SUDOE Territorial Cooperation Programme and coordinates the Presidency of the Atlantic Arc Commission of the Conference of Regions Peripheral Maritime which is held since 2012 by Cantabria. Trained as a lawyer, she developed her professional career in Brussels as part of the Delegation of the Consejo General de la Abogacía Española.

Paul Wickes has been CEO for Cornwall Marine Network since 2008. CMN is a not-for-profit employer-owned organisation dedicated to increasing the prosperity of the Cornish marine industry by providing specialist business support services. Under Paul’s leadership, CMN has grown significantly, creating >1,200 new jobs by delivering projects worth €16.25 Million, adding €150 million of economic value to the Cornwall marine sector, delivered by a specialist team of 31 staff. CMN trade regionally, nationally and internationally having engaged with 46 different European partners for a range of projects, by creating a model of SME engagement which is in demand. It includes; the Cornwall Marine Academy supporting young people to gain careers in the local marine sector; the Marine Offshore Renewables (MOR) Group dedicated to developing supply chain opportunities for member businesses in this new emerging market; and the Cornwall Apprenticeship Agency which has provided more than 600 new Apprenticeships.

Stephen Conlon has provided a consultancy service to the Irish Marine Federation (IMF) since 2002. IMF is the trade association representing all aspects of the marine leisure industry in Ireland from financial services, insurance, boat sales, boat yards, chandlery, inland boat hire and coastal marinas. IMF has actively participated in 4 Interreg programmes, MAYA 1, MAYA 2, and 2 Ireland/Wales Projects. Ireland has the lowest boat ownership ratio in Europe but one of the longest coastlines of any European State. Ireland’s National Marine Policy, “Our Ocean Wealth” calls for the doubling of the income generated by 2020. Transnational nautical cooperation will stimulate growth in the Irish marine leisure industry through building a strong Atlantic nautical economy and will assist in the meeting of these targets. The objective will be to establish a sustainable schools maritime programme, assist in the development of a marina network, encourage tourism, and develop professional training.

Francois Arbellot is Director of Nautisme En Finistère, the development agency of the marine leisure sector of the biggest French maritime county. He was coordinator of the Interreg Project “Marine Leisure in the Atlantic Area” (NEA) dedicated to the development of nautical tourism in the Atlantic Area from 2004 to 2007. He has been developing from 2009 to 2012 the Interreg IVB NEA2 Project devoted to the sustainable development of the whole marine leisure sector in the Atlantic Area and has coordinated its network of 23 partners. Through his participation in the preparation of the Atlantic maritime strategy and its action plan, he has explained the place that marine leisure can take in the economic, social and environmental development of the Atlantic Area. Marine leisure represents in Finistere more than 3 800 equivalent full time jobs, in different sectors: boatbuilding, industry, services and commerce, supervised activities and marinas.

15. European open-water ocean energy test sites

Oliver Wragg joined EMEC in October 2013 following seven years’ experience in the marine renewables industry. In his role at EMEC he is responsible for providing a strategic business development regime. He liaises closely with developers, funders, and partners, and identifies new initiatives for the company driving growth and revenue. Oliver also sits on the Board and is an Executive Committee Member of Ocean Energy Europe (formerly European Ocean Energy Association). Key deliverables within this role include: a detailed review of association accounts and development of strategy to ensure improved revenue generation and future financial stability; and leading an international consortium of 8 companies, spanning 5 European countries, through bid coordination and contract engagement with the European Commission to secure a €1.2m grant to initiate the SI Ocean project. Oliver’s previous roles include Business Development & Project Manager at Atlantis Resources Corporation and Wave & Tidal Development Manager at Renewable UK. Oliver has a BSc Honours Biological Sciences and an MSc Environmental Science. In 2012, Oliver was awarded the Lennard Senior Prize for Outstanding Individual Achievement in the field of marine energy.

Ana Brito e Melo graduated in 1992 in Civil Engineering at the Instituto Superior Técnico (IST: Technical University of Lisbon) and initiated her carrier in the wave energy field in 1993, when a Portuguese team from IST started building an OWC pilot plant in the Azores, on the neighbouring island of where she was born. In 2000 she concluded her initial research activities on hydrodynamic modelling with a PhD in Mechanical Engineering, with the thesis entitled “Modelling and Design of Oscillating Water Column Devices: Application to the Wave Power Plant, at Pico, Azores”. In 2002 she was invited to be Executive Secretary of the Implementing Agreement on Ocean Energy Systems (OES) of the International Energy Agency, which she has been managing until present. In 2004 she integrated the team of the newly founded non-profit association – the Wave Energy Centre (WavEC), in Lisbon and has been responsible for the coordination work of services and R&D activities. In January 2012 she was appointed Executive Director of the Wave Energy.

John Breslin is SmartBay Irelands General Manager and is responsible for the overall management of the National Research, Test and Demonstration Platform for Wave Energy Devices, Marine Sensors, Equipment and ICT Solutions. He has a proven track record in the pursuit, development and execution of business opportunities within the commercial, public and third level sectors. John’s project portfolio includes; marine vessel & ROV asset management, strategic business planning, market and investment analysis, product feasibility studies, acquisitions and transition planning. John graduated with a M.Sc (Research) from UCD, a B.Sc. in Marine and Fisheries Biology from the University of Aberdeen and has other qualifications in Applied Chemistry, Laboratory Practices and Aquaculture. Previously, John has held management and director positions and has over 20 years’ experience in marine survey, environmental consultancy, vessel operations & commercial management.

Dr. J. Joaquín Hernández-Brito holds a Ph. D. in Chemistry by the University of La Laguna. He has been Dean at the Faculty of Marine Sciences of the University of Las Palmas de Gran Canaria, responsible for over twenty national and international projects. He has held several R&D management positions at the University of Las Palmas de Gran Canaria. Since 2009, he is the manager of the ICTS (Science and Technological Large Infrastructure) PLOCAN (Oceanic Platform of the Canary Islands) where he is in charge of developing infrastructures, services and projects. His main motivation is to bring out new knowledge, skills and untapping marine and maritime potentials through research and technology by linking academia government and industry. He has been coordinator of several EU funded projects including TROPOS (Modular Multi-use Deep Water Offshore Platform Harnessing and Servicing Mediterranean, Subtropical and Tropical Marine and Maritime Resources).

Izan Le CromMaster’s Degree in Civil Engineering (INSA Rennes, France). He worked during 4 years on the Pico Plant’s monitoring (WavEC, Lisbon, Portugal). Initially focused on wave climate and wave energy resource assessment he is currently project manager in offshore renewable energy projects at the SEM-REV Marine Energy Test Site (ECN, Le Croisic, France).

16. Developing an European network of fisheries villages

Working for the Syndicat Mixte of the Pays d’Auray, Astrid Hirsch is the manager of the Fisheries Local Action Group “Pays d’Auray”, Brittany, France. After a master in local development, she worked 10 years as manager of a business consulting agency where she provided advice and support to local entrepreneurs developing their own businesses and SMEs. She is directly involved in the definition of the Pays d’Auray future economic strategy.

Growing up in a small fishing town, Nathan de Rozarieux was drawn to the sea from a very early age and spent every available moment on the quayside or messing around in boats, having his first fishing boat at the age of 14. His passion for the sea dominated his education too, culminating in the achievement of a good honours degree in Marine Ecology and Fish Biology. Since graduation, he has worked in the fishing industry for over 15 years in a number of positions ranging from skipper / owner of a fishing boat to being the leader of one of the largest fishermen’s organisations in the Country – the Cornish Fish Producers Organisation (CFPO). After seven years with the PO and seeking a different challenge he left the CFPO in 2002, since then he briefly returned to the seas as a skipper, was a project director for a WWF-led project (“Invest in Fish”). He then joined the Seafood Cornwall in 2004 as project director with the aim of improving the value of fish and seafood across the supply chain through improved quality & hygiene practices and through better marketing & promotion. More recently, Nathan has been actively involved in setting up the Cornwall and Isles of Scilly Fisheries Local Action Group (FLAG) and also starting up my own Pescatourism business in Cornwall, ‘Come Fish With Me.’

Laura Nieto of the Pontevedra Fisheries Local Action Group project is an expert in “Villas marineras” - a network of vilages in Galicia where fisheries products and activities are valued as an authentic and qualitative touristic offer. This project could be the starting point of a wider dissemination accross an Atlantic network of FLAGs and local fisheries communities.

Cecilia Marques is manager of the FLAG Litoral Norte, Portugal. Her expertise is on “the villages of the sea”. This project, supported by the Litoral Norte FLAG enabled municipalities of Northern Portugal to develop a joint strategy to foster entrepreneurship linked with fisheries products and the maritime economy. In the context of the Fisheries Villages Network, this project would be a source of inspiration in developing coherent marketing strategies across an area on the specific theme of fisheries.
