We rely on a long history of on-time delivery of large I&C projects VVER reactors

On-going… o HANHIKIVI-1 Conceptual design phase for safety I&C

o MOCHOVCE 3&4 Neutron instrumentation system

o LOVIISA 1&2 I&C modernization

… and previous major I&C projects o 4 x VVER Dukovany, whole Protection System modernization

o 2 x RBMK Ignalina, Diverse Reactor Trip

o 2 x VVER Metsamor, Neutron Flux Monitoring

o 2 x VVER Kozloduy, Neutron Flux Monitoring

o 4 x VVER Balakovo and Kalinin, upper level modernisation

The key sucess factors : • An early Conceptual Design Phase • Collaboration among all

stakeholders • Simple and flexible design • Strong processes

Beyond technology : Design flexibility The Reference Plant’s I&C design only is not

sufficient I&C Architecture needs to be adapted to each application instead

of imposing a standard solution: • Based on the Defense in Depth and Diversity needs

• With due defense against Common-cause Failure, utilizing diversity,

redundancy and independence

Gradual shift in Regulations and Standards: • From focusing on individual pieces of equipment to rather focusing

on the system (or overall architecture) as a whole (systems

engineering approach)

• From being prescriptive about technical features to becoming rather

prescriptive about the process that one has to follow

Still subject to interpretation by the Safety Authority

14

Page 15: Atomexpo-Moscow 19-21 June 2017 21 June 2017... · 13.000 engines in service powering 35 aircraft types. Current market share greater than 30%. 51% Civil Aerospace 16.000 engines

Upfront collaborative phase : Key success factor for a successful I&C licensing vs.

tendering the Reference Plant’s main I&C package

From our experience, it is necessary to set up a Pre-

project “Conceptual Design Phase” for the I&C

important to safety

Goals of this collaborative initiative are : • Agree interpretation of requirements from country-

specific guides, WENRA, Owner, Plant Designer and

translate into I&C language

• Define the overall I&C Architecture based on

requirements

• Allocate functions and requirements to I&C

systems

• Allocate systems to platforms to check technology

and economic feasibility

• Get early review from the Safety Authority on main

principles

This will reduce the licensing risk and provide design

optimization of the overall I&C

Proposed implementation of « Evolutionary

Approach in Hanhikivi-1 NPP Design » to Defense in

Depth, Independence and Diversity concept

1. Collect input from ADLAS

2. Elaborate precise and (only) necessary independence requirements

3. Application to the Atomproekt’s Defense in Depth concept.

4. Allocation of Task Categories to « I&C Architectures » and « I&C Systems » and

identification of differences between ADLAS Reqs and Reference VVER I&C

Architecture

5. Elaborate Overall I&C Architecture

We want to enter into long term relationship with

Rosatom for the VVER export market

• Through the Rolls-Royce/Rosatom MoU signed on 7 September 2011

including I&C Workstream, participation to the Temelin 3&4 BID, working

together with Rosatom companies during Hanhikivi CDP stage Rolls-Royce

has had the opportunity to interface with most Rosatom entities involved in

export projects and I&C business such as AP St. Petersburg, ASE Group,

RAOS, REIN, RASU, Gidropress, Kurtchatov institute, SKUAtom also with

concern Titan – 2

• Our strategic objective is to develop a safety I&C fleet approach for the

VVER-1200 (aimed to be unified AES-2006 E)

• Accessible market addressed through the proposed fleet approach

includes:

• Hanhikivi-1 (Finland) as First-of-A-Kind

• Paks-5/6 (Hungary), Central & Eastern Europe Units in Temelin/ Dukovany

• Akkuyu-1/2/3/4 (Turkey),

• Egypt

• Jordan

• UK

Page 21: Atomexpo-Moscow 19-21 June 2017 21 June 2017... · 13.000 engines in service powering 35 aircraft types. Current market share greater than 30%. 51% Civil Aerospace 16.000 engines

• Rolls-Royce has been involved since March 2013 alongside

the Plant Designer Atomproekt, the EPC/General Contractors

RAOS Project, RASU, Gidropress, Kurtchatov institute and

Titan-2 as procurement entity.

• On 30 June 2015, Fennovoima submitted their Construction

License Application for FH1 NPP, stating that Rolls-Royce is

one of the two possible suppliers of the Safety automation.

Our Experience in Finland will benefit Rosatom for

We are ready to extend this approach to the next VVER units in

WENRA Countries, including for Paks II in Hungary

• Rolls-Royce's objective is to develop a Safety I&C approach for VVER-1200 (AES-2006)

in regulatory regimes known as stringent and subject to WENRA recommendations

• Hanhikivi-1 and Paks II form a first fleet of 3 units where replication can provide

significant economics savings, including Egypt, Jordan, and others.

• Localization is of essence and our approach involves local Hungarian partners

Will to deploy the Projects in collaboration with Local

Partners

• Cooperate in I&C Design/ Engineering, Licensing,

Integration, tests, site Engineering and services

activities to Local capable companies

• Cooperation MoU discussions engaged with:

o POYRY EROTERV KFT (Engineering, Licensing)

o EVOPRO KFT (Integration – have good connections with VNIIAES/RASU)

o Ovit – MOU under discussion

• Develop relationships with Academics Institutions

to grow Educational skills

• Rolls-Royce organised the Seminar at the Budapest

University of Technology and Economics on the 11th of May
