3. A handover of an HSCSD connection is considered as one single handover.
3.3.4 Intercell Handover Measurements
Intercell HOs are HOs from one cell to another cell, managed by the same BSC. The
handovers include TCH-TCH handovers, SDCCH-TCH handovers (i.e. directed retry)
and SDCCH-SDCCH handovers.
SDCCH-SDCCH HO is only initiated due to radio link quality reasons, no forced
SDCCH-SDCCH HO is supported.
3.3.4.1 ATINHIRC 30: Attempted Internal Handovers, Intercell, per Cause
Description:
This measurement gives the number of attempted handovers from the observed cell into
a different cell managed by the same BSC.
Different counters distinguish between the handover causes.
History:
In BR 5.5 a new counter is established which counts maintenance forced handover.
Trigger events:
receipt of a valid INTERCELL HANDOVER CONDITION INDICATION
(BTS -> BSC)

Notes:
1. INTERCELL HANDOVER CONDITION INDICATION messages with empty target
cell list are not counted
2. Only BSC controlled handover attempts are considered. Therefore the setting of the
following configuration parameter impacts the proper working of this measurement:
If thefirst targetcell in thehandover condition indication message is an external one,
the HO is considered as MSC-controlled. This applies even if the HO to the firs (ex-
ternal) cell is not possible and the second cell in the target cell list is an internal cell
and LOTERCH is set to true.

receipt of a valid HANDOVER COMPLETE (MS -> BSC)
