1. Festival Background
The South Australian Wooden Boat Festival is a biennial festival held over two days and one evening at the Historic River Port of Goolwa, located on the Fleurieu Peninsula, a pleasant one hour drive south of Adelaide, South Australia. The 2017 Festival is programmed for the weekend of 22nd and 23rd April. The Festival was established in 1989 by a group of local boat enthusiasts with an obsession for wooden boats and the desire to share the characteristic natural River Murray environment, lifestyle, culture and heritage of the Goolwa area. It is a multi-award winning cultural Festival with great consumer appeal that delivers an exciting mix of wooden boats, people, food, wine, and entertainment. There has been strong community support for this festival with many passionate community members and community groups providing their time, skills and expertise to plan and conduct the festival since commencing in 1989. Highlights of the South Australian Wooden Boat Festival history; 1989 First event held in Goolwa 2007 10th event promoted as South Australian Wooden Boat and Music Festival and held for
two and a half days due to being held on a long weekend 2009 Event held and returned to a two day one night program despite Goolwa and River
Murray severely affected by drought, increased the on land program 2011 Celebration of water back in the Murray River, free entry festival, record crowds (20 000)
and boats (258) 2013 Re-introduced a small entry fee ($5 per Adult) and boat registration fee ($25) and secured
international guest Griff Rhys Jones, very popular with crowds and huge media coverage, 15 000 people 267 boats
The Festival has been recognised for excellence within the tourism and events industry; 2011 Winner of the Festivals and Events category at the 2011 South Australian Tourism Awards
Represented South Australia at the national awards and won Bronze
2013 Silver medal at the 2013 South Australian Tourism Awards for Festivals and Events National finalist for Best Regional Event at the 2013 Australian Event Awards

The Festival brings visitors and community members together to share in our living history, river environment, adds value to our local economy and supports the tourism industry. The South Australian Wooden Boat Festival is a unique festival offering quality tourism experiences;
Largest collection of inland wooden boats in Australia on show during the festival
Goolwa is the only place in the Southern Hemisphere where steam boat meets steam train and festival attendees can enjoy both a steam train ride and paddle steamer cruise
This Festival is renowned as the ‘friendly festival’ where visitors are encouraged to attend and get involved with the events on water and land
On water events are close to the Wharf offering an exciting spectacle to festival attendees
To further involve the community, the staging of the 2017 Festival has been placed in the hands of
the South Australian Wooden Boat Festival Committee – a sub-committee of the Goolwa Wharf
Precinct Board. The new committee, endorsed at the February 2016 meeting of The Wharf Precinct
Board has commenced operation and has prepared this draft plan.
One of the first tasks of the new committee was to critically review progress towards the 2017
Festival which resulted in a recommendation – since endorsed – to move the 2017 Festival to April
due to the difficulties experienced with weather in February. It is also relevant that the Festival is
now positioned towards the end of the peak period rather than in mid peak period.
2. Event Description
The 15th festival will be held at the historic Goolwa Wharf Precinct and surrounds on the 22 and 23
April 2017 and is expected to attract in excess of 20,000 visitors generating a local economic benefit
of $3,000,000.
The historic Goolwa Wharf (originally built in 1852) precinct is an ideal location to showcase the
town, Murray River and its distinctive blend of old world charm and current day activities. The
festival site features the Paddle Steamer Oscar ‘W’, Goolwa Riverboat Centre, railway station for the
Heritage Cockle Train, boutique brewery, cellar door, cafés, parklands, boardwalk and modern
mooring facilities and extends to incorporate Armfield Slip, Goolwa Regatta Yacht Club and the
Goolwa Aquatic Club.
The on water program is conducted within closed waters on the Murray River with 5 courses
allowing, the variety of boats registered to participate safely in the festival while providing a
stunning display for spectators.

The on land program including maritime displays, art exhibitions, children’s activities, music, regional
food and wine and festival fare completes the festival atmosphere. We will be attempting wherever
possible, to provide participation opportunities for patrons of the event. The “Rough and Ready”
segment is a good example of this.
The committee is mindful of the need to keep a strong focus on boats and boating activities, to
celebrate, promote and sustain the wooden boat heritage of Goolwa and the Murray, to maximise
the community nature of the event and to stage the Festival in a cost-effective manner.
To achieve this vision, South Australian Wooden Boat Festival strives to:
Involve the greater Fleurieu community and its community groups in the delivery of the
varied program.
Build on wooden boat traditions and encourage preservation and interpretation of Murray
River heritage and culture.
Promote Goolwa and the greater Fleurieu as a tourist destination and entice tourists to stay
overnight within the region thus extending the peak holiday season.
Enhance the visitor experience by providing the opportunity to participate in a diverse range
of entertaining and interactive activities on water and land.
Convert the day visitors to overnight stays.
Festival Program
The South Australian Wooden Boat Festival will be centred primarily on the Goolwa Wharf Precinct
utilising existing and temporary event infrastructure to provide high quality facilities that add to the
comfort and safety of visitors to the Festival. Activities will be extended to utilise adjacent boating
facilities including the historic Armfield Slip and Boatshed, Goolwa Regatta Yacht Club and Goolwa
Aquatic Club. We are currently negotiating with a number of local bodies to have them arrange
events to coincide and integrate with the South Australian Wooden Boat Festival. Already, some
have indicated that they will be staging exhibitions in the District, specifically to coincide with the
Festival.
Format
As the largest event held on the Fleurieu Peninsular the South Australian Wooden Boat Festival
offers activities ‘On Water’ and ‘On Land’ for both enthusiasts and the general public.
Following lengthy debate and examination of previous Festivals, it has been determined that there
will be free entry to the 2017 Festival, but that souvenir programs will be on sale both before and
during the Festival. These will make a contribution to the net financial position of the event.
While the focus for the program will be the Wharf Precinct, a number of the activities will be located
at Armfield Slip and Boatshed, Goolwa Regatta Yacht Club and Goolwa Aquatic Club, thus extending
the use of community facilities.
The event is planned to start on Friday evening with a Street Parade which will enable Cadell Street
traders to participate fully. There will also be a welcome event and an Official Opening in the middle
of the day on Saturday.

The main program commences at 9am on Saturday morning continuing until late in the evening and
open at 9am on Sunday concluding at 5pm.
The South Australian Wooden Boat Festival will comprise of the following components:
1. On Land
The 2017 event is shaping up to provide two days of interesting, informative and enjoyable action
for visitors and participants to be involved in celebrating the River’s Heritage and Culture and the
passion for Wooden Boats.
1. Food & Wine
The Fleurieu is renowned for its excellent food and wine production and the aim of the
organisers is to embrace local businesses as they showcase what they have to offer. This is
an important aspect of the event as many visitors will have the opportunity to enjoy the
culinary delights and to discover more about the local region.
In addition to the existing licence holders in the Wharf Precinct serving alcohol as part of
their normal trading, a licensed food and wine marquee will be provided to showcase
regional wine, other and beverages and local foods.
Goolwa is a Cittaslow town and it is envisaged to source their involvement to promote the
‘slow food movement’ and the overall Cittaslow ethos.
2. Art & Culture
Local artists abound across the Fleurieu and, combined with the history of the Port of
Goolwa, will provide an extensive array of life and times of the Lower Murray River.
Included in the program will be:

peoples of the area
2.2 ‘Women of the River’ exhibition
2.3 Photographic and art exhibitions related to boating and its history, and to the local
environment
2.4 A regional display of the History of the River
2.5 A display of models of historic wooden boats
2.6 Book launch – ‘History of the Brigand’
2.7 Photographic and Art Workshops for school students prior to the event, culminating
in the work being exhibited at the Festival
3. Maritime
3.1 Boat building demonstrations including tree log cutting, planking and workmanship
3.2 Demonstrations of wood working skills showcasing young talented boat builders

To celebrate the festival within the community many regional groups will be invited to
participate through:

5.4 Involve local boating organisations to be involved with displays and activities

2. On -Water Program
The on- water program is conducted in closed waters, extending from the Wharf Precinct
southward. This is to assure safety for participants and the boating public.
Events are held throughout the day and are varied to maintain the interest of the viewing public and
to give Festival entrants an opportunity to showcase their craft on-water and/or compete with other
like craft.

VIP Function

The VIP component of the event will incorporate the official opening. It is intended to invite His
Excellency Hon. Hue Van Le – Governor of South Australia to open the Festival. A VIP event will
follow featuring select food and wine with South Australian Wooden Boat Festival Committee,
sponsors and Alexandrina Council invited guests. This event will include a formal address by the
Mayor and time for VIPs to explore the Festival.
Sponsor’s Program
A sponsor’s program will keep sponsors engaged, from the development of the event through to the
post-event evaluation stage. If the Festival budget permits, (subject to sponsorship income) a
sponsor’s launch will be held as a networking opportunity for sponsors, participating traders and the
Council.
Community Festival Focus
The 2017 South Australian Wooden Boat Festival will have a distinct community focus. Feedback
from the 2015 Festival showed concern that local community groups felt excluded from the planning
and execution of the Festival. Therefore a key aspect of the 2017 Festival is the engagement of local
community groups and individuals in the organisation, delivery and operational support to the
Festival.
The Committee has already commenced work with Service Clubs, The SA Wooden Boat Association,
Victor Harbor Sea Rescue, Goolwa Regatta Yacht Club and Goolwa Aquatic Club and other
community groups to identify areas where each can participate in the 2017 Festival.
In a similar vein the entertainment provided to support the Festival program will feature, where
possible, local talent.

3. Target Markets
The South Australian Wooden Boat Festival has grown significantly over the past 20 years to become
a signature regional event for the Fleurieu Peninsula and South Australia. Feedback has been
collected over many festivals and surveys conducted using the Encore Event Evaluation Program
since the 2009 Festival (3 festivals). This program provides a way to collect key demographic,
marketing and visitor satisfaction data to assist with assessment of the festival and improving future
festivals.
3.1 Target Markets
The Festival has identified the following attendees as target markets;

3.3 Survey Findings from previous festival
The 2015 Festival survey findings include;
• The main reason for attending this Festival was to support community organisation (51%), a
16% increase from 2013.
• Festival attendees found out about the Festival mainly from friends or had been before (63%), a
12% increase from 2013.
• Festival patronage was highest with groups of 2 people (45%) and 3 – 5 people (34%)
• Nearly half (41%) of attendees are aged between 45 and 64
• 51% are repeat visitors to the Festival
• 49% had not been to this festival before, 5% increase from 2013.
• 99% of people were either very happy or happy with the Festival, an increase of 5%
• What attendees liked most, organisation of Festival (31%), Venue of the Festival (32%), and
Festival program (26%)
• 30% of people surveyed were unable to articulate anything they didn’t like about the festival
while 47% least liked parking
• 99% of people would recommend the Festival to others
• 99% of people will return to Goolwa, an increase of 2%

• To contribute a further minimum of $50,000 to the local economy through the preferential
employment of local suppliers by the Council (eg equipment, VIP catering).
• To provide additional indirect economic stimulation generated by expenditure of participating
traders, for example, extra purchases and employment required for the event.
To promote wooden boats regional boat businesses and tourism to encourage ongoing
increase in such activity in the region.
4.4 Environmental Objectives
Delivery of an event that proactively seeks to reduce its carbon footprint by:
• Requesting traders use disposable materials and choose biodegradable products
• Ensuring that all waste is separated into recycling and general waste
• Encouraging food suppliers to use locally sourced ingredients promoting Cittaslow* principles
• Providing non-smoking areas within the precinct (food/wine and children’s areas)
• Encouraging attendees to travel to the event using sustainable methods, for example walking,
cycling or using the train which will also assist with parking congestion, and measure what
mode of transport was used
* Cittaslow encourages regions to identify and use local food and produce and allow time to enjoy eating with family and friends.
4.5 Communication Objectives
In the light of feedback from previous Festivals early communication with stakeholders,
including community groups is essential to success. In like manner, seeking and securing
sponsors is a priority task to be addressed immediately after the endorsement of this plan.
The Committee will:
• Develop and implement a communications plan for the event which supports the
event’s objectives.

5. Budget
In the short time the new committee has been operating, it has strived to develop a format and
budget which is realistic in the circumstances and can make the 2017 Festival a success.

A comprehensive regime of post-event evaluation will be carried out. Details have not yet
been established, but the range of instruments will follow closely, the methodology used in
previous Festivals.
An example of the General Public Survey questions is attached. These were the questions
used in surveying the 2015 attendance and will be reviewed in the coming months. Similar

Outcome of Wharf Precinct Board meetingGarry reported that the Board endorsed the following recommendations from theInterim Committee:

The Wharf Precinct Board agreed to convene a meeting on 31st March to endorse aBusiness Plan for the 2017 Festival. This means that we have till 24th to prepare theplan.
Committee Structure
Ashley Porter will join the Committee in the communications portfolio.
The attachment shows current portfolios. It is a working document and we shouldamend it – especially the tasks in the lower boxes as the work evolves. There isalready some doubling up which we need to correct.Committee members should suggest amendments.
Business Plan DevelopmentDiscussion took place about the process to produce a workable Business Plan in theshort time available.The committee agreed that the material prepared by James Stewart provides auseful framework.
It is noted that there are many unanswered questions which need to be resolvedbefore the plan can be finalised.Major items to be addressed at the next meeting are:

These are in addition to the usual maritime supplier displays, static boat displays andthe like.
There are opportunities to incorporate at least one Boat History book launch at theFestival.
Planning is occurring to reintroduce the souvenir boat entry history book(information and photographs about boat entries) as an attraction and possibly a netincome earner.
Ideas added included the introduction of a “yellow brick road” to encouragechildren’s interest. A range of other arts and cultural displays and events areplanned.
Considerable discussion took place on food provision. This requires moreinvestigation and consultation with, in the first instance, local suppliers andbusinesses. Peter, Liz and Lyn will pursue this. It was agreed that we aim for anadequate and balanced range of foods available.
Consideration will be given to a Friday evening Street Parade in Cadell. This toorequires consultation.
Overall these activities will require a significant number and variety of marquees andit is recognised this is a major cost for the event.
Comment was made that merchandise is a fraught area and seldom makes money.
The variety of events suggests that the Festival needs to extend wider than theimmediate Wharf area and include Armfield, GRYC and GAC
Finance/BudgetBruce Wright commented on the financial options paper he has prepared. This isbased on earlier Committee discussions and draws on available information fromprevious Wooden Boat Festivals.
The particular option paper provides for no entry charge and reduced fencing. Indiscussion Bruce provided information which identified likely costs and possibleincome from a charging/fencing model.
Considerable debate took place about the need and possibility of a break evenFestival. Considerations included the costs of essential security in the face ofNational Security threats, compliance costs relating to Local Governmentrequirements which were not of such impact in earlier Festivals. It seems unlikelythat a balanced outcome is possible in 2017.
Areas where the net cost could be improved (especially reduced costs) weresuggested in some areas. Bruce will rework the cost estimates to take these intoaccount for inclusion in the draft event plan.
Licensing Issues
Trevor Twigden has researched requirements relating to licensing. While it isdifficult to get very detailed information until a formal application is submitted. Itappears that the actual licence fee will be of the order of $500.
Full height fencing of licensed areas is not required – delineation of the area andsigns are sufficient.
It was agreed that we will need to plan for a licensed area in addition to the licensedareas existing for business leases in the area.
Event Fencing and Entry chargesThere was a large amount of discussion and debate about both fencing the Festivalarea and the desirability of charging entry fees. These two matters are linked, but itwas agreed that they should be dealt with separately, as fencing the whole area didnot necessarily mean that entry fees need to be charged.
It was further agreed that even if the whole area is not fenced, that some fencedareas would be required for security of display items.
Fencing the wharf area would have a dampening effect on the spread of the eventfeatures further south (Armfield, GRYC, GAC)
With respect to charging entrance fees, a number of points were raised: Entrance fees are likely to provide a net income Entrance fees are likely to reduce the number of attendees, especially local and
family groups The last two Festivals have produced some negative responses from attendees
and it is felt that charging no entrance fee is likely to significantly redress this If fees are not charged, offsets could be used such as “gold coin” donation and
sale of souvenir programs
It was agreed that a vote be taken on fence or no fence. The result of the vote was 2members favouring fencing, 6 favouring not fencing.

The Milang Goolwa Freshwater Classic was held Sunday 24 January 2016, unfortunately due toinsurance, vessel registration and limited amount of time to prepare for the race including lackof crew members the Brigand did not participate.

At The Wharf ReportMarch 20, 2016
‘At the Wharf’ has been presented by Cittaslow Goolwa five times over thesummer of 2015/16, with one more event scheduled for Easter Saturday, March26.
The event scheduled for January 29 was cancelled due to unsuitable weatherconditions.
‘At The Wharf’ is Community event, usually held on the last Friday of each monthfrom 5pm-8pm, at the Signal Point Deck and surrounding lawn areas. Its purposeis to promote Cittaslow principles, in particular promoting local produce andproducts, the concept of slow food, and the sense of Community. It is a self-funding event. Money made from bar sales covers the cost of the live band and allother expenses. In addition, most events have made a profit of around $450which is to be used to fund future community events offered by Cittaslow.
The event also aims to support the Alexandrina Council vision regarding‘connecting communities’ through regional innovation, a thriving environment,quality of life and wellbeing for all, increasing cultural vitality and activating vibrantspaces.
Good infrastructure has developed over time with a team of regular volunteerssetting up, running the bar, selling food and packing up. Advertising includedposters and large core flutes placed around town, stories in print media, and onthe internet.
The event has received fantastic community response, attendance has increasedover time and a sense of anticipation has developed with people requestinginformation via email, phone calls and social media messages regarding futuredates. Cittaslow membership has increased and ties between the CittaslowCommunity Garden and the Cittaslow Food and Wine Group (who coordinate thisevent) have strengthened through cross-involvement. Other communityorganisations (eg. Sing Out, Ukelele Group) have also been involved.
The Cittaslow Food and Wine Committee hope to continue the event nextsummer.
