Thank you to all the many folks who called our home and sent messages on the Internet with prayers and get well wishes during my recent stay in ETMC in Athens. John brought me home Monday (Aug 15th) from the hospital and I will be recovering here. After being given eight (8) bags (the most they can give one patient) of anti-venomous medicine, the swelling in my left arm is going down and Dr. said that I should not lose my hand or fingers from this copperhead snake bite. It will take a while to recover, however, I will be taking it easy and not dig in the shrubs or monkey grass for a long time.

Monthly Board Meeting Minutes
Callender Lake Property Owners Improvement Association
Saturday, August 13, 2016
The CLPOIA Board meeting was called to order by President Debra Abbuhl at 1:02 PM in the
Callender Lake Community Center with thirty-eight guests in attendance.
The invocation was given by Debra Abbuhl. All attendees voiced the Pledge of Allegiance.
Secretary Sara Kesler announced all nine board members in attendance.
President Abbuhl asked if there were any changes to the Agenda. Tilla Strickland made motion that the
Agenda for the August Board meeting be accepted as published. Motion seconded by Julie Morris.
Motion carried.
OPENING COMMENTS
President Abbuhl started the meeting by announcing this is the one time of the year when we see some
different faces and I like that. We will see how we can make the meetings more exciting during the year.
So welcome and I’ll start with my report.
OFFICER'S REPORTS
President’s Report - We received a letter from council that was retained by a resident who had received
“punitive damages” for uncured restriction violations. We wanted to present this letter to our council for
advice. Based on the motion that was passed on the June 24, 2014 Board Meeting, (“Eddie Hueston made
a motion to use Attorney Kevin Ferrier as our current legal advisor due to a possible conflict of interest
with Bud Berry, our current attorney who has major health issues at this time. Motion seconded by Jan
Liedtke. Motion passed Unanimously.”), and based on the per hour cost differences, and based on some
filing errors made by Bud Berry during a foreclosure, we chose to continue to use Attorney Kevin Ferrier
for advice. It was decided the Board as a whole would need to discuss the questions/requests in the letter
from the Resident’s council.
Thus, in accordance with Roberts Rules of Order, we are informing at the first subsequent open meeting a
summary of a Special Executive Session which took place on July 31, 2016 at 3:30 PM. The 10-day prior
announcement of a special meeting was waived according to our Bylaws due to the timeliness of a needed
response to council. We informed council the fines would remain from the deadline of June 24th
through
the cure date of July 9th
. There was also discussion regarding an expected request from the Resident’s
council in response to the newest violation letter. This is not a new violation, and was sighted in the
previous letter, but our letter did not contain a cure for the violation. Thus all cures in the previous letter
were met, and a new letter with a previously mentioned violation has been sent out that does contain the
cure. After some discussion, it was decided to table the response until such time as council actually makes
the request in case there are additional terms to the request.
Secretary’s Report – Sara Kesler reported that the minutes from the July 2016 monthly Board meeting
were circulated via email and published in the CL Lines. If there are no corrections and with no objections
from the Board, I move that the minutes from the July Board meeting be accepted and filed for record.
Motion seconded by Jan Liedtke. Motion passed.
Treasurer's Report - Jan Liedtke announced the Reconciliation Detail Report is available on the table
near the library. As of July 29, 2016, we have a total of $170,339.46. This report is now ready to be filed
for audit.
COMMITTEE REPORTS
Nomination Committee – Barbara Wiesner reported Chairman Lorraine Bradfield suffered a snake bite
earlier in the day therefore she was asked to introduce the five candidates for the CLPOIA Board of
Directors who are Barbara Conley, Paul Jenkins, Matt Palazzetti, Jim Reeves and Rusty Rowe. She also
extended thanks to the members of the Nominating Committee who are Jerry and Bonita Strickland,
Becky Sossamon, Jan Marler, Dick Bolle and Barbara Wiesner.
MAINTENANCE:
Public Areas – Sara Kesler reported due to the extreme hot weather, the Beautification Committee took
the month off other than watering plants around the community center. At their request, Doug trimmed
around the highway entrance sign and cut the grass on the right side of the entrance gate.
In the public areas, Doug assisted with culvert cleaning at Pritchett Hill and Callender Lake Dr., mowed
public areas and right of ways, patched potholes, trimmed limbs on Wildwood, Deer Path and
Armadillo. He removed a damaged railing from the lake at the covered fishing pier and collected trash
from the parks. He also removed playground equipment at the swim park where the bees were. Doug
reinstalled the street sign at Callender Lake and Trails End that had been knocked down by unknown.
Spikes at the gate exit had a lot of wood, etc. in them causing the spikes to stay down. Thanks to Gerald
Kesler, Doug Ferris and Dick Bolle, they removed the spikes, cleaned out the debris and reinstalled them
yesterday.
At the Children’s playground, repairs were made to the merry-go-round consisting of two new handles
and all other handles being re-welded and two bars replaced on the rocket slide. Thanks to the Resale
Shop for covering the cost ($355) of these repairs which were done by welder Jeff Luther, whom I highly
recommend.
Thanks to Dick Bolle for replacing the plastic “information box” that holds the Callender Lake Lines
which was destroyed either by a vehicle or vandals
Roads Committee - Larry Giles announced the Road Committee is Not at Fault! We had the culverts
cleaned under the intersection of Pritchett Hill and Callender Lake Drive. This was our test to see if the
cleaning of the culverts was the answer to water standing in the road way after rains. We cleaned and no
rain. We are not the reason for the drought. That decision comes from a higher place. We, like you, wait
for rain to see the results of our test. One last item, get your name on the road committee for next year. If
you know what a pot hole is, then you are qualified to serve. This committee needs more eyes and ears to
help care for our roads, the life line of our community.
Architectural Control Committee - Julie Morris reported the ACC met Saturday, August 6th
. Five building
permits were received. One for a carport, two storage buildings, and one pavilion. All were reviewed and
approved. One permit for a storage building was denied due to size on an unimproved lot.
Four new violation letters were sent out from the ACC and two violations letters were sent out from the
Board of Directors. One “Neat & Orderly” violation was cured and an extension was granted on another.
Publicity Committee – Julie Morris reported Publicity met on Sunday, July 24th
. A new bulletin board for
the gate card reader has been ordered and will be installed upon arrival.
Ad sales will begin Spring of 2017 for the new phone directory. Projected completion of the directory will
be September of 2017. If you have a business or know a business that would like to advertise in this new
directory, please contact Salina in the front office.
Five (5) email blasts were sent in the month of July to 275 recipients. The website was visited 1,079
times.
Security and Fire Committee - Jeff Smith reported Security and Fire Committee did not meet in July.
Flags were lowered on July 15th
to honor the victims of the attack in Nice, France. They remained lowered
until July 22nd
to honor the victims of the attack on police officers in Baton Rouge that occurred July 17th
.
S & F Committee received three calls concerning cows being loose in the community. Owner of the cows
was located and cows were returned to the their side of the fence. Thank you to Trey Browning, Salina
Van Roy, Dick Bolle, John Bradfield, Debra Abbuhl and anyone else I may have neglected to mention for
their help in this.
We received a report of possible vandalism at a home on Island Drive. Van Zandt County Sheriff was
notified and responded to check out the situation.
Debris that was causing the spikes at the exit to not function properly was cleaned out by Gerald Kesler,
Dick Bolle and Doug Ferris. Thanks to these gentlemen for taking care of that issue.
Fish & Wildlife – Larry Giles stated Fish and Wildlife Committee want to again say thank you for your
help in our fund raiser, selling the caps and t-shirts. It makes us proud to see people wearing the items in
so many places and within our community.
We want to thank Rusty Rowe and Jerry Sossamon for the installation of the lake rule signs at the boat
ramp and the fishing pier. The signs look great and hopefully will last a long time.
Sanitation & Pollution – Joan Baker reported the Sanitation and Pollution Committee met on August 9th
with all committee members present.
Restriction violations and repercussions were discussed. However, no new solutions were decided that are
not already addressed in the restrictions. The committee submitted to the Board, for their feedback,
several ideas on how to handle and prevent the illegal and premature dumping of large items, and on legal
methods to identify dumping restriction violators.
In addition to posted signs and a recurring ad in the Callender Lake Lines, a blast email was sent to
remind residents not to leave large items in the dumpster area prior to the arrival of the large dumpster.
The Sanitation & Pollution Committee would like to take this opportunity to update the community of the
following:
Recently, over 3 weeks prior to the large dumpster’s scheduled, advertised arrival, one or more Callender
Lake residents prematurely, illegally dumped furniture, a gas grill, mattress, etc. in the dumpster area.
Besides being against the restrictions, these items are a public nuisance, unsightly, a health hazard
(attracting varmints), traffic-safety issue and they block access for Republic Services to empty the seven
(7) permanent household dumpsters.
These types of large items are not allowed nor do they fit in the smaller, household trash dumpsters. Thus
the reason we periodically (approximately every 6 weeks or near a holiday weekend) schedule the large
dumpster for bulky items.
The next scheduled large bulk dumpster is Labor Day weekend – September 2nd
– September 6th
.

The Sanitation & Pollution committee would like to personally thank Doug Ferris for all his hard work in
insuring that the garbage is properly loaded and distributed, especially in the large dumpster. His efforts
have not gone unnoticed and are very much appreciated. Thank you Doug!!!
Dam Committee – Eddie Hueston reported that the Dam Committee that has been working jointly with
the folks “across the pond” and I’ll read the revised recommendations regarding an email of May 14,
2016. On behalf of the Dam / Spillway Committee, we recommend Board approval for Velvin & Weeks
Engineering to proceed with the annual inspection of the Callender Lake dam and to update the 100-year
flood model. The annual inspection is estimated at $1,600 and the 100-year flood model is $600. Hickory
Hills POIA has agreed to pay half of the cost based on the Email from their president, Robert Holt dated
5/13/2016.
On the mowing of the dam, at the next scheduled meeting of both the CLPOIA and the HHPOIA,
approval is requested for one time mowing of the Callender Lake dam by Concepcion Gutierrez of the
Outdoor Creation maintenance firm.
This includes mowing all grass and weeds on both sides of the dam to a height of approximately 8 inches,
removal of woody saplings level with the ground where possible, removal of weed growth inside the
fence surrounding the discharge pipe on the road side of the dam.
The successful bid of $2,500 is to be paid equally ($1,250) by CLPOIA and HHPOIA upon successful
completion and inspection of the work by a member of the joint Dam Committee from each association.
I have also received from the President of Hickory Hills an email which says they will not be financially
able in the future to participate in large expenditures regarding lowering of the lake until at such time they
have repaid a loan they received for road repairs. Of course we will share the cost of the Engineers report
and the mowing expense at this time.
President Debra Abbuhl passed the gavel to Vice President, Tilla Strickland to Chair while she made a
motion to accept Concepcion Gutierrez of Outdoor Creations’ bid of $2,500 for one time mowing of the
dam and sapling removal of which $1,250 will be Callender Lake’s responsibility. Seconded by Julie
Morris. Motion passed.
TAMER UPDATE C.A. Cockrell (Report Attached)
New Business
President Abbuhl announced nominations from the floor are required at the Annual meeting in September
but we will also take nominations from the floor today as it makes more sense to do so. President Abbuhl
asked if there are any nominations from the floor for candidates running for the Board. There were none.
Vice President Tilla Strickland stated that in accordance with Article VIII, Section 2 of the CLPOIA
By Laws, I move that the individuals listed on the hand out be appointed as members in the listed
2016 – 2017 committees. Seconded by Hope Enochs. Jeff Smith announced that Thomas King has agreed
to Chair the Security & Fire Committee. President Abbuhl announced the name of Ken Petty was omitted
from the ACC Committee and needed to be added to Architectural Control Committee. Motion passed.
President Abbuhl extended thanks to all persons who have volunteered to serve on these committees. She
further stated without you, we would not / could not get all the things done that we do.
Question from floor regarding if the ad hoc committees such as Restrictions and Legal had to be
reinstated. President Abbuhl explained that she believe by appointing the committees today, with the ad
hoc committees included would reinstate those committees. She asked some in the audience who were
past presidents if they knew any laws that stated it should be done any other way. One past president said
not that he knew of.
Old Business
Eddie Hueston announced that on approval from the Board that the proposal from Velvin & Weeks to
inspect the dam including recommendations (not to exceed $1,600) and to perform the 100-year hydraulic
model (not to exceed $600) with half of the expense being paid by Hickory Hills. Tilla Strickland made
motion to accept the proposal as stated by Eddie Hueston. Seconded by Larry Giles. Motion passed.
Questions & Announcements
Guest from floor inquired as to where the Board is on collecting past dues. Per president Abbuhl, basically
we have a couple of procedures set. We put in a Notice of Lien especially when we know property is
getting ready up for sale. We have a list of some that are getting ready to be foreclosed on and in the past
we have also sent them to a collection agency when the dollar amount owed is enough to warrant such
action. Treasurer Jan Liedtke stated we also cut off secondary gate cards. At this time we have 12 cards
that will be cut off unless past dues are paid within 30 days. We are also looking at four homeowners who
live here full time and pay their county taxes but have not paid dues in several years.
Sara Kesler expressed her appreciation to all the volunteers who have helped with the opening and closing
of the swim park from Memorial Day to Labor Day weekend.
President Abbuhl announced immediately following adjournment there will be refreshments and “Meet
the Candidates”.
A property owner had questions regarding the remodeling and demolishing of a house he has purchased.
After much discussion, he will bring this issue to the ACC committee for their review. If not satisfied with
their conclusion, he was in agreement to then bring the matter back to the Board. The Board agreed to let
ACC handle the issue.
President Abbuhl announced she will monitor the proceedings and dialogue as the candidates introduce
themselves and share some information about what brought them to Callender Lake and why they are
interested in serving on the Board. Bios are on the table. Questions from the audience to each of the
candidates followed.
Andy Lutz extended her appreciation to the Board for their dedication and work on getting things done.
Tilla Strickland made motion to adjourn. Motion seconded by Larry Giles. Motion passed.

MONTHLY BOARD REPORT
AUGUST 13, 2016
COUNCIL OF VAN ZANDT COUNTY COMMUNITIES (CVZCC) - The CVZCC conducted their
monthly business meeting on Tuesday, AUGUST 9, 2016 at 11:30 at the VZC Country Club. The subject
of this month’s meeting was Van Zandt County Leadership Program and the Speakers were Brad
Blakemore, Editor of the VZC newspapers and Stephanie Smith.
GREATER LAKE PALESTINE COUNCIL (GLPC) - The General membership meeting will be in
September at the Chandler Community Center. The date will be either the 15th
or 22nd depending on the
availability of the Speaker. The subject will be the status of the Integrated Pipe Line which is of great
importance to Lake Palestine and East Texas. The annual Board election and Bar-B-Q will be conducted
October 8th
of 15th
TBD.
Our local area may seem to be remote but no one expected the attacks in Orlando or in Europe either.
Everyone should be mentally prepared to react should we become involved in similar circumstances.
Henderson County Sheriff Botie Hillhouse and his Department will provide an informational training
course explaining what to do in the event that you might find yourself in an emergency situation similar to
those that have happened, and continue to happen, elsewhere in the U.S. and around the world. This
course will be held on Monday Evening August 15th at the Chandler Community Center. Meeting will
start at 6 PM – Everyone is invited to attend.
TEXAS NEIGHBORHOODS TOGETHER (TNT) - Next meeting will be September 3rd
in Dallas.
The agenda will mainly be two-fold, one to discuss the future of TNT and second to initiate a review of
the below listed issues for discussion of possible inclusion on the agenda for the upcoming State
Legislative session:
1. Increase the minimum advance notification time for tenant evictions from two weeks to at least
90 days.
2. Preemption of local regulations on short-term rentals.
3. Allow online voter registration. (Arizona allows this!)
4. Retain state regulations on title insurance. (Deregulation would force low income families to pay
much higher costs
5. Require sales price disclosure for all commercial and residential property sales.
U.S. Congressman Jeb Hensarling held a town hall meeting at 1 P.M. Thursday, August 4, 2016 at the
Van Zandt County Farm Bureau, 281 E. Hwy 243 in Canton. The Congressman provided an update on
recent actions taken by the House of Representatives and conducted a question and answer session to hear
the concerns from VZC residents.
TAMER UPDATE - Aug. 10th was the date for PUC/SWWC/ and other interested parties to discuss
settlement issues, and the 17th is a firm date for stating a position in some detail or providing expert
testimony in written form. The schedule below is the schedule the parties agreed to and that the
Administrative Law Judges have approved for completing the Monarch rate case.

The next two steps of interest to the ratepayers are: (1) the mandatory settlement conference conducted on
August 10th, and (2) the filing of testimony or a statement of position on August 17th
. Our counsel is not
optimistic the settlement conference will result in an over-all settlement. It is possible some of the many
issues in the case could be resolved in settlement discussions, but it is not clear that Monarch benefits
sufficiently from a partial settlement to make the concessions that even they would require. Having said
that, there are some people involved as parties that do not have an attorney, so, having the settlement
conference is a way for them to have some impact and to be, at least, informed about what some of the
issues are.
It appears, from the efforts that the State agencies have put into the discovery process, that transferring
rate responsibility to the Public Utility Commission and pulling the Office of Public Counsel into these
rate cases have had a very beneficial impact on the ratepayers’ interests. Even so, the TAMER attorney’s
recommendation is that TAMER representatives go to the settlement conference, comply with the August
17th
deadline and plan to continue in the process. TAMER has approved the Attorney to act for us at the
settlement conference.
