PUBLIC HEARING NOTICE COUNTY OF HUNTERDON

The County of Hunterdon has filed a request with the New Jersey Department of Environmental Protection, Green Acres Program, proposing to transfer ownership of parkland from the County of Hunterdon to the Township of Delaware. The parkland to be transferred is known as the Wescott House/Reading Schoolhouse, Block 30; Lot 32, 52 Rosemont-Raven Rock Road, Stockton, New Jersey, consists of 3.29 acres and is subject to Green Acres restrictions. The Green Acres restrictions on the parkland will be transferred with the parkland and will run with the property in perpetuity.

Pursuant to N.J.A.C. 7:36-25.5(a)3, a hearing to obtain public comment on this request will be held at the County Administration Building, 71 Main Street, Flemington, New Jersey, on August 1, 2017 at 5:30 p.m.

All information submitted by the County of Hunterdon to the Green Acres Program in support of this requested parkland transfer is available for public inspection at The Delaware Township Municipal Building, 570 Rosemont-Ringoes Road, Sergeantsville, New Jersey and the Hunterdon County Division of Planning Services, 314 State Route 12, Flemington (Raritan Township), New Jersey.

Written comments on the parkland transfer request may be directed to William Millette, Principal Planner at the Hunterdon County Division of Planning Services, 314 State Route 12, Flemington (Raritan Township), New Jersey. Please send a copy of any comments submitted on this request to the New Jersey Department of Environmental Protection, Green Acres Program, Bureau of Legal Services and Stewardship, Mail Code 501-01, 501 East State St., P.O. Box 420, Trenton, NJ 08625-0420.

Public comment on this parkland transfer request will be accepted during the public hearing. On or after August 1, 2017, the County of Hunterdon may take formal action to approve the proposed transfer of the parkland, subject to approval of transfer documents by the Green Acres Program.

STATE OF NEW JERSEY COUNTY OF HUNTERDON RESOLUTION

WHEREAS, the Board of Chosen Freeholders of the County of Hunterdon intends to transfer ownership of the Wescott Property, located in the Township of Delaware (Block 30, Lot 18) to the Township of Delaware. As a condition of transfer, the Township has requested that the County of Hunterdon release the Affordable Housing Covenant on the property, which was created in a deed dated April 12, 2005, recorded April 27, 2005 in the Hunterdon County Clerk’s Office, Deed Book 2120, Page 809. The County of Hunterdon has determined that the Affordable Housing Covenant is no longer required by the County of Hunterdon. NOW, THEREFORE, BE IT RESOLVED, that the County of Hunterdon hereby releases and extinguishes the Affordable Housing Covenant on the Wescott Property located in the Township of Delaware, Block 30, Lot 18, as created by Deed dated April 12, 2005, and recorded April 27, 2005, in the Hunterdon County Clerk’s Office, Deed Book 2120, Page 809; and BE IT FURTHER RESOLVED, that the Freeholder Director, or the Deputy Director, is authorized to sign the Release of Affordable Housing Covenant and County Counsel is authorized to deliver the document to Delaware Township or the County Clerk for recording at the time of the closing on the transfer of the Wescott Property.

STATE OF NEW JERSEY COUNTY OF HUNTERDON RESOLUTION WHEREAS, since 1714 there has always been a need for citizens to aid the cause of Hunterdon County Government; and WHEREAS, a great deal of time and effort has been expended by volunteers throughout the history of Hunterdon County by its citizens who serve on various Boards, Committees, Commissions, and Councils; and WHEREAS, these volunteer citizens give their time unselfishly by sharing their expertise in all areas in which County Government must necessarily function; WHEREAS, Dr. Catherine Hebson McVicker has served the residents of the County of Hunterdon as a representative on the Board of Trustees for the State of New Jersey’s first bi-county college, which is co-sponsored by the Hunterdon and Somerset County Boards of Chosen Freeholders, created in July 1986, and named “Raritan Valley Community College”; and WHEREAS, Dr. McVicker has been honored with the Ronald D. Winthers Community College Trustee Leadership Award, on June 19, 2017, for her work on the New Jersey Council of County Colleges for her dedication and service to New Jersey’s 19 community colleges; and NOW, THEREFORE, BE IT RESOLVED, that the Board of Chosen Freeholders hereby extends its thanks and appreciation to Dr. McVicker who has served in the capacity of member, of the Board of Trustees for Raritan Valley Community College, representing the County of Hunterdon since 1986; and BE IT FURTHER RESOLVED, that the Board of Chosen Freeholders hereby extends its sincere appreciation to Dr. Catherine Hebson McVicker for having served the residents of Hunterdon County in this capacity for the past thirty-one years; and BE IT FURTHER RESOLVED, that the Clerk of the Board is hereby directed to cause this Resolution to be spread upon the official minutes of the County of Hunterdon. This project will benefit the Black River Railroad Historical Trust for many years to come. Event protocol letter, certificates of insurance and fire applications must be filed with the Park office 30 days prior to the event date.

All organizations, participants and spectators must comply with all law, statutes and regulations. Organizers will contact the New Jersey State Police/Kingwood Barracks and the Township of East

Amwell as to the scope, time and duration of their event. Smoking, alcoholic beverages, controlled substances, and weapons are NOT permitted on the

Fairgrounds property. All vendors must have certificates of insurance, naming the Hunterdon County board of Chosen

Freeholders & the NJDEP as additionally insured for the amount of 1 million dollars. It is the responsibility of the applicant or vendor to supply tents and canopies. They must be made

from fire retardant material that meets compliance with current and state fire and safety code requirements. Required inspections will be conducted by the County Fire Marshal. NO ground fires are permitted on the Fairgrounds property. Vehicles are NOT allowed in unauthorized areas. Parking is allowed in designated areas ONLY. Recreational vehicles are restricted to individuals directly associated to an event. Overnight

parking must be approved by the Hunterdon County Department of Parks and Recreation. Sites do not have electric hook-up and water. Discharging of any material is NOT allowed.

Recycling shall be enforced. Trash shall be emptied before containers reach capacity. It is the responsibility of the applicant or sponsoring organization to collect and deposit all trash

into proper containers at the conclusion of their event. If using the Closed Building, it is the responsibility of the applicant to properly clean and sweep

the building. Applicants are liable for any damage or destruction sustained to the buildings and Damages shall

be repaired by the County at the expense of the applicant or sponsoring organization. An inspection of the facilities and grounds will be conducted prior to and after each event.

The County of Hunterdon is NOT liable for any personal possessions not removed from the Fairgrounds after an event has concluded.

The County of Hunterdon is NOT liable for loss or damage to personal property. Dogs must be restrained on a leash and owners must remove any pet waste. Dogs must be kept at

WHEREAS, the Board of Chosen Freeholders of the County of Hunterdon has approved plans prepared by Dewberry Engineering, Inc. in May, 2016, for a road construction project and replacement of County Bridge RT-16. The Board of Chosen Freeholders has also accepted the appraisals as submitted by Mark Tinder Appraisals, LLC for the acquisition in fee and easement interests from the affected properties in connection with the road construction project and bridge construction of RT-16, County Route 523 over North Branch of Rockaway Creek. One of the properties from which the County desires to acquire a portion in fee simple is located in the Township of Tewksbury known on the municipal tax map as Block 46.01, Lot 11, 103 Oldwick Road, Whitehouse Station, New Jersey 08889, and is currently owned by David B. WHEREAS, the County of Hunterdon may acquire a development easement in accordance with the State Agriculture Retention and Development Act, N.J.S.A. 4:1C-11 et. seq., the Municipal Planning Incentive Grant (MPIG) Program, N.J.S.A. 4:1C-43.1, and the regulations thereunder; and WHEREAS, on July 13, 2017 the Hunterdon County Agriculture Development Board granted final approval for the acquisition of the development easement for the property known as the Runkle “South” Farm, owned by Bruce and Christina Runkle, located at 398 Mount Airy-Harbourton Road, Lambertville, NJ and designated on the County tax map as Block 13, Lots 1 & 1.01 in the Township of West Amwell, County of Hunterdon, State of New Jersey; and WHEREAS, the State Agriculture Development Committee certified the fair market value of the development easement pursuant to N.J.A.C. 2:76-7.14 at $6,500.00 per acre on April 28, 2017; and WHEREAS, the Township of West Amwell will contribute an additional $750.00 per acre in addition to a percentage of the certified fair market value, a value that does not exceed the highest appraisal value pursuant to N.J.S.A 4:1C-43.1; and WHEREAS, the County of Hunterdon and State Agriculture Development Committee will not cost share above the certified fair market value; and WHEREAS, the landowner accepted a total value of $7,250.00 per acre. WHEREAS, the County of Hunterdon may acquire a development easement in accordance with the State Agriculture Retention and Development Act, N.J.S.A. 4:1C-11 et. seq., the Municipal Planning Incentive Grant (MPIG) Program, N.J.S.A. 4:1C-43.1, and the regulations thereunder; and WHEREAS, on July 13, 2017 the Hunterdon County Agriculture Development Board granted final approval for the acquisition of the development easement for the property known as the Runkle “North” Farm, owned by Barry and Cathy Runkle, located at 1310 County Route 179, Lambertville, NJ and designated on the County tax map as Block 13, Lot 1.02 in the Township of West Amwell, County of Hunterdon, State of New Jersey; and WHEREAS, the State Agriculture Development Committee certified the fair market value of the development easement pursuant to N.J.A.C. 2:76-7.14 at $5,500.00 per acre on April 28, 2017, which was accepted by the landowner. The estimated cost sharing breakdown for the acquisition of the development easement is as follows (based on an estimated 22 acres), subject to:

RESOLUTION WHEREAS, the Parks & Open Space Advisory Committee was created and charged with the review of all applications for Open Space Trust funds per Hunterdon County Administrative Policy #2008-02, adopted on October 7, 2008, and revised on March 3, 2015, and WHEREAS, after review and evaluation of all applications, the Parks & Open Space Advisory Committee provides recommendations for funding to the Hunterdon County Board of Chosen Freeholders, and WHEREAS, D&R Greenway has submitted a Non-Profit Grant Application and request for funding for a 20% contribution of County funds based on the estimated purchase price of $205,000.00 to acquire, in fee simple, Block 34, Lot 22, in the Township of East Amwell, estimated 19 acres, known as the Lindbergh Acquisition; County contribution request of $41,000.00, and WHEREAS, one additional Cooperative Grant Application and request for funding was also submitted by East Amwell Township for an additional 30% contribution of County funds for the Lindbergh Acquisition; and WHEREAS, the total County contribution to any one project is limited to 50% of the purchase price; and WHEREAS, on July 17, 2017, the Parks & Open Space Advisory Committee reviewed, evaluated, scored and ranked the application. The application was assigned a score of 71.875 points and the Committee recommends approval. NOW THEREFORE, BE IT RESOLVED, that the Board of Chosen Freeholders of the County of Hunterdon hereby approves, upon the recommendation of the Parks & Open Space Advisory Committee, the D&R Greenway application for the Non-Profit Open Space Grant Program, 20% of the purchase price, in an amount not to exceed $41,000.00 to acquire Block 34, Lot 22, in the Township of East Amwell, known as the Lindbergh Acquisition.. The total County contribution to this project shall not exceed 50% of the negotiated and agreed upon purchase price. RESOLUTION

The allocated funds to this project will not change and therefore the Committee recommends approval. NOW THEREFORE, BE IT RESOLVED, that the Board of Chosen Freeholders of the County of Hunterdon hereby amends and approves, upon the recommendation of the Parks & Open Space Advisory Committee, the Hunterdon Land Trust application for the Cooperative Assistance Open Space Grant Program, 31% of the purchase price, in an amount not to exceed $200,000.00 to acquire in fee simple, Block 32, Lot 22 & 30 in the Township of Bethlehem, estimated 99 acres, known as the Eisenberger Acquisition. It is anticipated that the County will gain ownership and management of the property upon closing. The availability of funding is contingent on verification by the County finance department. NOTICE OF ONLINE AUCTION FOR OFFICE FURNITURE AND EQUIPMENT AND MISCELLANEOUS ITEMS

WHEREAS, pursuant to N.J.S.A. 40A:12-13, the County of Hunterdon desires to hold an auction for the sale of trucks, office equipment, construction equipment, vehicles and miscellaneous items, as set forth in the attached Schedule A, which equipment is no longer needed for public use and is therefore deemed surplus; NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Hunterdon that the Clerk of the Board shall be authorized to arrange for the sale of the said equipment at a public auction, the sale to be made to the highest bidder present at the auction for each item upon the following terms and conditions: A. The surplus sale will be conducted through an online service known as GovDeals and can be

accessed at www.govdeals.com on August 11, 2017. The auction items can be reached by doing a search for the keyword “County of Hunterdon”.

B. Visitors can find the County's auctions directly via the following link: www.govdeals.com/HunterdonCountyNJ. C. No vehicle shall be removed until proper transfer of title shall have been affected. D. No warranty shall be given, either expressed or implied, by the County as to said equipment or items,

and every such said is "as is". E. The bidders acknowledge receipt of notice that some items are not presently functioning or not in

working condition. F. All sales shall be final. G. Property shall be removed within seven (7) days of sale and remain at the sole risk of the buyer. H. GovDeals will collect all proceeds from the winning bidder, including the “Buyer’s Preminum” through

PayPal, credit card or wire transfer. This is the only means of payment by the bidder. WHEREAS, pursuant to N.J.S.A. 40A:12-13, the County of Hunterdon desires to hold an auction for the sale of trucks, office equipment, construction equipment, vehicles and miscellaneous items, as set forth in the attached Schedule A, which equipment is no longer needed for public use and is therefore deemed surplus; NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Hunterdon that the Clerk of the Board shall be authorized to arrange for the sale of the said equipment at a public auction, the sale to be made to the highest bidder present at the auction for each item upon the following terms and conditions: A. The surplus sale will be conducted through an online service known as GovDeals and can be

accessed at www.govdeals.com on August 11, 2017. The auction items can be reached by doing a search for the keyword “County of Hunterdon”.

PERMIT INFORMATION Hunting permits are sold to walk-in applicants on a first-come, first-served basis. Mail-in applications are also

accepted, but will not be processed until after all walk-ins are completed on the first day of permit sales for each respective season. Because of this, mail-in applicants have a reduced chance of getting a permit. On the first day of permit sales, only Hunterdon County residents may purchase a permit. On the second day, and any day thereafter, all others can purchase a permit. To be fair, only one permit, per season, per person on line! Permit applications and maps of hunting areas are available at the Park Office.

IMPORTANT REGULATIONS All state hunting regulations, licensing requirements, and permit requirements are in effect on Hunterdon County Park lands open to hunting. Hunters are responsible for obtaining and learning state regulations and county park regulations.

• In all seasons and for each permit, every hunter, (including alternates) must harvest an antlerless deer on the property the permit is valid for, before they can take an antlered deer. (With the exception of the six day firearm season.)

• Transferable permits. Each permit sold will be transferable to a maximum of two alternate hunters. Each hunter is allowed to be an alternate on a maximum of two (2) permits per season. Each alternate hunter must provide their personal information in designated section on application and sign the original application before it is processed by this Division. Alternates need not be present in line, however, the

person purchasing the permit must have a copy of the "alternate(s)" current hunting license only one hunter may utilize the permit at any given time, and must be in possession of the original permit while hunting. Failure to do so will result in a summons, voided permit and removal from the program. Permits sold to Hunterdon County Residents on "residents only" sale days may only be transferred to other Hunterdon County Residents.

• Hunters who posses permits for both the Fall and Permit bow seasons for the same park, may "bank" their doe for the permit bow season. In order to "bank" your doe, you must harvest two or more does in the fall bow season. You must indicate this on your survey for the permit bow season. Surveys will be cross referenced.

• The use and/or construction of permanent tree stands is prohibited. Hunters found using a permanent tree stand will be subject to prosecution whether they built it or not. Portable tree stands are allowed, but are used and left unattended at the user's risk. Permit holder's name or Parks Division permit number must be securely affixed to stand in an obvious location. Unidentified stands will be confiscated! No more than Two (2) tree stands/ground blinds may be put up at a time for each issued permit. Tree stands and steps must be removed within 3 weeks of the expiration of your permit(Hunters who fail to remove their tree stand within the three week period may receive a summons and be disqualified from the hunting program for 2 years)

• Trail cameras must be marked and identified with your current permit number. Any camera without a valid permit number will be removed and confiscated.

• Possession of a permit to hunt on county parkland does not give hunters permission to cross private property, roads or railroad right-of-ways. Hunters are responsible for knowing park boundaries and safety zones.

• As indicated on the permit form, one copy of your county park-hunting permit must be kept in your hunting license holder, and one copy must be prominently displayed in your vehicle windshield.

• Hunters in the Controlled Hunting Program who receive a summons for any violation committed on park lands, will have their park hunting privileges revoked for 2 years and will not be able to purchase a permit. Privileges will be permanently revoked for a second offense.

• Hunters should be aware that non-hunting visitors are allowed on park lands open to hunting and must be treated courteously. Non-hunting visitors are encouraged to wear blaze orange or confine visits to Sundays.

• During the six day firearm season; and from Jan. l thru Feb. 10, 2018, hunters who possess a Park shotgun permit may elect to use either a shotgun or muzzleloader to hunt with; in accordance with NJ Fish and Wildlife season dates and laws. A valid NJ Rifle and Muzzleloader permit are required to hunt with a muzzleloader.

• Baiting on Park Property is legal but not encouraged. Mechanical feeders are prohibited and will be confiscated.

RESOLUTION WHEREAS, the County of Hunterdon, (the “County”) entered into a Provider Services Agreement (“Agreement”), with Hunterdon Helpline, Inc., (“Provider”), dated July 21, 2015, (“Agreement”), and was modified in July 05, 2016, with the Provider to provide the Hunterdon County Division of Social Services with an emergency response program that operates beyond the normal office hours of the Division of Social Services to address that issue of homelessness; and WHEREAS, the County and Provider wish to amend the existing Agreement to extend the current term of the Agreement for an additional six (6) months in accordance with the specifications set forth in Request for Proposal #0033-2015 and contingent upon successful performance of the Provider and County funding availability. NOW, THEREFORE, BE IT RESOLVED, that the Board of Chosen Freeholders of the County of Hunterdon does hereby authorize a Contract Modification be executed for the additional six month term, in the amount of $5,250, to be effective July 1, 2017 through December 31, 2017, with the not-to-exceed figure revised to reflect $26,500. NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Hunterdon as follows: 01. The Board of Chosen Freeholders of the County of Hunterdon does hereby authorize and

direct Cherry, Weber and Associates, to provide the services as outlined in the Scope of Work, for Modification #3.

RESOLUTION Resolution authorizing the filing of an application to NJ TRANSIT on behalf of The County of Hunterdon for a grant under the Senior Citizen and Disabled Resident Transportation Assistance Act, as amended.

WHEREAS, in 1984 the governor of New Jersey signed into law legislation creating the “Senior Citizen and Disabled Resident Transportation Assistance Act;” and WHEREAS, under this law Casino Tax Revenues may be utilized for the provision of elderly (60+) and disabled transportation; and

WHEREAS, the county of Hunterdon must submit an application to NJ Transit Corporation to obtain funding in amount of $332,284.00 for period covering January 1, 2018 to December 31, 2018;

STATE OF NEW JERSEY COUNTY OF HUNTERDON

RESOLUTION

WHEREAS, the Secretary of Transportation is authorized to make grants for a general public transportation program of projects in other than urbanized areas under Section 5311 of the Federal Transit Act, as amended; and WHEREAS, the grant for financial assistance will impose certain obligations upon the Subrecipient (The County of Hunterdon, Department of Human Services), including the provision of the local share of the project costs in the program; and WHEREAS, it is required by the U.S. Department of Transportation in accordance with the provisions of Title VI of the Civil Rights Act of 1965, that in connection with the filing of an application for assistance under the Federal Transit Act, as amended, the Subrecipient gives an assurance that it will comply with Title VI and EEO requirements of the Civil Rights Act of 1964 and U.S. Department of Transportation requirements; and WHEREAS, the Subrecipient is required to adhere to the requirements as specified in the U.S. Department of Transportation's Minority Business Enterprise (MBE) regulation set forth in 49 C.F.R. Part 23, Subpart D. NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Hunterdon, that: 1. The (Human Services Administrator) is authorized to execute and file an application on behalf of

Subrecipient (The County of Hunterdon, Department of Human Services) with NJ TRANSIT who as the Designated Recipient will apply to the U.S. Department of Transportation requesting aid in the financing of administration, capital and/or operating assistance projects pursuant to Section 5311 of the Federal Transit Act, as amended; and

2. The (Administrator) is authorized to execute and file with such applications and assurance or any other document required by the U.S. Department of Transportation effectuating the purposes of Title VI and EEO requirements of the Civil Rights Act of 1964; and

3. The (Administrator) is authorized to set forth and execute affirmative minority business policies pursuant to 47 C.F.R. Part 23, Subpart D; and

4. The (Administrator) is authorized to furnish such additional information as the U.S. Department of Transportation may require in connection with the application; and

5. The (Administrator) is authorized to execute grant agreements on behalf of The County of Hunterdon, Department of Human Services for aid in the financing of the administration, capital and/or operating assistance; and

6. The (County of Hunterdon) hereby authorizes the amount of ($194,335.00) be obligated as the local share required under the provisions of the grant application.

RESOLUTION

WHEREAS, the County of Hunterdon, Office of Emergency Management has been awarded Emergency Management Agency Assistance Subgrant Program ("EMAA") funds, from the New Jersey State Police Office of Emergency Management Agency available for successful applicants funded through the FY2017 Emergency Management Performance Grant, for the period of July 01, 2017 through June 30, 2018; and WHEREAS, the Subgrant, consisting of a total amount of $110,344.71, including $55,000.00 Federal Award, and $55,344.71 Local Matching Funds, which the County of Hunterdon, Office of Emergency Management will satisfy with the Division of Emergency Management's existing salaries, wage, and fringe benefits; NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Hunterdon that the Freeholder Director , the County Chief Financial Officer, and the County Director of Emergency Services/Coordinator of the Office of Emergency Management, are hereby authorized to sign the required Grant Application/Subgrant Award Documents with the New Jersey State Police, Office of Emergency Management; and BE IT FURTHER RESOLVED, that copies of this Resolution shall be forwarded to the New Jersey State Police, the Office of Emergency Management, the Director of the Division of Local Government Services, the Hunterdon County Chief of Staff, the Hunterdon County Chief Financial Officer, and the Hunterdon County Office of Emergency Management.

635, New St and Main St in Hampton on Sunday August 6 from 7:30AM until 1PM. The Hampton Fire Company will provide all necessary safety zones and signage. We
