On behalf of all New Democrats, I would like to extend best wishes to Indians and Indo-Canadians every-where as they celebrate the anniver-sary of Indias independence.

Sixty-eight years ago, Indians under-stood that, despite their many differ-ences and by working together, they could take hold of their destiny and become a model for others to follow. Today, India is the worlds largest de-mocracy and boasts one of the fastest growing economies.

Over the years, Canada and India have maintained a close relationship

and we are lucky to have such an important Indian community. Genera-tion upon generation of Indo-Cana-dians have worked tirelessly in their communities and have only added to the richness of Canadas mosaic.

Trudeau Would Scrap Reserve Transparency Law

The Canadian Taxpayers Federation (CTF) called on Liberal leader Justin Trudeau today to reconsider his recent commitment to abolish the new First Nations Financial Transparency Act; a law the CTF started pushing for back in 2009 along with grassroots aboriginal Canadians.

The new law requires elected band council politicians to do what municipal, provin-cial and federal politicians have had to do for years disclose their pay to the public. The legislation also requires aboriginal communities to post their bands financial statements online; just like other govern-ments in Canada currently do.

We have heard some very heartbreaking tales from people on reserves who have been bullied, harassed and assaulted for daring to ask questions about where public funds are going in their communities, said CTF Prairie Director Colin Craig. The

new First Nations Financial Transparency Act allows them to go on the Internet and view their communitys financial statements anonymously, without fear of reprisal.

Marvin Joe, former chief and current band council member of the Kwikwetlem First Nation in British Columbia told the National Post that nobody, not even the Kwikwetlem band council, would have known Chief Giesbrecht received an extra $800,000 bonus: if it wasnt for this new transparency act, I dont think we ever would have known.

We urge Mr. Trudeau to reconsider his position, added Craig. Of all the issues to try and score political points on the Harper government this is not the one. There are too many grassroots people liv-ing on reserves who are depending on this legislation.

The Honourable Jason Kenney, Minister of Employment and Social Development and Minister for Multiculturalism, announced over $3.3 million in funding to the Govern-ment of British Columbia to improve foreign credential recognition so that internationally trained professionals can get jobs in their fields faster.

This funding will support over 30 proj-ects to help address barriers to foreign credential recognition for skilled new-comers in BC to help them find jobs in their fields faster. With BC poised for significant growth, this investment will help the province with its need for skilled workers, particularly in the energy and resource industry. The projects funded today include: online tools to better inform new Canadians what jobs are in demand in Canada, outreach and consul-tation with employers and stakeholders to eliminate barriers to new Canadians entering the workforce, and working with regulators to analyze progress on speeding up the recognition of foreign credentials in in-demand fields.

Recently, the Government announced that, in partnership with the provinces and territories, it will improve foreign credential recognition for 10 more prior-ity occupations, including in the skilled trades and healthcare. Specifically, the Government of Canada is establishing a one year service standard; meaning new Canadians in these fields will have their credentials assessed within a one year period.

The 10 new priority occupations are: geoscientists, carpenters, electricians, heavy duty equipment technicians, heavy equipment operators, welders, audiolo-gists and speech language pathologists, midwives, psychologists, and lawyers.

Over the next decade, there will be approximately one million job openings in British Columbia. By 2020, newcom-ers are expected to fill about one-third of those new jobs. Under the Pan-Canadian Frame-work, high-skilled newcomers in the 14 priority occupations, including some 2,000 pharmacists, 1,200 dentists and 5,600 engineers, are already benefitting

from improvements to foreign credential recognition. The Government of Canada also offers a microloans pilot project to help internationally trained workers cover the cost of having their credentials recognized. Government of Canada helps new Canadians get jobs faster

Anderson Beach Recreation Site closed due to bears

Recreational users are advised that Anderson Beach is closed until further notice to all visi-tors due to the presence of a grizzly bear and a black bear sow with two cubs in the area.

The Anderson Beach Recreation Site, north of Squamish, has been closed since Aug. 2, 2014. This was prompted after several encounters with bears, which were attracted by the presence of human food and garbage.

It is critical the recreation site be free of these types of attractants for a pe-riod of time or the bears will start to permanently associate the site with food. Unfortunately, even short visits are potentially dangerous and will ultimately encourage the bears to stay in the area.

Signs have been posted in the area reminding people of the closure. The recreation site will remain closed until

recreation officers have confirmed the bears have moved along.

A number of other excellent camp-sites farther up the Squamish River remain available and provide a range of recreation options. Levette Lake, which was closed earlier this month, has also reopened and now includes bear caches to help keep food secure. Unfortunately, regular flooding at Anderson Beach precludes the use of bear caches.

Squamish is one of a handful of des-ignated Bear Smart communities, and has undertaken an extra level of com-mitment to mitigate conflict between people and wildlife. The Bear Smart Community program encourages local governments, businesses and individuals to work together to ad-dress the root causes of human-bear conflicts, reducing the risks to human safety and private property, as well as the number of bears that have to be destroyed each year.

Punjabi Language Instructor, Ranbir Johal Speaks to Speech-Language Pathologists

On May 23, I attended The BC Association of Speech-Language Pathologists and Audiologists (BCASLPA) Meet and Gree t fo r Fraser Valley members in Abbotsford. Ms. Ranbir Johal who is a Punjabi Language Instructor at Kwantlen Universi ty and a Ph.D. Candidate in the Department of Asian Studies at The University of British Columbia delivered a talk to speech-language

pathologists and some ESL teachers working for the Abbotsford School District.

Ranbir s fascinat ing t a l k o n P u n j a b i Language and English - Alike and Different was well received and greatly appreciated by the audience. She is a charismatic communicator and very enthusiastic about Punjabi language and cu l tu re . Ranbi r was thorough and also discussed the historical, geographical and cultural contexts involved in the development of the Punjabi language. She also discussed the school system in Punjab saying that English is poorly taught in government schools but well taught i n p r i v a t e s c h o o l s . Some of our children at school in Abbotsford a r e e x p e r i e n c i n g

challenges with English pronunciation, production o f E n g l i s h s o u n d s , English grammar and English syntax and are being referred to speech language pathologists and ESL teachers for help. Conference organizer Pam Waterhouse asked Ranbir Johal to explain the similarities and differences between English and Punjabi languages, in order to facilitate speech-language pathologists and ESL teachers in their work with our children.

Punjabi belongs to the Indo-Aryan family of languages and is related to Hindi and Urdu. These Indo-Aryan languages are a branch of the Indo-European language family to which Sanskrit and most European languages like English, Latin and Greek (among others) belong. Al l these languages

trace their origins to an ancient Indo-European language spoken by Aryan tribes living around the South Russian Steppes who migrated in many directions, including to Northern India around 3000BC. Punjabi is the only tonal language in the Indo-Aryan family of languages and has 3 tones (low, medium and high). This means that the meaning of a word can change when the speaker changes the pitch of the voice. For example, the Punjabi word for tea has to be pronounced with a high pitch to mean tea because if it is pronounced with a low pitch it will mean enthusiasm. In English the meaning of the word whether spoken in high or low pitch stays the same because English is not a tonal language.

There are 40 letters, 10 vowel sounds and 3 auxiliary signs in the Punjabi language. The English alphabet has 26 letters of which 5 are vowels. Unlike English, Punjabi is a phonetic language with each letter representing a syllable. This makes spelling in Punjabi easy whereas spelling words in English is much harder. Ranbir focused mainly on a

comparative analysis of the phonological aspects of the 2 languages that was very interesting. Many of the Punjabi sounds do not exist in English and there are some English sounds, which do not exist in Punjabi (for example: /th/). However for every sound in English, there are similar sounds in

Bill 24 consultations ignore voices of farmers

The B.C. Liberals are showing they dont want to hear what farmers think about their devastating changes to the Agricultural Land Reserve, say the New Democrats.

The B.C. Liberals promised extensive con-sultations that would inform government as they draft regulations after ramming through legislation that undermines the ALR, but now theyre ramming through the consultation in the same way, said New Democrat agricul-ture spokesperson Lana Popham.

Lets not forget that 90 per cent of our ALR lands are now open for development because of Bill 24. The sham consultation process thats happening now, for one short month, is sealing the fate of those lands, Popham said.

Popham has been travelling the province at-tending the consultation sessions, including one today in Cranbrook. She says she doesnt like what shes hearing.

The consultations were scheduled for the middle of summer thats when farmers are farming, said Popham, noting that she has

heard from many in the agriculture com-munity that they just dont have the time to participate at this time of year so their voices will not be heard.

If the B.C. Liberals really wanted an au-thentic process they wouldnt have chosen the time of year when participation would be lowest.

Popham said the least the Minister of Agri-culture could do is extend the consultation process until the end of the year.

Consultation should have happened before Bill 24 was rammed through in the legisla-ture. The very least they could do now is have an appropriate timeline, said Popham. As it stands, this process is deeply flawed, and will result in a report and regulation changes to the ALC that agriculture stakeholders cant even review before it is final.

Bill 24 removed protections for 90 per cent of ALR land, opening it up for development. The B.C. Liberals failed to consult with farm-ers before bringing in the bill and pushing it through in the spring legislative session.

Fraser Health has issued a request for proposal (RFP) to secure a development partner for the redevelopment of the MSA (Matsqui Sumas Abbotsford) Hospital lands in Abbotsford.The health authority envisions the future of this site to be a walkable, urban village with a state of the art Campus of Care for seniors, including a 200-bed residential care facility, a Community Health Centre, multi-family housing, and retail and park space. The project will be a partnership between Fraser Health, the Fraser Valley Regional Hospital District and the City of Abbotsford."Through the years, various options for this site have been considered and it is exciting to see this project moving forward, said Health Minister Terry Lake. The proposed redevelopment focuses on a patient-centred approach with a goal of supporting the entire health care spectrum.The vision for this project aligns with Fraser Healths strategic and operational plan and commitment to invest in health services in the community, and in long term care, said Wynne Powell, interim board chair Fraser Health. These community investments benefit patients by helping

them to manage their health at home, and avoid hospitalization."In February, the Fraser Valley Regional Hospital District approved in principle the provision of 40 per cent of the projected $35.2-million capital cost for the seniors complex. The remaining 60 per cent will be contributed through the province and Fraser Health. Fraser Health will own and operate the facility.The Community Health Centre would be the second facility of its kind in the Fra-ser Health region. The first opened in the summer of 2013 on the Mission Memorial Hospital campus. The core philosophy of Community Health Centres is to keep people well by better coordinating and situ-ating together a range of community health services and programs, such as Public Health, Home Health, and Mental Health and Substance Use. This means people can receive the majority of their health care in one location, improving patient experience, enhancing health outcomes, and reducing hospital visits.This is exactly the type of consolidated health care facility that our community needs, said Bruce Banman, Abbotsford Mayor. The City is pleased to be at the table as a partner with Fraser Health and the Fraser Valley Regional

Efforts to expand export mar-kets for B.C. lumber took a major step forward last night with the signing of a Memo-randum of Understanding designed to increase the use of wood-frame construction in China.

Forests, Lands and Natural Resource Operations Minister Steve Thomson and Tan Yueming, Minister of Hous-ing and Urban Rural Development in Chinas Zhejiang province, took part in the official signing ceremony via videoconference.

The ceremony follows through on a commitment the two governments made last fall during Thomsons trade mission to China. The Prov-ince of Zhejiang had expressed interest in developing wood-frame construction expertise in its growing tourism sector and other applica-tions. In China, memoranda of un-derstanding are the first step toward increasing commercial activity.

The MOU calls on the two govern-ments to promote the use of envi-ronmentally friendly low-carbon, wood-frame construction, develop wood-frame construction codes and standards for application in China, and organize exchange visits for government and representatives to share technical and experience and knowledge.

B.C. will also increase co-operation with Zhejiang on wood-frame con-struction research, with a specific focus on local construction needs in Zhejiang province, including government-funded public building projects and home renovations.

In 2013, B.C. exported a record $1.4 billion worth of lumber to China, up from $1.1 billion in 2012. Zhejiang in Chinas tenth largest province (by

population). The MOU will remain in effect for the next five years.

Punjabi. Some Punjabi children have difficulty with consonant blends when they speak English because Punjabi never has a vowel without a consonant or a consonant without a vowel. Another problem area for our children is differentiating between /p/ - /b/ and /v/ - /w/ sounds when they speak English. Also some Punjabi children will add a little vowel at the end of an English word because they pick up that stress pattern from hearing their parents speak English at home and carry over the idea from their first language that a vowel sound is attached to a consonant. These are just a few examples where some of our Punjabi children have difficulty when they speak English that were discussed with the aim of helping them to speak English well. It is a challenge for some of our Punjabi children to speak English because they have to deal with 2 languages (Punjabi at home and English at school) and sometimes their first language can interfere with their second language.

The sentence structure in English (subject - verb - object) is different than in Punjabi (subject - object- verb). Articles (a, an, the) exist in English but not so in Punjabi. English has prepositions but Punjabi has postpositions that occur after the noun. English nouns have no gender but Punjabi nouns have gender (masculine, feminine, and some are both - just like in French). These dramatic differences between Punjabi and English languages can pose cha l lenges fo r English language learners. For example, the student may say, Where i s teacher? leaving out the definite article the which needs to be placed before the noun. The student may wrongly say an English sentence using the sentence structure of

Punjabi (SOV). Some of our chi ldren also have challenges using subjec t pronouns in English. Vocabulary can be another challenge for some Punjabi children and they are helped to develop their knowledge and understanding of English words . The Eng l i sh language has the largest vocabulary of all the human languages spoken on Earth, because it has borrowed words from languages spoken around the globe during the days of the British Empire. The English language absorbed some words from Indian languages such as jug and shampoo amongst others during the British Raj (or rule) of India. English is the global language of our time because it has the greatest number o f speakers throughout the world. This is mainly because the British colonized much of the world taking English with them wherever they went.

Ranbir explained that Punjabi is not the language of the Sikhs because Punjabi has been around since the 10th century and Sikhism was founded in the 16th century. Also Punjab is multicultural and multireligious with Muslims, Christians and Hindus also living in the state of Punjab, all of who speak Punjabi too. The Punjabi community in the diaspora here in Canada is more homogenous and largely Sikh giving the mistaken impression that Punjabi is a language spoken by Sikhs only. Ranbir stated that Punjabi is the 9th widely spoken language in the world because of the diaspora in England, Canada, United States of America, Aus t ra l ia , European countries, East Africa and the Caribbean. Moreover Ranbir pointed out that there are many dialects (by some estimates up to 11) of Punjabi and some people even argue that some languages are dialects of Punjabi. However modern Punjabi

is based mainly on the Majhi dialect spoken in Amritsar (East Punjab) and Lahore (in Pakistan) and is widely considered to be standard Punjabi. It is important to note that Punjabi people do not make judgements about a person based on their dialect (unlike English people). After the 1947 British partition of the Indian subcontinent into the 2 countries of India and Pakistan, Ranbir pointed out that Punjab was only left with 2.5 of its 5 rivers. Ranbir drew a map of the land of 5 rivers (Punjab) to show how the people living in the regions as defined by the rivers speak these different dialects. Early Punjabi immigrants to Canada spoke the Doabi dialect. Although Punjabi is widely spoken in Pakistani Punjab, it is not written much. In the state of Punjab, Punjabi is largely written in the Gurmukhi script. It is also possible to write Punjabi in the Shahmukhi script, which is Persian.

The speech-language pathologists and ESL t e a c h e r s w e r e v e r y interested and asked Ranbir many questions. At the end, Pam Waterhouse thanked Ranbir saying that the session had been very informative and helpful.

Language and culture are closely intertwined. It is very difficult to keep ones culture if one is not able to speak ones heritage language. So, it is important for parents to speak Punjabi at home so that their children can learn to speak their mother tongue. At the same time, it is also important to speak English well because we live in Western Canada and English is one of the 2 official languages of our new homeland Canada.
