Executive Summary

The 2013 ENERGY STAR Summary of Appliance Programs (Summary) presents information submitted by 157 energy efficiency program sponsors from across the United States, including 13 “umbrella organizations” and statewide programs running promotions on behalf of or in conjunction with 233 cooperative or municipal utilities and investor-owned utilities. Partners have provided information on 1,538 individual incentive and promotion programs for ENERGY STAR appliances including clothes washers, dishwashers, dehumidifiers, refrigerators, freezers, room air conditioners, room air cleaners and purifiers, water coolers, and a variety of other equipment. To improve the accuracy of available promotions nationwide, information submitted under umbrella organizations has been accounted for individually for each member utility, unless otherwise indicated as a statewide or centrally-administered program. From the information submitted by energy efficiency program sponsors, the key highlights include: Program Budgets – Partners were asked to categorize their program budgets into buckets demonstrating order of magnitude and range (e.g., less than $250K, $1-$10 million). To calculate state totals and the national total, the mid-point of each bucket range was taken and multiplied by the total number of partner programs identifying with a given bucket. Since exact budget information has not been provided, nor have all partners given budget information (see the Appliance Program and Budget Map on page 3 for more details), a precise total cannot be determined. However, the trend in appliance program budgets is upward. In 2011, based on the midpoint calculation, appliance programs were funded at about $208 million. In 2012, that number increased to about $222 million and in 2013, the national total is nearly $224 million.

Promotions by Dollar Amount – Promotion amounts in 2013 range from $5 for dehumidifiers and refrigerators to $525 for evaporative coolers (a non-ENERGY STAR product). The average incentives for dishwashers, freezers, and room air conditioners, along with refrigerators and freezers recycling decreased from 2012. The largest decrease was for dishwashers, which declined from an average incentive of $65.11 in 2012 to $28.81 in 2013. The average for room air cleaners and purifiers increased from $22.50 in 2012 to $32.60 in 2013. The average incentives for clothes washers, dehumidifiers, refrigerators, water coolers, and dehumidifiers and room air conditioners recycling remained consistent. See “Average Promotion Amount for ENERGY STAR Appliances 2011-2013” on page 4 for more details on average incentive values. Promotions by Product – As in 2011 and 2012, incentives for clothes washers and refrigerators lead the group, each representing 17%. Incentives for dishwashers and room air conditioners follow behind accounting for 11% each, with refrigerators recycling (10%), freezers recycling (9%), dehumidifiers (9%), and freezers (8%) following closely behind. The remainder is comprised of room air cleaners and purifiers along with the “other” and “other recycling” categories comprised of various products. Dehumidifiers experienced the greatest jump in incentives percentage-wise with utilities offering 137 incentives for the product in 2013 compared to 34 in 2012. See “2013 ENERGY STAR Appliance Promotions by Product Type” on page 4 and “ENERGY STAR Appliance Promotions by Product Type 2011-2013” on page 5 for more details. Promotions by Type – Similar to 2011 and 2012, the vast majority of promotions, 75%, are mail-in rebates. Partners submitted information about a few instant rebates for appliances; this may be a category to watch over the next year. Recycling incentives represent 23% of appliance promotions with loans and retailer buy-downs accounting for the rest. See “2013 ENERGY STAR Appliance Promotions by Incentive Type” on page 5 for more details. Promotions by Region – Similar to 2011 and 2012, the Midwest region has the greatest number of appliance promotions with 1,094, an increase from 251 in 2012. The significant increase relates to the large number of umbrella organizations working with small utilities in the region. The West region follows next with 177, which is a decrease of 22 submissions from 2012. The Northeast (82), Mid-Atlantic (80), Southwest (68), and Southeast (37) have all increased total promotions from 2012. See “2013 ENERGY STAR Appliance Promotions by Type and Region” on page 6 for more details.
