PYMNTS’ VIEWPOINTSometimes all great ideas need is a little push to get them moving in the right direction. And nowhere is that more relevant than in complicated ecosystems, like payments, where each side has to perceive that there’s enough value to get them both to play along.

Sometimes that push comes in the form of an incentive, designed to get the party who’s needed the most to get on board. For instance, when the card networks, back in the day, wanted merchants to accept debit cards, they reduced interchange rates on those transactions so that they’d more readily accept the debit cards that banks issued to consumers.

Sometimes that push comes in the form of an external trigger. The Target breach in December of 2013, was the triggering event for the U.S. to rush full speed ahead into the migration to an EMV payments standard.And sometimes, that push comes in the form of what platforms call “a marquis client” that embraces a new form of payment or a new process that also paves the way for others to follow along. That’s precisely how many developing economies have ignited digital payments schemes and now mobile money initiatives.

Nigeria and India paved the way when they mashed up biometrics and electronic payments to issue National Identity cards that could accept money in, including government-issued payments like pensions, and enable a variety of payment functions via a plastic card. Having the government get behind such a program as an issuer and a funding source creates the kind of dependencies that new payments schemes need to get off the ground, in addition to solving the problems of financial inclusion when economies are predominantly cash-based.

We’re starting to see similar schemes taking shape in fueling the adoption of mobile money schemes. In Afghanistan, for example, the government will start paying salaries to policemen electronically. This will replace ‘trusted agents’ that the government appoints to physically deliver salaries in cash to policemen in remote areas. Policemen can go to an approved shop in their district or even transfer funds electronically to any other user with a text-app installed on their phone. The Ministry of Finance in Afghanistan will work with telecom companies and financial institutions to implement this in the Kapisa Province, which is relies only on trusted agents for payment.

And in Swaziland, the government is partnering with telecom provider MTN Mobile Money to transfer cash to the beneficiaries of the orphaned and vulnerable children. This initiative is a social safety net project under the Deputy Prime Minister’s supervision. Over 1382 households have enrolled to benefit in the program. Some logistical challenges to the program continue to remain. For instance, remote locations are out of MTN’s network and theft is still a major concern with such welfare schemes.

These programs do more than solve the issues of financial inclusion – they help governments curb the corruption that’s rife when there are, quite literally, large piles of cash around that are then, in turn, handed off to agents or couriers to dispense.

Mobile money clearly helps deliver the “doing well, by doing good” credo – all the way around.

EXECUTIVE SUMMARY

Africa almost skipped the generation of plastic money and went straight to mobile banking, which is set to grow by 40 percent over the next five years. What’s next for the continent in payments innovation? Bitcoin is a strong contender based on the interest bitcoin startups are showing in Africa.

Bitcoin company BitX raised $4 million in funding. The Singapore-based company launched a bitcoin exchange in Nigeria and sees Africa becoming a huge market for bitcoin as it is underserved by financial institutions with high mobile penetration. Other bitcoin startups looking to establish a presence in Africa include ICE3X, which launched Nigeria´s first bitcoin exchange in January, and Bitsoko, which recently won a $100,000 grant from the Bill & Melinda Gates Foundation, which it will use to expand its bitcoin services from Kenya to other countries in the region.

Vitally important to all of this is a strong telecommunications network and a regulated corporate structure governing the telecom companies. And Tigo, a Tanzanian telco, is keeping busy in this regard. The company paid out dividends amounting to $1.8 million this quarter. The profits were driven by the interest accrued from the Tigo Pesa Trust accounts held in major Tanzanian banks.

In Asia, Visa might be preparing to take over India’s booming mobile payments market with a new development center in Bangalore which will house 1,000 developers who will work on making the platform friendly for developers to build their own payment apps using Visa's platform. Visa also announced mVisa, a mobile payment service that the company will test this summer in the Bangalore region with customers of select big banks.

Significant among the news in the financial inclusion landscape were government-sponsored pilot programs using mobile payments. After analyzing different payment systems, the Deputy Prime Minister’s office of Swaziland engaged telco provider MTN for cash transfers to the beneficiaries of the orphaned and vulnerable children (OVC) pilot cash transfer scheme. The Afghanistan government piloted a mobile money program that pays police salaries through mobile phones. The electronic funds transfer will be jointly managed by telecom companies and banks, and serves as a much safer method for payment than the current practice of using trusted agents who physically deliver salaries in cash to remote areas where banks are currently unavailable.

Visa launches mobile payment service, development center in IndiaVisa might be preparing to take over India’s booming mobile payments market with a new development center in Bangalore which will house 1,000 developers who will work on making the platform friendly for developers to build their own payment apps using Visa's platform. As a part of this launch, Visa also announced mVisa, a mobile payment service that the company will test this summer in the Bangalore region with customers of select big banks.

Financial inclusion project in PeruThe Multinational Investment Fund will grant $1 million to promote financial inclusion of 1 million people in Peru through the enhancement of a mobile payment platform. This project is part of Peruvian Bank Association’s initiative to create an electronic money platform to make financial services accessible to unserved and underserved with the goal of reaching 5 million users by 2020.

Mobile payments rise to $2 billion in ZimbabweA monthly report from Reserve Bank of Zimbabwe shows that mobile transactions in the last five month have risen to $2 billion, symbolizing a robust SME community. The mobile payments market in Zimbabwe has gone beyond money transfer to include a range of services like bill payments and online shopping.

NPCI to facilitate mobile transactions in IndiaWith the objective of facilitating mobile-to-mobile transactions, the National Payments Corporation of India (NPCI) has partnered with payment technology company RS Software and launched the Unified Payment Interface (UPI) project. UPI tackles the shortcomings of mobile banking for transactions. It integrates identifiers (mobile number, email ID or other) to the customer's bank account, providing banks the technology to complete transactions based on these identifiers. It also allows buyers to type the amount of the purchase by sending a demand for certain money to the ID supplied.

Transfast expands its services to AfricaTransfast has expanded its online and mobile cross-border P2P payment services to 23 Africancountries. Money can be transferred from the U.S., Canada and soon from Europe to a recipient’s bank account. The service is available to 600 banks or to 6,000 cash pick-up locations inside banks in Africa. The service covers around 90 percent of the banked African population in the nations it serves.

Facebook expands its P2P feature to cover all of the U.S.Facebook announced the expansion of its Messenger person-to-person payments feature to all of the U.S. The feature is free to all U.S. Facebook Messenger, but, for now, payment options are limited to debit cards.

Remitly acquires TalioRemitly, a mobile payment company, has acquired Talio, a mobile messaging company, to build on Remitly’s mobile service expertise. Remitly was the first company to add messaging capabilities to a mobile remittance app in 2013.

Mobile money transfers to reach $13 billion this yearA Juniper Research report predicts a 150 percent increase in mobile money transfers in 2015, reaching more than $13 billion. Social media players are increasingly providing this service. While airtime top-up continues to account for the largest share of transactions in developing countries, there had been a significant increase in the deployment and adoption of services such as micro-lending, savings and micro-insurance.

Safaricom´s competition edges upSafaricom´s high market presence, margin, money transfer fees, and lack of genuine interoperability (ability to send money from different systems without punitive charges) has leveraged competition concerns. Airtel, a Safaricom competitor, is demanding allocation of 4G radio spectrum. It would also benefit if regulators insisted on cheaper and easier interoperability, bringing its Airtel Money system into the M-Pesa orbit. Equity Bank and Airtel’s joint venture launched Equitel, which is launching a service called “thin SIMS” that uses plastic sheets embedded with microchips that slip over the top of a standard SIM card that enables users to switch companies easily. They aim to attract users by providing a service with lower transaction fees.

PROVIDER PROFILESWe identified leading financial inclusion providers around the world. Our list of providers will grow over time.

We captured information on the year the service launched and the number of customers that utilize the provider’s financial inclusion services. We also identify whether the provider offers an open platform or a closed platform. An open platform is one that offers an open mobile wallet that others can plug into (via APIs). Open platforms provide the underlying infrastructure while their partners are the face of the service to end customers. Closed platforms deliver the infrastructure and are the face to the end customer.

We researched provider websites to gather information on key attributes important to serving the needs of unbanked and underbanked populations.

The map in the profile highlights each country where the company is marketing their services. Where a company supports a geographic area that is too small to be seen on the map, or when the company describes a total number or regions supported instead of specific countries, we overlay a statement of their coverage.

Provider Scoring

Each provider was then scored based on the services they provide, directly or through partnerships, and the regions they serve. The top score a provider can achieve is 100. A provider can earn 25% of their score by providing all Money In services and another 25% for providing all Money Out services. Money Management services can earn an additional 15%. Another 15% can be earned

MONEY IN Airtime top-up, inbound international remittance and cash-in agent services

MONEY OUT Cash out agent services, person-to-person (P2P) domestic payments, international remittance capabilities

MONEY MANAGEMENT At least one way to “hold money” and have an account-on-file such as a stored value account or a traditional mobile/virtual banking account

PAYMENTS Mobile bill pay and POS or eCommerce payments

ENGAGEMENT Loyalty programs, coupons and offers, marketing platforms and CRM tools

We divided the world into 9 regions. Developing regions are given a higher weight than developed regions. We use a World Bank report on percent of adults with a banking account to determine whether a region was developed or developing..
