Amsteel Klang commenced operation in
1978 and is the pioneer for modern steel
making and rolling in Malaysia.
Benchmarked by BSE (Badische Stahl
Engineering), Amsteel is recognised for its
highly efficient steel mill joining the first tier
global steel millers (scrap based). Its cut and
bend products provide huge savings in time
and reduction in wastage with better
utilisation of space on site for the
customers, making it the leading cut and
bend steel producer in Malaysia.
MSI also visited Amsteel plant at Banting
which is located 70km away from the plant
in Klang.
Amsteel Banting is equipped with modern
steelmaking and rolling facilities specifically
for high grade steel products. Its capabilities
to produce rebar Grade 600 MPa, wire rod
for cold heading quality and fine drawing
and DBIC (deformed-bar-in-coil) without
alloying have positioned Amsteel as one of
the preferred domestic manufacturers for
the abovementioned products.
In conjunction with the 50th Anniversary of
ASEAN, the Ministry of International Trade and
Industry organised the ASEAN Day celebration
that saw participation of other government
agencies, ASEAN Member States Embassies /
High Commissions, private sector, chambers of
commerce, industry associations, business
councils, civil societies, research institutes and
Institutions of Higher Learning. The ASEAN
Day held on 9 August 2017 included various
programs such as the SME Export Day, MIDA
mini career fair by 15 companies from various
sectors and industries, exhibitions by MITI and
its Agencies, ASEAN Embassies / High
Commissions and private sectors, food trucks
to showcase ASEAN cuisines, an AEC pop quiz
and prize giving ceremony for the ASEAN open
essay competition winners.

HALFEST's 6th edition, the largest ASEAN Halal Trade & Consumer Expo held at the MINES
Exhibition Center (MIECC), Kuala Lumpur was hosted by the Ministry of International Trade and
Industry (MITI) and organized by the Halal Industry Development Corporation (HDC) in collaboration
with the Islamic Development Department of Malaysia (JAKIM) and with the support of Majlis
Amanah Rakyat (MARA), Malaysian Malay Chamber of Commerce) and the Malaysian Muslim
Consumer Association (PPIM). The event was held from 23 – 27 August 2017. One of the main attractions in this year's expo is the inaugural TRADE PROGRAM, by the Halal Industry Development Corporation (HDC). Here, all
HALFEST ASEAN exhibitors had the opportunity to exclusively meet and trade with specially invited buyers from ASEAN countries including
Malaysia. This year's event saw 412 halal companies occupying 515 stalls, a total of 82,782 trade and public visitors and generated direct sales valued RM3.743
million. HALFEST ASEAN 2017 served not only to introduce Malaysian halal products, but more importantly acted as a platform for entrepreneurs to tap
into the larger Muslim consumer market of ASEAN countries.

Perak Chinese Hardware Association celebrated its 78th
establishment anniversary dinner on 25 August 2017 at
Syuen Hotel, Ipoh, Perak. This event provided an excellent
opportunity to socialize and network, as the guests included
MITI Minister II, guests from overseas and local associations,
manufacturers and traders.

MSI BRIDGING GAPS: LATIN AMERICAN BUSINESS DAY 2017 On August 1, 2017, the Ministry of International Trade and Industry Malaysia (MITI) held the first Latin American Business Day in an effort to enhance
trade and investment ties with Latin America. The event was jointly organized with the Malaysia External Trade Development Corporation
(MATRADE) and ten Latin American countries namely, Argentina, Brazil, Chile, Colombia, Cuba, Ecuador, Mexico, Peru, Uruguay and Venezuela.
The event was officiated by the Minister of MITI, YB Dato' Sri Mustapa Mohamed.
The program received overwhelming response with 800 participants from Malaysia and Latin
America. This full day event included presentations, panel discussions and information sharing by
speakers from Malaysia and Latin America during the plenary sessions. The event also included a
segment that featured the important role of institutions of higher learning, students and young
entrepreneurs in expanding trade and investment ties. In his keynote address, YB Dato' Sri Mustapa
urged Latin American companies to expand their market access in the region through Malaysia,
which is the perfect gateway for ASEAN markets and the wider Asian region
In conjunction with the 50th Anniversary of ASEAN on 8 August
2017, the Minister of International Trade and Industry, YB Dato’
Sri Mustapa Mohamed led the ASEAN Flag Raising Ceremony
at the Ministry of International Trade and Industry’s compound
and it was attended by around 200 officials from MITI and its
Agencies. The ceremony began with the Malaysian national
anthem, Negaraku, followed by the ASEAN anthem, ASEAN
Way, and raising of the ASEAN flag. The Minister then signed
an ASEAN@50 commemorative plaque to record the golden
occasion.
On 1 August 2017, Gas Malaysia invited MSI to the meeting to discuss the issue on Natural
Gas Daily Quantity – Excess Gas Charge. The meeting was organized by MISIF at MISIF
Training Room, Shah Alam.
The Department of Standards Malaysia (Standards Malaysia), a government agency under the
Ministry of Science, Technology and Innovation (MOSTI) established the Technical Committee on
Alloy Steels for the development of Malaysian Standard for Alloy Steels. As alloy steels are used globally, standards on alloy steel are developed to ensure that the quality
of imported as well as locally products meet certain standards. Development of these standards will
be helpful in guiding metallurgical laboratories and refiners, product manufacturers and other end-
users of steel and its variants in their proper processing and application procedures to ensure quality
and safety. Hence, a Seminar on the Implementation of Malaysian Standards for Alloy Steels was held on 1
August 2017 at Concorde Hotel, Shah Alam, Selangor to:
• provide general information on the Malaysian Standards on alloy steels
• highlight the requirements of the standards which are in line with the Custom Act
• provide a platform for info sharing and discussion on matters relevant to alloy steels

The Ministry of International Trade and Industry (MITI) targeted 40 new vendors under its
development program GLC ExplorACE 2017. Themed “Excelling in the Digital World”, the
program provides an avenue for small and medium enterprises (SMEs), particularly Bumiputera
enterprises, to gain knowledge in pitching business proposals.
This year’s program is a collaborative effort with UEM Group Bhd and Sime Darby Bhd as
“anchor companies” where Malaysian Industrial Development Finance Bhd (MIDF) assisted
potential vendors to pair with interested companies through the “business matching” sessions.
Besides, business matching sessions, networking, financial advisory and business sharing sessions were also held. The program was officiated by
Dato’ Sri Mustapa Mohamed, the Minister of Ministry of International Trade and Industry (MITI).

FORUM: DISTRIBUTION OF STUDY RESULTS ON KNOWLEDGE CONTENT IN KEY ECONOMIC SECTORS IN MALAYSIA (MYKE III) - FABRICATED METALS
In conjunction with the ASEAN 50th Anniversary, MIDA organized the Intra-ASEAN
Investment Forum on 10th August 2017 at Perdana Hall, MITI. The forum intended to
highlight the Intra-ASEAN Investment and cooperation between ASEAN Member
countries. The aims of the event are as follows:-
• Sharing of experiences by companies investing in ASEAN; and
• Highlighting the opportunities and challenges of investing in ASEAN. YB Dato’ Sri Mustapa Mohamed, Minister of International Trade and Industry (MITI)
delivered the welcoming remarks at the forum. After the opening ceremony, a panel
discussion session entitled “Opportunities & Challenges of Investing in ASEAN” was
held. Multinational companies, such as AirAsia Berhad, Honeywell Corporation,
Charoen Pokphand Group and Gamuda Land Vietnam participated to share their
experiences and also to discuss the opportunities as well as challenges faced investing
in ASEAN.
MSI attended the above forum on 10 August 2017 at Monash University. 21
industries were selected for MYKE III based on Department of Statistic Malaysia
(DOSM) classification industries, including fabricated metals. Following this, MSI
plans to hold a session with Monash University on data collection in the near
future.

To inform the iron & steel industry players on exemption of trade
remedy duties related to companies in Licensed Manufacturing
Warehouse (LMW) and Export Market Summary of the Policy on Trade Remedy Exemption
• Interim Measure: Temporary exemption will be given to LMW
and Export Market until amendment of Customs Act 1967 is
completed;
• Scope: Exemption is on the imported raw material (imposed
with trade remedy measure) used in the production of exported
finished goods;
• Period: Exemption is for one year starting from application date
(complete submission) or until amendment of Section 99 of
Customs Act 1967 is completed, whichever is earlier; and
• Industry: Only applicable to iron & steel industry. Procedures to Obtain Trade Remedy Exemption
• Company should submit an application to Trade Practices
Section, MITI with supporting documents:
o Completed application form endorsed by Audit firm
based on previous year’s production and sales
performance; and
o Audited production and sales report for the previous year.
• MITI will process and verify the information with relevant
parties;
• MITI will forward the completed application to MOF for
approval; and

DEVELOPMENT OF NOSS - STEEL MELT SHOP & COCU
On 15 August 2017, MSI paid a courtesy visit to Amsteel Mills Sdn Bhd to have a better understanding on steelmaking. Amsteel is equipped with
facilities comprising Electric Arc Furnace (EAF), Ladle Furnace (LF) and Continuous Casting Machine (CCM) to produce billets for rolling into steel
bars and wire rods at its Rolling Mills. During the visit, both Amsteel and MSI discussed possible collaboration in providing training for the following
subject matters:
• Metallurgy
• Dust collector system training
• Safety and Health training
Amsteel Mills Sdn Bhd looked forward for the development of NOSS and COCU Steel Melt Shop that will assist in producing skilled workers.

NOSS & COCU DEVELOPMENT WORKSHOP FOR STEELMAKING MSI conducted the Workshop for NOSS Development on Steelmaking covering Levels 2-3 and Levels 4-5 with the industries at Eastin Hotel, PJ from 14-
16 July 2017. This workshop saw participation of industry experts from namely: Amsteel, Ann Joo, Eastern Steel, EnviSafe Training & Consultant, Masteel,
Megasteel and Southern Steel. Following this, MSI conducted Curriculum of Competency Unit (COCU) Development Workshop for Steelmaking on 18-20 August 2017 also at Eastin
Hotel, PJ.

On 17 August 2017, the delegates from Malaysia visited NS Siam
United Steel at Rayong, Thailand. This factory produce 1 million
tonne cold roll sheet and 360k tonne galvanized line annually with
an investment of USD 1.8 billion. NSSUS products are widely used
in food canned/ packaging, roofing, furniture, automotive and
electrical appliance industries. The factory visit included a tour to
observe the processes involved, such as continuous descaling and
cold rolling mill, continuous annealing and processing line and
continuous galvanizing line.
SOMBOON GROUP
On 16 August 2017, MSI paid a visit to Iron & Steel Institute of Thailand (ISIT). The visit was
led by the CEO of MSI, participated by Y.Bhg. Tan Sri Albert Cheng (MSI Board member)
and Sectoral Policy Section, MITI. The objectives of the visit are to gain understanding on:
• Thailand’s iron and steel production and its value chain;
• Thailand’s steelmaking capacity and related policies;
• the production of higher value-added steel products and related innovations; and
• R&D capabilities on specialty steel such as for the automotive and oil & gas.
FACTORY VISIT TO NS SIAM UNITED STEEL
(NSSUS) AT RAYONG, THAILAND
To complete the visit, the delegates visited Somboon Group on 17 August 2017. Somboon Group of Company is well known for the production of
automotive parts. Somboon Spring Manufacturing, Ltd., was initially established by Mr.Somboon Kitaphanich over 40 years ago. The Group produces
various auto parts to supply both the domestic and overseas auto assembly industry. With experienced Thai people and the technology transferred
from Japan, Somboon group is committed to achieve customer satisfaction by the implementation of quality mission and international manufacturing
standards. At present, Somboon Group of Company is mainly concentrating on its core business in the automotive parts business, which is 100% Thai-
owned. The Group now comprises four companies:
• Bangkok Spring Industrial Co. Ltd.
• Somboon Malleable Iron Industrial Co. Ltd.
• Somboon Advance Technology. Ltd.

Somboon Malleable Iron Industrial Co. Ltd or SBM was established in 1975 to produce casting or foundry of ductile cast iron (FCD) and grey cast iron
(FC) steel for the automotive market. The main products produced by the company is drum brake, disc brake, fly wheel, exhaust, hub, gear box and
timing cover.

MSI TrU: PENGIKTIRAFAN PENCAPAIAN TERDAHULU (PPT) - KL MSI conducted the promotional seminar, Pengiktirafan Pencapaian Terdahulu (PPT) at MITI Tower, KL on 17 August 2017 (Thursday). 32 persons from
iron and steel companies participated in this seminar.
Three speakers from Jabatan Pembangunan Kemahiran in the half-day seminar presented on different topics as follows:
• Briefing on “Sistem Persijilan Kemahiran Malaysia (SPKIM)” by Encik Muhd Amin Bin Haron;
• Briefing on “Pentauliahan Pencapaian Terdahulu (PPT)” by Encik Faisal Bin Ahmad; and
• Briefing on “Sistem Latihan Dual Nasional (SLDN): Energising Transformation via Work Based Learning” by Encik Raja Surian Muthu Elandy.
The seminar ended at 2.00 pm after Q&A session and networking lunch.
