CJC CM Roles

Chief of Joint Capabilities (CJC) is the Capability Manager (CM) for:• Category 1 Training Areas (TA) (Joint)• Category 4 TA (Scientific, Proofing and Experimentation)• Defence Simulation

CM Responsibilities• Develops the Program Strategy with the Program Sponsor • Develops the Joint Capability Needs Statements as tasked by the VCDF • Closely supports the Delivery Group’s development of the Project Execution Strategy • Develops the Gate 0 Business Case supported by the Delivery Group and manages

its progression to the Investment Committee

Synthetic Simulation EvolutionExisting capability

ADSTC at Fyshwick has the capacity to support one major simulation event (eg Ex TALISMAN SABRE). Limited capacity to scale.

JP9711-1 Will provide a Core Simulation Capability able to support multiple joint combined training events.

Some improvement to Services’ simulation training.

PROTECTED and SECRET level.

JP9711-2 Will improve integration of simulation across the Services.

Will extend simulation use more broadly across the Services, eg in logistics and health.

Will support whole-of-ADF training including fifth-generation enclaves above SECRET level

JP9711-3 Will promote simulation use across Defence, in force design, decision making, capability development and capability delivery.

The Core Simulation Capability delivered by Phase 1 will providethe foundation for the subsequent phases.

• How do we develop an adaptive training environment that can evolve with the need?• What technological opportunities exist for experimentation, R&D, robotics, AI etc?• How do we accommodate limitations such as medical facilities & logistic constraints? • Is there a solution for integrating Joint, Inter-agency and Multi-national users?• How does Defence make the most of data collection and training analysis?• What could our future preparedness model look like?• Product integration - are IP, system agnostic, ‘plug-and-play’ solutions a reality?

The character of war continues toevolve – the proliferation of digitisationand technologically advanced systemsto non-state actors, increased state onstate competition and increasingurbanisation are just some drivers ofchange. The enhancement of Defencetraining areas is a foundation on whichwe will develop the future capability ofthe ADF and optimise the introductionof the capabilities and platforms comingonline over the next decade.
