AUSTRIA`S ROAD TOWARDS NEARLY ZERO-ENERGY BUILDINGS

AUSTRIA`S ENERGY STRATEGY: - 10% IN BUILDINGS
Energy demand 2020/2005 Buildings -10% Households, SMEs, services, agriculture +10% Energy intensive industries +15% Transport -5%

• Methodology for calculating the energy performance of buildings
• Setting of minimum energy performance requirements
• Calculation of cost-optimal levels of minimum energy performance standards
• New buildings Considering high-efficiency alternatives (renewables, small cogeneration, district heating & cooling, heat pumps)
• Existing buildings Ensuring energy performance upgrades when buildings undergo major renovation
Encouraging the installation of high-efficiency alternative systems
• Requirements for technical building systems At least for heating, hot water, air-conditioning, large ventilation or a combination thereof
• Inspection of heating systems and air-conditioning systems (incl. Reports)
• Considering financial incentives and the removal of barriers
• National plans for nearly zero-energy buildings By 31 December 2020: all new buildings
After 31 December 2018: all buildings occupied and owned by public authorities
Establishing a system of energy performance certificates
REQUIREMENTS SET BY DIRECTIVE 2010/31/EU ON ENERGY PERFORMANCE OF BUILDINGS
5
Indicators:
• Space heating demand (HWB)
• Overall energy performance factor (fGEE)
• Overall primary energy demand (PEB)
• Overall CO2 emissions (CO2)
Criteria: HWB, PEB, CO2, energy performance
Energy performance criterion:
• meet stricter requirements on HWB or
• meet stricter fGEE by using more efficient technical building system and/or heat recovery, PV, wind energy on-site or the like
FGEE = 1 corresponds with 2007 requirements

BUT: NO FUNDAMENTAL ENERGY SAVINGS WITHOUT EXISTING BUILDINGS

10
EXAMPLE: VIENNA, WISSGRILLGASSE APARTMENT BUILDING
• Built in the period of promoterism, renovated in 2011
• Space heating demand: 186kWh/m²a → 28 kWh/m²a
11
• Built in 1958, renovated in 2006
• Space heating demand: 179 kWh/m²a → 14 kWh/m²a
EXAMPLE: LINZ, MAKARTSTRASSE APARTMENT BUILDING
12
EXAMPLE: LANGENZERSDORF, SECONDARY SCHOOL
• Renovated in 2010
• Space heating demand: 219 kWh/m²a → 15 kWh/m²a
13
AUSTRIA´S NATIONAL PLAN FOR MAJOR RENOVATIONS
14
• All of the 9 Austrian federal states (Laender) provide social housing support programmes
Favourable loan or grants
• Large share of new and major renovated buildings receive such support
Up to 90 % of new buildings before 2010, 50 % in the last years
• Always stronger requirements than in the regional building codes
Applies to new buildings, major renovation and building elements
Graded grants according to energy efficiency and other building qualities
Higher support in case of more sustainable solutions, such as usage of renewables, ecological materials
• Subsidised homes almost meet the 2020 requirements of the National Plan
• Budget 2011: EUR 2.660 million
New construction: EUR 1.560 million
Renovation: EUR 700 million
Social assistance for housing: EUR 400 million
HOUSING SUPPORT: PROVINCES
15
DEVELOPING AN ENERGY PERFORMANCE FOR NEW (FUNDED) BUILDINGS
Example of the Province of Salzburg Residential buildings funded by the “housing support programme“
m2 = gross floor area
16
• Provided in addition to regional housing renovation support
• Grants for specified deep thermal renovation
• Additional grants in case of:
• Renewable heating systems
• Wooden windows
• Ecological insulation materials
• Listed buildings
• Grants for partial renovation, i.e. of building elements
• Grants for companies also possible
• 2013 • Volume: EUR 123 million (of which 93 are for households)
• Up to EUR 9.300 per project
• Building certificate required
HOUSING SUPPORT: FEDERAL RENOVATION CHEQUE
17
• Statistics Austria has to set up an energy certificate database within the building and dwelling register at the request of the provinces and communities
• not “activated“ until now
• three provinces use the database ZEUS
http://www.energieausweise.net/
Online administration for provinces, building authorities, real estate management
full data review, identification of possible differences and mistakes,
mainly used for housing subsidy requests
COLLECTION OF ENERGY CERTIFICATES
18
DATABASE UPLOAD AND ELECTRONIC CHECK
Database upload: automatic check whether the calculated values comply with the requirements or not
19
RESULT OF THE ELECTRONIC CHECK
If the calculated values do not comply with the requirements, the energy consultant will receive an e-mail with the request to check and improve the EPC
20
RESULT OF ELECTRONIC CHECK (PAGE 1)
The result of the electronic check is displayed in detail: transmission losses, ventilation system, heating system, thermal solar system, passive solar energy gains, domestic hot water, CO2.
Compliance with building code: voluntary check; feedback for the building authority (building permission is municipal responsibility) and feedback regarding training needs.
Compliance with housing subsidy: mandatory check
21
RESULT OF ELECTRONIC CHECK (PAGE 2)
The second page of the examination report gives suggestions regarding the detected weak points and what can be done in order to comply with the requirements.
22
• requirement to show and hand over the Energy Performance Certificate when selling or renting out a building (unit)
• amendment in force by Dec 2012 publication of the energy performance class in real estate advertisements (print &
electronic media) single family house: possibility of using an energy performance certificate of a
comparable building (if confirmed by an assessor) certificate must not be older than 10 years exceptions from the requirement to hand over or display an energy certificate are
defined, exception for historic buildings no longer possible • only frost-protected buildings • buildings which will be demolished • buildings for religious purposes • temporary buildings (max. 2 years) • industrial and agricultural buildings, workshops, which mainly use on-site waste heat • buildings with less than 50 m2 • residential buildings which are used only part of the year, therefore heating demand is
expected to be less than one quarter of the all-year-round use
Legal consequences and sanctions (including real estate agents) monetary penalties up to 1.450 Euro
ENERGY CERTIFICATION PROVIDING ACT
23
• Energy demand for heating is already declining
• Target is at least – 10% until 2020 (compared to 2005)
• Standards in the national plan for new and renovated buildings support this target
• Financial incentives from the provinces and the federal government result in further increases in the energetic quality of buildings
subsidised homes almost meet the 2020 requirements of the National Plan
ecological quality gains importance (building materials)
shift of incentives from new buildings to renovation intended but conflicts with need for additional living space (increasing population/households)
• Accurate building certificates are a key prerequisite
