ABSTRACTThis research is based on a survey of
teacher-pragtitioners of individualized instruction in membercolleges of the Council of North Central Community-Junior Colleges.The survey was mailed to the presidents of 307 colleges in September1974, with results tabulated in November 1974 based on responses from726 practitioners from 120 colleges in 19 states. A brief review ofthe literature points out some of the virtues and drawbacks ofindividualized instruction. The survey focuses on the characteristicsof the institutions where iliiividualized instruction is used as wellas on the characteristics of the practitioners. Overall, the usualdescriptors of practitionersAsex, age, academic attainment) tend notto ary significantly from:expectations with respect to type,loivation, age or enrollment of the.institution. Distribution ofin ividualized instruction by subject area-is depicted in tabularform. Practitioners tend to be similar with respect to selection offormat, pace, and achievement measures; unfortunately, relatively fewhave attempted to systematically evaluate their instructionaltechniques. One conclusion that was generated by tht study is thatmost instructors who use individualized instruction work more hoursthan the average instructor and spend an inordinate amount of timewith students. Abstract
This research is based on a survey of teacher-practitioners of individualized
instruction in member colleges of the Council of North Central Community-Juniorp..
Colleges. The survey was mailed to the.presidents of 307 colleges in September
1974. By November 1974 the researchers had completed data analysts for 726 prac-
' titioners' responsesfrom 120 colleges located in 19 states.
INTRODUCTION
Community-junior colleges have assumed the task of providing meaningful
educational experiences for an increasingly heterogeneous group of students.
Unfortunately, they have accepted this challenge during a period when the average
American has become somewhat skeptical of the capability of the institutions
in his society to deliver what they have promised. Administrators and faculty
in postsecondary education are finding that the promises of the "open-door"
admissions policies which have gained such prominence in recent years must now
be met in terms of increased student knowledges, skills, job placements, social
adjustments, etc., or simply be acknowledged as having been hopelessly idealistic
in the first place.
Some administrators and faculty leaders even nog; are saving that the "open'
door" of the two-year college should be redefined as simply a less expensive
(by virtue of larger classes, heavier teaching loads, and a virtually nonexistent '
"pure research" commitment) opportunity for the more intelligent, better motivated,
and perhaps less emotionally and/or financially secure student to reap the
benefits of higher education, while residinv near his/her home and working part-
time. Others argue that it is too soon to be redefining the "open door" and have

modified instructional procedures to deal with the Treater diversity in student
abilities. In some cases, they have developed behavioral criteria for course
.and/or curriculum entry that result in more homogeneous student groups. In
other cases, they have developed and/or acquired extensive teaching materials to
use in individualizing their instruction with respect to entry, mode, pace,
-evaluation, and other conditions of learning.
While it is probably too early to tell the nature and extent of the impactt

of individualized approaches to teaching and learning upon the accountability
problems presently facing the "open door" institutions, one thing is relatively
certain--those who practice and promote such approaches are".beginning to gain
the attention of the decision makers in higher education. The literature of......

higher education presently abounds with articles extolling the virtues of in-

dividualized instruction for solving problems related to costs of instruction,
student failure, student discipline, space utilization, grade dissatisfaction,
etc.
In his travels to various postsecondary institutions in the Mid-West as a
consultant and as a member of visiting teams for the North Cdntral Association
of Colleges and Schools, the senior researcher has noted a growing number of
faculty who seem to be presently employing or developing individualized instruc-
tion approaches to teaching/learning in their area of expertise.
The Questions Asked
Noting this phenomenon, the researchers asked, "What is the present status
of individualized instruction in two year postsecondary institutions in the north
central region? Is its practice widespread? Are there characteristics or
institutions (type, location, years of operation, size) that seem to be related
to the development and use of individualized teaching apprOaches? Do the prac-
titioners have a different profile (age, sex, academic preparation) than thP

average community-junior college teacher?"
Desir,n of the Study
These questions were posed in a modest proposal to the Council of North
Central Community-Junior Colleges, which was funded. Two brief survey forms
were designed and mailed to the Presid2nts of 307 colleges in September of 1974.
In November of 1974, the researchers completed data analysis for 726 teacher-
practitioner responses. For the purposes of thisstudy, responses were analyzed
from 120 colleges located in all 19 states to which surveys were mailed.*
A Brief Look at the Literature
Most teachers report that individualized instruction results in an increase
in learner achievement. Bent (1), Heider (2), Gillespie (3), Hunter (4), and
Lewis (5) have reported the effectiveness of individualized apnroaches with
respect to achievement in the physical sciences. These writers all agree that
both students and teachers work harder *using individualized approaches. They
also agree that students achieve at a higher level as measured by tests. Heider
(2) and Gillespie (3), in studies of Audent achievement as indicated by grade-
point averages, reported that generally the percentage of A and B grades increased
and the percentage of D and F grades iecreased. Hunter (4), in a study comparing
different types of individualized instruction approaches with a more traditional

lecture-discussion approach, reported greater achievement in his experiNental groups.

In psychology, Treffinger '(6) reported that self-directed learning tochniaues
helped solve,Jearning problems related to conformity, diversity, relevance, boredom,
learning styles, evaluation, and appropriateness of challenge. Barlow (7) found
the learning contract method to be supportive_of creative use of resources, higher
learner achievement, and motivation; Ile' also recorded that teachers tended .to

spend more time with students.
At American River College, Mills 0) repot-i.e.; that. "...11alivializa in-
structicn is effective because it permits students fo work at their own pace, to
get as much help as they need from teachers and tutors and...to master course
content."
On the other hand, Thiagarajan (8) reported that individualization can be
overdone and may be detrimental to learning. Huther (10), in a thoughtfully
written exposition questioning the assumptions implicit in some of the literature
on individualized instruction, states that a possible outcome, may be that students
will become depende t upon highly individualized learning experiences and unable
to learn in the more ommon, often ambiguous, environment presented in the larger
society.
The question of the effectiveness of individualized approaches in solving
the instructional problews of community college faculty, faced with the task of
delivering instruction to classes too variable in ability, motivation, and atti-
tude toward learning to permit the meaningful presentation or discussion of
material at a predetermined "level", has not yet been fully answered, obvioUsly.
While experienced educators have learned to4be wary of any "panacea" that is
reported as being capable of solving all teaching-learning problems, individualized
instruction does appear to be a viable instructional alternative which shoes
promise for dealing with at least some of the problems most common to community-
junior college teachers.
Practitioners and Community-Junior Colleges
The practitioners of individualized instruction in community-junior colleges
may be described as rather typical postsecondary teachers (Table I). About 37%
are female, 62% male, only 2% are under 25 veers old, 37% between 25 & 35, 34%
between 35 & 45, and about 25% are over 45 years old. Eight percent of the prac-
titioners hold a docLors degree, 64X a tstern, 17% hold a bachelors, and 8%

About two-thirds of the practitioneri are employed in Colleges defined as
Comprehensive Community-Junior Colleges, about one-fourth are identified.with
two-year technical colleges, and one in sixteen are faculty in two-year liberal
arts colleges. Twenty percent of the practitioners work in an urban college,
twenty-eight percent in a suburban college, and forty-seven percent are employed
...
by colleges located in rural areas.
Most practitioners (86%) of individualized instruction are identified with
colleges which era-01115004TO tuil-time equivalent students. In that no respond-
ing practitioners came from colleges enrolling less than 1500 FTE Atudents, the
researchers assume that practitioners from smaller colleges chose not to respond
or that there are few practitioners of individualized instruction in small com-
munity-junior colleges. Most practitioners (54%) are employed by colleges which
are 5-10 years old, however, thirty percent are from colleges which are more than
twenty years old...Seven percent from 10-20 year old colleges and six percent
from colleges less than five years old.
The data in Table I indicates a slightly larger percentage of female practi-
tioners in technical colleges (40%) compared to, liberal arts (35%) or comprehensive
community colleges (37%). Almost half of the urban college (46%) practitioners
are female compared to two-fifths suburban (40%) and one -third rural (33,).
Females comprise over half of the practitioners from colleges ten to twenty years
old (57%) compared to about one-third of the practitioners In college; less than
ten yeas old and colleges over twenty years old.
The average age of practitioners in liberal arts colleges is slightly older
(37% over 45) than practitioners in other type colleges. As might be expected,
the average age of practitioners in institutions under 5 years old is slightly
younger compared to other institutions. Technical colleges have fewer practitioners
with advanced degrees and more practitioners holding a bachelors degree or less.

Practitioners holding graduate degrees are more frequent in suburban colleges and
in larger -institutions.
_Overall, the usual descriptors of practitionoti.s...sex, age, academic attain-
ment...tend not to vary significantly from xpect s with respect to type,
location, age, or enrollment of the Institut on.
Practitioners ens&Subject Area
Practitioners of individualized instruction are generally distributed over
nine subject areas. Communications 16%, business 16%, technical 15%, science 12%,
social science 11%, mathematics 10%, health 9%, humanities 3%, and physical
education 1%. Table II records theperceptages of practitiOners in each subject
. area by type, location, age, and size of institution.
As might be'expected practitioners in comprehensive community colleges
are rather, evenly distributed over seven of the nine areas (excluding PE and
humanities). Technical colleges tend to have more practitioners in technical
(27%) and business (25%) subject areas. And liberal arts colleges have more
teachers of individualized instruction in communications and humanities.
Interestingly, a larger percentage of practitioners of individualized in-
struction in mathematics (25%) are employed by colleges less than 5 years old.
These younger colleges also (perhaps expectedly) are under represented by technical
(4%), social studies (4%), and health (4%) practitioners. Colleges between 10
and 20 years old tend to have more communications (25%) and health (18%), and
fewer social studies (6%) practitioners than might be expected. Larger institu-
tions are represented by a larger percentage of communications (24%) and a lower
percentage of science (7%) practitioners compared to smaller institutions.
Practitioner and Tnstruction Level
The respondents sere asked to check the level of course(s),for which they
were using individualized instruction. Three levels and four combinations were

indicated as classifications of level. Table III data may be interpreted to
show that about 10% of the practitioners checked develonmental, 29% college paral-
lel, 28% career, and 25% some combination of levels.
Developmental level practitioners seem to exist at about the same percentages
in all institutions described except in institutions between 10 and 20 years old
where the percentage is nearly twice the expected. Similarly, college parallel
practitioners are over repreiented in institutions under five years old and (as
expected) in liberal arts colleges. Career level courses are more freciventiv
reported by practitioners in technical colleges and older colleges, and less fre-
quently by practitioners from liberal arts colleges.
Practitioners and Teaching Experience
As displayed in Table IV, forty percent of the responding practitioners
have more than five years, but less than ten years,teaching experience. 'About
one-fourth have 2-5 years experience.
Generally the more experienced teachers are employed at liberal arts col-.
leges (42% over 10 years), and/or institutions over twenty years old, and /or
larger institutions.
Some Observations
Based on an analysis of the descriptive data regarding practitioner character-
istics, subject area, course level, and/or teaching experience, the researchers
"are not able to distinguis any Unusual descriptors related to institutional type,L
location, age, or size.
We tend to believe that practitioners arise from the challenge to designinstruction so as to meet the learning needs of individual students.
Since students attending two-year colleges tend to be more heterogeneouswith respect to prior learning and ability, we believe that'two-yearcollege teachers are more likely to initiate individualized instructionprocedures.

If the above is true we can predict that the trend toward some form of in-
dividualized instruction will continue as the student population becomes more
heterogeneous with respect to academie background, age, employment, hog
aptitude, readiness, etc.
Format, Face and Achievement Measurement of Individualized Instruction
Tables V, VI, and VII are used to record information regarding the format,
pace, and type of achipv4:ent measurements used by practitioners of individualized
instruction by college type, location, pge, and size. Some practitioners in
nearly all institutional descriptions used all fourteen formats. A personalized
format was checked by nearly sixty-two percent of the practitioners, and the Keller
method was checked by only three percent of the practitioners. Cv4::rall laboratory
(52%), audio visual (49%), programMed (39%), audio tutorial (37%), packaged (37%),
prescribed (33%), and project (31%) formats were most frequently reported by 'nrac-
titioners. Few practitioners reported use of computer (4%) or Keller (3%) for-.
mats.
Technical college practitioners tend to prefer laboratory' nackaged, personal-
ized; audio-visual, prescribed or project formats...or combinations of these formats.
Liberal arts teachers frequently select a personalized (63%) format, but avoid
video, Keller and/Or computer format(s). Institutional descriptors.of location,
age, and size do not appear to be related to format selection except...suburban
college practitioners less frequently select a packaged format, and practitionets
from colleges between ten and twenty years old more frequently select an auto
tutorial format..
Most practitioners (Table VI) use self pacing (66%) and few use a fixed pace
(11%) for individualized instruction. About forty-three percent of the practitidiiters
use achievement pacing, twenty percent teacher pacing, and fifteen percent class
pacing. It is interesting to note that technical college teachers select self
(80%) and/or achievement (55%) pacing most frequently.

Criterion (58%) and/or individual (40%) achievement measures are preferred
by most practitioners (Table VII). Normative evaluation is checked by only
fifteen percent of the practitioners. Seventy-one percent of the technical col-
lege practitioners select criterion measures compared to forty-tvo percent of the
practitioners from liberal arts colleges.
The researchers observe that practitioners seem to be quite alike withrespect to selection of format, pace, and achievement measures. Apparentlythe procedural description of format, pace and achievement measures forindividualized instruction are'not strongly related to institutionaldescriptions of type, location, age or size. Practitioners apparentlyselect procedures rather pragmatically...because they work for themunder the conditions surrounding their institutional situation.
Evaluation of Individualized Instruction
Few practitioners have completed any evaluation of their individual:Ned
instruction procedures. Table VIII data indicates that only seven percent have
completed any research, fifteen percent a survey, and fifty-eight percent have
not completed any systematic evaluation. Many practitiC)Iers express an interest
in evaluating the practice of individualized instruction and most of these are
willing to share the results of their experience. Some kind of evaluation seems
to have been used by about forty-seven percent of the practitioners in compre-
hensive community colleges, about fifty-two percent of the practitioners in urban
colleges, and forty-nine percent of the practitioners in the larger two-year
colleges.
The researchers were not surprised by the relatively small number ofpractitioners reporting any evaluation of individualized instructionalprocedures. Indeed our contact with these practitioners suggests thattfiese teachers are so busily engaged in developing materials, workingwith students, and improving techniques that evaluation is crowded out.The researchers also note that most practitioners tend to be rathermodest individuals and that they are hesitant to share a practice, whichis not perfected. This lack of evaluation is unfortunate in,that thepractice appears to have many appealing attributes.

Practitioners Motivation to Use Individualized Instruction
As displayed in Table IX pr'actitioners are frequently self-motivated to use
individualized ihstructiont Most indicate that personal experience (65%) served
as a prime motivation to use individualized instruction. Contact with innovative
teachers (32%) and/or administrative emphasis (34%)were also cited as reasons
for using individualized instruction. Technical college teachers indicate adminis-

.(56%) emphasis more frequently than personal experience (43%). Practi-
tioners from colleges less than 5 years old report personal experience (85%)
more often than administrative emphasis (13%).
Response to the questions regarding motivation lead the researchers to ob-
serve that the decision to use individualized instruction is usually an individualc
decision. It is true that many administrators are advocates of individualized
instruction. It is also true that organizations, some university teachers
and some roaming consultants sell the me r is of individualized instruction.
However, based on the respondents in this study we observe again thatthe practice of individualized instruction seems to grow from the innatedesires of the individual teacher to cause more students to learn more ofwhat he (she) has to teach.
Practitioners' Opinions about Individualized Instruction
Table X is used to record the responses of practitioners with respect to
questions regarding Cost-effectiveness, student achievement, student preference,
teacher threat, and future use of individualized instruction. Overall, practi-
tioners report that individualized instruction, compared to other. instruction,
is more cost-effective (2:1), increases student achievement (26:1), is preferred
by students (10:1), is not threatening to teachers (4:1), and will increase in
use (27:1)...A pretty strong endorsement of the practice.
Teachers from technical colleges are more likely to cite increased cost-,
effectiVeness (4:1), lower teacher threat (6:1), and probable increased use (88:1).
Liberal arts college teachers are evenly split oh the cost-effectiveness question.

The opinions expressed by teachers using individualized instruction consti-
tute overwhelming support for the practice. These opinions also provide a rich
source for future research. The cost-effectiveness question has been rather
extensively researched by Berchin (11) in a national study supported by Harold
S. Sloan and the League for Innovation in the Community College. Berchin's
study generally supports the conclusion that the cost-effectiveness of individualized
instruction is greater than the cost-effectiveness of most other types of
college instruction.
Student achievement, however measured, also lends itself to much future re-
search. The interaction between format, pacing, and other conditions needs to4...,
be carefully investigated with respect to achievement. A study completed by
the senior researcher (4) indicates a strong interaction between scholastic ability
and criterion evaluation of achievement.
Student preference and potential tear threat aspects of a new technique,
such as indivi alized instruction, should also provide future researchers with
an appropriate challenge. We note that students tend to support their teachers
and that innovative teachers are seldom threatened by self-initiated change.
Perhaps researchers need to investigate preference and/or threat in terms of
group dynamics, governance-situations, communication flow, intrinsic and extrinsic
rewards, etc.
If the increased use of individualized instruction is related to internal
forces such as the heterogeneity of students and learner needs, the practice will
wndoubtedly continue to grow. However, if the growth of the practice is related

to some external forces, such as fashion, or administrator emphasis, the practice/
will eventually, give way to some other idea.
The writers believe that the practice of individualized instruction is sup-
p9rted by internal forces which will tend to increase during the next several years.

We also believe that the practice is supported by some rather powerful psycholo-
gical arguments.
As teachers become more familiar with the role of Nanaper of a learning#
system" the practice will undoubtedly continue to grR. The managerial role re-
moves the teacher from the center of attention and may, thus, tend to slow the
growth of individualized instruction. On the other hand, the teacher's managerial
role automatically places the course objectives as the prime hurdle for the learner
and the teacher becomes an advisor, motivator, and ultimate source of help for
the learner to achieve the course requirements.
We believe that individualized instruction in all its forms constitutes a
powerful practice that will continue to grow because its time has come.
SUMMARY AND CONCLUSIONS
It is always difficult in an open-ended study to derive much in the way of
"conclusions". Much of the value of such a study, we believe, lies in the pre-
sentation of percentage data which_may arouse more specific research interests
in the reader relating to individualized instructional practices.*
Several questions seemed to, ,her specifically awered in this study.
The simple fact of 1000 practitioner responses from 140 community-junior colleges
representing all 19 states surveyed seems to clearly answer the question regarding
the status of individualized instruction in community-junior colleges identified
as members of the Council of North Central Association. Individualized instruction,
in all types of two-year colleges, public and private, is alive and seems to beV
doing fairly well!

institutions wherein individualAed instruction seems to thrive, or profile charac-
teristics of practitionPrs ::cold tend Lo distinguish them from the average
community-junior college teacher, were not realized, the survey forms themselves
consistently provided an answer to another auestion...what is the most common
factor associated with practitioners of individualized instruction in all disci-
plines in all types of institutions? The answer...thev are extremely busy People
who spend an inordinate amount of time with their students.
Although few of them Seemed familiar with the terminology pievalent in the'
literature and used in the survey to identify tlrticular types of individualized
foriaats, paces, evaluation procedures, etc., most were able to describe auite
succinctly what they are doing, why they are doing it, and how well they think it
works. Host indicated that they were so busy dealing with students and their
learning problems that they did not have time to formally evaluate their instructional
procedures.
Finally, a few of the respondents wrote marginal notes on the survey forms
expressing, their skepticism About the possible benefits of such a study...
they seemed to feel that if the researchers were not going to be able to capture
a realistic understanding of the tremendous time commitment to students fssociated
with individualized instructional approaches as a result of the survey, all of
the questions relating to characteristics of teachers and/or their particular
individualized approach would be about as valuable as a quote taken out of context.
We hope that they will have an opportunity to read this summary and see that
their concerns were not ignored!

following: individual learning activities and/or individual Pacing of

message as a main element of instruction along with other learning activities.
Auto tutorial A method of individualized instruction which leads the student
through a series-of learning activities which may include audio, visual,'
work book, lab activities, etc.
Programmed - A method of individualized instruction which leads the student to
interact with a series of stimuli, each requiring an active response.
*Contract - A method of individualized instruction which is based on a learning
contract developed cooperatively between a student and a teacher...the
contract usually specifies outcomes, activities, evaluation, and time for
completion.
Keller - A method of individualized instruction developed by Fred Keller, a
psychologist...the method uses student tutors as well as other learning
activities.
Laboratory - A method of individualized instruction which uses a learning labora-%
tory to prov1ide appropriate learning activities.
Packaged - A method of individualized instruction Mich gathers all the learning
materials into a carefu''y designed stand-alone package.
Personalized - A method of individualized instruction which is based on face-to-
face interaction between the teacher and student related to learning out-
comes, activities, and evaluation.
