ll. Program and Bulldlng Use

A Flrc1y, thls arca ls used to greet u vlsltors to the llesa Lab each day. In addltlon to--provldlng. dlrectons,ortenilirg people to exhlblts, tourc and bulldlng serulces, provldlng llteraturc and otferlng-glft sales...therecep1o-nlit li responslbte lor the greetlng and orlentlng functon of breslness vlsltore to lhe llesa, acceptlngblack bag dellverles, notfytg employees of vlsltors & mall, paglng employees and operatlng as back up for theSecurltY functons at the llesa.

B. The Cental Security stadon operates at fie Mesa front desk also. Thls location houses the monltors forcameras, alarms, ett. for all oi NCAR. The Securlty guard on duty at the Mesa on weekends operates asrecepgonlst for vlsltorc to the Lab. Thls locaton at the lront entance allows lor easy monltorlng,access/egress ln emergencles.....

C. The ISS sponsors tours for vlsltors on a dally basls. The number ol vlsltorc to the i,lesa Lab has Increased .....As a part of Urese tourc, vlsltors get to see ihe sclentlftc and artst exhlblts and fie CRAY computer facllltesatthe Lab. The ISS sponsorc vlslthg exhlblb, coordlnates.... and func{ons as a publlc affalrs servlces betweenNCAR and the publld. Many educatonal organlzatlons, corporadons and ggvqmlne_nF rely on this group lorInlormaton and fdnlng op-portunltles. lt lJa vltal Interlace for conveying technlcal knowledge developed atNCAR to the publlc. Storage and flexlblllty arc a malor concem for these operatons.

A Bulldlng, Llfe Safety and ADA Codes

The Mesa Lab was clnstucted over 3 decades ago and mrch has changed In the bulldlng Industy In terms ofcodee and standads for protecffng lhe safety and welfare of vlsltorc and employees to the bulldlngJn termsol codes, we are exempt irom comptlance wltr state and local bulldlng codes as a Federal b-u!t{lttg. Thls doesnot, however, relleve dny obllgaton to $e 'publlc' lor concerns related to llfe safety and ADA requlrements.Thls partcular area ol thb Mesa ls In slgnlflcant compllance wlth most up too date codes. The lollowlng llstsarcas of deficlency to be conected along wlth $e lmplementaton of thls prolect:

l. ADA requlremenb seem to $e.ofmost concem at thls tlme. A llst of upgrades has leen p.rgpgedIncludln! modlflca0ons to fie maln entrance ramp and doos, slgnage, handralls, receptlon desk helghtand ba$rooms.

Z. Ralllng at the Exhlblt area ramp and down to $e CRAY are not In compllance In terms of balusterspaclng and handrall helght does not meet code In $e lobby to the second floor.

3. The lobby and exhlblt halls are not sprlnklered. Smoke detecdon systems are Installed. .Egressrequlremints wlll need to be addrcssed In conlunctlon wlth securlty as related to the locklng/alarmlngof doorc.

B. Deslgn Parameterc

The lobby arca of $e Mesa ls contnuously used for varled and otten competng uses on a dally basls. Theseopaatois whether compllmentary or not are necessary for NCAR and through a sensltlvlty to lhe deslgnparametes needlng to met, a comparable solutlon wlll be found to accommodate 8ll concems.
