Over and Under Voltage Protection

Long lines under lightly loaded conditionsor no-load or sudden loss of power mayexperiencevoltagesexceeding the ratedperunit voltage level of the line. Use the phaseovervoltage element of the C90Plus to initiatea local trip as well as a remote trip usingdirect transfer trip. The C90Plus also provides

additionalvoltagefunctionsincludingneutralovervoltage, negative sequence overvoltageand phase undervoltage. The phaseundervoltagecanbeprogrammedasdefinitetimeorinversetime.

Over and Under Frequency Protection

The multiple stages of under and overfrequency elements can be used to initiateload shedding or remedial actions schemesorfrequency-basedloadrestorationschemesduring lack of generation in the network ordue to sudden load drops. Combined withtheadvancedautomation capabilities of theC90Plus flexible, special protection schemes,advancedloadsheddingandloadrestorationschemescanbebuilt .

SmallSignalOscillationFunctionalityA new protection element called the smallsignal oscillation detection is added to theproduct.Modernpowersystemsarebecomingincreasingly interconnected toeachother forthe benefits of increased reliability, reducedoperation cost, improved power quality andreduced necessary spinning reserve. Withthe increasingly large interconnected powersystems some technical challenges alsobecome apparent. One of these challengesis the inter-area low frequency oscillationsthatareamajor threat to reliableoperationsof large-scale power systems. Inter-areaoscillationsnotonlylimittheamountofpowertransfer,butalsothreatenthesystemsecurityand equilibrium, as theymay lead to systeminstabilityandcascadingoutages.

Therefore, it is essential to identify thecharacteristics of the inter-area oscillations,including oscillation frequency and dampingratio, so that proper actions can be takenbased on the results. This is required toimprove the system damping and maintain

stability in the power system. The C90Pluscan detect these inter-area oscillations andprovide an alarm or even a trip signal topreventalarge-scalesystemdisturbance.

BayConfigurationsTheC90Plushas12pre-configuredbaysingle-linediagramsandcorrespondingcontrolsforeach of the bay equipment. Users can alsoprogramtheirownsinglelinediagramsusingthe ANSI/IEC library symbols provided in theEnerVistaset-upprogram.

PowerSystemTroubleshootingThe C90Plus contains tools that allow for early detection of impending breaker problems and allow for maintenance to be performed before serious damage occurs.

Breaker Latch Release Time:

Indicates how long it took for the breaker latch to release

from the time the Trip Coil was energized by the relay

Arc Extinguish Time:

Indicates the length of time that was required for the

breaker to extinguish the arc and finally clear the fault

Breaker Mechanism Travel Time:

Indicates time interval required for the breaker mechanism

to travel to its rest position

Triggering a waveform on each breaker operation can identify changes in the length of time each part or mechanism in the breaker takes to perform its function.

WhyFastLoadShed?Conventional Frequency and Voltage loadsheddingschemesoperatetypicallyin250mstoseconds.

Contingency based load shedding schemesare typically faster at 160 – 400 msdepending on both system architecture andcommunicationsemployed.

Both these scheme types are too slow forIndustrial Cogeneration applications such asOilandGasorManufacturing,whereveryfastload shedding is required to ensure powersystemandcriticalprocessesintegrity.

WhatisFastLoadShed?FastLoadShedisaSystemconsistingofoneor more C90Plus, IEC61850-Ethernet network,UR, URPlus or IEC61850-8-1-capable enddevices that provides fast load shedding, tore-establish power balance when source/loadsbalancewasdisrupted.Enddevicesareof UR, URPlus, SR or IED’swith IEC 61850-8-1support(othervendorIEDinteroperabilitynotproven/tested). It is possible to use existingdevices which do not support IEC 61850.In those cases the D25 RTU can be used tocommunicatebetweenthoseexistingdevicesand the Fast Load Shed Controller, howeverthis will slow the scheme down. The C90PlusController checks if generation lost exceedsremaininggenerationreserveper:

IncaseofgenerationlossorpowerunbalanceGOOSE messages are sent to shed enoughloadperpre-definedprioritiesaboveavailablegeneration reserve (Dynamic Mode). LoadPriorities can be changed/updated via HMIwithin a second. Alternatively, a predefinedshedding scenario can be executed uponeachdefinedcontingency(StaticMode).

C90Plus Fast Load Shed Controller (FLSC)

The controller is the main decision pointof the system where all the calculationsand intelligent commands are sent. It is asubstation-hardened devicewith a real-timeoperating system that is highly reliableand accurate. It is also equipped with alocal annunciator panel and HMI screen(optional) for ease-of-use for maintenanceandoperation.Thecontrollerreceivessourcedata from end devices, load data from enddevicesorAggregators viaanalogGOOSE. Ithandlesupto64loadsorin-feedsaswellas6localin-feeds,andmakesthefinaldecisionto shed load. The load shed commands areissuedviaGOOSEtoenddevices.

C90Plus Fast Load Shed Aggregator (FLSA)

This is an extension of the system allowingfor aggregation of load data and is a loadshed data concentrator – combines LoadData fromenddevicesand sendsasanalogGOOSE to the Controller. It does not makeloadsheddecisions.Itallowsthecontrollertohandlemorethan64loads.Byconnectingtheaggregatorsinatree-likematrix,thenumberofloadscontrolledwiththisschemecanreachover2500.

The FLSC can interface or aggregatemeasurements into32 sources/in-feeds;and32loads/loadgroups(manyloads/group).

(64 loads each), the system can support 12in-feeds and 2578 sheddable loads.Minimalre-configuration is required in the case ofsystemexpansion.
