โดยสารประจ าทางนัน้ไดรั้บการสนับสนุนใหม้คีวามกา้วหนา้และแข่งขันได ้ซึง่มผีูป้ระกอบการจ านวนมากทีม่คีวามพรอ้มและศักยภาพในการผลติรถไฟฟ้า โดยรัฐบาลตอ้งใหก้ารสนับสนุนจากการเริม่ตน้ทีร่ถโดยสารทีไ่มต่อ้งสรา้งโมล ผลติเพือ่ส ารวจความพอใจ จ านวน 10 คัน แลว้จงึผลติในเชงิพาณชิย ์ปีละ 200 คัน และตัง้ตน้ได ้และหากสามารถผลติรถ Passenger ไฟฟ้าเชงิพาณชิยไ์ดต้อ้งไมแ่ทรกแซงกลไกตลาดของรถปัจจุบัน
