The permit authorizes the addition of ponds, surface facilities such as tanks, unloading areas and sumps, and necessary pretreatment units with advance notification to TCEQ.
On-site storage is not permitted for this site, and an Industrial Solid Waste permit would be required to store wastes prior to treatment in the WWTP and disposal by discharge. Upgrades to the existing WWTP are needed, and preliminary cost estimates for the upgrades are available on a confidential basis.
The permit authorizes receipt of off-site wastes from the following sources:
The San Jacinto River & Rail Park, a newly formed heavy industrial park, has an existing wastewater treatment plant that was formerly in service for a paper mill but has now been authorized as a Centralized Waste Treatment Facility by TPDES Permit No. WQ0001160000 (EPA ID No. TX0053023). The permit authorizes the discharge of up to 52 MGD in phases to the Houston Ship Channel by way of the park’s private 13-mile pipeline from the treatment plant. The plant is located along Old Highway 90 between Sheldon Road and the San Jacinto River in northeast Harris County.
