EXECUTIVE ORDER NO.Series of 2011

AN ORDER RECONSTITUTING THE PANTAWID PAMILYANG PILIPINOPROGRAM (4PS) ADVISORY COMMITTEE IN DAVAO CITY

WHEREAS, the Pantawid Pamilyang Pilipino Program herein referred to as 4Ps isa national government initiative geared towards poverty reduction and socialdevelopment that provides conditional cash grants to extremely poor households toimprove their health, nutrition and education particularly of children aged 0-14;

WHEREAS, 4Ps has dual objectives that of providing Social Assistance thruprovision of cash assistance to the poor to alleviate their immediate needs and SocialDevelopment which aims to break the intergenerational poverty cycle throughinvestments in human capital;

WHEREAS, DSWD, DOH, DepEd, DBM, DILG, NACP and NEDA JointMemorandum Circular No. 1, series of 2008, provides the institutional arrangements forthe implementation, monitoring and evaluation of the 4Ps;

WHEREAS, Section 4 of the Joint Memorandum Circular No. 1 provides for thecreation of advisory committees at all levels-national, regional and city/municipal;

WHEREAS, there is a need to amend the membership of the 4Ps AdvisoryCommittee as provided for in Executive Order No. 22 to effectively carry out therequisites of the program; V Sr < ,

NOW THEREFORE, I, SARA Z DUTERTE, Mayor of the City of Davao, byvirtue of the powers vested in me by law, do hereby order:

SECTION 1. Reconstitution of 4Ps Advisory Committee. The Davao City4Ps Advisory Committee, which shall be responsible generally for the implementation,monitoring and evaluation of the program, is hereby reconstituted.

SECTION 2. Composition. The 4Ps Advisory Committee shall be composed ofthp fnllnwina:

9SECTION 3. Functions. The 4Ps Advisory Committee shall have the following

funrtinn*;:

1. Ensure the availability of the supply side requirements on health andeducation in the target areas;

2. Provide the necessary technical assistance for program implementation;3. Coordinate with the various departments and units of government agencies,

non-government organization and the private sector to ensure the effectiveimplementation of 4Ps;

4. Prepare and submit reports to the 4Ps Regional Advisory Committee on theissues and concerns regarding the implementation of 4Ps.

SECTION 4. Meetings. The Committee shall hold a bi-monthly regular meetingor a special meeting whenever necessary.

SECTION 5. Technical Working Group. A Technical Working Group shall becreated which shall be composed of authorized representatives from CSSDO, CHO,DepEd, DILG, CPDO and DSWD. The TWG shall provide technical assistance and submitrecommendations relative to the 4Ps implementation to the Advisory Committee for itsdeliberation and final decision.

SECTION 6. Secretariat. The DSWD shall serve as the secretariat of the 4PsAdvisory Committee. It shall render Secretarial and Technical Services and keep therecords and documents of the program.

SECTION 7. Resources. The different member agencies shall allocate theirrespective resources for the implementation, monitoring, evaluation and administrationconcerns of the program,

SECTION 8. Effectivity. This Executive Order shall take effect immediately.
