BACKGROUND/RATIONALE: High School Rodeo is comprised of high school students from all over BC who compete in regional rodeo events between September and June each year. In order to compete at Provincials, students must qualify top twelve to earn berth to compete for prizes and scholarships for all their hard work throughout the season. Rodeo is a rewarding and fulfilling experience for those who are involved. It provides youth an opportunity to learn from one another, build on their skills and experience, and make lasting friendships. is deeply rooted is a part the culture in the Peace Region. event will held at the North Peace Light Horse Rodeo grounds, and the applicant indicates this event will bring in 100 competitors over 1000 spectators. In prior years, the Regional Board has provided grants for this association. In 2016, a Special Event grant in the amount of $2,000 was authorized for the purposes of hosting the Junior Provincial Championships held in Dawson Creek; and further, in 2016, an Annual Event grant in the amount of was authorized for the purposes of hosting the Fall High School Rodeo held in Hudson's Hope. Subject: Grant Request — High School Rodeo Association

RECOMMENDATION: [Corporate Weighted] That the Regional Board authorize a grant in the amount of $2,500, payable from Grants to Community Organizations, Special Events, to the High School Rodeo Association of BC to host the High School Rodeo Senior Provincial Championships from June 7 — 9, 2019 in Fort St. John, BC.

BACKGROUND/RATIONALE: High School Rodeo is comprised of high school students from all over BC who compete in regional rodeo events between September and June each year. In order to compete at Provincials, students must qualify in the top twelve to earn a berth to compete for prizes and scholarships for all their hard work throughout the season. Rodeo is a rewarding and fulfilling experience for those who are involved. It provides youth an opportunity to learn from one another, build on their skills and experience, and make lasting friendships. Rodeo is deeply rooted and is a large part of the culture in the Peace Region. The event will be held at the North Peace Light Horse Rodeo grounds, and the applicant indicates this event will bring in 100 competitors and draw over 1000 spectators.

In prior years, the Regional Board has provided grants for this association. In 2016, a Special Event grant in the amount of $2,000 was authorized for the purposes of hosting the Junior Provincial Championships held in Dawson Creek; and further, in 2016, an Annual Event grant in the amount of $750 was authorized for the purposes of hosting the Fall High School Rodeo held in Hudson's Hope. Other events of this nature that have been supported by the Regional Board are:

• $3,000 2019 BC Peace Predators Female Hockey Society, Female Midget Hockey Provincials • $3,500 2018 BC Peace Predators Female Hockey Society, Female Peewee Hockey Provincials • $3,500 2017 Dawson Creek Minor Hockey Association, Peewee Hockey Provincials.

This grant application meets the eligibility requirements outlined in the Grants to Community Organizations (GCO) policy, and could be funded from that account. Staff have confirmed that the High School Rodeo Association is a registered not-for-profit society with the Societies Act in good standing.

ALTERNATIVE OPTIONS: 1. That the Regional Board respectfully decline to authorize a grant to the High School Rodeo

Association of BC to host the High School Rodeo Senior Provincial Championships from June 7 — 9, 2019 in Fort St. John, BC.

2. That the Regional Board provide further direction.

STRATEGIC PLAN RELEVANCE:

FINANCIAL CONSIDERATION(S):" The event budget, submitted by the applicant, anticipates expenses to be $37,600, with an

expected revenue of $32,000 - resulting in a loss of $5,600. The applicant stated they have appliedto the City of Fort St. John and received a grant in the amount of $5,000 for this event, which isreflected in their budget under total revenue. The applicant is requesting $2,500 to assist with thisevent.

" The 2019 budget for Grants to Community Organizations is $346,436 which includes $11,000allocated specially for Special Events of this nature. The balance remaining in the allocation is$5,500.

" If approved, a cheque will be made payable to the High School Rodeo Association of BC along with aletter outlining the requirement to submit a final financial summary for the event within 30 days ofits completion.

COMMUNICATIONS CONSIDERATION(S):The applicant will be notified in writing of the Regional Board’s decision and if approved, will be asked toensure the Regional District is recognized for its contribution.
