WEDNESDAY, JANUARY 21,2015

A Regular Council meeting was held on Wednesday, January 21, 2015 in Council Chambers of the Administration Centre, Township of Essa.

In attendance: Mayor Terry Dowdall Deputy Mayor Sandie Macdonald Councillor Keith White Councillor Ron Henderson Councillor Michael Smith

1. OPENING OF MEETING BY THE MAYOR

Mayor Dowdall opened the meeting at 5:25 p.m.

2. CLOSED SESSION

Resolution No: CR001-2015 Moved by: Macdonald Seconded by: Smith

Be it resolved that Council proceed to a Closed Session in order to address matters pertaining to personal matters about an identifiable individual, including Municipal or local board employees; and, a proposed or pending acquisition or disposition of land for Municipal or local board purposes.

Council rose from Closed Session and reconvened into Committee of the Whole at 6:00 p.m.

Council reconvened in Regular Council at 6:40 p.m.

3. DISCLOSURE OF PECUNIARY INTEREST

Mayor Dowdall declared a pecuniary interest with Item 4 as he has familiar relations with a member of Staff. He did not participate in discussions or vote on this item. Deputy Mayor Macdonald chaired this portion of the meeting.

Be it resolved that payments dated December 10, 2014 to December 31, 2014 in the amount of $839, 506. 62 be approved; and That visa payments dated October 16, 2014 to November 15, 2014 with a payment date of December 6, 2014 in the amount of $23, 230. 80 be approved; and That the EFT payment transferred on December 16, 2014 for the OMERS November 2014 remittance in the amount of $38,284.00 be approved; and That payroll for the month of December in the amount of $195,387.30 be approved.

Be it resolved that the Manager of Public Works be authorized to issue a Purchase Order to B & I Complete Truck Centre for the purchase of a new tandem snow plow I sander combination unit complete with Viking Snow Plow and Sander Equipment, as per Township requirements as follows:

b. Nottawasaga River Bank Stabilization Project - Progress Payments

Be it resolved that Council does authorize payment of $295,599.07 as Essa's share of Progress Payment Certificate No. 3B and $711,070.58 for Progress Payment Certificate No.4 (Invoice No. 1410-004) to Stonemount Developments Inc. for the Nottawasaga River Bank Stabilization Works; and That the Treasurer be authorized to process these payments and to transfer the necessary funds for these payment purposes from the Reserves for Water and Sewer Infrastructure which will eventually be replenished from loan proceeds through developer contributions and/or other sources of funding.
