Whilemostofuswillbesharingthefestiveholidayseasonwithourfamiliesandloveones,therearemanymorewhodon’thaveanyfamilytogoto.Whichmeans,althoughChristmascanbeahappymoment,itcanalsobealonelymoment.Toallwhodon’thavefamilyaroundwehaveyouinourheartsandminds.Itisanestablishedfactthattheveryearliestwritingswereintheformofpictures,

•Tellusalittlebitaboutyourself,yourlifegrowingup?WhoisAnnaMudeka?

Iamnotreallysure.Sheisamixtureofeverything.SheisthegranddaughterofAnnaMudeka,hernamesake.ShegrewupintheindustrialtownshipofRugarewithhergrandparents,about10milesfromHarare,thecapitalofZimbabwe.IthinkthatwasthebeginningofAnna.Itwasawonderfulhousehold,fulloflifeandofmusic.Mygrandparentswerenottheverystricttypes.Theyhadletusdowhatwewantedtodo.Sothosearemy

firstmemoriesoftheAnnaMudekayouseetoday.Itendtoidentifymyself

throughmygrandmotherrathermygrandfather,hewastheseriousone.Hewasthetypewhowantedhischildrentobedrivenandachieveabetterlifethanhehad.Hecamefromtheruralareasandwasthefirstofhisfamilywhomovedtothecity,foundajobwhichgave

himahouse.Fromthereonhestartedtobuildafutureforhisfamily.Hewasaverysimplebutambitiousmanandheknewhewantmoreoutofhislifeandthatofhischildrenandgrandchildren.ItwasthroughmygrandfatherthatIsawthevalueofhardworkandthroughmygrandmotherIsawthevalueofwantingtobecomewhoyoufeelcomfortableofbeing.Soitwasaveryinterestingcombination.Thewaymygrandfatherwill

inspireuswasbytellingusstories,helpusreadbooksanddoourhomework.Andassoonasanyofuswasoldenough,hetaughtustodrive,anditdidn’tmatterwhetheritwasaboyoragirl.Hewantedustobeindependent.OnethingIrememberedabouthimwasheusedtotakeustotheairportandshowusairplanes,andIthinkhewasjusttryingtotellus“Youcandothis.”Forhimthesky

wasthelimit,andhewasalwaystryingtoexposeustothefuturebeforeweknewthatthoseplaneswillbetakingustoplacesthatweendedupbeingnow.Lifegrowingupwassomuchfun.With

noTV,butwestillhadlotoffunandIlovedbeingwithmygrandparents.AlthoughIamoriginallyfromafamilyofmusicians,Ihaveneversettobecomeamusician.MusichappenstobesomethingIgrewupbelievingandastheyearswentby,Ibecamemoreinvolvedandpassionateaboutit.IrememberwhenIwasgrowingup,

Iwantedtobeatruckdriver.IsawitchallengingbecauseIhavenotseenanywomendoingit.Ilikechallenges.Thatiswhyhavingstartedmycareerasadancer,IknewIwasgoingtogoforthepartthatmenwerealwaysdoing,soItookaninterestindrummingwhichwasalwaysseenassomethingformen.IwasaboutfourteenwhenIstartedlearningthedrumbackhomeinZimbabwe.Ihavealwaysquestionedwhywomenwerenotdoingthisorthat,andforsomereason,culturallywomenarealwaysseenasthedancers.Butasmydrummingskillwereimproving,ataboutagesixteen,IstartedlearninghowtoplaytheMbirawhichprobablyonlyadozenwomeninZimbabweplay.Itistraditionallyamaleonlyinstrument.IamnotfromthetribethatplaystheMbirainstrument,butoneofmyauntwas

marriedtoamanfromtheShonatribewhodoes,andhewasquiethappytoteachme.Mygrandmotherinparticular

wasatraditionalmusicianwhoperformedtoentertain,notformoneybuttocontinuewithwhathaspassedonfromgenerationtogeneration.She

providedentrainmentatparties,funeralandweddingsandshelovedit.Shewasadrummeraswell,andIsupposeIgottheinspirationfromher.

•Aboutyourlifejourney?Iamnow38yearsold.IdidbothmyprimaryandhighschoolinRugare,

Zimbabwe.IdroppedoutofhighschoolbecauseitwasnotofferingthemusicexperiencesIwasyearningfor.Someandmyyoungauntwhowasofthesameageasmedecidedthatwewantedtopursuemusicasourfulltimecareers.SowewentontojoinadancegroupheadedbyaninterestingcharactercalledKingGeorgewhohadjustmovedtoourtownfromBulawayo(anotherbigcityinZimbabwe).Lookingback,Ithinkhisbackgroundandstyleinformedmostofwhatamdoingnowinschools,becauseheopenedourmindstoavarietyofmusicfromalltheothertribes.Whenmygrandparentsbegantorealise

thatthiswasgettingserious,theywereveryconcerned.Theywereconcernedthatiftheirdaughtersweregoingtobeseenasprofessionaldancers,wherearementhatwouldmarrythen.ButIthinkthiswasprobablymoreofaconcernformygrandpathanformygrandma.Toreassurethem,KingGeorgeagreedtosignacontractwithus.Itwasaveryinterestinghousehold,buttheyalwayshadourbestinterestatheart.Theywantedtoseeusprotected,becausethejobinvolvedtouringandbeingexposedtoadultaudiences.ItwasaverybiggroupcalledIdwalaElikhulu(meaningabigrock).Ihavelearnedstagelifeataveryearly

ageandbeingpartofthegroupmeantwewereearningmoneyandcontributingtothefamily.Itcametothepointthatweknewthatweneedtogrow,buttherewerelimitedopportunitieswithinthegroupbecauseoftheinternalpolitics,andwithKingGeorgefacinglotsofchallenges,weleftafter3years.ItwassadtoleaveKingGeorgeandIdwala,butitwasthetimetomoveon.Iwasspecificallyinterestedinstudyingat

EthnoMusicCollege(HiAnna,thisiswhatIfoundoutaboutwhatIthinkyoumeant:ethnomusicologyatZimbabweCollegeofMusic)whereEphatMujuru,oneofthemostwellknownMbiraplayerinZimbabweatthetimewasteaching.IttookmeovertwomonthstocatchupwithhimandhewaspuzzledtobeapproachedbyaseventeenyearoldgirlwantingtolearntheMbira.Butitonlytookthatonemeetingforhimtodecide.Myyoungauntytojoinus,andthatwasit.OffwewentwithhimtoJapanforonemonthwiththeconsentofourparents.Itwasmoreofalearningtripbecausehewasalwaysteachingmewhileontheroad,butitwasalsopaidwork.Japanwasmyfirsttriponaplaneand

itremindedmeofourtripstotheairportwithmygrandfather.BackinZimbabwewecontinuedtoworkwithhimbutweretouringless.Sixmonthslater,outoftheblue,wegotaphonecallfromThomasMapfumo’smanager.AndknowingThomas,therewasnoonehigherthanhimmusicallyinZimbabwe.Youeitherworkwithhimoryouarestillfindingyour

wayup.Butwehadadilemma,becausegrowingupinalargefamilywithmycousins,therewasthischildhoodrivalrywithonesetofusbeingfansofOliverMtukudzi(anotherZimbabweanmusiclegend)andtheylikedThomas.Sotogetacallfromthestarofourrivalswasabitofachallenge.Butthefactwas,anyaspiringmusicianinZimbabwewoulddietoworkwithThomas.WemethimattheQueen’shotelona

Mondayandthenextdaywewereworkingforhim.Irememberhimaskinginfrontofaroomfullofpeople,“Iheardyoucandance”.WeworkedforThomasforeightmonthsdancingandopeningshowsforhimuntilIhadanothercareermovetotheUK.

•Tellusaboutmovinghere?WhileworkinginZimbabwe,IwasalsoregisteredwithatalentagencycalledImagesAgencywhoweregettingmejobsinfilms.WehaveappearedinafilmshotinZimbabwe,“AFarOffPlace”byWaltDisneystarringReeseWitherspoon.WealsodidacoupleofZimbabweanmovies,like“AaTheFuture”.ImovedtotheUKin1994tolivein

NorfolkanditwasherethatIstartedmyfirstbandatageeighteen,whichInamedaftermyuncle-BabaSimba,(Simba,asin

theLionKingmeansPower).Backhomeitwasmore

challengingasawomantostartyourownband.Norfolkreallyembracedmestraightaway.Weweredoingshowneverywhere.

Therewascuriosity,andIthinkpeopleonlywantedtounderstandtheculture.Buttherewasalsolotsoflove.IthinkpeoplereallyappreciatedwhatIwasdoing.IwasalsoworkingwiththeschoolswhereIfeltverywellreceived.Ilovedthatpartofmyworkandhowitinspiresyoungpeople.YouknowsomeofthemareveryfarremovedfromwhatAfricaislike,andyoucanhearitfromtheirquestions.Abigpartofmyjobisgoingintoschools

andgivingchildrenarealtasteofAfrica.Goingintotheschoolsisnotjustaboutmusic.Thatwouldbemissedopportunityifitwerejustaboutmusic.ItiswhatyousharewiththemandthefascinatingquestionsaboutAfricatheyaskthatkeepremindingyouhowmuchsuchinteractionsareneeded.IthinktheyreallyneedtounderstandwhatAfricaisreallylike.Andyouknowthechildrenaskveryinnocentquestions,andifadultshavethesameapproach,therewillbelessignoranceandracism.Inthelate1990’s,ImovedtoLondonfor

ayeartojoinamulti-nationalGhanaiandancegroupcalled“AdzidoEnsemble”whoimpressedmethefirsttimeIsawthemafter

whichIcalledtheirmanagerandheinvitedmetojoinhisteamof45.Thiswasaverywellfundedgroupwithoffices,andtourbusesgoingupanddownthecountryandperformingforcelebrities.IwaswiththemwhentheyperformedforMayaAngeloatDorchesterHotel.Itwasreallyfascinating,anditwaswiththemthatIstartedlearningdancemovesfromotherpartsofAfrica.ButitwaswithaveryheavyheartthatIhadtoleaveandcomebacktoNorfolktore-establishmyself.ItwasniceinLondonbutitdidnothavethepeacethatNorfolkgivesyou.Nowin2014,thecompetitionforthe

kindofmusicamdoingisgrowing.YouhavegotSeyfoKanutehfromGambia,heisfantastic,wehavegotJoseFerreraandotherstorytellerswhoarecomingin.NorfolkgavemetheuniquenessImanagedtocreatetoday,becauseitwasherethatAnnaMudekabecameaproduct.SoIdecidedtodoatwoyeardiplomainmusic,followedbyabusinesscourse,whichbothhelpedmetobetterunderstandthewrittenmusic.Ithinkeducationisveryimportantbecauseitgavemetheinsurancethatifmusicdidnotwork,Icangoontodosomethingelse,likebeasoundengineer,butIwouldhavebeenboreddoingthat.In2001Isetupmyowncompanycalled

TambaiProductions.Itbecamemoreprofessional.Iemployedaccountants,hadparttimesupportstaffandIchangedmybandalittlebit,doingmoreschoolwork.I

producedteacherpackbasedonAfricanmusicandculturethatwentintoschools.Workstartedcomingfromalldirections.In2002,IwassignedatwoyearcontractwiththeMinistryofDefencetodoworkintheirschoolsinGermany.

•YoumarkonNorfolkIorganisetheannualSouthburghFestivalofWorldMusicwhichhasbeengoingonforsevenyearnow.Ithastwomainaims:tobringmusicandculturetoruralNorfolkandgivepeopletheexperienceofsomethingtheyarenotexposedtoasmuch;andtheotheraimistoraisefundsforacharityIsetupinZimbabwetoprovideeducationtoHIVpositiveandotherdisadvantagedchildren.Thefestivalisanopportunityto

shareexperience.Itisaweekendeventthatattractsbetween500-700peopleaday.Thereisfood,differentcultures,andhundredsof

peoplecampedallaroundthefield.Afterallthefun,theproceedsenableustosendaneedychildtoschool.Thefestivaltakesplaceduringthefirst

weekofAugust,nextyear’sdateisSaturday1stAugust2015.TentsaresetuptheFridaybefore.Usuallywehavemusiciansfromallovertheworld,butfor2015,wearehavinganinterestingline.Thisisthefirsttimeamsharingthisinformationthatthisyear,worldmusicwouldactuallybecomingfromNorfolk.YouhaveheardmementionafewNorfolkbasedmusiciansandthere

aremanymorearound.WehavealsogotlocalBritishtalentandBrazilianmusicians,soinNorfolkwehaveworldmusicatourdoorsteps.Theeventattractsalotoffamilies.

•Aboutyourexperienceofliving inNorfolkasaminority.

IhavealotofpositiveexperienceoflivinginNorfolk.Don’tgetmewrong,Ican’tsaythatIhavenotcomeacrossanyracismordiscrimination,becauseIhave,andithurts.WhereIexperienceitonthejob,IspeaktothepeopledirectlyandIhavefoundthattobeeffective.Thestreetlevelnamecallingtypedoesnotscare,becauseusuallyitiscowardsthatdothat.Ihavealwayssaidifanyonedoesnotlikemebecauseofthecolourofmyskin,Iwouldbemorethanwillingtogivethemtheopportunitytodiscussit.Weareallthesameundertheskinyouknow.Thisishomenow.Ihavetwo

daughterssoontobe8and5.Inbetweentakingcareofthem,Ialsorunmybusinessandcharity.ButreallyIamafulltimemusician.AlthoughIamalwaysbusy,Itrytomaketimeforeverything.IlovegoingforbikeridinginmysparetimeandIgrowalotofwhatIeat.

TheOffice ofHigh Sheriff is anindependent non-political andvoluntary Royal appointmentfor a single year. There havebeen High Sheriffs for at least1,000 years and the origins

of the Office date back to Saxon times,whenthe‘ShireReeve’wasresponsibletothe king for themaintenance of law andorderwithin the shire, or county, aswellas for collection and return of taxes dueto the Crown. As these taxes were notpopular and Sheriffs could be personallyliable for any shortfall, many tried toavoid appointment. But the practice ofthe Monarch pricking their names froma parchment list prevented this, and thetraditionstillcontinuestothisday!Nowadays,themaindutiesofaHigh

SheriffaresupportingtheJudiciaryandtheMagistrates,especiallyHighCourtJudges,aswellastheEmergencyServicesi.e.thePolice,theAmbulanceService,NorfolkFireandRescueService,localauthoritiesandallrecognizedchurchandfaithgroups.ManyHighSheriffsalsoassistCommunityFoundationsandlocalcharitiesworkingwithvulnerableandotherpeople,bothinendorsingandhelpingtoraisetheprofileoftheirvaluablework.ThecurrentHighSheriffofNorfolkis

LadyDannattMBE.LadyDannattagreedtoanswerafewquestionsbyinvitingtheB-MeVoicestohisbackgarden.

I’mnotsuremanypeopledoknowwhattheHighSheriffactuallydoes,soIwillhaveagoatexplaining.TheCountyHighSheriffisoneoftheoldestappointmentsinthecountry.Basicallyfortheperiodofoneyear(usuallyrunningfromMarchtoMarch)theHSisresponsibletoHerMajestyTheQueenforallmattersconcerninglawandorderwithinhisorhercounty.Intheoldendaysthisincludedattendingexecutionsandthelike.Iamgladthatdoesn’thappenanymore!InsteadIspendquitealotoftimetryingtosupporttheJudiciaryandtheMagistrates,aswellassupportingtheEmergencyServicesi.e.thePolice,theAmbulanceService,andtheNorfolkFireandRescueService.

Ifoundyourmagazineverythoughtprovoking.ForthefirsttimeitmademewonderhowIwouldhavefaredifitweremeseekingrefugeinaforeigncountry,alanguageIcouldnotspeak,customsandlawsIcouldn’tunderstand....Notvery

well,Isuspect,soIhavegreatrespectforthoseofyouwhoareshowingsuchcourageintakingchargeofyourfutures.

• AnycommentsaboutequalityanddiversityinNorfolk?

IhopeandbelieveNorfolkisanopen,friendlyandinclusivesociety,butasevertherewillalsobethosewhoarechallengedorpossiblyfeelthreatenedbynewcomers.Idobelieveeducationisthekey,andmyhopeisthatfuturegenerationswillbecomemoreandmoreinclusive,understandingandwelcomingtoBMEcommunities...whohavesomuchtoofferusinculturalwealthandexperience.Iwouldjustliketoseeeveryone,from

everyethnicbackground,haveequalopportunityatschool,atwork,andinthecommunity.

Iwanttopaytributetotwoindividualswhohavebeenaforceforchange–makingeachofourlivesbetterandfairerbytheiractionsandexample.

As you would expect my list starts with a firefighter. Womenhavebeenfirefightersforlonger

thanmostpeoplerealize:infact,foralmost200years.ThefirstwomanfirefighterweknowofwasMollyWilliams,anAfricanAmericanwomanwhowasacookwithOceanusEngineCompanyFireHouseinNewYorkCityin1815.Onewintrydayin1818Mollyheardthe

churchbellssignallingafire,sherushedtobeofhelp.Thistime,however,itwasnotfoodthatwasneeded,butextrahandsassicknesshadseverelylimitedthenumber ofmenwhoresponded.Mollydidnothesitate-donninga

leatherfireman’shat,shepitchedintohelp.Andhelpshedid.Shehelpedtopullthe

pleasuretopresentNorfolk’s11thBlack

HistoryMonth(BHM)withover100excitingeventswhichtookplacethroughoutNorfolkthisOctobertocelebrateBlackHistoryPast,PresentandFuture.Ourthemethisyearis–AForceFor

ChangetoacknowledgingtheroleBlackHistoryhasplayedasaforceforchangeinshapinganddevelopingourpresentworld.ThemonthgivesusalltheopportunitytopaytributetothetremendouscontributionthatgenerationsofBlackandEthnicMinoritypeoplehavemadetoourcountryandtheworld.Ithinkit’sreallyimportantthatwerecognisetheeffortsandachievementsofsomanywhohavehelped

heavytankertothesceneofthefire,passedwateronthebucketbrigade,workedonthepumper,mannedahose,andpulleddownpartsofburningwallswithahook.Intheendshereceivedthehighest

complimentshecouldhopeforfromtheFireCaptain:“Molly,bygolly,you’reasfineafireladasany!”Fromthenonshewasknownasvolunteernumber11.Herstoryistoldinachildren’sbook

–“MollybyGolly”–theLegendofAmerica’sFirstFemaleFirefighter.Herheroicsarerecordedinthe

AfricanAmericanFirefightersMuseum inLosAngeles.Today,womenplayasignificantrolein

thefireservicearoundtheworld.Iamincrediblyproudtofollowinher

footstepsandIhopeMolly,lookingdown,isproudofmeandmycolleagues.Since2014marksthe100anniversaryof

WW1itisonlyfittingthatwecelebratetheachievementsandbraveryoftheUK’sfirstblackcombatofficer,SecondLieutenantWalterTull–BritishOfficerWalterwasalsooneofthefirstblack

professionalfootballers–playingforTottenhamHotspur.Whenwarbrokeouthevolunteeredforthe17thMiddlesex,calledtheFootballBattalionbecauseofthenumberofplayersinitsranks.Onceagainhefoundhimselftheonlyblackmanintheteam-andheprovedhimselfalloveragain.BythetimehefinishedhistraininghehadbeenpromotedthreetimesAfteronedaringnightraid,inItalyin

whichWalterled26menacrossaswirling

tomakeourcountryvibrant,tolerantanddiverse.Also,wearedelightedtohavebeennominatedforthe2014NorfolkArtsAwards.Thisyearmarksthe110thAnniversary

ofDrAllanGlaisyerMinns(1858–1930)asthefirstBlackmantoholdpublicofficeasamayorofThetfordinBritain;the50thAnniversaryofTheCivilRightsActof1964intheUSAandthefollowingyeartheenactmentofthefirstlegislationintheUnitedKingdomtoaddressracialdiscrimination.Wehaveorganisedtalksanddiscussionsfocusingonsuchpivotaleventsinourhistorytoexploretheircontextandconsequences.ThisyearBlackHeritageandCulture

NorfolkinpartnershipwithNorfolkCountyCouncil,NorwichCityCouncilandNorfolkCommunityFoundation–SaferNorfolkFundhaveprovidedsupporttoanumberofcommunitygroupstoenablethemhosteventstocelebratethisyear’stheme.NorfolkBlackHistoryMonthis

supportedbycommunities,artandeducationinstitutions,voluntarygroups,

riverandbroughtthemallbackunharmed,hewasmentionedindispatchesfor“gallantryandcoolnessunderfire”.SeniorofficersrecommendedWalterfor

promotionandhewonhiscommissioninMay1917althoughmilitaryregulations-forbidding“anynegroorpersonofcolour”beinganofficer.HebecamethefirstBlackcombatofficer

intheBritishArmy.Incontrastwithhisfellowofficers–mostofwhomwerefromwell-offfamiliesandpublicschool-educatedhewasaworkingclassorphan.LieutenantTullwaskilledleadinghis

menduringthesecondbattleoftheSommein1918.HewassuchapopularofficerthatwhenhewaswoundedseveralofhismenmadevalianteffortsunderheavyfiretobringhimbacktotheBritishtrenchesatthesomecostoftheirownlives.Howevertheireffortswereinvain.HewasrecommendedforaMilitary

Crossbutneverreceivedone.Campaignersarecallingforthegovernmenttoposthumouslyawardhimthemedal.Hisaccomplishmentandsacrificeare

beingrecognisedandcelebratedaspartofthecommemorationsofthecentenaryofWWI.Hisportraitwithabackdropofinfantrysoldiersgoing“overthetop”willfeatureinoneofasetofsixcoinstorememberthesacrificesmadebymanyduringthewar.To-dayourarmedforceshave670black

forfostercarers,andthereisaparticularneedforfostercarersfrompeopleofallbackgroundstomeettheneedsoflookedafterchildrenfromawiderangeofdifferentcountriesandethnicorigins.InrecentyearsNorfolkCounty

CouncilhaslookedafterchildrenfromVietnam,China,Eritrea,Ethiopia,Congo,Zimbabwe,Iran,Iraq,GuineaBissau,Portugal,Russia,KosovoandLatviatonameafew.Sometimeschildrencomeintolocal

authoritycarebecausetheyhavebeenilltreatedbytheirparentsorcarersorhavefounditdifficultbecauseofdiscordathome;becausetheyhaveendedupinNorfolkwithoutaparenttocareforthem;orbecauseconflictsinhomecountrieshavemadeitdifficultforthemtolivethere.Somechildren,suchasunaccompaniedasylumseekingchildren,mayhavebeentraumatisedbytheirpreviousexperiencesintheirowncountryorontheirjourneytotheUK.Allthesechildrenandyoungpeople

needpositivesintheirlives;whetherit’syoungmenfromvisibleminoritybackgroundswhoarealreadydriftingtowardsgangsoracriminalsub-cultureandneedpositivemalerolemodelsthattheycanidentifywith.Orsmallchildrenwhocannotlivewiththeirownparentsbecausetheyareunabletosafelycareforthem,leadingtoneglect,accidentalinjuryduetolackofsupervision,orotherabuses.Itisreallyimportantforthesechildren

andyoungpeopletomaintaintheirlinkswiththeirowncultureand,wherepossible,theirowncommunity.Evensomethingassimpleasappropriatecareofskinandhaircanbeproblematicif

childrenareplacedwithcarerswhohavenoexperienceofcaringforblackskinandhairanddon’tunderstandtheirneeds.Understandingtheneedforappropriatereligiousobservanceisalsoveryimportant.Ifculturallyappropriateorsensitive

fosterplacementsarenotavailable,andtheseneedsarenotaddressed,theyoungpeoplecanendupalienatedfromtheirowncultureandfromtheirfamily,yetnotquitefittingininthehostcommunityeither.Therecanbeidentityproblems;theseyoungpeoplemayhavefewresourceswhentheymeetwithracismanddiscrimination.Theseexperiencescansometimesleadtolongtermtraumafortheindividualsconcerned.PeterRonan,HeadofAdoptionand

InNovember2014,thegovernmentannounceditsplanstotightenthe UKbenefitssystem.InJanuary2014therelevantEUImmigrationlawswereamendedtobringthemeasuresintoeffect.

• From1JanuaryallEUjobseekershavetowaitfor3monthsbeforetheycangetJobseeker’sAllowance.ThisensuresthatonlypeoplewhohaveaclearcommitmenttotheUKandplantocontributetotheeconomyhaveaccesstothewelfaresystem.

• After3months,jobseekersalsohavetotakeastronger,morerobustHabitualResidenceTestiftheywanttoclaimJobseeker’sAllowance.

• IftheypasstheHabitualResidenceTest,EUjobseekerswillthenonlybeabletogetJobseeker’sAllowancefor6months.After6months,onlythosewhohaveajobofferorcompellingevidencethattheyhaveagenuinechanceoffindingworkwillbeabletocontinueclaimingJobseeker’sAllowance.

• From1April2014,newEUjobseekersarenolongerabletoaccesshousingbenefitsiftheyareclaimingJobseeker’sAllowance.ThisbuildsonthenewrulesintroducedinJanuarywhichmeanEUmigrantscannotclaimJobseeker’sAllowanceuntiltheyhavebeeninthecountryforthreemonths.

Who is no longer entitled to Housing Benefit?From1April2014theHousingBenefitregulationshavebeenchangedsothatbeingentitledtoJobseekersAllowanceisnolongerapassporttoHousingBenefitforjobseekersfromEUnationals.

• TheexclusiontoHousingBenefitappliestoallEUJobseekerswhoclaimedonorafterthe01April2014,regardlessofwhentheyarrivedintheUK.

• ItalsoappliestoEUnationalswhohave

beenclaimingHousingBenefitwhilstworkingandthenbecomeunemployedonorafter01April2014butdonotretaintheirworkerstatus.

• ThisdoesnotapplytoUKnationalsreturningtotheUKfromabroad.ButtheywillstillneedtosatisfytheHabitualResidenceTest.

• PeoplemovingtotheUKdirectlyfromtheCommonTravelArea(whicharetheChannelIslands,IsleofManandtheRepublicofIreland)arealsonotaffectedastheyareBritishcitizensandaretreatedasbeinghabituallyresident.However,ifanationaloftheCommonTravelAreamovestotheUKfromoutsidetheCommonTravelAreatheywillneedtodemonstratetheyarehabituallyresident.

• SomeEUJobseekerswhoare“formerworkers”whohavechildreninschoolmaystillbeabletogetHousingBenefiteveniftheydonotretaintheirworkersstatus.Ifthisapplies,theywillneedtoprovethatthechildwasresidentintheUKwhilsttheparentwasingenuineandeffectivework.Evidenceofthismayberequired.

How a change of circumstances will affect EU Nationals already claiming Housing Benefit• EUJobseekerswhowerereceivingHousingBenefitandJobseekersAllowanceon31March2014willbeprotecteduntiltheyhaveabreakintheirclaim.

• EUJobseekerswhowerereceivingHousingBenefitandJobseekersAllowanceinoneLocalAuthorityandthenmovedtoanotherLocalAuthorityareamaynolongerbeentitledto

HousingBenefit.Checkwithyourlocalauthority.

• AnEUWorkerwhohasclaimedHousingBenefitbutstopsworkingandfailstoretaintheirworkerstatuswillisnolongerentitledtoHousingBenefit.

How is worker status retained?AnEUnationalretainstheirworkerstatusiftheyareinvoluntarilyunemployedandareregisteredasajobseekerandareactivelyseekinggenuineandeffectivework.Theywillneedtoprovideevidencetoconfirmthattheirpreviousworkwasgenuineandeffective.Workerstatuscanberetainedwhereapersonistemporarilyunabletoworkasaconsequenceofanaccidentorillness.

The Minimum Earnings Threshold for EU Job seekers Theminimumearningsthresholdhasbeensetat£153aweekforthe2014/15taxyearwhichisequivalenttoworking24hoursaweekatNationalMinimumWage.ThisisthesamelevelatwhichworkersstarttopayNationalInsurance.MigrantworkersmustprovethattheyhavebeenearningthisamountintheUKforthreeconsecutivemonthspriortoclaiming.Theywillneedtoprovideappropriateevidencesuchaswageslips,contractsofemploymentor,iftheyhavebeenself-employed,evidenceoftheirearningsfromtheirbusinessrecords.Iftheysatisfythetermsoftheminimum

earningsthresholdtheirworkwillbeautomaticallytreatedas‘genuineandeffective’.Ifthetermsarenotmetthenfurtherconsiderationwillbegiventodecidewhethertheirworkshouldstillbeconsidered‘genuineandeffective’.Theminimumearningsthreshold

appliesinitiallytoincome-basedJobseeker’sAllowance(JSA),HousingBenefit,ChildBenefitandChildTaxCredit.Itmaybeextendedtootherbenefitslater.

inthetop-tenheaviestdrinkers.Allofthecountriestoppingthelistare

inEurope.Belarus,inEasternEurope,topsthelistwithanaverageconsumptionof17.5litres.Theglobalaveragefigureis6.2litresofpurealcoholperpersoneveryyear,takingintoaccountthatthemajorityoftheworld’spopulation(61.7%)doesnotdrinkatall.

TheUnitedKingdomandIrelanddonotmakethetopten.ThereportrevealedthatBritonsover15yearsolddrink11.6litresonaverageeveryyear,makingitjoint17thpositionwithSlovenia.AustraliaandCanadaalsofailedtomeetthetop10butmaintainhighlevelsofdrinkingat12.2and10.2litresayearrespectively.Worldwide,3.3milliondeathsin2012

wereduetoharmfuluseofalcohol,saysthereport.Alcoholconsumptioncannotonlyleadtodependencebutalsoincreasespeople’sriskofdevelopingmorethan200diseasesincludinglivercirrhosisandsomecancers.Inaddition,harmfuldrinkingcanleadtoviolenceandinjuries.Thereportalsofindsthatharmfuluse

ofalcoholmakespeoplemoresusceptibletoinfectiousdiseasessuchastuberculosisandpneumonia.The“Globalstatusreportonalcohol

andhealth2014”providescountryprofilesforalcoholconsumptioninthe194WHOMemberStates,theimpacton

publichealthandpolicyresponses.“Moreneedstobedonetoprotect

populationsfromthenegativehealthconsequencesofalcoholconsumption,”saysDrOlegChestnov,WHOAssistantDirector-GeneralforNoncommunicableDiseasesandMentalHealth.“Thereportclearlyshowsthatthereisnoroomforcomplacencywhenitcomestoreducingtheharmfuluseofalcohol.”Somecountriesarealready

strengtheningmeasurestoprotectpeople.Theseincludeincreasingtaxesonalcohol,limitingtheavailabilityofalcoholbyraisingtheagelimit,andregulatingthe

marketingofalcoholicbeverages.Thereportalsohighlightstheneedfor

actionbycountriesincluding:

• nationalleadershiptodeveloppoliciestoreduceharmfuluseofalcohol(66WHOMemberStateshadwrittennationalalcoholpoliciesin2012);

• nationalawareness-raisingactivities(nearly140countriesreportedatleastonesuchactivityinthepastthreeyears);

• healthservicestodeliverpreventionandtreatmentservices,inparticularincreasingprevention,treatmentandcareforpatientsandtheirfamilies,andsupportinginitiativesforscreeningandbriefinterventions.

Inadditionthereportshowstheneedforcommunitiestobeengagedinreducingharmfuluseofalcohol.Onaverageeverypersonintheworld

aged15yearsorolderdrinks6.2litresofpurealcoholperyear.Butaslessthanhalf

thepopulation(38.3%)actuallydrinksalcohol,thismeansthatthosewhododrinkconsumeonaverage17litresofpurealcoholannually.Thereportalsopointstothefactthat

ahigherpercentageofdeathsamongmenthanamongwomenarefromalcohol-relatedcauses-7.6%ofmen’sdeathsand4%ofwomen’sdeaths–thoughthereisevidencethatwomenmaybemorevulnerabletosomealcohol-relatedhealthconditionscomparedtomen.Inaddition,theauthorsnotethatthereisconcernoverthesteadyincreaseinalcoholuseamongwomen.

“Wefoundthatworldwideabout16%ofdrinkersengageinheavyepisodicdrinking-oftenreferredtoas‘binge-drinking’-whichisthemostharmfultohealth,”explainsDrShekharSaxena,DirectorforMentalHealthandSubstanceAbuseatWHO.“Lower-incomegroupsaremoreaffectedbythesocialandhealthconsequencesofalcohol.Theyoftenlackqualityhealthcareandarelessprotectedbyfunctionalfamilyorcommunitynetworks.”Globally,Europeistheregionwith

thehighestconsumptionofalcoholpercapita,withsomeofitscountrieshavingparticularlyhighconsumptionrates.Trendanalysisshowsthattheconsumptionlevelisstableoverthelast5yearsintheregion,aswellasinAfricaandtheAmericas,thoughincreaseshavebeenreportedintheSouth-EastAsiaandtheWesternPacificregions.Throughaglobalnetwork,WHOis

supportingcountriesintheirdevelopmentandimplementationofpoliciestoreducetheharmfuluseofalcohol.Theneedforintensifiedactionwasendorsedinthelandmark2011UnitedNationsGeneralAssemblymeeting,whichidentifiedalcoholasoneoffourcommonriskfactors*contributingtothenon-communicablediseases(NCDs)epidemic.

providingpracticalandemotionalsupporttovulnerablerefugeesandasylumseekersintheUK.Asaleadinghumanitarianorganisation,weoftenneedtorespondquicklyandeffectivelytocrises.Forexample,wecansupportlarge-scalearrivalsorgiveemergencyprovisionstothosefacingseverehardship.

Howdowehelppeople?TheRedCrosssupportsrefugeesinawidevarietyofways,fromofferingemergencyprovisionstothosefacingseverehardshiptoprovidinghelpinsettlingintheirnewhomesthroughtheprovisionofsupportandfriendlyadvice.

Orientation-Weprovideshort-termsupporttohelpvulnerableandnewlyarrivedrefugeesadapttolifeinanewcountry.Sincemanyofourtrainedvolunteersarerefugeesthemselves,theyspeakawiderangeoflanguagesandcanoffervaluablesupportandadvice.Whereverpossible,allourinformationmaterialsaretranslatedintothemainrefugeelanguages.

FamilyReunion-Sometimespeoplefleepersecutionintheirowncountryonlytofindthatthecountryinwhichtheyseekasylumcannotofferprotectionorbasichumanrights.Insuchcases,resettlementtoathirdcountryisoftentheonlysafeoption.TheRedCrossplaysaspecificroleinbringingaroundthereunionoffamilieswhohavebeenseparatedaroundtheworld,andwhohavebeenallowedbytheHomeOfficetojointheirfamiliesintheUK.

The story of ThereseAfterherhusbandwaskilled,TheresewasforcedtofleetheIvoryCoastandleaveherchildrenbehind–butnowtheBritishRedCrosshashelpedbringaboutaveryspecialfamilyreunion.Thereselivedwithherhusbandandfivechildren

intheWestAfricancountryuntilherhusbandwaskilledduringtheIvoriancivilwarin2004.Sherecalled:“Ileftmyhomebecauseofpoliticalproblems.Itriedtocarryonforthechildren–butthenmoretroublecameandIhadtoleave.”TheresevisitedtheBritishRedCrossrefugee

supportorientationcentrewhenshewasgrantedindefiniteleavetoremainintheUK.ThroughouthertimeintheUK,theRedCrosshashelpedherovercomelanguageandculturalbarriers,andprovidedpracticalassistance–suchasadviceondealingwithhouseholdbillsandadonationofhouseholditems–tohelphersettleinanewcountry.Andaftersevenpainfulyearsspentseparatedfromherchildren,theRedCrossalsohelped

speaktoherchildrenbecausetheydidn’thaveaphoneandshedidn’tevenhaveacurrentaddressforthem.Ittookayearforhertogetaletter–andphotograph–tothem,andgraduallyshewasabletospeaktothemoccasionally.Shortlybeforeherfamilyarrived,shesaid:

“Theyoungestwasone-year-oldwhenIleft– Idon’tknowifIwillrecognisethemproperly. Ican’texplainhowIfeelnow,knowingmychildrenwillsoonbewithme.Ican’teator sleep,I’mjustcountingthedays.”Therese’sfamilyfinallyflewintoasnowy

TheCriminalRecordBureau(CBR)hasnowbecometheDisclosureandBarringService(DBS),followingthemergeroftheIndependentSafeguardingAuthority(ISA)withtheCRB.

TheDBSisanagencyoftheHomeOfficewhichhassinceDecember2012,takenoverallcriminalrecordchecks.IntheUK,youcanfindoutifyou

actuallyhaveacriminalrecord.Formostpeoplehowever,acriminalrecordcheckisrequiredwheneveryouapplyforajobthatinvolvesworkwithchildrenandorothervulnerablepeople.AbasicCRBcheckisfordisclosureof

convictionsandcautionsonlyandeventhen,itissubjecttotheRehabilitationofOffendersAct1974.Afterarelevantperiod,mostconvictionsbecomeconsidered‘spent’andwouldnotbedisclosed.Aspentconvictionisaconvictionwhich,underthetermsoftheAct,canbeeffectivelyignoredafteraspecifiedamountoftime.Theperiodoftimeuntiltheyare‘spent’variesbyoffencetypeandthelongertheconvictionthelongerwillbetheperioduntil‘spent’.Therearehoweveroffencesthatcannotbespent.Forexample,ifyouhavereceivedaprisonsentenceofmorethanfouryears,theconvictionwillneverbecomespent,butcautionsbecomespentimmediately(apartfromconditionalcautionswhichwillbecomespentafterthreemonths).

Who sees the certificate?From2013,thecheckresultsaresenttotheapplicantonlyandnottotheirpotentialemployer.Thiswillgiveyoutheopportunitytochallengeanyinformationinthecertificate,beforeyourpotentialemployerseesit.AlthoughyouremployerwillbetheonetorequestaDBScheckonyouuponasuccessfuljobapplication,theycanwithdrawajobofferiftheresultsshowanythingthatwouldmaketheapplicantunsuitable

Concernhasbeenrisingaboutthestateof immigrationdetentioncentresintheUKfollowingthereleaseofseveralreports.AbdulKhanpressedthe

emergencybuttonagain.Itwasafter6amandhisroommateMuhammadShukatwasgroaninginagony,clenchinghischest,andsweatingprofusely—hehadcollapsedforthesecondtimethatmorning.Nursingstaffcamein,unlockedthedoortothesmallwindow-lessroom,pickedShukatup,puthimbackinhisbed,tookhistemperature,administeredmedication,andlefttheroom.Afterthreeseparatesimilarvisitsbynursingstaffandtendifferentfranticcallsoftheemergencybuttonby19-year-oldimmigrationdetaineeKhan,anambulancewascalledatabout7·20am—nearly2hoursafterKhan’sinitialcallforhelp.ParamedicsattemptedtoresuscitateShukatbutthe47-year-oldwaspronounceddeadonarrivaltohospital.HisbodywasflownfromtheUKbacktohisfamilyinPakistan.ThiswasKahn’saccountofatragicmorningatColnbrookimmigrationdetentioncentre,Middlesex,UK,ataninquestin2012.Serco,thecompanythatmanagesthe

Colnbrookcentre,andtheHomeOffice’sUKBorderAgency(UKBA),havesaidthatallrecommendationsfromtheinquesthavebeenimplemented.ButpeopleworkingandresearchinghealthcareinimmigrationdetentioncentresintheUKaretroubledthatthingsarenotgettingbetter,andthatmoreconcernsarebeinghighlightedovertime.Withrefugeesandasylumseekers

representingsomeofthemostvulnerablepeopleinsociety,withthemajorityofthemfleeingruthlessconflictintheirhomecountries,thereisevidencethattheprocessofdetentionitselfcanfurtherdamagetheirhealth.Manypeoplemanymayhaveahistoryoftorture,rape,ormentalillhealth,andasubstantialnumberofpeoplewillhavebeenseparatedfromtheirfamily.Inthepastyear,concernhasrisen

aboutasylumseekerswithahistoryofbeingtorturedbeingunnecessarilydetained,andthisbreakingRule35ofthe2001DetentionCentreRules.AreportbyMedicalJustice—acharitythatsupportsthehealthrightsofimmigrationdetainees—publishedinMay,2012,statesthat“Rule35,whichshouldpreventtorturevictimsbeinglockedupinallbutveryexceptionalcases,isroutinelyflouted”.Intheirinvestigationof50asylum

seekers(36menand14women)whoweredetainedbetweenMay,2010,andMay,2011,allreportedsomehistoryoftorture—16hadbeenrapedintheirhomecountries.43individualscitedpasttortureduringtheirscreening,ontheirstatementofevidenceform,oratinterview,andyetonlyonepersonwasreleasedduetotheRule35process.“It[Rule35]soundswonderfulin

principlebutisblatantlyandrepeatedlynotworkinginpracticetoprotectvulnerablepeoplefromdetentionandtheChiefInspector’sreportofthesevariouscentresrepeatedlyhighlightsthefailuresofthesecentrestoimplementthispracticeandwehaveaskedUKborderstoauditthis”,saidJulietteCohen,headofdoctorsatthenon-governmentalorganisation,FreedomfromTorture.“UKBAinsistthattheyarelearning

lessons,buthavenotbeenabletosaywhattheirmechanismisforthat”,explainedSabinaDosani,consultantpsychiatristandmedicaladviserforMedicalJustice.ThereisHomeOfficearenottakingtheissueofimmigrationdetentionseriously.Inthepastyear,therehavebeenthree

separateHighCourtjudgmentsthatfoundthatthreeasylumseekerswithmentalillnesswereunlawfullydetainedinimmigrationcentresintheUK.Inonecase,theHighCourtjudgmentfoundthatSerco,byshacklingadetaineeinhospitalfor8days(includingwhileusingthetoilet,showering,andduringmedicalconsultations),subjectedthemanto“inhumananddegradingtreatment”.Overtheyears,concernhasbeen

expressedaboutthedetentionofchildrenandfamilies,andfinallythefamilywingatYarl’sWooddetentioncentreinBedfordshirewasclosed.Althoughtheclosurehasreducedthenumberofchildrenbeingdetained,somedisturbingissuesstillremain.EmmaFillimore,aconsultant

paediatriciananddesignateddoctorforchildrenincareinNottingham,pointsoutthatsheknowsseveralchildrenwhohavewronglybeenconsideredasbeingmorethan18yearsofageandarebeingheldindetentioncentres.“Thephysicalhealthofyoungpeoplewhohavebeenthroughdetentionisoftenofgreatconcern.Ihaverecentlyassessedandtreatedatleasttwoyoungpeoplewhowerefoundtobeunder18yearsold.Bothclearlygaveahistoryofseizuresthattheyhadhadsincechildhoodwithpreviousmedicationuse.Neitherhadanymedicationwhilstindetentionandbothdevelopedsignificantseizureswithoutanymedicalhelp.AnotheryoungpersonhadclinicalpresentationofAIDSwithpositiveHIVscreenidentifiedbyourhealthteam,buthehadnotbeenidentifiedindetention…hemissed4monthsoftreatmentwhilstindetention”,shesays.Childrenarenottheonlyvulnerable

peopleaffectedbythepoorqualityof

healthcareinimmigrationdetentioncentres.A2011HMInspectorateofPrisonsreportofYarl’sWooddetentioncentrestatedthat“toomanypregnantwomen,whoshouldonlyhavebeenheldinexceptionalcircumstances,weredetained”.MiriamBeeks,avolunteerdoctor

withMedicalJustice,“Therewerealotofwomenindetentionwhohadmentalhealthproblems,whowerepregnant.”ShealsotalksofthreepregnantwomenwithHIV,ofwhich“twohadmissedmedication”.Furthermore,“intwocasesremovalwasattemptedbeforetheyhadtheresultsoftheviralloadtoshowthatthetreatmentwasbeingeffectiveinpregnancy”.Clearlyseveralproblemsstillexistwith

thequalityofhealthcareinimmigrationdetentioncentresintheUKdespitethepublicationofseveralcriticalreportsbycharitableorganisationsandtheInspectorateofPrisonsoverthepastfewyears.“It’snotlikethisisaprisonpopulationwherethereisapunitivereasonforjustifyingthedetention”,saysCorneliusKatona,MedicalDirectoratTheHelenBamberFoundation,ahuman-rightsorganisationbasedintheUK.“Incontrastwithimprisonment,theonlyjustificationforimmigrationdetentionisadministrative.Onecanperhapsunderstandtherationalefordetainingpeoplewhowouldotherwiseabscond.Pregnantwomenareatverylowriskofabsconding.Theevidenceisthatthemajorityofpregnantwomenwhoaredetainedareinanycasesubsequentlyreleasedfromdetention.”A2012HouseofCommonsreport—

RulesgoverningenforcedremovalsfromtheUK—madeseveralrecommendationstotheHomeOfficewithregardstorestrainingdetainees.ThereportalsonotedthattherewasahighlevelofevidenceofdetentionstaffusingracistlanguageinfrontofUKBAstaffandtheHMInspectorateofPrisons.“ItispossiblytheresultofarelationshipbetweentheAgencyanditscontractorswhichhadbecometoocosy”,statedthereport.ADec12jointreportbytheinspectors

ofprisonsandimmigrationstatedthattherewasinsufficientevidencefordetentioninaboutaquarterofcases.Theinspectorsalsohighlightedtheirconcernoverthenumberofpeoplewhoweredetainedforlengthyperiodsoftime.Inthefirstquarterof2012,3500peoplewerebeingdetainedinimmigrationdetentioncentresbutmorethan40peoplehadremainedindetentionformorethan2years.NickHardwick,ChiefInspectorofPrisons,andJohnVine,IndependentChiefInspectorofBordersandImmigration,said:“Despitemucheffortatimprovingthesystem,itisquestionablewhetherthelengthofdetentioninsomecaseswasnecessaryorproportionatetothelegitimateaimofmaintainingimmigrationcontrol.”Sercorefusedtocommentforthispiece

The English Defence League announced its intention to march in Norwich in the summer of 2012. In response the local community formed ‘We are Norwich’; a diverse coalition of trade unions, trades councils, politicians, individuals, anti-racists, anti-fascists, community groups and faith groups.  Over 25 groups and hundreds of individuals pledged their support. When 200 EDL supporters did march in the city, in November 2012, ‘We are Norwich’ organised a peaceful counter-demonstration of 2000 people, who rejected the politics of hatred and came out to defend their city’s reputation. Subsequently ‘We are Norwich’ has continued to work to build community cohesion. It has produced an information leaflet about migrant workers. It has sought to welcome migrants to Norwich and to celebrate and build multiculturalism, through events featuring music, food and arts.
