A joint initiative towards a cross-borders, multipointMarine Technologies test siteSusana Bastón & Carlos Pinho
Introduction
Supply chain at the Galicia-Norther Portugal Euroregion
Floating structures for the WindFloat Atlantic project in their way to Viana do Castelo (Portugal) from Ferrol (Galicia)
Multipoint, multi-purpose test site
Offshore aquaculture: structures, multi-purpose platforms, related equipment and components.
Training and certification of technicians & offshore farms’ maintenance workers.
Marine Renewable Energy:offshore wind, wave, tidal currents, etc.
Robotics and instrumentation for marine environments, to support operations and services.
Marine Observation programmes (e.g., RAIA)
Multipoint, multi-purpose test site

2018-2019
Langosteira test site
• Highly energetic site
• ”Gelula” device was tested in 2018, developed under the framework of LifeDemoWave.
• >2,6 km to Port
• 20 MW total electrical capacity
• TRL: 6-7 (short term), 8 (mid term)
Mean wind speed: 5,8 m/sAver. Wave Energy: 20-30 kW/mDepth: 20-60 m
Aguçadoura test site
• Developed in the framework of WindFloat
• Pelamis device was tested in 2011
• CorPower will invest to test their technologies and leverage their industrial roadmap
• 5 km to Port
• 4 MW single cable
• TRL: 5-8Mean wind speed: 6,8 m/sAver. Wave Energy: 32,2 kW/mDepth: 40-50 m
Viana do Castelo test site
• Supporting WindFloat Atlantic
• World’s 1st floating wind power plant
• Largest turbine installed on a floating platform
• 3 platforms, 25MW
• 40MW single cable
• 18 Km to Port
• TRL: 8-9Mean wind speed: 6,2 m/sAver. Wave Energy: 20-30 kW/mDepth: ~100 m
Positioning of the joint test site
• Alignment of objectives and mission• Similar environmental characteristics• “Ready” to start operation• Broad TRL coverage• Distance to Ports – address different needs• Multi-purpose potential• Potential for regional, national and EU support
Pros
• Deal with different regulatory frameworks• Management challenge• Equivalent “User experience” • Growth and long-term vision alignment
Cons
The interviews and results Interview focus:
- Drivers for MRE become a reality in the Euro-region;
- Test Site: strategic importance & short term usage;
• Main areas of activity aligned with MRE (engineering, MRE technologies, …)
• The majority (75%) has some kind of involvement/initiatives in MRE (bottom-up)
• All entities are familiar with R&D activities, possessing strong national and international networks

Interest on the Test Site
Strategic Interest Usage Interest
• Different aspects pointed out according to the region of origin;
• #Political support is the main common driver pointed out;
• Gap between Strategic Interest and potential test site usage (next 2 years)
A SWOT perspective on the joint initiative• Exploitable resources for MRE • Infrastructures• Know-how & construction capacity
(offshore wind, wave energy)• Portugal involved from the start (e.g.
Pelamis, Windfloat, CorPower)
• Grid connections need to be upgraded
• There is no MSP• Different regulations &
responsibilities (PT & GL)• Strong value chain for the
development of the sector in both places
• Strategic European Policies on MRE (i.e. European funding)
• Existing cross-border cooperation (Galicia - North of Portugal)
• ACT is a key framework for starting the process
• There are several MRE test site across Europe
• Lobbies/Potential problems with other users(fishermen, maritime transport, etc.)
Lines of action
Policy- Long-term strategy linked to Blue economy (i.e. ORE)- Investment in this Euroregion test site- MSP
Business- Stakeholders involvement (ACT, RAIA, etc.)- Market assessment- Network (Industry, Academy, Insurance…)
Technical
- Defining protocols & activities for each test site based on the associated value chain
Priority (+++) Priority (++)
- Guidance and alignment of supply and value chains
- Promote the test centre among its potential users- Expanding the activity to other Blue Sectors- Increasing academic and scientific collaborations
- Appropriate resources has to be put on place for starting activity
Conclusions– Relevant and very positive feedback from interviewees- this group can act as a consulting
group.
– The joint initiative makes sense from a political, strategic, historic, economic, scientific and social perspectives
– Relevant initiatives in the Euro-region can be added Organizational model
