Hope everyone had a pleasant holiday break. CRCL briefly discussed the planned Jan. lg th meeting with the Muslim faith-based organizations earlier this morning in light of the heavy attention we've seen to the newly announced TSA screening policy (i.e. the "countries of interest" policy). The CRCL community contacts have informed us since yesterday that we are to expect a strong and loud, and perhaps coordinated, push back from our community stakeholders in re. this issue. CRCL wanted to flag this to your attention given that all the
potential invitees to the planned Jan. lg th meeting will take the opportunity to discuss their concerns on this issue especially given the high-profile level of participation expected from the Department.

I'm sure Ronza knows better than I do about Chicago, but the name she added from Arab Am Family Services is that of one of their supervisors on not the ED, didn't we say we wanted to stick to the head's of organizations? Attached please find the draft-list of CRCL invitees for the Jan. 28th meeting. This is almost final but CRCL will finalize tonight. We are ready to send the invitations in the early morning and will include the summary background paper and the HSAC Fedtrav. Logistics' forms. We anticipate a 60 to 70% participation rate at best and thus the list is larger than the anticipated number of actual participants and a significant number are local so cost should not be a factor. If no objection, CRCL will proceed as advised.

Attached please find the draft-list of CRCL invitees for the Jan. 2gth meeting. This is almost final but CRCL will finalize tonight. We are ready to send the invitations in the early morning and will include the summary background paper and the HSAC Fedtrav. Logistics' forms. We anticipate a 60 to 70% participation rate at best and thus the l is t is larger than the anticipated number of actual participants and a significant number are local so cost should not be a factor. If no objection, CRCL will proceed as advised.

We've highlighted groups/names that IGA has had contact with through CIR roundtables. As this meeting is geared to socialize the idea and initiative with the faith based community not sure if it makes sense to have a large presence of state and locals at this meeting. I f so, we could reach out to the some mayors offices for names of the appropriate people One recommendation we do have is the person below from Michigan.
Also, we see multiple listings for various individuals with specific cities, but not groups. Is it possible to shorten the list a bit and limit the number invited from the same community? Yes, we want to be inclusive, but we also don't want too large of a group that the conversation will not be productive.

I wanted to write you a quick email letting you know where things stand in setting up the 1 /28 Muslim meeting. CRCL and HSAC finalized the list for the 1 /28/ 10 meeting. The current plan is to get feedback on the current list by 10 am tomorrow and then CRCL will send out the invites. CRCL is going to follow
up with the attendees on Tuesday, January 19''' and pass along the FedTraveler forms and information to help get clearance into the NAC to HSAC staff.
CRCL is working to set up meetings here at the NAC on the 27th including the TSA meeting and are interested in having you a short preview of the meeting on the 28th at the conclusion of their meeting on
the 27th. On the 28'h, HSAC and CRCL will work together on getting the attendees into the building. We
currently have reserved for the 28th. I am trying to reserve that room for the 27'h and instead hold
the meeting on the 28th in the Let us know what you think.

Thanks George. We will send the individually addressed invitation emails shortly (once all is ready and ok'd). I'll also send a generic (non personalized) copy of the email BCC'd to the CRCL team so that everyone is aware that it went out. All will be CC'd to the CRCL outreach account so we'll have copies of all individual invitations. This will help from getting them stuck in people's spam boxes (especially with the attachments we're sending making it more likely to go into the bulk or spam boxes).

Thanks George. We will send the individually addressed invitation emails shortly (once all is ready and ok'd). I January 26, 2010 1 www.adc.org 1 Executives of the Arab American Institute (AAI), American-Arab Anti-Discrimination Committee (ADC), and the Muslim Public Affairs Council (MPAC), met with Attorney General Eric Holder on Monday (January 25) t o discuss issues of concern to the Arab American and Muslim communities.
Leaders spoke with Attorney General Holder about several controversial policies developed under the 2003 Department of Justice Guidance on Profiling, which include several loopholes allowing for widespread profiling based on race, ethnicity, religion and national origin. Among the topics discussed were the 2008 Investigative Operational Guidelines (DIOGs), disclosures in the 2010 Inspector General Report on FBI data collection of identified "communities of interest", the use of informants in
terrorism cases, and the National Security Entry-Exit Registration System (NSEERS), and PATRIOT Act

reauthorization.
Representatives from the Arab American lnstitute (AAI), the American-Arab Anti-Discrimination Committee (ADC), and the Muslim Public Affairs Council (MPAC) stressed the importance of continued dialogue and additional efforts to promote partnerships between local communities and law enforcement.
James Zogby, President of the Arab American lnstitute (AAI) said: "It is the national security loophole in the 2003 Attorney General guidelines on profiling that has provided the legal cover for many of the policies put in place during the previous Administration, including the round ups of thousands of Arab and Muslim immigrants targeted for 'special registration' and the 2008 Mukasey guidelines for the FBI. As has been repeatedly demonstrated, profiling is ineffective, wastes precious law enforcement resources, and alienates American communities eager t o assist in keeping our country safe and secure."
Mary Rose Oakar, President of the American-Arab Anti-Discrimination Committee (ADC), said: "We urged the Attorney General t o repeal the 2008 Department of Justice FBI Guidelines that were put into effect in the last month of the Bush Administration and asked him t o assist in repealing the NSEERS program, which targets young men from Arab and Muslim countries."
