MINUTES OF 19TH MEETING OF WESTERN REGIONAL POWER COMMITTEE HELD ON 10TH FEBRUARY 2012 AT NAVI MUMBAI
The Technical Co-ordination Committee and 19th Western Regional Power
Committee meetings were held on 09.02.2012 and 10.02.2012 respectively at Navi
Mumbai, hosted by Tata Power Company Limited. The list of participants is at
Annexure-1 (a) and Annexure -1 (b) respectively.

Ajoy Mehta, Chairman, WRPC/ CMD, MSEDCL, Shri Narendra Kumar,
Administrator, DD & DNH, Shri Arvind Singh, CMD, MSETCL, Shri K.K. Agarwal,
Member (GO&D), CEA, Shri G.S. Kalsi, Chairman, TCC and Managing Director,
CSPTCL, Member Secretary, WRPC, heads/senior representatives of NLDC,
WRLDC, SLDCs, WRLDC, CSPTCL, CSPDCL, CSPGCL, GETCO, GSECL,
DGVCL, GUVNL, MPPGCL, MP MKVVCL, MSETCL, MSEGCL, MSEDCL, MP
Tradeco, Goa Electricity Department, DD & DNH, NTPC, POWERGRID, NPCIL,
NCA, NHDC, Torrent Power, RGPPL, GIPCL, TPC, TPTCL, TPC(Distribution) and
participants in 19th meeting of WRPC hosted by TATA Power Co. Ltd. at Navi
Mumbai.
He said that TATA Power is glad to get the privilege to host the 19th WRPC meeting
at Navi Mumbai, and expressed hope that members shall be having comfortable stay
during their period of stay for the TCC and WRPC meetings here.
He stated that in power business TATA Power has distinction of integrated private
sector power utility in the country. TATA Power has Generating Capacity under
operation of 3014 MW of thermal, 447 MW of hydro, 333 MW of wind, & 3 MW of
solar. They also have the project under execution of total capacity 4729 MW
including 4525 MW thermal, 126 MW hydro, 43 MW wind & 35 MW solar power . In
transmission sector, Tata Power is amongst the 3 transmission licensees that bring
power into Mumbai.1,100 CKm of 220KV / 110KV lines and 17 receiving stations.
Joint venture between Tata Power (51%) and Power Grid Corporation of India Ltd.
(49%) is the India’s first private sector inter-state transmission project, on a Build
Operate Own and Transfer (BOOT) basis, to evacuate power from the 1,020MW

Tala Hydro project in Bhutan and North Eastern and Eastern states to New Delhi and
adjoining areas which comprises of 1,166 Kms of 400 KV double circuit EMV
transmission line. In distribution sector TATA power is among 3 private distribution
licensees having Infrastructure of approximately 1,782 Kms of high tension and low
tension underground cable network, 99.33 kms overhead line network, 17 receiving
stations, 14 distribution sub-stations, 441 consumer sub-stations & Customer base of
over 275,000 retail customers. The joint venture between Tata Power (51%) and
Government of Delhi (49%) distribute power to North and North-west Delhi among
the 3 private licensees in Delhi 25,572 11 KV sub-stations, 58 grid stations, 4,265
Kms of HV cable and 5,687 Kms of LV cable over 1 million customers. He further
stated that Tata power is also associated with power trading, shipping subsidiaries
Strategic Electronics Division (SED) etc. Regarding environmental care Tata power
emphasized on growth through renewables, clean / green energy, uses efficient
technologies, investments in energy startups, emission and waste reduction, carbon
footprint reduction, green buildings, Bio-Diversity conservation, Resource
conservation water foot print.
Shri Ajoy Mehta, Chairman, WRPC/ CMD, MSEDCL welcomed members of WRPC-
heads and representatives of various agencies and power utilities of Western
Region, viz. CEA, CSPTCL, CSPDCL, CSPGCL, GETCO, GSECL, DGVCL,
MPPGCL, MP PKVVCL, MSETCL, MSEGCL, MSEDCL, Goa Electricity Department,
DD & DNH, NTPC, POWERGRID, NPCIL, NCA, NHDC, Torrent Power, APL,
RGPPL, GPECPL, TPC, TPTCL, TPC(Distribution), SLDCs, WRLDC, NLDC and
participants in 19th meeting of WRPC hosted by Tata Power at Navi Mumbai.
He stated that WRPC is a very important forum which suggests resolving various
issues on commercial, operational, grid security and planning matters for the
regional network and to find solution to the problems. He stated that we may resolve
issues amicably raised by various member utilities in this common regional important
forum and take decisions in the right in the light of right spirit of the regulations in
vogue and which shall be acceptable to all the concerned players based on mutual
understanding of problems, the logic, goodwill and group efforts. He emphasized
that the forum shall continue taking vigorous efforts and shall be able to devote more

time towards developing an efficient and economic system. This is our collective
responsibility and we should not miss the opportunity.
He thanked Ashok Sethi, Head(O & M) & other officers of Tata Power, for consenting
to host this meeting of WRPC and making excellent arrangements for the meeting
and for comfortable stay of the members attending the TCC and WRPC meetings.
Chairperson, WRPC thereafter requested Member Secretary, WRPC to take up the
agenda items for discussion.
ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 18th MEETING OF WRP COMMITTEE
Member Secretary, WRPC stated that the minutes of 18th meeting of WRP
Committee held on 01.10.2011 at Ahmedabad were sent to the members vide letter
No. WRPC/18th WRPC Mtg./AS/2011/10266 dated 15.11.2011. No comment on the
minutes has been received. The minutes may be confirmed.
The minutes of 18th WRP Committee were confirmed. ITEM NO. 2: SCHEDULING OF KORBA STPS-III POWER OF NTPC. Member Secretary, WRPC stated that in 18th WRPC meeting held on 1.10.2011 it
was decided that WRLDC would refund charges collected by WRLDC from all the
constituents on account of short term scheduling of power from Korba-III and would
furnish necessary data to WRPC Secretariat to revise the energy and UI accounts
and suggested that accounting details may be finalized based on data to be
furnished by WRLDC in line with the above mentioned CERC order dated 6.9.2011. In 60th CCM of WRPC held on 23.12.2011, WRLDC had intimated that the
calculations were ready with them and in consultation with the NLDC would decide
about how the adjustments of LTA bills against the STOA will be done. The data for
revision of UIs and REAs would be provided by 15th January, 2012. GM, WRLDC
and PGCIL representative further stated that a petition has been filed with Hon’ble
Appellate Tribunal.

The Commercial Committee members in the above meeting had expressed that
since no stay on Hon’ble CERC order has been sought, the CERC directives be
acted upon so that the dues were settled.
It was observed that in order to implement the above order of Hon’ble Commission,
WRLDC was to refund charges collected from all the constituents on account of
short term scheduling of power from Korba-III and would furnish necessary data to
WRPC Secretariat to revise the energy and UI accounts intimated by them in the 60th
CCM as above.
GM, WRLDC had intimated that amount collected for STOA was disbursed by them
to beneficiaries which were scheduled short-term power from Korba-3 station and
balance amount would be adjusted by WRLDC with the beneficiaries. He said that
the amount available with PGCIL relating to transmission charges is to be adjusted
by them. WRLDC further intimated that the necessary data has been furnished to
WRPC on 8th February, 2012 and WRPC would be revising the REA and UI
accounts shortly.
WR Power Committee noted as above. ITEM No.3: SCHEDULING OF RGPPL POWER FOR 5% ALLOCATED
CAPACITY TO DD, DNH AND GOA
In 18th WRPC meeting held on 1.10.2011 the matter for scheduling 5% power to
Goa, DD and DNH from RGPPL and status on signing of agreement with MSETCL
for use of MSETCL network & the opening of the LC with MSETCL and RGPPL was
discussed. It was noted by the Committee that DD and DNH had completed the
necessary formalities whereas for Goa the process had not completed. After
deliberations the Committee had agreed that till such time Goa fulfills the conditions
for allocation, the 1% Goa power of RGGPL may be redistributed among
beneficiaries of RGPPL in proportion to their shares from RGGPL during the interim
period and requested WRPC Secretariat to issue for the interim period, a re-
distributed allocation for 1% portion of the Goa power from RGPPL station pro-rata
to RGPPL shares for Maharashtra, DD and DNH so that scheduling of RGPPL

power to its beneficiaries by the WRLDC commences immediately w.e.f 3.10.2011.
RGPPL representative agreed to commence the day-ahead formalities for
scheduling of the power w.e.f. 2.10.2011. Scheduling of power from RGPPL had
then commenced w.e.f 3.10.2011 as agreed above.
In 60th Commercial Committee meeting of WRPC held on 23.12.2011 the status on
scheduling of RGPPL power to Goa was discussed. The Committee had noted about
the intimation given by Chief Electrical Engineer, Govt of Goa vide letter no
101/01/CEE/Tech/255 dated 14-12-2011 that PPA with RGPPL was executed on 29-
04-11 and BPTA with MSETCL was executed on 21-11-2011 and that Electricity
department was in the process of opening of the LCs favouring RGPPL and MSETCL
respectively for which matter was taken up with State Bank of India. Goa Electricity
Department had requested RGPPL and MSETCL to look into whether scheduling the
share power for Goa could commence. During the meeting upon request by Goa
representative to MSETCL and RGPPL to commence scheduling their share pending
opening of LCs, RGPPL and MSEDCL representatives expressed that scheduling
could be commenced on opening of the LCs.
In the TCC/WRPC meeting, Goa Electricity Department intimated that they were in
the process of opening the LC with RGPPL and would be able to complete the
formality by mid-March 2012 and requested RGPPL to schedule power from 1st
March 2012 pending opening of LC as above.
MSEDCL agreed to the Goa’s request. However RGPPL requested Goa to provide
them a letter regarding their above request and they would take up with their
management for clearance.
WRLDC requested that upon receiving confirmation from the concerned utilities for
commencing the scheduling of power to Goa, WRPC Sectt. shall intimate entitlement
details to WRLDC to facilitate scheduling of RGGPL power to its beneficiaries
commencing 1% portion of the RGPPL power allocated to Goa.
WR Power Committee agreed to the above.

ITEM No. 4: APPLICATION OF POC LOSSES ON NSPCL-BSP/CSPDCL ENERGY TRANSACTIONS FOR POWER DRAWL FROM NSPCL STATION GENERATION BUS THROUGH INTRA-STATE DEDICATED LINES.
4.4 The matter of application of losses on transactions scheduled for CSPDCL and BSP
from NSPCL station subsequent to shifting of control area of NSPCL from SLDC, CSPTCL
to WRLDC was discussed in the 59th Commercial Committee Meeting wherein most
of the members of the Commercial Committee had expressed that PoC losses
should not be applied on both BSP/CSPDCL as CSPDCL and BSP have not availed
any LTA/MTOA from CTU for drawl of NSPCL power and have direct connectivity
with NSCPL bus through intrastate network of Chhattisgarh system as such CTU
transmission network is not used for drawal of their power from the station. Hence,
PoC losses should be applicable for allocated power by the entities using ISTS
network through Open Access for this network.
4.5 The matter was deliberated in detail and the Commercial Committee had
suggested that in view of the above discussions and the request submitted by BSP,
the opinion of NLDC may again be sought by WRPC on the subject matter of
application of PoC losses on NSPCL-BSP/CSPDCL energy transactions.
4.6 Accordingly, WRPC vide letter WRPC/Comml-I/POC/2011/1366 dated
26.8.2011 addressed to GM, NLDC requested to examine the matter.
4.7 In the 18th WRPC meeting, while discussing on above, WRLDC had intimated
that NLDC had sought the opinion of CERC in the matter.
During TCC meeting, WRLDC intimated that the opinion of CERC in the matter is
awaited further BSP had filed petition with Hon’ble CERC in this regard and the
hearing was scheduled for 23.2.2012.

ITEM No. 5: CENTRAL ELECTRICITY REGULATORY COMMISSION (SHARING OF
INTER-STATE TRANSMISSION CHARGES AND LOSSES) (FIRST AMENDMENT) REGULATION 2011.
Central Electricity Regulatory Commission vide No.L-1/44/2010-CERC dated the 24th
November, 2011 have issued first amendment to Central Electricity Regulatory
Commission (Sharing of Inter State Transmission Charges and Losses) Regulations,
2010 issued vide No.L-1/44/2010-CERC Dated: 15th June 2010 (referred to as “the
Principal Regulations”), and these regulations are referred to as Central Electricity
Regulatory Commission (Sharing of inter-State Transmission Charges and Losses)
(First Amendment) Regulations, 2011. The amendments are as follows:-
I. Amendment of Regulation 2 of Principal Regulations: (1) Sub-clause (c) of clause (1) of Regulation 2 of the Principal Regulations
regarding ‘Approved Injection’ definition.
(2) Sub-clause (f) of clause (1) of Regulation 2 of the Principal Regulations regarding
‘Approved Withdrawl’ definition
(3) Under sub-clause (l) of clause (1) Regulation 2 of the Principal Regulations-
inclusion of clause regarding billing of ISTS charges.
(4) Inclusion of clause (ti) for definition of 'target region' after sub-clause (t) of
Regulation 2 of the Principal Regulations
(5) Sub-clause (y) of clause (1) of Regulation 2 of the Principal Regulations –
substitution of modified clause for definition of Yearly Transmission Charges (YTC).
II. Amendment of Regulation 3 of Principal Regulations: Amendment to Clause (b) of Regulation 3 of the Principal Regulations
III. Amendment of Regulation 7 of Principal Regulations regarding process to determine POC transmission charges and losses allocations. 1) Sub-clause (l) of clause (1) of Regulation 7 of the Principal Regulations –
regarding YTC charges’ revisions and the periodicity etc. as follows:-
“(l) Overall charges to be shared among the nodes shall be computed based on the
Yearly Transmission Charges apportioned to each of the lines of the ISTS
Licensees. The Yearly Transmission Charges, computed for the assets for each
voltage level and conductor configuration shall be provided by the respective ISTS
transmission licensees. The ISTS Licensees, deemed ISTS Licensees and owners

of the non-ISTS Lines certified by the Regional Power Committees shall give the
total Yearly Transmission Charges of their transmission assets, whose charges are
to be recovered through the PoC mechanism in the application period along with
circuit kilometers at each voltage level and for each conductor configuration. The
total Yearly Transmission Charges shall be apportioned for each voltage level and
conductor configuration based on the ratio of the indicative cost levels furnished by
CTU at the beginning of each year or application period and approved by the
Commission:
Provided that the YTC shall be revised on a six monthly basis i.e. on 1st April and 1st
October in the first full year and subsequently on quarterly basis, i.e. on 1st April,1st
July, 1st October and 1st December. "
(2) deletion of Sub-clause (m) of clause (1) of Regulation 7 of the Principal
Regulations
(3) Addition under Sub-clause (o) of clause (1) of Regulation 7 of the Principal
Regulations regarding considering single scenario based on average generation and
demand data published by the Central Electricity Authority for determination of POC
charges for the year 2011-12 or for such further period as the Hon’ble Commission
decides based on the availability of node-wise forecast data for different scenarios
from the DICs.
IV. Amendment to Regulation 11 of Principal Regulations regarding billing- (1) Substitution of the para below the computation formulae in clause (4) of
Regulation 11 of the Principal Regulations as follows:
“This first part of the bill shall be raised based on the Point of Connection charges,
Approved Withdrawal and Approved Injection for each Designated ISTS Customer,
provided by the Implementing Agency on the next working day of uploading of the
Regional Transmission Accounts by the respective Regional Power Committees on
their websites in each month for the previous month and determined prior to the
commencement of the application period:

Provided that the list of transmission assets along with the approved transmission
charges for which billing has been done shall be enclosed with the first part of the
bill:
Provided further that the charges for the quantum of long term access to a target
region without identified beneficiaries shall comprise the Injection POC charges and
lowest of the Demand POC charges among all the DICs in the target region.”
(2) Substitution of the para below the computation formulae in clause (5) of
Regulation 11 of the Principal Regulations as follows:
“The second part of the bill shall be raised on the designated ISTS Customers
alongwith the first part of the bill:
Provided that the revenue collected from the approved additional Medium-term Open
Access customers in the synchronously connected grid, which has not been
considered in the Approved Injection/Approved Withdrawal, shall be reimbursed to
the DICs located in the same synchronously connected grid having Long-term
Access in the following month, in proportion to the monthly billing of the respective
month:
Provided further that the Injection POC charges and Demand POC charges for
Medium-term Open Access to the target region for which Long-term Access has
been granted to the generator shall be adjusted against Injection POC charges and
Demand POC charges for the Long-term Access to the target region without
identified beneficiaries and not against Long-term Access granted to any other target
region without identified beneficiaries:
Provided also that the injection POC charge for Medium-term open access given to a
generator to any region shall be offset against the injection POC charge for LTA
granted to the generator to the target region:
Provided also that a generator who has been granted Long-term Access to a target
region without identified beneficiaries, shall be required to pay PoC injection charge
plus the lowest of the PoC demand charge among all the DICs in the target region

for the remaining quantum after offsetting the quantum of Medium-term Open
Access subject to the last proviso of clause (4) of Regulation 11:
Provided also that this adjustment shall not be allowed for collective transactions and
bilateral transactions carried out by the trading licensees who have a portfolio of
generators in a State for which LTA was obtained to a target region.”
(3) Substitution of the last para under Clause (7) of Regulation 11 of the Principal
Regulations as follows:
“This bill shall be raised by the CTU within 3 (three) working days of the issuance of
the Regional Transmission Deviation Account by the RPCs:
Provided that the agency of the State responsible for the intimation of deviation on
account of Unscheduled Interchange energy shall be the agency responsible for the
intimation of deviation on account of the transmission usage to the respective RPCs,
for inclusion of the same in their Regional Transmission Deviation Account (RTDA):
Provided further that the revenue collected against the Bill for Deviation from DICs in
the synchronously connected grid shall be reimbursed to the DICs in the same
synchronously connected grid having Long-term Access, in the following month, in
proportion to the monthly billing of the respective month."
(4) Deletion of Clause (8) of Regulation 11 of the Principal Regulations
(5) Addition to Clause (9) of Regulation 11 of the Principal Regulations
“Provided that the Injection POC charges and Demand POC charges for Short-term
Open Access to the target region for which Long-term Access has been granted to
the generator, shall be adjusted against the Injection POC charges and Demand
POC charges for the Long-term Access to the target region without identified
beneficiaries and not against Long-term Access to any other target region without
identified beneficiaries:
Provided further that the injection POC charge for Short-term open access given to a
generator to any region shall be offset against the injection POC charge for LTA
granted to the generator to the target region:

Provided also that a generator who has been granted Long-term Access to a target
region without identified beneficiaries, shall be required to pay PoC injection charge
plus the lowest of the PoC demand charge among all the DICs in the target region
for the remaining quantum after offsetting the quantum of Medium-term Open
Access and Short-term open access:
Provided also that this adjustment shall not be allowed for collective transactions and
bilateral transactions carried out by the trading licensees who have a portfolio of
generators in a State for which LTA was obtained to a target region.”
V. Amendment to the Annexure of the principal regulations
(1) Last sub-para under Para 2.1.2 (g) of the Annexure of the Principal Regulations
under the head “Network Data” substituted as under:
“(g) Overall charges to be allocated among nodes shall be computed by adopting the
YTC of transmission assets of the ISTS licensees, deemed ISTS licensees and
owners of the non-ISTS lines which have been certified by the respective Regional
Power Committees (RPC) for carrying inter-State power. The Yearly Transmission
Charge, computed for assets at each voltage level and conductor configuration in
accordance with the provisions of these regulations shall be calculated for each ISTS
transmission licensee based on indicative cost level provided by the Central
Transmission Utility for different voltage levels and conductor configuration. The YTC
for the RPC certified non-ISTS lines which carry inter-State power shall be approved
by the Appropriate Commission.
In case the tariff for the RPC certified non-ISTS lines have not been specified by the
Appropriate Commission, the average YTC as computed for the relevant voltage
level and conductor configuration shall be used.
The non-ISTS lines certified by the RPCs as on 15.06.2010 shall continue to be
treated as RPC certified non-ISTS lines carrying inter-State power. The YTC of such
RPC certified non-ISTS lines shall remain the same and be governed by the same
principle as it existed as on 15.6.2010.

For certifying non-ISTS lines for carrying inter-State power, which were not approved
by the RPCs on the date of notification of the Principal Regulations, this shall be
determined through the process of load flow studies. The results of the load flow
studies, on an annual average basis, should show these lines carrying more than
50% of the total power carried by it to be inter-State power. This shall be vetted by
the NLDC in consultation with the respective RLDC on the proposal made by the
respective RPC, through a common methodology to be adopted by the NLDC. The
YTC for such RPC certified non-ISTS lines which carry inter-State power, shall be
approved by the Appropriate Commission.
The recovery of the YTC of the transmission assets expected to be commissioned in
the Application Period shall be incorporated by the Implementing Agency on the
basis of the approved tariff including provisionally approved tariff:
Provided that the disbursement to the owners of new RPC certified non-ISTS lines
shall be done after the tariff is approved by the Appropriate Commission.”
(2) The following is added after the first paragraph in Step 4 of clause (2) under Para
2.7 of Annexure of the Principal Regulations:
“The charges of the HVDC back to back inter-regional links at Chandrapur and
Gazuwaka shall be included in the YTC of the NEW grid and the SR grid in the ratio
of 1:1 and charges for Talcher–Kolar HVDC bi-pole link shall be shared by DICs of
SR only.”
During 60th CCM, the Committee while noting the amendments referred to “ …on
WBSEDCL suggestion that Implementing Agency/ Validation Committee has
increased the approved capacity by 5% for Thermal Generation and 10% for Hydro
Generation which is not in accordance with the Regulations and it should consider
the ex-bus capacity only. Commission is of the view that all thermal generating units
are allowed to inject upto 105% of the Maximum Continuous Rating (MCR) and all
hydro generating units are allowed to inject upto 110% of the MCR, as provided in
the Central Electricity Authority (Technical Standards for Connectivity to the Grid)

Regulations, 2007, which are to be complied with as provided in the CERC
Connectivity Regulations, 2009. It is observed that the definition only defines the
quantum of power the DIC proposes to inject. It has nothing to do with the margins
available with the generating units. Hence, there is no need for this provision in the
definition of ‘Approved Injection’. This provision, however, is not clearly mentioned in
the regulations. The 105% for thermal generating stations and 110% for hydro
generating stations is the overload capability and is not expected to be in continuous
operation at this capacity. However, this suggestion will be considered at the time of
future amendment to the Sharing Regulations.” of SOR of amendments of Sharing
Regulations and the Commercial Committee in the above meeting expressed that
approved injection of ISGS generations, be computed without taking into
consideration the overloading capacities of 5% & 10% of thermal generator and
Hydro generators respectively and had suggested that NLDC should furnish the data
of approved injection based on above.
Further the Commercial Committee noted that there exists LTA to Lanco Kondapalli
PPL (located in Southern Region) for total quantum of 350 MW to NR and WR out of
which LTA for 200 MW is granted to the said plant for Western Region, the
beneficiaries against which are not identified. The same therefore requires to be
incorporated in the REAs of WRPC from the date of effect of grant of LTA and
necessary revisions in the REA be made for the period prior to POC regime. Further
in RTA in view of inclusion of provision i.e. “Provided further that the charges for the
quantum of long term access to a target region without identified beneficiaries shall
comprise the Injection POC charges and lowest of the Demand POC charges among
all the DICs in the target region”, Demand POC charges of Western Region for
Lanco Kondapalli may therefore be included in RTA of WRPC.
In view of above amendments to regulation, Committee recommended to incorporate
following in the Transmission and Energy accounts:
• Demand POC charges of Lanco Kondapalli would be included in RTA.
• PGCIL would communicate the date of effect of grant of LTA to Lanco
Kondapalli, according to which REAs would be revised incorporating inclusion

of Lanco Kondapalli for the period prior to implementation of new
Transmission charge Regulations, 2010 (i.e. 1.7.2011).
• NLDC should compute the approved injection of ISGS generations without
taking into consideration the overloading capacities of 5% & 10% of thermal
generator and Hydro generators respectively.
During the TCC meeting it was intimated that the above will be implemented from the
date of Gazette notification as per the first amendment order to Central Electricity
Regulatory Commission (Sharing of Inter State Transmission Charges and Losses)
Regulations.
ED (Comml), PGCIL intimated that that Gazette notification is issued on 25.11.11.
He would forward the copy of the same and TCC had recommended that in such a
case the accounts may be prepared accordingly.
Further it was intimated that the matter of approved injection of ISGS generations
without taking into consideration the overloading capacities of 5% & 10% of thermal
generator and Hydro generators respectively would be taken up in the 2nd Validation
Committee of PoC.
During WRP Committee meeting, MS WRPC stated that in line with the amendment
orders of Hon’ble CERC issued, the RTA and RTDA would be revised from the date
of effect of above amendment.
MSEDCL intimated that they had filed a petition in the Hon’ble High Court on the
principle regulations concerning transmission charge sharing.
MPPTCL stated that approved injection of ISGS generations should be taken without
taking into consideration of the overloading capacities of 5% & 10% of thermal
generator and Hydro generators respectively.
MS WRPC stated that as per the CERC Regulation, approved injection of ISGS
generation is to be provided by NLDC which is accordingly being taken for
preparation of accounts. During the validation Committee the matter was discussed

wherein Chief (Engg.) CERC had clarified on above and intimated that any ambiguity
in regard to above shall be removed in the draft amendments.
Chairman WRPC suggested that the RPC as a technical body is to implement the
regulations, the regional constituents may have different views about regulations and
as the interpretation on the matters related to these is within the purview of
regulatory bodies any party having different opinion might approach the concerned
authority for seeking necessary clarifications on the same.
WRP Committee therefore noted that, though some of the constituents may have different opinion about the system, however as the regulation exists and there is no stay the same may be followed.
ITEM No. 6: IDENTIFICATION OF NON-ISTS LINES CARRYING MORE THAN 50% INTER STATE POWER:
Background: In the 18th WRPC meeting held on 01.10.2011, wherein it was
suggested that inclusion of new non-ISTS lines shall be identified as per CERC
guidelines dated 4.4.2011 by WR Study Committee based on data already available
with NLDC. Committee suggested that as per above the Study group comprising
representatives from Gujarat, Madhya Pradesh, Maharashtra, Chhattisgarh, WRLDC
and WRPC and also if required IIT-B, Mumbai may carry out detailed study for
identification of lines carrying more than 50% ISTS power for inclusion in POC.
GUVNL had requested completion of studies and recommendation of lines to be put
up in first review of PoC.
It is intimated that as per Central Electricity Regulatory Commission (Sharing of inter-
State Transmission Charges and Losses) (First Amendment) Regulations, 2011,
vide clause 2.1.2 (g) of Annexure of Principal Regulations as below,

approved by the Appropriate Commission.
UNQUOTE
In 60th CCM held on 23.12.2011, the matter to identify non ISTS lines carrying more
than 50% of the ISGS power was discussed in the light of above. It was suggested
that in order to there is a need to discuss and agree on the methodology to be
adopted and carry out the exercise accordingly. The following are some possible
approaches which may be adopted for determination of these non ISTS lines:
1) Average Participation method : Proportionate Power tracing through this
methodology has already been discussed in the “Statement of Reasons” on
transmission pricing and losses 2010, Dtd 11.06.2010, under section 3.1, to a
question “rationale for using the Marginal Participation Method, when PoC
transmission charges could be computed by directly using the Average
Participation Method which is being used in the Hybrid Method for selection of
slack buses”, where in the disadvantages of this method has been elaborated.
2) Use of with & without approach: In this method each of the non ISTS
elements would be removed, load flow study would be carried out and the
change in flow in the ISTS lines would be determined. If the change in power
flow on the ISTS lines is more than 50% of the flow on the non ISTS element
in the base case LF studies, then this element would be considered for
deemed ISTS element. The exercise is repeated for all the non ISTS
elements.
3) Hybrid Methodology. The 3rd method is adopted for determination of sharing
of the ISTS transmission charges by the beneficiaries (POC). Since this is the
CERC approved method, the output of the matrix obtained by hybrid
methodology may be used for identifying the usage of non-ISTS lines for inter-

state power; thereby the same principles adopted for computation of PoC
charges would be utilized. Hence there would not be any deviation from the
working principle which has already been adopted for ISTS network.
4) Identifying on the basis of displacement of power: An alternate approach
based on total quantum of ISGS Power entering and leaving the state
peripheries and division of the same amongst the State networks and CTU
network may form the basis to identify the above non ISTS lines and is under
formulation.
The Commercial Committee of WRPC in 60th CCM suggested that the above
proposed approaches may be discussed in the Study Committee meeting to be held
in the second week of January 2012. In addition to the Study Committee members,
the representatives from Commercial Committee of WRPC may also participate in
the discussion of the methodology as discussed in the 18th WRPC meeting, therefore
the Study would also include additional representatives from Gujarat, Madhya
Pradesh, Maharashtra, Chhattisgarh, WRLDC and WRPC to recommend inclusion of
such non-ISTS lines as directed by Hon’ble Commission. The Committee may
nominate representative from each State for the above purpose. The Constituent
utilities may also like to suggest for adopting any of the above approaches to identify
the non-ISTS lines carrying more than 50% of the total power carried by these to be
the inter-State power for inclusion under POC computations. Committee had
suggested to elaborate in detail on the approaches proposed above so as to
facilitate taking decision on identification process by the Study Committee and other
representatives from WR stated above.
Committee suggested that IIT-B may also be involved in the study and also uniform
method should be adopted by all RPCs.
Subsequently a meeting was held on 13.1.2012 as proposed above and the
participants went through details for each of the above approaches.
The study committee members had noted that the State owned inter-state lines for
which YTC approved by the Appropriate State Commissions of the States owning

such lines or portions of such lines is furnished could be considered by the
implementing agency for inclusion under POC charge sharing.
The Study Committee had further noted that rest of the RPCs were also in the
process of choosing suitable approach to identify the non-ISTS lines on more than
50% ISTS power flow basis. All RPCs are of the view point for adopting a common
methodology to arrive at the results on common basis. The study Committee
suggested that an approach paper be prepared based on the above discussions.
Subsequently the approach paper was prepared (copy at Annexure 6) and made
available to above group members. A meeting between the RPCs was also held on
17.1.2012 at ERPC office, Kolkata to discuss on evolving common methodology for
identification of the necessary non-ISTS lines. The contents of the above approach
paper were also discussed in the above meeting. The response on above shall be
intimated.
TCC Discussion: SE (Opn), WRPC informed that during the discussions on the
Approach Paper Methodologies held with ERPC on 17.1.2012 , it appeared that
many of the issues raised by ER Constituents pertaining to Intra-State Power (ISP)
may get addressed if Power Displacement Method is adopted. Further the method
may be modified to include the power transactions on Net basis. This however shall
requires to be accepted by the Hon’ble CERC. ERPC had suggested that results on
the basis above method may be worked out forming a part of draft approach paper to
visualize the feasibility to fit into the common approach.
The TCC during discussions suggested that WRPC may prepare a draft approach
paper which will indicate the non-ISTS lines through the load flow study using at
least two approaches which may be circulated to the constituents for perusal and
comments.

ITEM No. 7: DRAWAL OF POWER BY M/s ACB (INDIA) FOR START UP PURPOSE
CSPDCL vide letter dated 07.12.2011 (copy enclosed at Annexure-7.1) have
intimated that, M/s ACB (India) Ltd. an IPP situated at Kasaipali, Korba,
Chhattisgarh State, was granted connectivity by CTU with ISTS grid through LILO of
400kV Korba-Bhatapara single circuit. The commissioning work of units at M/s ACB
(I) Ltd. was under progress and it was drawing power from the grid. The same was
reflected in the UI account of WRPC. CSPDCL indicated that for availing start up
power purpose, ACB had not approached them. Further, it has been intimated that
there are more than 20 IPPs which are commissioning their power plants in
Chhattisgarh, if they adopt this process, CSPDCL would lose these consumers.
CSPDCL vide their letter No. 02-02/ACE-1/2021 Raipur dated 12.10.11(copy
enclosed at Annexure-7.2) had taken up above matter with PGCIL. PGCIL vide
letter no. C/SEF/W/06/ACB dated 15th Nov., 2011 (copy enclosed at Annexure-7.3)
had informed that M/s ACB (I) Ltd were granted LTA for transfer of power from their
2x135 MW generation project at Kasaipali, Chhattisgarh through interconnection at
WR pooling station (Bilaspur). As an interim arrangement for interconnection /LTA of
the generation project was granted by CTU in consultation with CEA and all WR
constituents through LILO of 400 kV Korba-Bhatapara s/c line at ACB TPS. PGCIL
indicated that as per the CERC (Grant of Connectivity, Long-term Access and
Medium-term Open Access in Inter-State Transmission and related matters)
Regulations, 2009, M/s ACB (I) Ltd., may draw start up power from Central Grid after
obtaining permission from WRLDC.
Since the drawl of M/s ACB was from the CTU network, and no schedule was
issued, the energy drawn by M/s ACB was accounted in the UI, accordingly it is
reflected in the UI Account of WRPC.
In the above context, CSPDCL intimated that as the State Commission has devised
a separate tariff category for start-up power for any generating station, under this
category the Start-up power can also be utilised for initial commissioning of a
generator and its auxiliaries.

During 60th CCM, GM WRLDC clarified that on grant of connectivity by PGCIL, M/s
ACB was allowed to draw power for commissioning of the plant in line with the
CERC approved connectivity agreement clause 6.2. , 6.2, 6.3 and 6.4 as below:

6.2. The Applicant shall ensure that its unscheduled interchange with the grid is
limited to inadvertent changes only and does not cause any transmission constraint.
In case of repeated instances of unscheduled interchange with grid leading to
transmission constraints or grid violations and continued violation of instruction of
SLDC/RLDC to reduce such interchange, would entail cancellation of connectivity.
The concerned SLDC/RLDC may report such matter to respective Commission.
6.3. However, generating station, including captive generating plant, which has been
granted connectivity to the grid shall be allowed to undertake testing including full
load testing by injecting its infirm power into the grid before being put into
commercial operation, even before availing any type of open access, after obtaining
permission of the concerned Regional Load Dispatch Centre, which shall keep grid
security in view while granting such permission. This infirm power from a generating
station or a unit thereof, other than those based on non-conventional energy
sources, the tariff of which is determined by the Commission, will be governed by the
Central Electricity Regulatory Commission (Terms and Conditions of Tariff)
Regulations. The power injected into the grid from other generating stations as a
result of this testing shall also be charged at UI rates.
6.4. The Generating Station including Captive Generating Station will submit likely
date of synchronization, likely quantum and period of injection of infirm power to the
SLDC and RLDC concerned at least one month in advance. If the Generating Station
or CPP is considered as a Regional Entity as per clause 6.4.1 of IEGC, UI charges
for such infirm power would be paid from the Regional UI Pool. However, in case of
intra-State entity, the UI payment shall be settled with the State UI Pool in
accordance with Regulation 30.” Unquote

In view of above, it was noted by CSPDL that drawl of power for commissioning of
the plant in case of above is line with the CERC approved connectivity agreement.
WRP Committee noted as above. ITEM No. 8: BIFURCATION OF DECLARED CAPACITY ON KAWAS &
GANDHAR
NTPC vide their letters dtd. 07.12.2011 and 8.12.2011 (copies at Annexure-9.1 & 9.2) have intimated that the NTPC gas stations in WR have been allocated around
0.82 MCMD additional domestic gas (non-APM) to be supplied by GAIL from
nominated fields of ONGC. NTPC have intimated that it has decided to utilise this
gas for Kawas and Gandhar GPSs in WR. The non-APM rates as approved by Govt.
and other charges as applicable shall be payable by the customers. The terms and
conditions for supply of gas signed with GAIL inter alia include Take or Pay Charges.
NTPC have further intimated that since the variable cost of this APM gas is
significantly higher (@Rs3.68) as compared to existing gas (APM+PMT+CGF) (@
Rs 2.08), these two types of fuel are to be declared and scheduled separately in line
with CERC orders in the past (dated 23.2.2004 in petition 80/2003 and dated
6.2.2007 in petition No. 148/2005). NTPC had requested WRLDC for declaration of
DC & scheduling of these two fuel types separately. NTPC have intimated that they
have sought the consent of beneficiaries of Kawas and Gandhar stations for availing
generation on non-APM gas.
The above matter was earlier discussed in the 430th OCCM of WRPC held on
14.12.2011. The constituents were agreeable for scheduling the power on different
type of fuels. However the consent for ‘take or pay’ could not be confirmed by all the
beneficiaries.
During 60th Commercial Committee Meeting of WRPC held on 23.12.2011, it was
expressed by the Committee that scheduling is to be done in line with provisions
contained in IEGC on scheduling and despatch code. Decisions of Hon’ble
Commission in Petition No.95/2005 in the matter of direction to NTPC to tie up and
procure adequate quantum of gas at economical rates for Kawas and Gandhar
Power Stations and give consent to Gujarat State Petronet Ltd. for laying pipeline in

the premises of Kawas and Gandhar Power Stations for supply of gas from Gujarat
State Petroleum Corporation Ltd. and in Petition No.80/2003 in the matter of Giving
direction to NTPC for billing of variable costs for power drawn by GEB from Kawas
Gas Power Station (KGPS) of NTPC on Gas and Naphtha separately on the basis of
energy scheduled from KGPS commensurate with requisition related to specific fuel
(generation) usage may work as guide lines. The provisions under clause 6.4.9,
6.4.16 and 6.4.19 of IEGC Regulations, 2010 are as below:

“6.4.9 The ISGS, other generating stations and sellers shall be responsible for
power generation/power injection generally according to the daily schedules advised
to them by the RLDC/SLDC on the basis of the contracts/ requisitions received from
the SLDCs/buyers/Power Exchanges.
6.4.16 The ISGS shall make an advance declaration of ex-power plant MW and
MWh capabilities foreseen for the next day, i.e., from 0000 hrs to 2400 hrs. During
fuel shortage condition, in case of thermal stations, they may specify minimum MW,
maximum MW, MWh capability and declaration of fuel shortage. The generating
stations shall also declare the possible ramping up / ramping down in a block. In
case of a gas turbine generating station or a combined cycle generating station, the
generating station shall declare the capacity for units and modules on APM gas,
RLNG and liquid fuel separately, and these shall be scheduled separately.
6.4.18 It shall be incumbent upon the ISGS to declare the plant capabilities
faithfully, i.e., according to their best assessment. In case, it is suspected that they
have deliberately over/under declared the plant capability contemplating to deviate
from the schedules given on the basis of their capability declarations (and thus make
money either as undue capacity charge or as the charge for deviations from
schedule), the RLDC may ask the ISGS to explain the situation with necessary
backup data. ”

In the 60th CCM of WRPC, as mentioned above, NTPC had sought the consent of
beneficiaries of Kawas and Gandhar stations for availing generation on non APM
gas. NTPC had intimated that all the beneficiaries except GUVNL had given their
consent to avail generation on non APM gas. NTPC had therefore vide their letter
dated 17.12.2011 and in the 60th CCM requested POSOCO, WRLDC to make
necessary arrangement for separate scheduling of generation from 0.82 MMSCMD
of non-APM gas to various beneficiaries according to the methodology proposed by
NTPC therein.
GM WRLDC stated that, there is no clarity in the proposal made by NTPC for
adjustment of non-APM gas power. Scheduling cannot be done as per the proposal
of NTPC, if constituents do not agree to this arrangement. Gujarat entitlements from
Gandhar & Kawas not availed by Gujarat shall therefore be treated as URS power.
The Commercial Committee discussed the issue. GUVNL representative had stated
that they did not have objection to scheduling the power separately on APM and non
APM gas and agreed to pay the fixed cost as per their entitlements in total DC on
APM gas, non-APM gas, RLNG and Naphtha fuels. Therefore, their entitlements
from Gandhar & Kawas be declared by WRLDC to Gujarat as per the same and in
case these entitlements are not availed by Gujarat, the same may be treated as URS
power. GUVNL however had not agreed to the condition for “take or pay” clause in
case of non-requisitioning of non-APM gas power by Gujarat, since the
transportation cost quoted was very high.
Other beneficiaries in the above Commercial Committee meeting had intimated that
they would avail power from the non- APM gas within their entitlements and would
not commit any schedule other than their own entitlements on non-APM gas, and
therefore would not commit to avail Gujarat entitlement of power from non-APM gas
and expressed that the un-availed share of non-APM gas power by Gujarat should
be treated as URS power and treated as per the existing practice of availing the URS
power by other beneficiaries. They had further intimated that they would not share
the “take or pay” charges for URS power corresponding to non-APM gas power
which is not utilised by others.

After deliberations in the 60th CCM, following was agreed by beneficiaries for
scheduling of power on non-APM gas in line with provisions contained in IEGC on
scheduling and despatch code:-
NTPC will give fuel wise Declaration of capacity availability (viz on APM gas
/non-APM gas /RLNG/Naphtha.)
Beneficiaries will give fuel wise requirement for them. (viz on APM gas /non-
APM gas /RLNG/Naphtha )
The un-availed share of non-APM gas power by Gujarat shall be treated as
(un-requisitioned power) URS power.
The non-APM gas under URS shall be dealt as per present procedure of
availing the URS power by other beneficiaries.
Beneficiaries will not share the “take or pay” charges for the URS portion of
non-APM gas power for Gujarat; they would share the “take or pay” charges
in respect of their own entitlements.
NTPC will keep informed the beneficiaries about the negotiations on the non-
APM gas pricing with GAIL being made by NTPC.
During TCC meeting, NTPC informed that they have taken up the matter with GAIL
and the transportation charges are likely to be reduced by around 50% with
retrospective effect and therefore requested GUVNL to confirm about agreeing to the
same.
GUVNL intimated that they shall intimate their decision within two days and would be
accepted.
WRPC committee noted that since the transportation charges are decided by the pipeline regulator, therefore the transportation charges are to be agreed as decided by the regulator or by appeal to the regulator for any change; however the concern of GUVNL about the high transportation charges was noted.

ITEM No.9: DECLARATION OF DC ON RLNG FOR RGPPL. During 60th Commercial Committee meeting of WRPC held on 23.12.2011, RGPPL
representative stated that GOI has allocated a total of 7.6 MMSCMD gas from KG6
gas field of RIL and 0.9 MMSCMD of ONGC gas fields for power generation
corresponding to 80% capacity of RGPPL plant. He intimated that on account of
reduced production from KG6 gas field of RIL the supply to RGPPL has got reduced
to 5.4 MMSCMD. Therefore the ongoing short supply of domestic fuel gas allocated
to RGPPL on long term basis by GoI, is leading to non-utilisation of RGPPL machine
capability. In view of above, in order to mitigate hardship caused to its beneficiaries
and to meet the contractual obligation as per PPA, RGPPL has arranged spot
RLNG from GAIL on the terms such that no liability like take or pay etc is passed on
to the beneficiary except the fuel cost for actual dispatch requisitioned by them.
RGPPPL is separately indicating 445 MW capacity being available from 17.12.11 on
RLNG and requested WRLDC to incorporate the same in the DC of RGPPL in
addition to the DC on long-term gas contracts with RIL and ONGC in accordance
with relevant clause 6.4.16 of IEGC Regulations, 2010.
Commercial Committee discussed and in view of the deliberations and conclusion on
DC & scheduling on non-APM gas for Kawas and Gandhar, the Committee
expressed that the DC & scheduling in case of RGPPL may be dealt as per
provisions contained in IEGC clause 6.4.9 & 6.4.16 on scheduling and despatch
code respectively.
MSEDCL vide no CE/PP/WRPC/1496 dated 17.01.2012 (enclosed at Annex -9) has
intimated that variable cost of generation of RLNG as indicated by RGPPL is Rs 7.05
per unit. This is very high compared with present power available in market at Rs 3.5
to Rs 4.50 per unit and as such there will be additional financial burden on
consumers. And as per PPA dated 10.04.2007 between MSEDCL and RGPPL,
RGPPL is under obligation to obtain approval from MSEDCL on contracting terms
and the price before entering into Gas Supply Agreement. RGPPL has not taken
consent of MSEDCL before making agreement with GAIL for RLNG.
Further as intimated by MSEDCL that as per clause No.5.9 of PPA between RGPPL
and MSEDCL dated 10.04.2007, the condition of GSA/GTA having commercial

implications (for example bearing on plant availability, contracted quantity, price
components, Take or pay provisions, penalties and damages etc.) shall be signed
separately with MSEDCL as a supplementary agreement. The total required
Gas/LNG is envisaged to be procured through short term contracts / long term
contracts through GAIL and under the directions of GOI, the details of which shall be
furnished in due course. RGPPL shall be required to obtain approval of MSEDCL on
contracting terms and price before entering into GAS/GTA contracts.
During the TCC meeting WRLDC intimated that as per IEGC the capacity is to be
declared by the RGPPL while scheduling is to be done on requisitioning by
MSEDCL. Further on query by MSEDCL, WRLDC intimated that as per IEGC they
are empowered to check the correctness of declaration of capacity, if required.
During WRPC meeting the issue was deliberated and WRP Committee noted the views of MSEDCL, RGPPL and WRLDC. ITEM NO.10: LEVY OF STATE TRANSMISSION CHARGES FOR USAGE OF
CHHATTISGARH STATE GRID
During 59th CCM the subject matter of levy of State Transmission Charges for usage
of Chhattisgarh State Grid in respect of STOA charges was discussed on the request
of CSPTCL. Committee suggested that WRLDC would look into the request of
CSPTCL in view of the existing provisions under CSERC regulations and the CERC
Regulations for Open Access in intra-state transmission and examine issue in detail
in the light of Regulations and would revert back so that charges do not get raised
twice.
CSPTCL vide letter No. 03-02/EERA/STU/Chrgs/WRLDC/2478 dated 14th December
2011 (copy enclosed at Annexure- 10) has again requested to resolve the issue.
In 60th CCM matter was discussed. CSPTCL representative had stated that CSERC
regulation entitles CSPTCL to recover the reserved capacity on the STOA; however
WRLDC are recovering the charges as per the approved quantum of STOA,
resulting in under recovery by CSPTCL.

GM, WRLDC had stated that as per CERC Regulations, 2009 for grant of LTA,
MTOA and STOA, the regulation gives clear guidelines to collect the STOA charges
by RLDCs in case of use of State transmission system and for CTU transmission
system as per the rates and in the manner as approved vide above mentioned
CERC Regulations, 2009 on the approved quantum of STOA. Therefore under the
CERC Regulations, RLDCs cannot recover the STOA charges on reserved capacity
of the intra state transmission system.
Committee noted that short-term open access charges shall be applicable as per
CERC (Open Access inter-State Transmission) (Amendment) Regulations 2009.
However for applications received after Central Electricity Regulatory Commission
(Sharing of Inter State Transmission Charges and Losses) Regulations 2010 came
into force, the short-term open access charges shall be applicable as per CERC
(Sharing of Inter State Transmission Charges and Losses) Regulations 2010 and
relevant CERC orders. All payments associated with Bilateral Transactions shall be
made by the Applicant to the nodal agency (i.e. RLDC) as per terms of payment
under commercial conditions for bilateral transaction according to the Procedure for
Scheduling approved by the Commission.
In view of above, it was noted by CSPDL that levy of state transmission charges for
usage of Chhattisgarh State in case of above is in line with the CERC Central
Electricity Regulatory Commission (Open Access in inter-State Transmission)
(Amendment) Regulations, 2009
During the above discussions, regarding matter relating to short-term open access
charges, GM NSPCL had stated that CTU had granted MTOA to Visvesvaraya Iron
& Steel plant Bhadrawati (VISP) of SAIL for 10.92 MW from NSPCL (500MW)
Generating station in Bhilai Chhattisgarh with CTU connectivity granted at Raipur
(PG) through existing 400kV NSPCL- Raipur D/c (PG) line. He indicated that
CSPTCL had requested for STU charges for the transaction under this MTOA
granted by CTU for availing power by VISP form NSPCL station having the direct
connectivity with CTU network as above.

Committee expressed that as per deliberations in 17th WRP Committee meeting
open access charges for STU system would be applicable only in case any quantum
of power out of present 182.5 MW allocation of BSP-SAIL power gets re-allocated to
other SAIL units outside the State (viz Bhadravati and Salem). However in the
current scenario, MTOA for 10.92 MW granted by CTU to SAIL- VISP is not out of
182.5 MW quantum of BSP-SAIL allocation, but the same is out of the balance
quantum at disposal of the NSPCL station against which the MTOA has been
granted by CTU to VISP for the CTU network through 400kV NSPCL- Raipur D/c
dedicated line of NSPCL. Hence STU open access charges will not become
applicable in this case.
WRP Committee noted as above. ITEM No. 11: FIBRE OPTICS NETWORK IN WESTERN REGION In the 18th WRPC meeting held on 1.10.2011, WR Power Committee discussed the
matter and suggested that a separate commercial agreement for master
communication plan is necessary which is to be signed between beneficiaries and
PGCIL. PGCIL agreed to proceed on the basis of above to draft an agreement which
would be circulated to the members so as to complete entire process for agreement
finalization in a month’s time to avoid any delays in the implementation process of
master plan.
PGCIL during 60th Commercial Committee meeting of WRPC held on 23.12.2011,
had intimated that as per the decision of Committee in the 18th WRPC meeting
POWERGRID had circulated the proposed commercial agreement for
Communication system to the constituents of the region in the first week of Nov’2011
and Gujarat & MP had signed the new commercial agreement and that Goa and
Maharashtra were yet to sign the commercial agreement.
Goa representative in the 60th CCM intimated that they would sign the commercial
agreement shortly.

In the above meeting, PGCIL had further intimated that Goa and Maharashtra were
yet to sign the commercial agreement. Goa intimated that they would sign the
commercial agreement shortly.
MSEDCL had intimated that they were not willing to sign separate commercial
agreement for Establishment of Fibre Optic (FO) based wideband connectivity under
the project “Master Communication Plan in Western Region”, and indicated that as
the project is part of the transmission system, and therefore suggested that this part
may be included in the PoC transmission charges. PGCIL representative intimated
that the tariff of Establishment of Fibre Optic (FO) based wideband connectivity
under the project “Master Communication Plan in Western Region”, would be
determined by CERC and requested MSETCL to sign the commercial agreement.
Commercial Committee suggested that in the light of progress made on the status as
above, PGCIL may discuss issue with MSEDCL to resolve so that the necessary
agreement is signed early. Powergrid therefore vide letter No C-LDC-WR-FO-Ltr
dated 10.01.2012 (enclosed at Annex-11) had requested MSETCL for signing the
commercial agreement.
PGCIL vide letter no. C/OS/WRPC-19th/Agenda dated 19.1.2012 while intimating as
above that the new commercial agreement had already been signed by the MP,
Gujarat, Chhattisgarh and UTs and it is yet to be signed by Maharashtra and Goa.
In the above regard PGCIL in the above letter have further indicated that as
discussed earlier that the contract for this work could not be awarded unless the
commercial agreement was signed. Also WRLDC were facing problems in absence
of reliable communication network and the status of the communication system is
being monitored by Hon’ble CERC also.
PGCIL intimated that all have signed except Goa. MSETCL also confirmed that they
have signed agreement for the FO plan with PGCIL on 24.1.2011. CEE (Elect) , Goa
Electricity Deptt intimated that Goa would sign the commercial agreement shortly

ITEM NO. 12: REPLACEMENT OF EXISTING SCADA SYSTEM INSTALLED AT SLDCs OF GUJARAT, MADHYA PRADESH AND CHHATTISGARH STATES OF WESTERN REGION.
In 18th WRPC meeting, in view of decisions taken in 16th WRPC meeting to follow
unified approach for SCADA/EMS up-gradation/replacement works in Western
region by adopting similar approach as followed during ULDC project so that
similarity of system may be maintained and technical expertise gained in the region
availed for mutual benefits, PGCIL had informed that they shall discuss with
POSOCO on the above suggestion and would make efforts to maintain similarity of
the States’ systems with WRLDC system. PGCIL had further intimated that based on
common specification the BOQ list would be prepared by them and discussed in
SCADA OM Committee to be convened by WRLDC and the Committee would be
appraised accordingly and action taken for going ahead with the completion of
necessary requirements for going ahead with project early. PGCIL had also
intimated that the expenses for the system would be proposed to be charged to
SLDCs through tariff.
In 60th Commercial Committee meeting of WRPC, matter was discussed on status
for replacement of subject SCADA systems in view of the decisions taken in the 16th
and 18th WRPC meetings held on 12.2.2011 and 1.10.2011 respectively.
In the above Commercial Committee meeting, WRLDC and PGCIL had intimated
that the tendering of SCADA/EMS up-gradation /replacement works by NRLDC has
already been done similar to the above requirements and CERC order on tariff
mechanism was awaited and intimated that the same approach would be followed in
WR.
PGCIL vide letter no. C/OS/WRPC-19th/Agenda dated 19.1.2012 intimated that as
per the discussions in 18th WRPC meeting, procurement process should start early,
PGCIL in line with CERC order have decided that procurement of WRLDC and
SLDC, SCADA/EMS system shall be done through a single tender and that the BOQ
and specification has been circulated to the constituents vide their letter dated
13.01.2012. PGCIL have proposed to finalize the same during the meeting of the
SCADA O&M committee scheduled on 24.01.2012 and the NIT for

expansion/upgradation of SCADA/EMS system at WRLDC and SLDCs of WR was
scheduled to be issued by PGCIL in the month of Feb’2012.
During TCC meeting PGCIL intimated that as per discussion in 10th SCADA
committee meeting, the load dispatch control centres for Goa and DD &DNH have
also been included and only one NIT for all SLDCs (except MSLDC) and WRLDC
would be issued.
MSETCL intimated that out of requirement for 227 nos. RTUs for Maharashtra, 140
RTUs are adequate and requested WRLDC to review the requirement. MSETCL
further intimated that w.e.f June 2012 the data from the RTUs at RGPPL and
Tarapur 1,2 shall require to be reported to WRLDC instead of to MSLDC in view of
the coming up of new system at SLDC, WRLDC confirmed that it would make
necessary arrangements for data receipt.
WRP Committee noted as above. ITEM No. 13: WIDE AREA MEASUREMENT SYSTEM (WAMS) IN WR Background: In the 18th WR Power Committee meeting the issue of WAMS in WR
was further discussed and it was suggested that next WAMS/PMU Group meeting
may discuss all the remaining points pertaining to Part I and II including Commercial
aspects, roles and responsibilities of project partners under the changed scenario
based on the receipt of the revised proposal from IIT-B for Part II may be finalized
and outcome of the same appraised in the next WRPC meeting so that project can
be taken up for implementation by PGCIL.
A meeting of the WAMS Group was held on 10.12.2011 at Vadodara and the
following were recommended by the WAMS Group:
(A) Pertaining to Location, Cost, Funding,IPR: 1) Locations: The group recommended that the 400 kV and 765 kV network
upto financial year 2013-14 shall be taken as base, keeping project one year
time frame, and locations may be frozen by running optimal placements by

IIT-B. WRLDC shall furnish necessary network data to IIT-B and IIT-B agreed
to provide results by 21st December 2011, before the next WRPC meeting to
be held in January /February 2012.
2) Cost Estimate of the Hardware part of WAMS project: Based on the
finalized PMU locations, the estimate of cost of the project pertaining to
hardware, communication lease costs and hardware including PMUs, PDCs,
hardware at RLDC, SLDCs and PMU groups etc can be finalized. It was
decided that once optimal results for PMU Locations are finalized by 21st
December 2011, WRLDC were requested to prepare ‘Bill of Quantities
(BOQ)’.
3) Cost Estimate of the Software part of WAMS project: It was decided that
Estimate by IIT-B for software analytics along with terms and conditions shall
be furnished to WRLDC by the IIT-B by 21st December 2011. Since the
project is to comprise of implementation of measurement part combined with
the software analytics part, in Iine with the original approval accorded by
Hon’ble CERC, the cost estimate for this software analytics along with the
above cost estimate for hardware would be the total cost estimate of the
project.
4) Funding: The Group recommended that the above cost shall be met to the
extent of Rs 10.97 crore from CERC approved UI fund for the above project
and balance shall be shared by the constituents of WR.
5) Administrative Route of the Project: The following were the main steps to
speedily implement the WAMS Project of WR:
(a) Estimate the cost of the project and BOQ as above.
(b) Obtain approval from WR Power Committee.
(c) Filing of petition with CERC by WRLDC in the change scenario.
(d) Tender activity /implementation by WRLDC / PGCIL and the constituents involved during the negotiations.
(e) CERC approval
(f) Awarding of contracts.

6) Analytics Software Development : The Group observed that software
pertaining to analytics for the applications envisaged are so far not available
in commercial packages. Therefore the Group felt that there is a need for
academic support in the mathematical modeling and synergy from practicing
engineers in implementing the applications. IIT-B is associated with the
project from the formulation stages. IIT-B is willing to develop a working
professional software, provide license to constituents and support AMC, and
constituent users can develop for their systems applications in future at
mutually agreed costs negotiated by the constituents with IIT-B. The Group
therefore recommended to implement the software analytics developed by IIT-
B.
7) IPR : IIT-B clarified that since it is developing the software, as per IIT’s
Standard Terms and Conditions, the Intellectual Property Rights belong to IIT-
B. It was clarified by IIT-B, that the Software which shall be installed at RLDC
and SLDCs gives the RLDC and SLDC User Rights by which IIT-B would
develop working professional software and provide AMC Support. Further if
any of the WR constituent user wishes to implement or develop a new
scheme or application pertaining to their system with the WAMS data
individually, then IIT-B shall provide services for the same at mutually agreed
costs. Some constituent members were of the view that IPR Rights should be
made available to the constituents of WR. SE (Opn), WRPC stated that as per
Hon’ble CERC order “..all revenues generated by PGCIL/WRLDC (out of its
share of 24%) through IPR by commercial exploitation of the project be
refunded to the fund, after retaining 25% thereof.” Therefore any revenue
arising from IPR shall be as per the directive of Hon’ble CERC and as such
requested the members to appraise their managements accordingly.
8) Real Time Data : It was recommended to extend the real time data to IIT-B
during development of software analytics period and IIT-B shall sign the Data
Non - Disclosure Agreement (NDA) with WRLDC ( on behalf of WRPC)
(B) Pertaining to BOQ Technical Points: 1) Reporting: After discussing latency of the applications proposed under this
project, it was decided that Data routing shall be as under: PMU or PMUs at a

location to substation PDC to State SLDC PDC to RLDC PDC and further
from RLDC PDC to all states SLDC PDC. If required, sub- station PDC may
also report to RLDC.
2) PMUs: The following points pertaining to PMUs were agreed:
(a) P Class PMUs shall be used in this project
(b) Considering possible unbalance in phases in power system operation in
applications (for example under faulted conditions) it was decided that the
PMU shall measure and report to PDCs the three phase (R-Y-B) currents
and (R-Y-B) voltages (in addition to positive sequence quantities).
(c) Each PMU typically measures at least two voltage inputs. So each bus
section voltage can be measured and this would be useful while analyzing
disturbances.
(d) It was decided to mention in the tender specifications the location, bay
diagrams and current measurements required bus-wise, rather than
specifying a PMU only with specific number of inputs for current or voltage.
3) PDCs: The following points pertaining to PDCs were agreed:
(a) PDC shall have upward scalability to cater to PMU growth in population.
(b) It was recommended to work out BOQ with an option of back up PDCs at
RLDC and SLDCs.
(c) At present as per earlier list of locations, at least 168 three phase currents
and at least 24 voltages were anticipated. With additional locations the
number of three phase current and voltage inputs will increase. The same
can be frozen for this project by 15th Dec 2011. It is estimated PDCs shall
have to handle at least 200 PMU input capacity.
4) User Terminals: It was clarified that there shall be one additional / separate
user terminal at each SLDC for PMU group/ Study Groups of the State on
similar lines as provided to WRPC at WRLDC employing Dual LAN structure.
Necessary block diagram and BOQ may be accordingly modified.
5) Requirement of terminal for CTU and NLDC was noted and recommended.
6) Number of staff required for Training requires to be enhanced than projected
at present.

7) Communication of PMU data using ULDC/PGCIL fiber optic network shall be
done and in case of non-availability of communication network or end
equipments, availability of communication network shall be arranged by
PGCIL for all locations in this project.
8) Based on the inputs received IIT-B shall estimate the requirement of servers'
specifications for their applications and data historian. Based on this cost
estimate shall be prepared.
(C)- Points requiring review due to changed scenario of consortium break-up. In the changed scenario, the following points shall require consideration while
approaching Hon’ble CERC by WRLDC.

convene meeting with WRPC WAMS group on 30.1.2012 to discuss the
BOQ/estimates submitted above. The outcome of same shall be appraised to
TCC/WRPC during meeting on 9.2.2012 and 10.2.2012.
TCC Discussion: TCC was appraised that based on the recommendations of
WAMS group the BOQ and the estimate of Rs 74.138 Crores (details at Annexure-
13) for the project was prepared by WRLDC and which was submitted to the WAMS
group and discussed by the group. In the meeting WRLDC intimated that the cost
would be around Rs 85.64 Crores including communication costs not accounted

earlier. TCC discussed the matter and had recommended that WRLDC shall require
to appraise Hon’ble CERC regarding the status of WAMS Project and the cost
estimates through a petition for directives in the matter.
WRPC Discussion:
WR Power Committee discussed the issue of WAMS implementation in the region
on the technical requirements worked out by the WAMS group. Upon appraisal to the
Committee on the basis of discussions in WAMS group and the TCC meetings on
above, GM WRLDC explained about the necessity to implement the system in view
of essential nature and complexities involved in day-to-day interconnected grid
operation and is highly advantageous in carrying out activities of monitoring and
analysis of the grid operation. He stated that with the consortium backing out,
estimates being gone much higher on account of additional requirements
recommended by the WAMS group, the funding for the full estimated amount from
PSDF may not be possible. Upon query by the Committee, WRLDC intimated that in
other regions the pilot WAMS facility is being implemented by the RLDCs through
CAPEX plan funds of concerned RLDCs.
The Committee on deliberations resolved that the implementation of the WAMS
facility in the region is an important technical requirement and should be
implemented. GM WRLDC upon query by the Committee intimated that the WRLDC
would be willing to implement the facility in Western Region on similar lines. The
Committee therefore further resolved that the WAMS system may be implemented
by WRLDC through CAPEX funds and upon suggestion by MPPTCL and other
members further resolved that in this implementation process by WRLDC there shall
be no duplication of the facility at any of the locations where WAMS systems would
have been already implemented.
WR Power Committee approved for implementing the WAMS Project in the region by WRLDC through WRLDC CAPEX fund on lines of the above decision of the Committee.

ITEM NO.14: RECONCILIATION OF UI AND REC ACCOUNTS WRLDC vide WRLDC/OS/15501/11 dated 14th Dec, 2011 (Copy enclosed at
Annexure-14) has intimated that WRLDC vide letter dated 4th October 2011 had
intimated all the constituents to reconcile the UI and REC accounts for the period
April’2011 to September’2011. All the details of payments/receipts for the said period

successful testing and commissioning, the first unit of 660MW of Sipat STPS Stage-I
was declared on Commercial operation w.e.f. 00:00Hrs of 01.10.2011. 17.2 M/s ACB (India) Limited vide letter ACBIL/CEA/11-12/1249 Dtd. 19.12.2011
have intimated that Unit-I of 2x135MW at Kasaipalli Korba has successfully been
commissioned on 13.12.2011.
17.3 Upon intimation received from them, Jindal Steel & power limited-DCPP has
declared the COD of unit-3 of 135MW at Dongamahua, Raigarh , Chhattisgarh on
01st Jan’2012.

ITEM No.18: DECLARATION OF TRANSMISSION ELEMENTS INTO
COMMERCIAL OPERATION BY PGCIL 18.1 PGCIL vide letter WR-II/VDR/COML/7515 dated 02.12.2011 (Copy enclosed
at Annexure- 18) intimated that in accordance with the decision taken during
meeting held on 5th Aug.2011 under the Chairmanship of Jt. Secretary (UMPP) MoP
(GoI), the contingency arrangement of 400 kV Mundra-Bachhau-Limbdi D/c
transmission line, i.e. from tapping point of 400 kV Bacchau-Vadavi D/c line to
Limbdi S/S under Mundra UMPP transmission system was charged successfully on
27.11.2011 and put into regular operation in WR, and the same is under commercial
operation w.e.f. 1st December 2011. Accordingly, the monthly transmission charges
of the above transmission element will be payable by all concerned from 1st Dec,
2011.
GETCO representative in 60th CCM had indicated that as the original scheme
comprises of Mundra-Limdi D/c which under contingency arrangement is changed to
Mundra-Bachau-Bunching point- Limdi resulting into a single circuit between
Bhachau to 400 kV Bachhau-Limbdi D/c section. In view of this being a temporary
arrangement line had suggested that the commercial operation should be considered
subsequent to 400 kV Bhachau-Mundra D/c section of 400 kV Mundra-Limbdi D/c
line gets ready.
18.2 PGCIL vide letter No. WRTS-I:COMM:NGP/1018 dated 01.11.2011 intimated
that ICT-III at Pune along with bays under WRSS-VI has been put into regular
operation in WR and the same will be under commercial operation w.e.f. 01st Nov
2011. Accordingly, the monthly transmission charges of this system will be payable
from 01st Nov 2011 by concerned DICs as per CERC (sharing of transmission
charges & losses) regulation 2010.
18.3 PGCIL vide letter No. WRTS-I:COMMl:NGP/1054 dated 01.12.2011 have
intimated that part of Korba-Birsinghpur TL (under WRSS-II Set “D”) from Korba
gantry to location No.176/0 has been commissioned successfully for according
temporary connectivity to M/s Vandana vidyut Ltd. Accordingly, the monthly

transmission charges of this part will be shared among M/s BALCO & M/s Vandana
vidyut Ltd. from 01st Dec.2011 till commissioning of remaining part of the line as per
agreement dtd.15th July 2011.
18.4 PGCIL vide letter No. WRTS-I:COMMl:NGP/1067 dated 02.01.2012 have
intimated that 400/220kV ICT-III at Wardha along with bays under WRSS-VI has
been put into regular operation in WR and the same will be under commercial
operation w.e.f.01st January 2012. Accordingly, the monthly transmission charges of
this system will be payable from 01st Jan 2012 by concerned DICs as per CERC
(sharing of transmission charges & losses) regulation 2010.
WRP Committee noted as above. ITEM No. 19: RENOVATION AND MODERNISATION OF WRPC OFFICE
BUILDING
The WR Power Committee was intimated that PGCIL vide letter No. WRTS-
I/ENGG/WRPC/2011/357 dated 5.12.2011 had informed that tendering for above
work is already in process & QR bids received by them were under evaluation.
PGCIL as per the decision in 18th WRPC meeting held on 1.10.2011 requested to
transfer available funds to POWERGRID for further action. In the 18th WRPC
meeting, it was decided that the available amount in R & M Fund may be transferred
to PGCIL who shall maintain a separate account and till R & M contract is finalized
and the funds be kept in a FDR, interest earned may also be credited to this R&M
fund after deduction of taxes at source etc. Subsequently PGCIL vide letter no.
WRTS-I/ENGG/WRPC/2011/382 dated 20.12.2011 provided the bank details for
transfer of amount to this account. In view of the above, WRPC Sectt. received
concurrence from Chairman WRPC in the recent past for transfer of amount
contributed by constituent members of WR sharing the expenditure on R&M work to
PGCIL. The transfer of amount to PGCIL is accordingly under process.
During TCC meeting held on 09.02.2012, PGCIL intimated that tendering for the
subject work had been initiated with publication of NIT in newspapers on 21.10.2011.
During the period of sale of Bid Documents, 05 (Five) parties had purchased the bid
documents. All the 05 (Five) bidders have submitted their bids before the last date

and time for submission of bids. The first envelope containing Integrity Pact of the 05
(Five) bidders was opened on schedule date i.e. on 05.12.2011. The envelopes
containing EMD of all the five bidders were opened on the scheduled date and time
on 05.12.2011 by the Bid Opening Committee. PGCIL added that In the Qualifying
requirement for the package the minimum financial position of bidder as well as the
minimum quantum of work to be executed by bidders has been stipulated. Since the
package involves renovation and interior works, the aesthetics and quality of work is
important. It is felt that this feature cannot be captured by review of completion
certificates/ Performance Reports. In view of this, it is felt appropriate that
assessment of quality of works executed by the qualified bidders may be carried out
by a separate committee. Also, it is recommended that the above mentioned
assessment committee may also look into the works executed by M/s C B & Sons
vis-à-vis scope of work of instant package to ascertain the capability of the bidder to
execute the instant work. ED WRTS-I, PGCIL requested to constitute a committee
deriving member from constituents member of WRPC.
Superintending Engineer (Comml, Admn and Services), WRPC, stated that views of
chairman of the subcommittee on R & M will be intimated during WRPC meeting.
During WRP Committee meeting, Superintending Engineer (Comml, Admn and
Services), WRPC, intimated that chairman of the subcommittee on R & M has
opined that a committee deriving member from constituents member of WRPC is not
required as the work is entrusted to PGCIL they may take decisions on the subject
as per the internal procedure/norms of PGCIL .
Chairman WRPC said that he was in agreement with the views of chairman of the
subcommittee on R & M and that PGCIL may go ahead as per internal norms of
PGCIL in this matter.

ITEM No. 23: PERFORMANCE OF WR GRID DURING SEPTEMBER 2011 TO DECEMBER 2011
23.1 SYSTEM PERFORMANCE Frequency: During months of September, October, November & December 2011, the grid
operated in the frequency range of 49.5 Hz to 50.2 Hz for 84.13 %, 75.65 %, 88.7%
and 82.72 % of time respectively. The frequency below 49.5 Hz were from 1.28% to
23.52 % of time during September to December 2011. In higher frequency regime,
system frequency remained above 50.20 Hz for 5.13 %, 0.80 %, 0.55 % and 0.76 %
of time respectively in September, October, November & December 2011. The
monthly average frequency was 49.84 Hz in September 2011, 49.65 Hz in October
2011, 49.73 Hz in November 2011 and 49.70 Hz in December 2011.
The number of occasions when instantaneous frequency touched 48.8 Hz in
September & October were 5 & 217 occasions, whereas it was nil in November &
December 2011. The detail of frequency profile for the months of September to
December 2011 is placed at Annexure-23.1(a).

Demand : The maximum unrestricted demand of Western Region was 41185 MW, 43409 MW,
43839 MW and 43737 MW in September, October, November & December 2011
respectively, as compared to 36023 MW, 40179 MW, 39589 and 41252 MW during
the same months last year respectively. The region faced capacity shortage in the
range of 6035 MW to 7475 MW (peak deficit of 13.90 to 17.09%) respectively during
these months. The per day energy requirement during September, October,
November & December 2011 was 701.22 MUs, 849.66 MUs, 918.96 MUs and
959.23 MUs respectively. The energy shortage was 55.26 MUs per day, 114.22 MUs
per day, 137.53 MUs per day and 137.8 MUs per day during these months. The
details of unrestricted peak demand, demand met and energy requirement and
availability are as furnished at Annexure-23.1 (b).
23.2 Voltage Profile 23.2 Overall voltage profile had been satisfactory during the period under review.
However, instances of low and high voltages beyond the IEGC specified operating
range were observed at some of the EHV sub-stations in the region. Minimum
voltage of 364 kV was noted on 11th November 2011 at 400 kV Jetpur substation.

Higher voltages in the range of 422 kV to 436kV were noted at Asoj, Kasor, Indore,
Dhule, Karad, Bhilai, Jetpur, Bina, Nagda, Itarsi, Khandwa and Gwalior substations.
To contain high voltages WRLDC resorted to opening of lightly loaded EHV lines on
certain days. The detail of voltages at important 400 kV and 765 kV sub-stations for
the months September 2011 to December 2011 is placed at Annexure- 23.2. In order
to control incidences of high voltages during low load periods, installation of reactors
at following locations as planned by various utilities is in the process as per following
schedule:

The timely commissioning of the above reactor is likely to help in smoothening of
high voltage profile.
23.3 AUFLS Performance. The month-wise details relating to performance of AUFLS scheme in Western
Region during the period September 2011 to December 2011 in terms of quantum of
load relief obtained and number of occasions the UFR operated is at Annexure-23.3.
ITEM No. 24: ANTICIPATED POWER SUPPLY POSITION IN WESTERN
REGION FOR THE PERIOD FROM JANUARY 2012 TO APRIL 2012
The anticipated power supply position in the region for the period from January 2012
to April 2012 is at Annexure-24. The period under consideration consist of winter
season and beginning of summer season. The demand during the month of January
& February will be less and will start increasing from March 2012. The anticipated
regional demand is likely to vary between 41740 MW to 42300 MW and the capacity

shortage will around 10.50 %. In terms of energy, the unrestricted requirement is
expected to range from 26580 MUs to 28400 MUs with regional energy deficit of the
order of 6.5 % to 10.0 %. The anticipated Peak demand shortage of 130 to 750 MW
in Gujarat, 200 to 350 MW in Chhattisgarh, 4660 to 5025 MW in Maharashtra, 840 to
1050 MW in Madhya Pradesh, 20 to 40 MW in Goa, 10 to 30 MW in DD & 20 MW to
40 MW in DNH is likely to prevail.
WRP Committee noted as above. ITEM No. 25: OTHER OPERATIONAL ITEMS: 25.1.1 Capacity Building Proposals using REC Funds WRLDC proposed following capacity building proposals using REC funds:
(A) Workshops on Subjects of Contemporary Importance In 430th OCCM, WRLDC stated that there is a need to provide awareness in the
subjects of contemporary importance to engineers of power system utilities of
constituents of WR was discussed and the same can be accomplished through
funding from REC pool fund. It was therefore proposed to conduct workshops in the
following manner:
a) It is proposed to conduct five workshops (in constituent States) and one at
Mumbai. WRLDC vide letter no WRLDC/OS/1517/12 dated 23.01.12
intimated that as per present costing the approximate budget would be about
7.5 lakhs per workshop and total cost will be around 45 lakhs. The broad
subject titles were identified for coverage in the proposed workshops:

iv) Security & reliability
v) Renewable

(B) Workshops on Black Start and recovery Procedure: In the 430th OCC meeting, Black Start of Power systems was discussed. With
the rapid expansion of the New Grid in terms of capacity and network addition, it
is essential that available blackstart and restoration facilities be reviewed
periodically and restoration procedures updated in consultation with beneficiary
constituents and generators and transmission licensees.
Further conducting workshops on Restoration procedures and Black start
facilities with an objective of regular review of the procedure and familiarization
for SLDC operators, generators and other licensees is one of the functions to be
discharged by RLDCs and also mandated in IEGC.
The OCC proposed to conduct eight workshops in the constituent states and
one each for NTPC, ISP, SSP & WRPC/WRLDC. WRLDC vide letter no
WRLDC/OS/1517/12 dated 23.01.12 have intimated that the present cost for
each workshop is estimated as Rs. 2 lakhs and the total cost will be around
Rs.16 lakhs (based on similar workshops conducted in ER & other regions)
The committee discussed and recommended that the above workshops can be
conducted for the benefit of the system engineers and funding may be met from
REC Pool fund and the same may be put up to WR Power Committee for
approval.
In TCC meeting the above proposals were discussed and TCC recommended the same. WRP Committee approved as per the TCC recommendations above.

(C) Status of REC pool account
WRLDC intimated vide letter no WRLDC/OS/1517/12 dated 23.01.12, the REC pool
status as on 20th Jan 2012 is enclosed at Annexure-25.1.1(C). As per the status total
payable to the pool account by entities like MPPTCL, GOA, D&D and DNH amounts
to Rs. 1.82Crs. Total receivable from the pool by CSPDCL, GECTCO and MSEDCL
is Rs.1.37Crs. If the payable entities pay the amount to pool account, the REC pool
account will have a net balance of Rs. 45 lakhs. It is requested that all the entities
who are payable to REC pool account may take necessary action in this regard so
that the surplus funds can be utilized as mentioned above.
As per clause 4.C of the Hon’ble CERC’s order dated 27th Sep 2010, in the matter
of “utilization of RLDC Reactive Energy Charge component of PSDF for the purpose
of Capacity building”

Capacity building proposals in a region up to a limit of Rs.2 Crs. Per year or 30% of
the outstanding balance as at the beginning of the financial year, whichever is less
will require only approval of respective RPC and the proposals beyond this limit will
require approval of commission through PSDF managing committee.”
Unquote
Rs. 60 lakh from REC Pool A/C (30% of Rs.200 lakh balance available in 2010-
2011) was transferred to PSDF in March 2011 as approved programme was not
available at that time. Since it is the balance in the REC Pool A/C after settling the
payments, it has been suggested by WRLDC that a request can be made to the
PSDF Management Committee to make funds available in the REC in view of the
WRPC approved program. Expenditure Rs. 15 lakhs can be further utilized for
conducting capacity building with the approval of WRPC upto Rs.15 lakhs in FY
2012-13 in case payment made by the payable constituents.
Accordingly, WRLDC have requested that in-principle approval of the WR Power
Committee for the above workshops may be accorded so that funds for both the
years can be utilized for capacity building exercises.

In the TCC meeting, the Committee noted the above and recommended the proposal
of WRLDC and suggested that the same may be implemented when the funds are
available with WRLDC in the REC fund on permissible limit.
WRP Committee discussed and approved as per the recommendations of TCC above. 25.1.2 Utilization of PSDF funds for WR project. WRLDC, vide letter WRLDC/OS/1517/12 dated 23.01.12, have proposed the
following two schemes in Western Region to be funded from PSDF .
1. Voltage collapse prediction Relay.: With growing size and complexity of
the grid, stability aspects of integrated grid are of utmost importance. The
issue of voltage collapse prediction relay as a technological innovation is of
utmost importance to initiate actions and to understand the inherent
instabilities in the network. ERPC also approved ten such relays for funding
through PSDF.
A brief description of necessity of these relays is enclosed at Annex-25.1.2.
The approximate cost of each relay works out to be Rs.5Lakhs. WRLDC
proposed to install 10 such relays at strategic locations in WR. The total
estimated cost is worked out to Rs.50 Lakhs.
WRPC may also approve for deploying these relays in Western Region so
that WRLDC can take up with PSDF for funding.
It may also be mentioned that the above proposal was taken up in 107th PCM
of WRPC and PCM of WRPC also approved the above for installing in WR
through PSDF Fund.
TCC recommended the above for procurement under PSDF. WRP Committee approved the recommendation of TCC.
2. Video conference/calling facilities: The requirement of interaction among
SLDCs and RLDC and NLDC has increased multifold and many a times, the
meetings are not possible due to paucity of time and travels are not feasible.
This could easily be handled by installation of Video Conferencing facilities.

Already WRLDC and NLDC are using these facilities extensively for closer
interaction and the facilities are found to be effective. Similar systems are
proposed across RLDC- SLDCs and WRPC. This scheme involves
procurement of VC equipment at control centres and 2MBPS links across
WRLDC & SLDCs. The funds requirement of Rs. 9 lacs per site totaling to 45
lacs for the VC equipment. The links of 2MBPS between WRLDC and SLDCs
and WRPC would be availed from Powergrid Telecom at an approximate rate
of Rs.2,12,500/- per link per annum. Thus the total funds requirements would
be 45lacs for equipment and O&M costs would be typically 15% i.e. around
7.5 lacs. The links would be at around 15 lacs per annum. Thus the total
budget requirement would be 45 lacs one-time and 22 lacs annual recurring
initially and after the commissioning of Master Communication Plan in WR,
the links costs would be included in the O&M expenses of Master
Communication network.
Accordingly, WRLDC needs in-principle approval of the WR Power Committee for
the above locations so that the complete proposal along with cost estimation could
be forwarded to Managing Committee of PSDF.
TCC recommended the above for procurement under PSDF. WRP Committee approved the recommendation of TCC. 25.2 Reactive capability testing of generators Generator reactive capability is a necessity for maintaining system voltage and
providing appropriate dynamic reserves for ensuring reliability of service. Since this
reactive capability of generators requires testing & validation in a uniform manner, it
was proposed by WRLDC in 429th OCCM of WRPC to all WR constituents / utilities,
to furnish a comprehensive program for reactive capability testing of their generating
units. All generators connected to 400 KV grid are encouraged to carry out reactive
capability testing – at least three in a month based on the schedule approved by
OCM. A write up on Reactive capability testing of generators was circulated to OCC
members.

During the OCC the members discussed and initially the following generators
(preferably connected to 400 kV or catering to reactive power loads) were proposed
for Reactive Capability Testing:
NTPC: One 210 MW and /or one 500 MW unit at VSTPS
MPPTCL: SGTPC 500 MW unit
MSPGCL: SE(LD) stated that they shall furnish one location in discussion with
MSPGCL
CSPGCL: Korba(W) one unit
GETCO: Shall discuss the issue and inform WRPC.
In the TCC meeting the Committee noted as above. Further in the TCC meeting
WRLDC Intimated that during testing of reactive power capability of the generators,
schedule of generation would be taken as actual injection.
WRPC Committee concurred to above. 25.3 Automatic Under frequency relay operation: In the 429th OCC the operation of AULFS on 10.10.2011 when frequency touched
48.6 Hz , the second stage of defense, was discussed. It is to be noted that the relief
obtained was not adequate. Defense mechanism is expected to provide grid security
and ensure load relief to commensurate with fall of frequency as recommended
under UFLS scheme in Western Region which envisages a total relief of 960 MW at
frequency of 48.8 Hz and 48.6 Hz. Although the Committee noted about the quantum
of Load relief obtained from various constituent states but frequency response did
not pick up as expected.
The Committee felt that as the frequency improvement response is dependent upon
the successful operation of AUFLS relays in the entire NEW grid and the quantum of
load relief obtained from AUFLS relays in other parts of NEW grid during the above
instances also requires to be known so as to ascertain precisely the effectiveness in
frequency improvement and that review of the settings of AUFLS for NEW grid
requires to be done in a uniform manner, as since the last review the pattern of inter-
regional power flow has now changed under the current power scenario. It was
requested that the WR constituents would however ensure that load relief earmarked

to them in different stages of under frequency conditions for Western regional part
takes place in the full quantum. The SLDCs were also requested to look into the
instances whenever full quantum of relief ear-marked for their system could not take
place and analyse the reasons so as to take immediate corrective measures to
achieve expected load relief through AUFLS at any instance of time and would revert
back on the corrective steps taken by them in this regard.
In view of above it is felt by all members of the Committee that it is absolutely
essential that the required load relief through defense mechanism requires to be
ensured so that it is possible to maintain security of the interconnected NEW grid at
all times.
WRPC Committee noted as above. 25.4 Annual Load Generation Balance for the year 2012-13
A meeting of LGBR group was held on 30th November, 2011 at WRPC, Mumbai. The
group finalized the tentative outage Programme of major thermal units for the Year
2012-13. The same was sent to CEA for finalizing annual generating target for the Year
2012-13 & uploaded at WRPC website.
A meeting in finalizing the generation target in respect of various generating units
including IPPs for the year 2012-13 was organized by CEA on 11.01.2012. It was
requested that IPPs expected to commence delivering of power in WR grid during year
2012-13 may furnish month wise generation for intimation to CEA for further needful.
Regarding the Annual LGBR for 2012-13 based on data received so far WRPC,
preparation of draft Annual LGBR is under progress.
Chairman, WRPC suggested the while working out anticipated demand/requirement
the factors affecting climatic changes anticipated during the period may also be
considered for working out more accurate forecast picture of the demand.

26: PROCEDURE FOR IMPLEMENTATION OF MECHANISM OF RENEWABLE
REGULATORY FUND: In the 18th WRPC Meeting, it was intimated that matter regarding procedural action
plan for implementation of the mechanism of Renewable Regulatory Fund (RRF)
State SLDCs were requested by WRLDC for seeking necessary information / data
concerning wind farms/solar plants in their states in the required formats. As per the
order, the RRF procedure is to be implemented w.e.f. 1st Jan’ 2012, and directed
NLDC to arrange for mock exercise as per detailed procedure w.e.f. 1st July 2011. As
per the said order the action plan to be taken at SLDC level are as follows:
1. As per clause 2.1 (a)/(b) wind farms with capacity 10MW & above and
connected to 33kV level & above and solar generating plants with capacity 5
MW and above and connected to 33 kV level & above required to submit the
declaration to concerned State Load Despatch Centre (SLDC) which in turn
would submit the same to the concerned Regional Load Despatch Centre
(RLDC), Regional Power Committee (RPC) and National Load Despatch
Centre (NLDC), regarding whether they are connected to the transmission or
distribution system, and have not signed any PPA with states / UTs / DVC or
others as on 3rd May 2010.
2. As per clause 3.2, wind farms / Solar energy generators, which are intra state
entities shall furnish the details of contracts along with contracted price to the
concerned SLDC which in turn would submit the same to RPC/RLDC.
3. As per clause 3.3, Special Energy meters (SEMs) shall be installed by State
Transmission Utility (STU) for and at the cost of intra state entities.
4. As per clause 3.6, the concerned SLDC will be responsible for checking that
there is no gaming done by the renewable generators in order to make an
undue commercial gain.
5. As per clause 8.2 SLDCs of the state / UTs / DVC, in which the wind farm /
solar generator is located shall provide the 15 minute block wise data of
schedule and actual generation from wind farm / solar generation as recorded
in the SEMs to the concerned RLDC and NLDC on weekly basis.

6. As per Clause 6.5.23 of IEGC, forecasting data for wind and solar generation
is to be furnished to the concerned SLDC / RLDC and RPC. SLDCs are
requested to arrange for the same to facilitate the above mock exercise.
7. The SLDCs were requested to identify a nodal officer for their organization for
coordinating on the above matters.
8. The relevant formats to be filled at SLDC end were provided which also form
part of the above order.
WR Power Committee in the 18th WRPC meeting had noted as above and requested
that States wherever wind farms/ solar plants are located to make the required details
concerning these plants available as detailed above to SLDC/NLDC/RLDC/RPC in the
specified formats.
WRLDC had informed that they had organized the workshop on the subject on
14.10.2011 at WRPC office wherein the issues such as installation of SEMs, wind
forecasting, methodology of scheduling etc. would be clarified.
The workshop organized by NLDC was held on 14.10.2011 at WRPC office in Mumbai
which was attended by the State utilities of Western Region, and wind and solar
generator utilities wherein the mechanism for RRF operation was presented in detail in
the workshop and queries on various points were clarified therein by the NLDC.
As RRF mechanism is scheduled to be implemented for wind and solar generators
w.e.f 1.1.2012, it was essential to discuss the matter of implementation of RRF
mechanism as per the procedure directed vide CERC order for solar and wind
generators and proceed with region as a whole. In this regard a meeting-cum-
workshop on implementation of RRF mechanism was organized by NLDC on
13.01.2012. The State utilities and other utilities having solar and wind generators
eligible for being included under RRF had therein been requested to furnish
necessary details of PPAs signed, metering details, SEMs data, details of contracts
and status on provision of necessary DAS facility and forecasting tools. In Western
Region, States of Gujarat, MP and Maharashtra intimated about having tied up
capacity under RRF for solar and wind generation as follows:

Gujarat: Solar 150 MW, Wind 975 MW,
Madhya Pradesh: Wind 83.4 MW and
Maharashtra : Wind 45 MW.
The utilities were requested to fulfill other requirements indicated above and furnish
necessary data on contract details, schedule and actual generation to SLDC, NLDC,
RLDC / RPC for commencing the mock exercise and implementation of RRF
mechanism as per the procedure for RRF mechanism. In the TCC meeting, WRLDC representative said that RRF is to cover all eligible
solar and wind generators which do not have any PPAs signed as on cut-off date
(3.5.2010). To a query by WRLDC, Goa, DD&DNH intimated that there is no wind or
solar generators in their systems.
WRPC Committee noted as above. ITEM NO. 27. TRANSMISSION SYSTEM PROPOSALS DISCUSSED AND AGREED IN THE 33RD STANDING COMMITTEE MEETING ON POWER SYSTEM PLANNING FOR WESTERN REGION HELD ON 21.10.2011 AND AGENDA POINTS BY PGCIL.
A) Proposal of UT of Dadra and Nagar Haveli for establishment of 220/66 kV 2X160 MVA Vagchipa.
UT of DNH has proposed to establish a 220/66 kV, 2X160 MVA Vagchipa /
Dadra substation by LILO of both circuit of 220 kV Vapi-Khadoli D/C line. Since 220
kV Vapi- Khadoli D/C line is an inter-state transmission line, DNH has requested the
concurrence of the WR constituents. DNH has informed that by 2013-14 the
anticipated load at Vagchipa / Dadra would be around 200MW as a lot of industrial
growth is taking place in that area. After deliberation, the proposal of DNH was
agreed and is to be implemented by DNH.
WRPC Committee noted as above. B) Proposal for establishment of GIS substations at Betul and Vataman

The establishment of 2X315 MVA, 400/220kV substation at Betul was agreed as a
part of transmission system of Mauda Stage-II (1320 MW) and it was also agreed
that in case of difficulty in getting land for substation at Betul, POWERGRID may
implement this substation as GIS. Similarly establishment of 2 X 500MVA,
400/220kV substation at Vataman was agreed as a part of transmission system
associated with 3960 (6X660) MW Chhattisgarh UMPP. PGCIL had intimated that
while exploring the land for establishment of Vataman and Betul 400 kV substation,
they found that only 12 – 15 acre of Govt. land was available as against the
requirement of about 30- 40 acres for setting 400 kV AIS. Further, in view of
requirement of large piece of private land, its acquisition problem and high cost of
land, POWERGRID have proposed that 400/220kV substation at Betul as well as
Vataman may be developed as GIS. After further deliberation, the members agreed
for establishing 400/220kV substations at Betul and Vataman as GIS as a part of
Mauda-II and Chhattisgarh UMPP transmission system respectively.
WRPC Committee noted as above. C) Interconnection of Vindhyachal Stage –IV (2X500 MW) generation project with existing stage-III switchyard In the 32nd meeting of Standing Committee of WR, an interim arrangement for
evacuation of power from Vindhyachal-IV (2X500MW) generation project was agreed
due to non availability of associated transmission system in the matching time frame
of Vindhyachal-IV generation project. The interim arrangement involves bunching of
Vindhyachal Pooling Station-Sasan 400 kV D/C line and interconnecting it with
Vindhyachal-IV at one end, bypassing Vindhyachal Pooling Station and
interconnecting with Sasan at the other end. The interim arrangement would utilize
the transmission system associated with Sasan UMPP from Sasan onwards. The
interim arrangement would have provided only one outlet from Vindhyachal-IV and in
the event of outage of the interim arrangement the power from Vindhyachal-IV would
have bottled up. Therefore, in the previous meeting, it was decided to study the
interconnection of Vindhyachal-IV with Vindhyachal-III to improve the reliability of
power evacuation from Vindhyachal-IV.
The system studies carried out after interconnecting Vindhyachal-IV with
Vindhyachal-III indicate normal loading in the event of outage of the interim

arrangement. However, the event of double contingency i.e. non-availability of
interim arrangement and outage of one of the circuit of Vindhyachal-Satna 400 kV
D/C line may cause overloading of other lines. In that case M/s NTPC shall have to
back down generation from Vindhyachal-IV as per the instruction from regional load
dispatch centre.
POWERGRID stated that for charging Satna-Bina 765 kV S/C line at 400 kV voltage
level, 125 MVAR line reactor would be required at Bina and the same would be
arranged from other location. It was also informed that charging of Sasan-Satna-
Bina 765kV line shall be at 400kV level as an interim arrangement. The Bina-Gwalior
765 kV lines shall also remain charged at 400kV level.
NTPC representative intimated that the interconnection of Vindhyachal-IV STPP 400
kV bus with the existing Vindhyachal-III STPP 400 kV bus would be implemented by
them through a 400 kV D/C line of about 4 km length.
After further deliberations, the interconnection of Vindhyachal-IV STPP 400 kV bus
with the existing Vindhyachal-III STPP 400 kV along with 1x125 MVAR reactor at
Bina end was agreed as an interim arrangement was agreed till the commissioning
of Vindhyachal-IV transmission system.
NTPC during WRPC meeting stated that Standing Committee decision that “M/s
NTPC shall have to back down generation from Vindhyachal-IV as per the instruction
from regional load dispatch Centre for the interim –arrangement” was not agreeable
by NTPC.
In the WRPC meeting, the Committee observed that the Standing Committee
members also include NTPC representation and had taken decision during
discussion therein and suggested that matter may therefore be presented by NTPC,
in this regard in the next Standing Committee.
D) Interim arrangement for charging of 765kV Bina - Indore(PG) S/c line at 400kV level along with 400kV Indore(PG) – Indore(MPPTCL) D/c line as part of Regional System strengthening in WR for Sasan UMPP
Minutes of 19th WRPC meeting held at Navi Mumbai on 10.02.2012
The following transmission system has been agreed as part of Regional System
strengthening in WR for Sasan UMPP and the same is being implemented by
Powergrid:
(i) Bina(PG)-Indore 765 kV S/c.
(ii) New 765/400 kV, 2x1500 MVA S/s at Indore
(iii) Indore(PG)-Indore 400 kV D/c (quad)
(iv) Upgrading Bina and Gwalior S/s to 765 kV: 2x1000 MVA 765/400 kV at Bina and
2x1500 MVA 765/400 kV at Gwalior.
POWERGRID has informed that the Bina – Indore (PG) 765kV S/C and Indore (PG)
- Indore (MPPTCL) 400kV D/C lines would be ready for commissioning by
Nov’11/Dec’11, whereas commissioning of 765kV Indore (PG) substation would be
delayed. POWERGRID has proposed the following interim arrangement to facilitate
transfer of power to Madhya Pradesh :
(i) Charging of 765kV Bina – Indore (PG) S/c line at 400kV level with direct
termination at Indore (MPPTCL) by bypassing Indore (PG) through the 400kV Indore
(PG) – Indore (MPPTCL) D/c line.
(ii) Interconnection of the Bina - Indore(PG) 765 kV S/c line charged at 400kV level
at Bina end by using 420 kV, 63 MVAR bus reactor bay at Bina and using the bus
reactor as line reactor.
(iii) Provision of one 400kV, 80MVAR / 125MVAR line reactor (to be arranged
suitably) at Indore (MPPTCL) end to facilitate smooth charging of the line.
Implementation of the above interim arrangement as well as termination of 765kV
line at 400kV bus at Bina along with bypassing at Indore(PG), requires installation of
400kV CVTs for the reactor terminal at Bina S/s and other equipments including line
reactor at Indore (MPPTCL) end.
MPPTCL representative stated that they are facing over voltage problem at Indore
and charging of this line may aggravate the over voltage problem especially during
light load condition the excessive voltage may cause damages to the equipments.
CEA representative stated that to contain the over voltages with in permissible limits,
operational measures such as switching off 400 kV lines, bringing in bus reactors
into service etc, were being resorted and to mitigate over voltage problem, adequate
reactive compensation is also being planned.

POWERGRID stated that for dispersal of power beyond Bina, charging of Bina –
Indore 765 kV line at 400 kV level would be through a 63 MVAR line reactor at Bina
end and a 125 MVAR line reactor at Indore (MPPTCL) end.
After further deliberations, members agreed to the above proposal.

E) MPPTCL proposal of LILO of one ckt. of Khandwa – Rajgarh 400 kV D/C line at their proposed 400kV Chhegaon substation. The LILO of one circuit of Khandwa-Rajgarh 400 kV D/c line at proposed 400kV
Chhegaon substation of MPPTCL was agreed in principle in the 32nd meeting of
Standing Committee of Power System Planning in WR, for improving the reliability of
evacuation of power from Malwa TPS. It was also agreed that the proposal would be
confirmed after joint study by CEA, PGCIL and MPPTCL. Subsequently, Load flow
studies were carried out in the time frame of 2012-13 considering following
transmission system associated with Malwa TPS (1200 MW):
(i) Malwa TPS - Pithampur 400kV D/c line.
(ii) Malwa TPS - Julwania 400kV D/c one ckt via Chhegaon
(iii) Malwa TPS - Chhegaon 220 kV D/C line.
(iv) Pithampur400 – Pithampur 220 kV D/C interconnector.
(v) LILO of both ckt of Nimrani- Julwania 220 kV D/C line at Julwania 400 kV
substation.
(vi) 1X315 MVA, 400/220 kV substation at Chhegaon, 2X315 MVA, 400/220 kV
substation
at Julwania and 2X315 MVA, 400/220 kV substation at Pithampur, 2X315 MVA,
400/220 kV transformer at Malwa generation switchyard. The studies indicate normal
loading on the lines.
After deliberations, the proposal of MPPTCL of LILO of one ckt. of Khandwa –
Rajgarh 400 kV D/C line at proposed 400kV Chhegaon (MPPTCL) substation was
agreed along with provision of 125 MVAR bus reactor at Chhegaon by MPPTCL.

F) CSPTCL proposal of LILO of 400kV S/c line between Raipur (PG) and Khedamera (Bhilai) S/c at proposed Raipur (Raita) 400kV substation.

CSPTCL proposal of LILO of 400kV Raipur – Khedamera line at their proposed
Raipur (Raita) 400kV substation was discussed in the 32nd meeting of Standing
Committee of Power System Planning in WR to improve the reliability of evacuation
of power from Marwa (2x500 MW) TPS. It was decided in the meeting that studies
would be carried out considering additional transmission elements planned by
CSPTCL from Raita sub-station. System studies had been carried out by
POWERGRID considering following transmission elements for evacuation of power
from Marwa (2X500 MW) TPS for 2012-13 time frame:
(i) Marwa STPP- Raita (Raipur) 400kV D/c
(ii) Raita – Jagdalpur 400 kV D/c
(iii) Raita – Khedemara(Bhilai) 400 kV D/c
(iv) LILO of 400kV Korba(W)- Khedamara one ckt at Marwa
(v) Marwa – Baneri 220kV D/c line
(vi) 400/220kV, 1x315 MVA transformer at Marwa generation switchyard
(vii) Establishment of 400/220 kV, 2x315 MVA S/s at Raita, Jagdalpur
The studies carried out indicate normal loading on 400 kV lines.
After deliberations, the proposal of CSPTCL was agreed along provision of 125
MVAR bus reactor at Raita and switchable line reactors in both circuits of Raita –
Jagdalpur 400 kV D/C line at Jagdalpur end by CSPTCL.

G) Provision of 1x315 MVA ICT for reliable auxiliary power supply at HVDC back to- back station at Bhadrawati. POWERGRID has informed that at present the auxiliary power supply to the HVDC
back-to-back station at Bhadrawati was fed through two number 33 kV dedicated
feeders of MSEDCL (one from 220 kV Warora Sub-station and the other from 220 kV
MIDC Sub-station). However frequent tripping of 33 kV feeders and poor quality of
power supply from MSEDCL has been affecting smooth operation of HVDC Back-to-
Back Station. For reliable auxiliary power supply at Bhadrawati, POWRGRID has
proposed provision of 1x315 MVA ICT (along with 220kV line bays) at Bhadrawati.
The tertiary of the 315 MVA ICT would be utilized for supply of reliable auxiliary
power supply to HVDC back-to-back station at Bhadrawati and the two nos. of 220
kV line bays could be utilized by MSETCL for drawl of power.

MSETCL representative stated they have taken up the issue with MSEDCL for
provision of reliable power supply to Bhadrawati HVDC back to back station.
Member (Power System), CEA stated that the issue can be discussed afresh in the
standing committee and subsequently can be taken up in the WRPC meeting.
The issue was further deliberated and keeping in view high utilization factor HVDC
back-to back station at Bhadrawati and large no. of instances of auxiliary power
supply failures, provision of 1x315 MVA ICT along with 2 nos. 220kV line bays for
reliable auxiliary power supply at HVDC back-to-back station at Bhadrawati was
agreed by the members.
It was also agreed that in case of space constraint, GIS shall be considered for 400
kV & 220kV bays. Further proposal being strengthening of existing system, it was
agreed that scheme shall be implemented by POWERGRID as system strengthening
scheme.

H) Provision of Line Reactor at Solapur (PG) for 400kV Solapur (PG) - Karad S/c line. 2x315MVA, 400/220kV Solapur (PG) S/s has been established through LILO of
Solapur (MSETCL)–Karad (MSETCL) 400kV S/c line as a part of WR System
strengthening scheme-II. After establishment of LILO, the length of 400kV Karad
(MSETCL) – Solapur (PG) & Solapur (PG) – Solapur (MSETCL) section has
increased to about 300km and 178km respectively. In view of the increased length of
400kV Solapur (PG)-Karad section, POWERGRID has proposed provision of
1x80MVAR switchable line reactor at Solapur (PG) end for Solapur(PG)-Karad
400kV line as a regional system strengthening scheme.
The proposal was agreed by the members for implementation by POWERGRID as
system strengthening scheme.

I) Provision of additional spare converter transformers for HVDC back to back station at Chandrapur (Bhadrawati).

POWERGRID representative informed that Pole-I of HVDC Back-to-Back (BTB)
station (2x500MW) at Bhadrawati was commissioned in Oct. 97 and Pole-II in March
98. The Bhadrawati BTB was planned for exchange of power between WR and SR
during contingency conditions. Recently the BTB is being used as power evacuation
corridor with utilization factor of more than 93 % during 2011. The high utilization of
the BTB and frequent change of power order causes enormous stress on converter
transformers due to frequent operation of on load tap changer. This has bearing on
the life of converter transformers. At present there are 12 no. converter transformers
(6 for each pole) and only one spare converter transformer is available at
Bhadrawati. Further, these converter transformers are off shore manufactured items.
Any multiple failures of converter transformers may result in long outage of the pole
and restrict the power transfer capability through this BTB to 500 MW. In view of
such high capacity utilization of HVDC BTB at Bhadrawati, it is proposed to have one
spare Converter Transformer for each pole at each regional bus i.e., total three nos.
of single phase converter transformers. The estimated cost of one single phase
Converter Transformers is Rs.12 Crores.
After further deliberations, members agreed to the proposal of providing one (1)
spare converter transformer for each pole at each WR and SR bus. As one spare
converter transformer is already provided, accordingly, it was decided that
POWERGRID shall implement provision of three (3) additional spare converter
transformers at HVDC BTB at Bhadrawati as system strengthening scheme.
WRPC Committee noted as above. J) High Voltage Studies of Western Region Grid.
During 33rd Standing Committee meeting on Power System Planning in Western
Region, provision of 125 MVAR (fixed) Reactors each at POWERGRID substations
at Jabalpur, Khandwa, Shujalpur, Bhatapara, Raigarh, Aurangabad and 125 MVAR
(fixed) reactors at GETCO substations of Ranchodpura, Varsana, Rajkot, and Amreli
sub-stations of POWERGRID was approved. The reactive compensation provision in
STU sub-stations would be implemented by respective STUs and in ISTS sub-
stations would be implemented by POWEGRID. Variable reactive compensation
150 MVAR at Parli(PG) and Pirana(PG) and SVC of +200/-150 MVAR at Indore(PG)
were proposed. It was also decided during the meeting that WRPC along with WR

constituents would carry out study to assess the additional reactive compensation
including sizing of dynamic compensation required for which POWERGRID would
furnish the required load flow data.
In the TCC meeting, based on real-time observations WRLDC proposed additional
locations for consideration by the Standing Committee at Akola, Wardha, Bhadravati,
Raipur as there is frequent prevalence of high voltage profile at the above
substations. TCC suggested that the above observation may be examined by the
Standing Committee of CEA on PSP about the additional requirement.

K) Hindustan Electricity Generation Company Pvt. Ltd. (HEGCPL) PGCIL vide letter No. C/OS/WRPC-19th/ dated 19.1.2012 requested to include
following in the agenda to discuss:
M/s Hindustan Electricity Generation Company Pvt. Ltd (HEGCPL) had applied for
LTA of its 1137MW Gas based generation project (3x379MW) near Village/Town:
Navlakh – Umbre, Dist - Pune, in Maharashtra as per the CERC Regulations, 2009.
LTA was sought for 25 years from March’14. The target beneficiaries were indicated
as ER (700MW) and SR (300MW).
The application was discussed in the 15th WR Constituent Meeting regarding
Connectivity/Open Access application on 21st October, 2011. In view of the project
progress, LTA for only one unit of 379MW of the generation project was agreed with
target beneficiaries in SR/ER (SR-114MW, ER-265MW) with following system
strengthening.
(i) Transmission system strengthening in SR-WR tr. corridor (to be shared with IPPs in SR & WR) – to be implemented by POWERGRID
• Narendra (GIS) – Kolhapur (GIS) 765 kV D/c line (initially to be
operated at 400 kV) [subsequently to be upgraded at 765 kV]
• LILO of both circuits of existing Kolhapur – Mapusa 400 kV D/c line at
Kolhapur (new)
• Narendra (GIS) – Narendra (existing) 400 kV D/c Quad line

PGCIL vide above letter have intimated that now, M/s HEGCPL vide letter ref
HEGCPL/HO/PGCIL/LTA/11 dated 28 Nov, 2011 have requested to modify
beneficiary for full LTA quantum of 379MW power to ER, since they have
signed PPA with West Bengal. Accordingly, it is proposed to change the
beneficiaries for full quantum of LTA (379MW) to ER for M/s HEGCPL.

Committee in place of erstwhile Western Regional Electricity Board.

2012-13. CMDs of Maharashtra State Power Companies may decide membership
among them and intimate the nomination thereof for the Chairmanship of WRPC for
the year 2012-13 among the three state power companies of the Maharashtra State.

Mtg/2011/11313 dated 15.12.2011 for comments. The minutes of meeting and draft
CBR(Conduct of Business Rule) of NPC discussed and finalized are also enclosed
at Annexure-29.1. In this regard, MPPTradco vide letter No. 05-01/86 dated
11.1.2012 (Copy at Annexure-29.2) received have proposed for consideration of
following for inclusion in the CBR of NPC i.e. the functions of NPC to include “ to
resolve interstate issue/disputes among the constituents of different RPCs.”
Comments received from Mahavitran vide letter dated CE/PP/NPC/3484 dated
