Physical Security: Bachelor Housing Overview:
The Marine Corps Physical Security Program must receive
attention from all echelons within the Chain of Command.
Emphasis is placed on the Commander and Commanding
Officer’s (CO) responsibility to ensure that the command
security posture is accurately and consistently addressed and
resources are afforded to execute and support these
programs. Marines, Sailors, and civilian employees will be
actively involved and vigilant in the security of United States
(U.S.) Government and Marine Corps personnel and property.
Commanders will develop and maintain an operational
capability to present and preserve a sound, secure physical
security posture throughout their areas of responsibility
(AOR). Crime Prevention is a responsibility that requires
planning, support, awareness, and participation.
Missing, Lost, Stolen, and Recovered (MLSR)
Preparation Guide Reporting Procedures:
1. An INITIAL report will be submitted as soon as a loss or
recovery of a sensitive item is discovered, not to exceed
48 hours. The fact can be established by discovery of an
incident, receipt of a loss claim, completion of an
inventory, or by any other means.
2. A FINAL report will not be submitted until completion of all
appropriate financial, administrative, investigative, survey,
and disciplinary action.
3. A SUPPLEMENTAL report may be submitted to provide
any additional pertinent information whenever a FINAL
report has previously been submitted.
4. Questions and concerns can be addressed to the Provost

The Bachelor Housing Office oversees the management
of the Bachelor Enlisted Quarters (BEQs) for permanent
personnel stationed aboard Marine Corps Installations
West- Marine Corps Base, Camp Pendleton. There are
over 200 BEQs aboard Camp Pendleton. The BEQs are
spread throughout 14 camps ranging from the southern
end (San Diego County) to the northern end (Orange
County) of the base.

1341. Our facility is 14 miles from Camp Pendleton's main
gate, straight on Vandergrift Blvd. for 8 miles, right on
Rattlesnake Canyon Rd., right at fire station (Vandergrift
Blvd), right on 13th Street, left on A Street, right into
parking lot. We are open for business Monday –Friday
from 0700-1630 (with the exception of Federal Holidays).

PROCESSING PROCEDURES FOR BAH REQUEST:
1. In an effort to expedite and properly process Basic Allowance for
Housing (BAH) Without Dependents packages, Billeting-Bachelor
Housing will be adopt the following changes effective immediately!
2. All BAH Without Dependents packages presented to the
Bachelor Housing Branch must have the following enclosures at a
minimum:
(a) Standard AA Form (NAVMC 10274). Signed and dated.
(b) Current and correct "orders“ referenced. Current Base
Regulation is MCIWEST-MCB CAMPEN ORDER 5000.2 . BO
5000.2L was cancelled 14 Aug 2013.
(c) Endorsements from Area Commander - (Reminder:
Signed and dated) If Area Commander endorsement or Authority to
Sign "BY Direction" letter(s) are not present at the time of delivery
to the Bachelor Housing Branch; we will return the package in its
entirety at that time.
(d) Extraordinary Circumstances - Enlisted personnel may
qualify under this category providing individual extenuating
circumstances are such that residence in government bachelor
quarters would not be in the best interest of the Marine Corps,
and/or for the health and welfare of the individual concerned.
Requests based on this standard will be considered strictly on a
case-by- case basis. When requests for BAH under this standard
are of such a sensitive nature that restrictive viewing is warranted,
the justification may be submitted under sealed separate
correspondence.
(e) Examples of cases which would not qualify under this
standard are: to establish a household pending marriage; a place of
quiet to study for off-duty education; a reward for outstanding
performance; differences in age groups; excessive personnel
belongings which were not shipped at government expense; verbal
authorization without supporting documentation; and pets.

cost, avoidance, and reduction can be achieved through an effective
energy management program. MCB CamPen is committed to
meeting the energy reduction goals. Therefore all MCB CamPen
activities, tenant commands, and other organizations located aboard
Base shall carry out the energy management policies and practices
In Accordance With MCO 11000.22. The following are some
effective Energy Conservation Measures to take within the BEQ:
LIGHTS:
- Turn off lights in un-occupied areas
- Turn off interior lights when day lighting is sufficient
- Ensure that light levels in work area does not exceed requirement
for task
- Reduce light levels in corridors, stairwells, hallways, etc.
- Turn off all exterior lights during the day
- Insure stacks of supplies or equipment do not block lights
- Reduce excessive exterior illumination
- Keep light fixtures and reflective surfaces clean
- Place “Better Off” stickers on all light switch plates reminding
occupants to turn lights off
ELECTRICAL EQUIPMENT:
- Turn off all electrical equipment when not in use
- Look for ENERGY STAR-qualified TVs, they’re up to 30 percent
more efficient than noncertified models
- Avoid overloading circuits
- Minimize use of microwave and coffee pots during peak hours
- Ensure gaskets around refrigerator doors are in good condition
- Ensure electric space heaters have received installation code
approval
WATER:
- Ensure faucets show no signs of water leaking
- Ensure low flow showerheads are installed
- Ensure toilets show no signs of leaking
- Ensure you wash a full load if you are using hot water for your
laundry

Unaccompanied Housing Module (UHM) is a standard bachelor
housing Information Technology (IT) program that was implemented
to provide more timely, consistent, accurate & verifiable report data
on utilization, facility maintenance, & furnishing management. This
data is used to help ensure continued support from DON, DOD &
Congress for bachelor housing. (HQMC-directed)
Unaccompanied Housing Module (UHM) was fully implemented
May 2010 aboard MCIWEST-MCB Camp Pendleton
Mandatory use of Unaccompanied Housing Module
(UHM) per MCO P11000.22 & DoD directed letter dated
Apr 16 2014
Bad data = fewer new BEQs, less $$ for renovations,
furnishings, etc.

Single Marine Program (SMP):
The Single Marine Program (SMP) at Camp Pendleton enhances
the quality of life for single active duty personnel by providing
positive and rewarding outlets through recreation, community
involvement, and dynamic facilities. The following SMP info is
provided, please contact (760) 725-6288 for questions concerning
SMP monthly meetings or Recreation Center locations:
Activities and Community Service:
Base-wide meetings are held the first Thursday of each month
at 1:30pm at various locations.
There are three program components for activities that SMP
focuses on: quality of life advocacy, recreation, and community
involvement.
Volunteer opportunities include: Habitat for Humanity, Toys for
Tots, Adopt a School, beach cleanups, veterans and retirement
homes.
Trips: Trips depart Friday mornings and return Sunday evenings.
Costs vary, but are usually offered with a 40% discount. The
number of trips scheduled is based on funding.
SMP Recreation Centers:
The Single Marine Program Recreation Centers are a unique
place for active duty personnel only to relax and enjoy. The
centers are free and alcohol and tobacco free.
