1 Background and purposeWaikato Regional Council (WRC) and Waikato District Council (WDC) are jointly embarking on a review of public transport services in North Waikato to ensure the current service provision is fit for purpose and can meet current and future needs.
The review of the Regional Public Transport Plan (RPTP) in 2014/15 has identified a need to investigate public transport provision in the northern part of the region, and in particular, Tuakau and Pokeno where significant growth is expected over the next 10-20 years. This growth will lead to increased demand for transport infrastructure and services, particularly for access to employment and community services within the North Waikato area and to other parts of Waikato and Auckland.
There are currently limited public transport options available within the North Waikato:
A fortnightly bus service operates between Hamilton and Pukekohe via Ngaruawahia, Huntly, Te Kauwhata, Meremere, Pokeno and Tuakau.
A Papakura to Pukekohe bus service extends through to Tuakau for one morning and one evening service each weekday.
One off-peak return trip between Tuakau and Pukekohe each Wednesday and Thursday. The Thursday service extends to Port Waikato.
Whilst there has been a lot of community interest and feedback about the need for improved public transport in North Waikato in recent years, no formal community consultation or engagement has been undertaken to date. Therefore, the first step in the project is to carry out a household travel survey in the North Waikato area to collect relevant information regarding household travel demands and needs.
The household survey was conducted over a three week period, 20 June – Sunday 10 July 2016. This report provides a summary of the key findings from the survey and highlights key areas for consideration in respect to future planning of transport infrastructure and services in North Waikato.

2 Survey methodology and key findingsThe survey was available to all residents in the North Waikato area for a three week period, Monday 20 June to Sunday 10 July 2016 via printed surveys at council offices, libraries, on buses and at other key locations in the district. The survey was also available online for the three week period at www.waikatodistrict.govt.nz/sayit
The survey questionnaire is attached in appendix 1 of the report and it was designed to capture information from the residents in North Waikato about:
Key transport challenges or needs; How they travel and the origin and destination of their trips; Purpose of their journeys; and Likelihood of using public transport for their journeys if the service was available.
Survey participation was promoted via: Press advertisements and public notices in the North Waikato News, TK Chatter, Franklin
County News and Waiuku Post. Press release Radio advertising Posts on Waikato DC, WRC and BUSIT Facebook and webpages Posts/contact with the following active community Facebook groups:

2.1 Survey resultsThe survey was completed by 256 households - 173 online and 83 on printed copies, with the majority from Tuakau (75 submitters), Te Kauwhata (74 submitters) and Pokeno (46 submitters) as highlighted in the table below;

2.2 Key findings Overall, the key findings from the surveys were:
1. There is a lack of public transport in the North Waikato area – over 42% of respondents (105) have identified lack of public transport options or the need to improve public transport as the main transport challenge for their household. The Hamilton to Pukekohe fortnightly bus service was mentioned a number of times, with calls to increase this service frequency.
2. People in these communities also have limited transport choices - 10 % of respondents (25) have limited or no access to private vehicles due to disability or age.
3. There is a willingness to use public transport if available – a high proportion of respondents have indicated that they are likely to use public transport if it is available, with 63% likely to use public transport for shopping and leisure purposes, 55% for health services and 48% for work related trips.
4. There is a strong community interest for passenger rail – 24% of respondents (61) have identified issues relating to rail – either wanting new services in the Waikato or noted issues regarding train services in Auckland (access to train stations, lack of parking, and service reliability and frequency). Tuakau and Pokeno residents in particular called for a rail service to Auckland. Note that Pokeno residents also mentioned buses as a viable option for travel to/from Auckland, with 58% saying they would use a bus if it was available.
5. Traffic congestion in Auckland came up frequently, with 13% of people (30) indicating traffic congestion in Auckland as the main transport challenge for their household.
6. People are traveling further for work, education, health and recreational activities – the survey results showed that residents in North Waikato tend to travel longer distances for employment, education, health services and recreational activities with the most common destination being; Auckland (47% of all trips), Pukekohe (16% of all trips) and Hamilton (11% of all trips). This is also consistent with the 2013 Census Journey to Work data where two thirds of daily commuter trips in North Waikato are travelling north and one third are travelling south to Huntly, Hamilton and other parts of the region (as highlighted in figures 3.6.1 and 3.6.2).

7. Transport needs and demand are varied across towns- For example, most of the trips in Tuakua and Pokeno were related to work/education during peak times, while other towns have more trips for shopping or healthcare which are more evenly spread across peak and off peak.

3 Detailed analysis on survey results3.1 Key transport challenges by TownHouseholds were asked to tell us about any transport challenges they experience. The key transport challenges across all towns were; rail, public transport, limited transport options, traffic conditions, road conditions and the Pukekohe fortnightly bus service.
Public transport was listed as a transport challenge by 43% of households and in particular no/limited public transport being available in their town was listed by 17% of households. Rail was mentioned in the transport challenges for 24% of the households and 12% of households would like a train from their town to Auckland. Traffic congestion was listed by 18% of submitters as a transport challenge and 15% of submitters specifically listed Auckland traffic congestion as a challenge.
3.1.1 TuakauSurveys were received from 75 Tuakau households. Rail was listed as a transport challenge in 37% of the Tuakau surveys and having the Pukekohe train extended to Tuakau was the most common rail comment. Public transport was listed in 28% of the Tuakau surveys as a transport challenge and the majority of these responses were related to no or limited public transport in Tuakau. Heavy traffic in Auckland and around Tuakau was another common transport challenge listed by 16% of Tuakau submitters.

3.1.2 Te KauwhataSurveys were received from 74 Te Kauwhata households. Public transport was listed as a transport challenge by 42% of Te Kauwhata respondents with most of these respondents saying that they would like public transport in Te Kauwhata, connecting to Auckland, Huntly and Hamilton. Heavy Auckland traffic was listed as a transport challenge by 14% of Te Kauwhata respondents. A rail service through Te Kauwhata to Auckland and Hamilton was listed by 14% of respondents.

3.1.3 PokenoSurveys were received from 46 Pokeno households. Public transport was listed as a transport challenge in 63% of the Pokeno surveys. The key public transport challenges listed were; no public transport in Pokeno and they would like public transport to Auckland/Pukekohe train. Rail was listed as a transport challenge by 26% of respondents and the most common rail comment was that they would like a train to Auckland.

3.1.4 MeremereSurveys were received from 12 Meremere households. Seven of these respondents listed the fortnightly 44 – Pukekohe service as a challenge as they would like the service to be more frequent, have more storage space and allow them to be in Pukekohe for longer. Five of the Meremere respondents listed having no public transport as a challenge.

3.1.6 Others Surveys were collected from 38 households in other towns including; Buckland, Drury, Hamilton, Mercer, Ngaruawahia, Ohinewai, Port Waikato, Pukekohe, Raglan, Taupiri, Thames, Waerenga and Waiukua. Public transport was listed as a transport challenge by 47% of these households and the main comment relating to public transport was that no public transport is available.

3.3 Journey Analysis by town Households were asked to provide information on; the origin, destination, time of travel, frequency, mode of transport, and likelihood of using a bus for the most common education, work, shopping medical, leisure and other journeys they make.
3.3.1 TuakauEducation and work journeys from Tuakau are most commonly made at peak times (before 9am and from 3pm to 6pm), whereas, shopping, doctor and leisure departing trips are not made until later in the morning however the return trips are spread across peak and off peak times.
Own vehicle/motorcycle is used by 83% of Tuakau households to make their journeys and 36% of households said they were very likely or likely to make their journey by bus if it was available.

3.3.2 Te KauwhataShopping and medical trips are the most common in Te Kauwhata* and the depart journey for these trips are made during inter-peak times (9am to 12pm), whereas, the return part of the trip in more commonly made during peak times (between 3pm-6pm).
*Note that a number of surveys were received from Te Kauwhata retirement village residents, so this may impact on the results.
Own car/motorbike is used by 71% of Te Kauwhata households to make their journeys and lifts in other’s car is used by 17% of households. 58% of submitters in Te Kauwhata said they were either very likely or likely to make their journey by bus if the service was available.

3.3.3 PokenoWork and shopping journeys are the most common in Pokeno with work journeys largely being made during peak times and shopping journeys being made during off peak times.
Own car/motorbike is used by 88% of Pokeno households to make their journeys and 57% of households said they are very likely or likely to use a bus service for their journey if it is available.

Departing trips from the other towns are spread across peak and off peak times, whereas, the return trips are mostly made during peak times (3pm – 6pm).
Own car/motorbike is used by 70% of households in other towns and 62% of households said they would be very likely or likely to use a bus for their journeys if the service was available.
