FORESTABLISHMENT OF

PRIVATEINDUSTRIAL TRAINING INSTITUTES

IN J&K

Background:

The Training Programme of Industrial Training Institutes (ITIs) of the Country is carried out under “Craftsmen Training Scheme” introduced by the Govt. of India to ensure a steady flow of skilled workers in different trades for the domestic industry, to raise quantitatively and qualitatively the industrial production by systematic training, to reduce unemployment among the educated youth by providing them employable training, to cultivate and nurture a technical and industrial culture in the minds of the younger generation. The Scheme, the most important in the field of vocational training, has been shaping craftsmen to meet the existing as well as future manpower need, through the vast network of ITIs in the various states/union territories in the country. The day-to-day administration of ITIs under the Craftsmen Training Scheme was transferred to the State Governments/Union Territory administrations with effect from the year 1956.

The objects of the Scheme are as under:

i. to ensure a steady flow of skilled workers in different trades for the industry;

ii. to raise the quality and quantity of industrial production by systematic training of workers; and

iii. to reduce unemployment among the educated youth by equipping them for suitable industrial employment.

Importance of Vocational Training:

The Vocational Training does not only provide employment opportunities for educated youth but also ensure socio-economic development of the Country/State.

Industries do not only need high skilled labour to produce high-tech products, but they won’t be able to sell them if their customers and dealers don’t have a highly trained workforce.

The efficiency of any organization depends on how well its workforce is trained.

Newly employees require some training before they can take up work. Technology-intensive production process, which are capital intensive

and generally labour saving, even require skilled technicians and machine operators.

For industry, investment in training is an investment in the future in securing a qualified pool of labour.

The availability of a skilled labour plays a key role in attracting investors.

Vocational Training System in India

Vocational Training in India is predominantly based on Craftsmen Training Scheme(CTS) and Apprenticeship Training Scheme (ATS).

The CTS provides a structured Institutional training environment while the ATS is a combination of institutional and on-the-job training in which the trainees are exposed to industrial environment.

The concepts of both the schemes are inter-linked and dovetailed so as to achieve more effective results.

The output of CTS is a semi skilled worker and the trainees who complete ATS are expected to be skilled workers.

Institutional Training Infrastructure

In India, the network of Industrial Training Institutes (ITIs) forms a very important base for vocational training.

It requires, unlike general basic education, infrastructure mainly in terms of, Workshops, machinery and equipment, in addition to technically qualified faculty as per norms.

Designated Trades under NCVT

The number of Designated Trades under NCVT/Craftsmen Training Scheme is 116 covering various industrial sectors. The list is placed at Annexure-2.

Guiding Material

The Training Manual for Industrial Training Institutes is a comprehensive guide for all relevant information pertaining to the Craftsmen Training Scheme of the Government of India, Ministry of Labour, being implemented in Govt./Private Industrial Training Institutes. It contains all the norms with regard to Organization, Administration of ITIs, Institute Staff, General Information and Prescribed Standards. The Training Manual requires to be read alongwith the instructions/orders issued from time to time by the Govt. of India, Ministry of Labour/State Directorate whether or not incorporated in the Manual.

The Syllabus guides about the plan of Training Programme, course contents, unit size, entry qualification of trainees, duration of course, qualification of the Instructor, requisite Hand Tools, Machinery and Equipment in respect of each particular Trade.

Procedure for Opening of New Industrial Training Institutes 1. Where new training institutes are to be started, admissions

are to be done twice in a year i.e. February & August of Calendar year.

2. The new institutes should as far as possible be located in industrial estates or in close proximity to them.

3. The new ITIs will be opened with adequate consideration of employment potential in the region. The State Council for Vocational Training, J&K /Directorate of Technical Education, J&K can issue permission regarding new Trades (which do not exist on the live of NCVT/DGE&T designated Trades) offering employment opportunities in local areas, if the training programme in such trades is not to last for more than five years. For programmes of longer duration, proposals to start new trades will be referred to the National Council for Vocation Training. The applications of such ITIs will be scrutinized and sent to DGE&T headquarters for their concurrence keeping in view the following points in respect of the district/bock where new ITIs/trades are to be introduced.

i. Total number of ITIs/ITCs already in existence in the district/block where the new Govt./Pvt. ITIs are proposed to be introduced.

ii. Total number of seats trade-wise in the existing Govt./Pvt. ITIs.

iii. Forecast of skilled manpower, requirement for the proposed trades in the next five to 10 years period.

iv. Number of trainees passed out from Gvot./Pvt. ITIs on the live registers of employment exchanges.

Vocational Training Structure in J&K

The ITIs of Jammu and Kashmir fall under the administrative control of Director, Technical Education with delegation of duty to implement and monitor the Vocational Training Programme under the aegis of NCVT/SCVT. The Directorate of Technical Education moves from Jammu to Srinagar and vice versa annually along with the Headquarters of Government. Deputy Director, Technical Education, Jammu and Kashmir headquartered at the capital cities of Jammu and Srinagar are provincial heads and look after the training performance of ITIs of their respective provinces.

The Craftsmen Training Scheme has been implemented in the State from 1958 with the establishment of two ITIs at Jammu and Srinagar. At present there are 53 Govt. Industrial Training Institutes (ITIs) and one Private ITI located in the major towns of the State. The training is offered in as many as 70 designated Engineering and Non-Engineering Trades. The list of ITIs and the Trades conducted therein is given at Annexure-3. The parties can visit the Govt. ITIs for observing the procedure and obtaining know-how for opening new ITIs.

Procedure for accord of permission

Companies like sole propriety, private/public limited registered under companies act, societies and trusts registered as per act and promoters of SEZs, etc. can apply for permission to open Private Industrial Training Institutes (ITIs) in the Jammu and Kashmir State leading to affiliation with National Council for Vocational Training (NCVT), Govt. of India.

The application should be on prescribed format as per Annexure-1

The applicant must be the permanent resident of Jammu and Kashmir State.

At present 116 designated Trades are covered under Craftsmen Training Scheme, the list is given at Annexue-2. The Syllabi of all Trades are available at DGE&T website www. Dget.nic.in/trade. Only such trades should be selected for conducting in the Private ITIs that may have employment opportunities. Any particular Trade which is not included in the NCVT Trade list but having local/regional demand can also be identified for introduction in the proposed Private ITIs provided the training programme of such a Trade is not to last for more than five years. The responsibility of preparation of syllabus will be that private party interested in introducing the Trade. However, the draft

copy of the proposed syllabus should be sent to the Directorate of Technical Education for approval.

The Private Institutes seeking affiliation from NCVT must apply for a minimum of two units (or multiple of two units) of a trade at a time and appoint two instructors one for each unit as per norms. Out of these two instructors, one must be with Diploma/Degree in relevant branch of engineering from recognized board/university and possessing experience prescribed by NCVT.

There is no provision of any financial grant from State/Central Govt. for opening or running Private ITIs.

The applications to be received from the interested parties will be scrutinized at the Directorate of Technical Education and after judging the authenticity and financial position of the applicants, permission will be conveyed to deserving cases for starting the institute and will be asked to make all necessary arrangements for preliminary inspection to be conducted by a Committee of the Department constituted for the purpose.

The management of the institute shall make all necessary arrangement and create training infrastructure in terms of building, machinery, tools, equipment and qualified faculty as per norms of NCVT. The list of tools & Equipment is given in syllabus of each trade.

After creating necessary training facilities, the institute may report to the Directorate of Technical Education and request for preliminary inspection of the institute by the committee.

The Directorate of Technical Education will scrutinize the preliminary inspection reports and after satisfied with the reports, will constitute the Standing Committee for formal Standing Committee’s Inspection of the NCVT.

The Standing Committee after verifying available infrastructural facilities and arrangements made by the institute may recommend affiliation for the deserving Trades/units only.

The inspection reports of Standing Committee constituted by the Directorate of Technical Education would be scrutinized by the Directorate General, Employment and Training (DGE&T), GOI, New Delhi for ascertaining compliance procedure. The affiliation of the Trades/units recommended by the Standing Committee will be considered. Only those Trades/units which confirm

prescribed norms will be recommended by the DGET to Sub-Committee of NCVT dealing with affiliation for their consideration/approval. The final orders conveying grant of affiliation by the Sub-Committee shall be issued by the Secretary, NCVT after obtaining their approval.

Just after the affiliation orders are issued by the DGE&T, the respective applicants will be allowed to make admissions in the Private ITIs.

TA/DA of the State/Centre Officers in connection with inspections of Private ITIs will be borne by the management of respective Pvt. ITI.

Affiliations granted by the Sub-Committee of NCVT dealing with affiliation from 1st January to 30th June of Calendar year will be effective from session beginning August and affiliations granted from 1st July to 31st December will be effective from session beginning February of next year.
