CHANGING CITY Zagreb, a growing, changing city. Like many European cities, Zagreb is facing complex prob-lems such as a growing population, an increasing number of tourists and coping with infra-structural demands. In all this, the cities need to market themselves as attractive and enjoy-able cities with unique features and unforgettable experiences. Creating an accessible city is important both for the inhabitants and the visitors.
BADEL BLOCK In most cities the old and existing compete with the new. Zagreb, as well as most European cit-ies face the dilemma and at the same time they have the privilege of integrating the historical and cultural values with the new. The Badel Block has a unique character, due to its history as an industrial part of the city. Many of the city blocks in the Lower Zagreb area are quite vast and unapproachable which means a lot of the area is unavailable to the public. By opening up the Badel Block and making it accessible from all sides people can use the whole block making it into a city within the city. We can create urban rooms where people stay, meet and stroll. Others take shortcuts through the block. All of which fills it with people and life. We imply qualities that make a city attractive and living there or visiting it desirable.
STRUCTURE
The proposal is based on a structure that evolves from a simple grid, using the old Distillery to define the grid size. It has been important to adapt to the scale of the existing buildings within the block, keeping a familiar scale. By taking out some of the cells from the grid we create openings in the structures, introducing a main square and entrances. Now we started to fuse some of the cells to define streets and boundaries. On a higher detail level we then started to emphasize directions and adding urban rooms. As the Badel Block will become a public space, it is important that the building structure is subordinated the public room. This was achieved by molding the building structure to create interesting and variable street formations and squares, making the structure close and open.
BUILDINGS
Every city has its scale. By keeping it you can introduce the new to the old in a respectful way, making it feel self-evident and integrated. High meets high and low meets low. By doing this the proposed building blocks got a dynamic rhythm. To give the illusion of a smaller scale and to let in the daylight into the streets and facades we cropped the buildings. We also cropped the buildings at ground level to create sight lines and to smoothen sharp corners where it is moti-vated to create a better flow. The majority of the windows are oriented towards glazed inner courtyards. The big openings in the facades reduce the scale. The courtyards are big enough to plant trees and make them into small gardens. The micro climate that is created protects the interiors from heat and cold. The green gardens in the facades and on the roofs contribute to changing facades, bringing what is mostly reserved for private courtyards to the exterior. They also bring light further into the buildings.
DISTRIBUTION
We have placed most of the retail close to the nearby market to draw the buzzing activity into the Badel Block. We decided to keep the entire former Spirit refinery building as it is such an important iconic feature of the block. It too will be dedicated to retail. The public will be able to move through the building and reach the main square. The old Distillery building will be used for cultural center. The north eastern part will be more residential. This area is more private
as it is the furthest away from the busy streets. Here we decided to keep the northern facade of the Business and Process section. The modern building in our proposal will stand in contrast to the repre-sentative facade but adapt to the window openings of the existing. The scale of the new building follows the existing facade. The Badel Blocks western part is mostly commercial with offices and perhaps a hotel. Some of the com-merce, such as restaurants and cafés, are situated next to the retail areas to complement the shopping area.
PARKING
A parking garage stretches out 2.5 stories underneath the competition area. The entrances are from Derencinova street, Marticeva street and a smaller one on Subiceva street. The entrance from Subiceva street leads into a private part of the garage reserved for the residents in the area. Some of the build-ings are directly accessible from the parking garage, making it easy for visitors to access the functions above ground and facilitating deliveries to the area. This should relieve the Badel Block from most traf-fic, making it into a pedestrian part of the Lower City of Zagreb.
CITYSPACE
An important feature of the Badel Block is the ground modeling. Softly inclined slopes and ramps form urban rooms and provide seating areas. They form small pockets off the main passages or create clear borders and directions. In addition they open up to bring some light in to the parking garage.
The slopes’ most important function is to create spontaneous seating areas where people hang out. Here one can sit down and watch people go by, meet with friends or rest their feet after some shopping. It is these places that create an atmosphere which make people want to hang around and spend their day at the Badel Block. This is what creates the living rooms of the city, accessible to everyone.
ECOLOGY/SUSTAINABILITY
Rainwater that is collected from the inclined roofs of the Badel Block buildings is collected in tanks un-derneath the many inclined slopes and ramps from the ground modeling. This is then used to water the inner courtyards, balconies, terraces and vegetation in the streets and squares. It is also used for flush-ing the toilets. In the kitchen a separate tab with rainwater can be used for cleaning vegetables and washing the dishes. When the rainwater is used up the system automatically connects to the city water.
Solar cells are placed on the roofs that have the right inclination. The energy is then used to provide the area with electricity as far as it will stretch. In addition to the solar cells windmills are mounted on the roofs. The windmills are quite small and the energy they provide should be seen as a complement and not as a main source. If the block is unable to provide itself with sufficient electricity the rest is bought from national companies. If the Block should provide more than it needs, electricity can be sold to buildings within close proximity.
The courtyards, described in the chapter about the buildings, efficiently cool the interiors by not expos-ing the windows to direct sunlight. The warm sunlight is filtered through the vegetation in the court-yard. The windows are carefully placed so that you can easily create a draft in the warm summer months. In the winter good insolation provides a comfortable inner climate.
The Badel Block has recycling stations on the first garage level. From there the stations are easily ac-cessible by trucks without the need to enter the street level of the block. The materials used to build the Badel Block are as far as possible recyclable and local material. The main material is concrete and the local limestone, karst.
