BACKGROUND

LPG is an exceptional energy with properties that make it one of the world’s most important fuels.

One of those properties is its portability which enables it to reach the most

remote regions and provide modern energy to populations that have to rely on traditional fuels such as wood and charcoal, especially for cooking.

LPG is also an outstanding engine fuel providing a clean and powerful alternative to diesel and gasoline (petrol) in both on-road and o�-road applications.

The versatility of LPG allows it to be used in hundreds of di�erent applications from ship breaking to glass making, from weed burning to powering fuel cells.

This series of training courses to be held in Bali, Indonesia during November 2015 focuses on these important opportunities for LPG. It is being promoted with support from Pertamina, the country’s state owned oil and gas company.

(i) Managing LPG SubsidiesThree billion people in the world have no access to modern energy and their disposable income is limited. Most currently rely on traditional fuels for cooking and heating such as coal, wood, charcoal, animal waste, rice husks. In fact anything that can burn.

But these traditional forms of energy create serious health, social, economic and environmental damage. And they are di�cult to burn when wet.

The challenge is how can this impoverished group a�ord to buy LPG? Especially when often the traditional alternative is free, or apparently cheaper, compared to LPG.

Governments over the years have used subsidies to assist the transition. But

is this the answer? Subsidies put serious pressure on limited government

�nancial resources and once implemented they are di�cult to remove.

This course examines the challenges for governments and LPG marketers in transitioning people away from traditional fuels. It will provide solutions to these challenges and also look at other ways to lower the entry barriers. If you are contemplating the use of subsidies, or have already embarked on their use, this is a course not to be missed.

(ii) Opportunities for LPG Market development

LPG demand continues to grow at 2-3% per year resulting not only in

several million tonnes of additional product entering the market but tens of thousands of new personnel added to the business.

Total demand for LPG is expected to exceed 270 million metric tonnes

(mMT) this year. Asia is one of the fastest growing regions and consumes around 35% of global LPG consumption.

This course reviews why LPG is such an exceptional energy and looks at some of the existing and new applications for the product.

This course is designed for companies who are looking to extend their

penetration of LPG into new applications, and to look at new markets to develop their business in a safe and sustainable manner.

(iii) Developing a Market for LPG as an engine fuel (one day)The �rst course will examine the use of LPG as an engine fuel against the

increasing demands for lower exhaust emissions. We now know diesel emissions cause cancer to humans. In 2012 the World Health Organisation (WHO) con�rmed this fact. So how can governments continue to condone the use of diesel as an engine fuel when the facts are now clear?

The electric vehicle is some way o�. LPG provides an alternative to tradition-al transport fuels now. This course will review the advantages LPG has over other alternative engine fuels and examine the issues involved in promot-ing and using LPG in this application.

This course is for companies and governments who have serious urban street pollution issues and want to �nd solutions, and also for those who wish to look at alternative options for o�-road vehicles.

This series of three one day training courses, coupled with a one day programme of site visits to one of the fastest growing LPG markets in Asia, is an opportunity not to be missed.

They will enable all stakeholders who are involved in LPG businesses to keep up to date with the latest thinking, technology and techniques to continue to grow their businesses.

Delegates will be able to choose a complete package of programmes or select those that interest them most.

This will be the second time the LPG Academy has worked in conjunction with Pertamina, Indonesia’s state owned oil and gas company, and run an international LPG training programme in the country.

In 2014 sixty delegates from six countries attended a three day training programme in Jakarta run by LPG Academy and the feedback was extremely good.

LPG Academy, with its group of experienced trainers supplemented by invited guests, is the only organisation in Asia to provide top class training in this vital area of the downstream LPG business.

ABOUT THE TRAINERS

DAVID TYLERDirectorWorld LPG Association

David Tyler is a Director of LPG Business an Australian company providing consultancy support to the global LPG business.

David is contracted with the WLPGA in Paris as one of their Directors.

Before establishing his own company in 1996 he worked with Shell International for 25 years, living in Europe, the Middle East, Asia and Australia.

During his career in Shell he was responsible for running Shell’s LPG businesses in Hong Kong and China.

He has undertaken projects all over the world, focusing on the downstream LPG sector - from primary storage through to the consumer.

At the WLPGA he is responsible for major projects within its programme, including training, developing and promoting good business practices, and providing technical support.

He is the author of the Association’s two �agship documents on Best Practices, Guidelines for Good Business Practices and Guidelines for Good Safety Practices. He has run training courses and best practice workshops for the WLPGA in South America, Africa and Asia focusing on improving safety standards in LPG businesses, especially in bulk road transport and cylinder operations.

David is a chartered engineer and has a post graduate diplo-ma in management.

He is responsible for developing the course materials and for conducting the training.

Makoto Arahata Is A LPG Consultant based in Japan. He joined Bridgestone Lique�ed gas Co., Ltd (now ENEOS Globe Corporation) in 1972 and started his career in the R&D department developing a burner system for LPG. During his career, he worked in various LPG business units including technical development, supply and logistics and has conducted training at various times throughout his career. Arahata-san also has responsibility, as General Manager, for constructing national stockpile terminal in Japan. He has lived and worked in Kuwait and London. For Seven years, he conducted LPG trading for ENEOS Globe. After leaving the corporation, he worked for the Japan LPG Associ-ation until 2014. Since then, he has been developing his own company Arahata LPG Consulting Co., Ltd in Tokyo, Japan. He has a Bachelor of Science and is an A-grade license holder for high pressure gas, certi�ed by the Japanese government.

Captain Bernardo Herzer is a licensed ship captain and owner of a commercial research ships . As an inventor and entrepreneur with a keen eye for creating and commercial-izing products/services within niche markets, Captain Herzer's successes have gained him national recognition and a vast propane engine fuel systems patent portfolio, including 53 US and international patents .

Captain Herzer has logged over 40,000 nautical miles across the globe including trips to Australia, the Red Sea, the North Sea, the Caribbean, the waters of Central and South America and the North Sea. While doing environ-mental research for Her Majesties Royal Fisheries, Captain Herzer was shocked and heartsick at how much damage had been done to the underwater terrain of the North Sea by the not so eco friendly commercial �shing industry. Captain Herzer’s passion for raising environmental awareness is demonstrated through his sought-after presentations at green conferences nationwide. He is also deeply involved in engineering entrepreneurial and community connections and shares his entrepreneurial insights with students at UCLA, USC, Stanford, and Pepperdine University.

Captain Herzer is the Chairman of LEHR, EnviroGard and Onxy environmental. He is committed to the application of environmentally friendly technology and �nding green energy solutions for retail and commercial products. Captain Herzer developed, commercialized and patented the use of eco-friendly propane to fuel engines such as marine outboards and hand-held lawn and garden tools. He has personally been awarded the 2012 INTEL, Tech Award, and the SEED Award for Environmental Leadership. LEHR has been awarded the prestigious Environmental Protection Agency (EPA) Clean Air Excellence Award for improving the nation’s air quality, Popular Science's 100 Best Innovations of 2010, and Popular Mechanics' Breakthrough Product Award on two separate occasions for Herzer’s inventions.
