Eastern Baltimore County Waterfront is the “hidden gem” of the Chesapeake Bay. The Beginning
The Back River Watershed encom-passes 55.7 square miles and 73 miles of streams located in both urban and suburban areas of Baltimore County and Baltimore City. Thirteen streams empty into Back River including Her-ring Run, Red House Run, Northeast Creek, Bread and Cheese Creek, and Stemmers Run.
Pollution is a major issue for the entire Chesapeake Bay and Back River has more than its fair share. In 2007,
Back River Restoration Committee Impacts the Chesapeake Bay
a group of concerned citizens led by local residents Larry Lee, Herb Ulrich and Steve Verch became disgusted with the condition of their river and formed the Back River Restoration Committee, Inc. (BRRC), an official Non-Profit 501(c) (3) charitable cor-poration. The founders along with a dedicated group of volunteers, all pas-sionate about the estuary, have been hard at work fighting to reduce pollu-tion and litter in the Back River water-shed ever since. What is not cleaned up from the river flows directly into the Chesapeake Bay and not only up-sets the ecological balance of the bay, but also has a huge economic impact on Maryland.
The Boom
In 2010, an 800-foot trash boom was installed on Back River near the Interstate 695 overpass. This barrier, managed by the BRRC, collects and contains floating debris and directs trash to a dumpster landing. The BRRC works in collaboration with the Baltimore County Department of Environmental Protection and Sus-tainability (DEPS) to prevent the vast amount of trash flowing from Herring
Run from entering the Chesapeake Bay. DEPS provides the grant funding for much of the operating costs and the dumpsters for the trash and tires. The trash boom captures and directs much of the trash to a central location where it is pulled by hand and by a customized skid loader bucket donat-ed by the Marine Trades Association of Baltimore County.
The tributaries that feed into Back River are all subject to extensive storm runoff loaded with pollutants and bring, on average, 32,000 pounds of trash per month and even more after heavy rains. In June of 2013, it rained seven inches during a five day period send-ing 104.7 tons of trash flowing into Back River. Since the start of the BRRC, volunteers from the community have worked deep in the muck every day, rain or shine, snow or swelter-ing heat. They have re-moved over 800 tons of
debris, 4,000+ tires, thousands of balls and bottles, numerous refrigerators, coolers, TVs, car parts, logs, toys, oil tanks, needles, plastic, and construc-tion debris. Unfortunately, the majority of the plastic bottles recovered are too “dirty” to be recycled.
The Cleanups
BRRC holds two large organized cleanups per year along with spring to late fall smaller stream cleanups with community groups, businesses and the Police Athletic League. Several vol-unteers go out on a daily basis to collect scattered trash on land and water.
Other BRRC activities that help control urban runoff pollution include storm drain mark-ing, downspout disconnections, buffer improvements, native tree plantings, and public education. An integral part of raising awareness and changing behaviors about the effects of littering and dumping trash is education. The BRRC goal is to continue to educate the public about Back River’s pollu-tion problem. They would also like to see the enforcement of littering laws.
BRRC holds annual events to raise awareness and engage the commu-
nity such as public meetings in spring and fall, a golf tournament in June, a fishing tournament in September and a shrimp feast in November. They are also working on bringing back an art show this year.
How to Support BRRC
While the BRRC is optimistic that they will clean up Back River, it can-not be done without funding and support. With the heavy load of trash flowing into Back River every day,
larger and better equipment such as skimmers and upgraded boats would make their goal more attainable.
The BRRC has a part time
paid staff of five, a passionate group of board members, and many dedi-cated volunteers. They depend on grants, sponsorships and donations. Along with their partnership with Bal-timore County DEPS, they have in the past received grants from the Chesa-peake Bay Trust, The Rauch Founda-tion, Constellation Energy and BGE. Over the past years, the BRRC has formed many lasting partnerships and received support from many members of the community. They were recently
honored with the 2014 Dundalk Renaissance Cornerstone Award as well as several commendations from elected officials.
The BRRC is currently building a supporting membership with annual dues of $10, a requirement to show public backing and allegiance when applying for grant funds to support the organizations efforts. The BRRC’s clean-up efforts have both an im-mediate and a long term impact on the environment. Continued suc-cess depends on volunteers. Samuel J. Weaver, II now serves as president of the organization and Karen M. Wynn has been hired as the Executive Director. Mr. Weaver was born on Back River and has lived and worked there his entire life. He is the owner/operator of Weaver’s Marine Service which will celebrate 70 years in business on Back River this year. Weaver and Wynn, former board members and volunteers in the trenches for several years, plan to build upon the accomplishments already made by the BRRC and work to raise awareness and grow the newly formed membership.

*Vessel Size is intended as a general refer-ence to ramp capacity. Generally, vessels less than 16 feet in length are considered small and those greater than 16 feet are large. Ramps at these parks open daily year-round at 6 a.m. All boaters are asked to be out of the parks by the closing time posted at the ramp. Ramp closing times: November, December, January, February and March, 5:30 p.m. April, May, September and Octo-ber, 8 p.m. June, July and August, 8:30 p.m.
Baltimore County does not charge a fee or require a permit to use the Chesapeake Bay access ramps. There is a $5 trailer paring fee at Rocky Point from Memorial Day weekend through Labor Day.

Baltimore County has many secluded rivers and coves for anchoring that can be found among tree-lined waterways. Many of the marine facilities are within walking distance to shopping and dining, yet, still within easy reach of the open Bay and many more popular boating destinations. The 2015 season has been planned and sched-uled (check above for dates). “There are no words that can express how warm and gratifying it is to see an idea grow with each wine tasting,” states Beth Huber, part-ner with the wine tasting events.

The wine industry in Maryland has ramped up over the past ten years bringing in over $26 million dollars annually and producing 420 different wines: Chardonnay, Caber-net Sauvignon, Merlot, and Seyval to name a few. According to Maryland Wine Association, Maryland’s wine industry is home to over 70 licensed wineries in four distinct growing regions: Piedmont Plateau (Central Maryland), Eastern Shore, South-ern Plain (Near Potomac River) and Western Mountains.
Nothing else ends a perfect sum-mer day like a crisp glass of wine. Are you with me? Beth Huber and Fred Conrad thought the same thing. Beth brought her knowledge and experience hosting wine tastings to Fred who provided the beautiful set-ting and wonderful food. Together, each summer, Conrad’s Ruth Villa offers the perfect place to enjoy a re-laxing evening outside at their sum-mer wine tasting series. “The view over the river while the sun’s setting is magnificent,” states Fred Conrad, owner of Conrad’s Ruth Villa.
Conrad’s Ruth Villa, a 12.5 acre catering venue is located on a pen-insula in Frog Mortar Creek off of Middle River. The quaint waterfront park has been passed down for four generations, opening in 1931. It of-fers three onsite venues including The Villa, The Heron’s Nest and The Look Out. Each of the three venues complement one another hosting a variety of events ranging from wed-dings, corporate parties, public con-certs, as well baby and bridal show-ers. Parkside Marina is also owned and operated by the Conrad Family sitting on the 2.5 acres adjacent to Conrad’s Ruth Villa.
In 2012, Conrad’s Ruth Villa decided to add to their catering services by hosting wine tastings on Thursday evenings throughout the summer. Each week, a different winery hosted a wine tasting at the
Villa. Crisp Avia wines includ-ing Chardonnay, Pinot Grigio and Sweet Rose were tasted with grapes from the Slovenia region. Boordy Vineyards located in Hyde and is the oldest winery in Mary-land, showed off their Landmark Series, Icons of Maryland Series and Just for Fun
Series. Far Eastern Shore Winery located in Easton, shared samples of their sweet fruit infused wines. Each tasting was paired with hors d’oeurves that compliment each blend and palate. Some favorite
plates include beef radish skewers, berry turkey bites, grilled cinnamon pineapple picks, cool vegetarian cu-cumber, and very vegan veggie.
Couples and groups of guests travel by car and boat (tying up at the onsite pier) to take in the sites and enjoy the relaxing aromas. The night starts off with a brief history of the winery, that lead into the tasting events. Following the tasting, guests are welcome to stay for the evening and enjoy bottled wine available for purchase directly from the winery. The wine tastings have been very

has been dedicated to promoting safe boating since 1961, providing educational courses in seamanship, navigation and other related top-ics. Dundalk’s Squadron is just one of the 400 units that make up the United States Power Squadron, a non-profit organization with over 40,000 members eager to contribute their knowledge of boating to their community making it safer and more enjoyable.
Dundalk’s Squadron uses both inland and on the water resources for facilitating their courses. The boats of the squadrons are kept at a variety of locations in the upper Bay, mostly on Middle River and Bush River. As part of its membership, participants are allocated free Vessel Safety Checks from certified examin-ers who can ensure that your boat is ready for cruising.
This well respected group is pas-sionate about boating education and they travel to a variety of boating events including the Baltimore Boat Show, where they display USCG-re-quired safety equipment and provide a central location for discussions for members and visitors. At this years’ Baltimore Boat Show in January, Dundalk’s Squadron was thrilled to display a new educational tool, Sea
Vestor, an interactive bird-pirate ro-bot that talks, blinks and turns heads teaching the importance of water safety to boaters of all ages.
Bernie Karpers, a past Dundalk Sail and Power Squadron Command-er states that, “our objective in 2015 is to have a safe and healthy cruis-ing season without injury to person-nel or property”. This is a goal that many boaters have, but when faced with Mother Nature, its how you’re prepared that matters most. Bernie and his wife Kathy were leading a squadron event, which involved dis-trict participation. They experienced terrible weather with extremely cold temperatures. A couple on route to
the event encountered a capsized vessel with two people in the water. They were able to rescue the pair and treat them for hypothermia and take the capsized vessel in tow and clear the channel, all accomplished without outside assistance.
Dundalk’s Sail & Power Squadron stands out amongst the other units when it comes to their own mem-bers. “Last year, DSPS was recognized for having the most elective courses completed,” states Karpers. As their goal for a safe and healthy cruising season continues, the Squadron will be making strides to continue to educate the boating community and develop leaders for the programs.

Donating your vessel to a worthy charity may be a way for you to get a generous tax deduction and possibly some cash as well, not to mention helping a charity fulfill its mission. There are several organizations that process donated property for non-profits but when it comes to vessel donations you need to be sure you select a facilitator who has experience and expertise when it comes to processing boats and yachts.
There are a few companies that specialize in processing vessels. Action Donation Services (ADS) has been around for over 12 years and serves over 300 client charities and foundations nationwide. What is most important for boat or yacht donors to know is that ADS has extensive experience and expertise in facilitating the donation of boats – especially high value yachts. Only a few facilitators can handle the larger, non-trailerable boats.
“One of the things that Action Donation Services does, which separates us from others, is we’ll do everything we can to maximize the value of the donor’s boat,” says Ted Cox of ADS. “As long as it’s cost-effective, we’ll pay for fixing things

that will pay back when we sell the boat in the retail market, rather than at auction.” Maximizing the sales price means the charity will receive more income and the donor may receive a higher tax deduction because since 2005 the IRS rules state that in most cases the donor can only deduct the selling price of the donation (not the appraised or estimated value). “It is ADS’s willingness to spend money to make their inventory of boats as sellable as possible at the best prices on the market that benefits the donor, the charity, and the buyer. Absolutely a win-win for everyone involved”,

Donating is Simple: call a facilitator and discuss with them your potential donation. If you go ahead with the donation be sure that the facilitator has the expertise to maximize the selling price of your donation and can handle details like providing you with an IRS 1098 donation receipt. You must itemize your deductions on your income tax return to receive your deduction.

Daniel W. HubersApril 12, 1918-October 4, 2014Daniel W. Hubers was born, raised and lived in Middle River. all his life. A retired real estate broker and competitive sailor, he was a founding mem-ber of the Baltimore Yacht Club in 1939, a long-time presi-dent of the Back and Middle River Sav-ings and Loan and a friend to MTABC.From the 1940s through the 1960s, he sailed competitively all over the world representing Baltimore Yacht Club in Star Boat races aboard his boat, Con-flict. In 1952, he came in second place in the World Cup Championship Races held in Portugal. He is survived by his wife, Nancy Hubers.
Betty Ann Palmer June 30, 1936 - January 1, 2015Betty was the spouse of Rob-ert J. Palmer and mother of five children; Debora, Dawn, Thomas, Todd, and Troy. She was co-owner of Tradewinds Marina, since May 1983 and has spent the last 31 years living on the water. While not an avid boater, Betty had many boating experi-ences on Lake Okoboji in Iowa, Lake Washington and Puget Sound in Seattle, Lake Pontchartrain in Louisiana along with the Chesapeake Bay. Her commit-ment to her family and friends was that she maintained on open house on the water throughout all her years.
Robert Allen QuietmeyerOctober 3, 1947 - September 7, 2014Robert was a MTABC member for many years in the marine industry. He handled advertising sales for the Waterfront Guide for several years before his retirement.
Pamela Ann Root March 7, 1953 - February 17, 2015 Pam’s life journey took her from her native Washing-ton, D.C., to ports in Bos-ton, Florida, and Colorado before setting anchor in Annapolis, Maryland. Pam worked very hard for her customers during her years at the Salty Dog and was highly respected by all her business associates, many of whom became friends. Pam’s love and dedica-tion to her work, friends, and family were a gift to all who knew her. She will be missed by all the lives she touched, especially her beloved pup, Marina.
