PSLV carrying GSAT all set for blast‑off Sriharikota (Andhra Pradesh): Ferrying the country’s latest communication satellite GSAT-12A, a fully fuelled up rocket is all set to blast off from the space port here today evening. “All the four stages/engines have been fu- elled up. The countdown for the evening launch is progressing well. Over the next few hours all the mandatory checks on all the rocket systems will be carried out,” In- dian space agency director S. Satish told IANS in Sriharikota, about 80 km from Chennai. The director in charge of publications and public relations said fuelling of the rocket’s second stage that began Thursday night was completed Friday morning. Indian Space Research Organisation (ISRO) officials told IANS that the propel- lant and helium gas chambers are in the process of being adequately pres- surised. The sky is clear and the weather good for the launch of Rs.90 crore rocket, Polar Satel- lite Launch Vehicle-C17 (PSLV-C17), sched- uled at 4.48 p.m., officials said. Around 20 minutes into the flight the rocket is expected to place GSAT-12 in the intended sub-geosynchronous transfer or- bit (sub GTO). The Rs 80 crore GSAT-12 satellite has 12 extended C-band transponders - auto- matic receivers and transmitters for com- munication and broadcast of signals. The satellite is expected to serve the Very Small Aperture Terminal (V-SAT) sector. VSATs are used to transmit data like point of sale transactions or to provide satellite internet access. It will also be useful for various com- munication services like tele-education, tele-medicine and for village resource cen- tres. The satellite will augment transponder capacity of Indian National Satellite (Insat) system that presently comprises eight satellites - Insat-2E, Insat-3A, Insat-3C, In- sat-3E, Insat-4A, Insat-4B, Insat-4CR and GSAT-8 providing 175 transponders in the S, C, extend C and Ku bands. On Thursday, the rocket’s fourth stage/engine was fuelled with liquid pro- pellants. The gas and propellant chambers were pressurised. The PSLV-C17 rocket standing 44 metres tall and weighing around 320 tonnes is a four-stage rocket powered by solid and liq- uid propellants alternatively. The first and third stage engines are fired by a solid propellant and the second and fourth stages by a liquid propellant. The solid fuel stages are cast ready while the liquid propellant are filled only hours before the blast-off. Continued on page 4 CM: NO POSCO PLANT IN GADAG AT ANY COST Bangalore Beat Bureau Hubli: The state government will not allow Posco steel plant to come up in Gadag district at any cost, said chief minister B S Yeddyurappa here this morning. Talking to reporters after taking a guard of honour at the district police grounds, he said, “The matter is closed. Even if farmers come for- ward to give up their lands for the project, the government will not consider it.” “I have already directed the Gul- barga deputy commissioner to hand over a letter on withdrawing allot- ment of land to Posco to Dr Sid- dalinga swamiji of Tontadarya Math,” he said. “Apart from Gadag we will con- sider setting up the Posco unit wher- ever the land is available and wher- ever farmers are willing to let go of their lands,” he said. “Opposition parties are against development and are instigating farmers to rebel against the govern- ment. Even though farmers were willing to give up their lands, these parties are turning the issue into a po- litical game. I, as a farmer’s son, know the problems being faced by the farming community. I will not go against their will. I have valued the words of seers, farmers and the peo- ple and then taken the decision to put off the Posco project at Gadag.” Farmers of Halligudi and other vil- lages in Mundargi district oppose set- ting up of the Posco steel plant. More than 7,000 acres were sup- posed to be acquired, but it was op- posed by math heads and farmers, who said the lands were fertile and that they would lose their livelihood if the lands were taken away from them. Some farmer leaders had al- leged that the chief minister and major industries minister Murugesh Nirani have received kickbacks from Posco to clear the project. They also alleged that the state government is giving space to a company that has been blacklisted by other states. Continued on page 4 DGP Guruprasad has narrow escape Bangalore Beat Bureau Bangalore: DGP Dr D V Gu- ruprasad had a narrow escape when his car hit another vehicle coming from the opposite direc- tion today. Guruprasad, who is fire and emergency services DGP, was heading towards Dharmasthala along with his family when the incident occurred. He and his family were heading to the tem- ple town for the darshan of Lord Manjunatheshwara. The police officer suffered mi- nor injuries. The accident took place near Kanyadi. The DGP was immediately rushed to a nearby hospital. The doctors who attended on the family said they had all received minor injuries and were out of danger. Guruprasad was in news re- cently after he filed a case against the state government at the CAT to consider him for the top post of DG and IGP as he was the sen- ior most police official. The UPSC too had stated that the top post should go only to one of the three officers it had shortlisted. The state government picked up Neelam Achuta Rao from among the list and appointed him the DG&IGP. Guruprasad is retiring on July 31. Hostage rescued, gunfight starts in J&K Srinagar: A woman held hostage by four Lashkar-e-Taiba (LeT) militants in Jammu and Kashmir was rescued today, police said. A gunfight has now started be- tween the security forces and the militants, they said. “The exchange of gunfire be- tween the holed up terrorists and the security forces has now started in the area,” Lt Col J S Brar, spokesman of the army’s 15th corps, said here. The guerrillas held the woman hostage in the morning in her house in Maidanpora village of Kupwara district in north Kash- mir, 84 km from here. “The hostaged woman was rescued by the security forces in a daring operation. The operation against the terrorists had to be de- layed in order to rescue the woman,” said Brar. Troops of 18 Rashtriya Rifles and special operations group of the local police had surrounded the house. A top LeT commander is be- lieved to be one among these four militants, a police officer said. IANS Basha files caveat in CMʼs case against guv Bangalore Beat Bureau Bangalore: A caveat has been filed in the Karnataka High Court in a case related to the prosecu- tion of chief minister B S Yed- dyurappa in alleged land scan- dals. Sirajin Basha, who has initi- ated the prosecution proceed- ings against the chief minister, to- day filed the caveat in the high court. The caveat asks the court to hear the pleas of his and fellow advocate K N Balaraj’s whenev- er it takes up chief minister’s case that was filed yesterday, questioning the authority of gov- ernor H R Bhardwaj to sanction prosecution proceedings. The two advocates had sought permission from the governor to prosecute Yeddyurappa for his alleged involvement in illegal land deals. The governor gave them the approval, which led to filing of cases against the chief minister in the Lokayukta special court. But the proceedings were stayed after Yeddyurappa’s son- in-law Sohan Kumar filed a pe- tition before the high court. The high court which was hearing the case to vacate the stay admitted the petition filed by the chief minister, who alleged that the governor’s move allow- ing prosecution is against the Constitution. Yeddyurappa has said it is a conspiracy to pull down his government. The high court was supposed to take up the chief minister’s case for hearing today. But had to postpone it following the caveat filed by Basha.

Three‑day state‑level training on sample survey being held

Bangalore: A three-day state-level trainingfor the 68th National Sample Survey onhouse “household expenditure” and “em-ployment and unemployment” with a specialemphasis on ayurveda, siddha, unani andhomeopathy is being held in the city sinceyesterday.

Enumerators attached to deputy commissioner’s office and National SampleSurvey Organisation from all districts are taking part in the training onvarious aspects of enumeration and samplecollection. The workshop has technical ses-sions where the survey and its concepts bythe NSSO would be introduced to the trainees.They will be trained on collecting data on

consumer spending, entering the data andits validation.

The workshop was inaugurated by K PUnnikrishna, deputy director-general, zonaloffice, NSSO.

U R Subramanya, joint director, Directorateof Economics and Statistics, H E Ra-jashekarappa director, irectorate of Eco-nomics and Statistics and Ahmed Ayub,deputy director general, NSSO, were presenton the occasion.

Unnikrishna said, “The basis of conductingthis workshop is to train enumerators, offi-cials at NSSO and sample survey officerson the apects of enumeration and methods.”The 68th round that started from July 1 willcontinue till June 30 next year.

“The training for each round differs from

the other. Normally, NSSO surveys are con-ducted every five years. This one is beingconducted on the directions of the economicsministry,” Unnikrishna said.

What has been found from the survey isthat there is not detailed exhaustive dataon the periodic labourers, who move fromone place to another.

A pilot survey was conducted in Orissa,Gujarat and Himachal Pradesh, he said.Once a model of survey is found, it is devel-oped upon and introduced all over the coun-try, he added.

The sample surveys are important for theReserve Bank of India to formulate policies,for whole sale industries and to moderatethe industrial output. Overall, 512 samplesare collected for the survey.

State promoting dripirrigation: Minister

Bangalore: Karnatakaagriculture ministerUmesh Katti has saidthe state governmenthad taken initiatives topromote the practice ofdrip irrigation in culti-vation of sugarcane.

As part of the initia-tives, the governmenthad on a pilot basisasked over 58 sugarcanefactories to developaround 250 hectares ofland each using drip irrigationto demonstrate the advantagesof the method to farmers, hesaid.

The BJP government had al-located over Rs 67 crore for the

purpose in the currentyear, Katti said.

Advocating drip irri-gation, the minister saidthe procedure could helpin saving the quantumof water used and ener-gy, apart from ensuringbetter yields.

Currently only 28 percent of the total croparea was covered underthe drip method, whichcould be augmented to

50 per cent to ensure the saidsavings in water and power, hesaid.

Replying to a question, he de-nied irregularities in purchaseof drip irrigation equipment. PTI

down by 51%Mumbai: Bangalore based ITcompany Sonata Software hasreported a 51 per cent decline inits consolidated net profit at Rs8.84 crore for the quarter endedon June 30, 2011.

During the same period a yearago, the company’s net profitstood at Rs 18.23 crore.

Total income of the companyfor the first quarter of the ongoingfinancial year was marginallyup at Rs 338.77 crore from Rs332.76 crore posted in the sameperiod a year ago.

CM: GIM 2012 WILL GET`5 LAKH CR INVESTMENT

Bangalore: Global Investors’ Meet next year willattract Rs 5 lakh crore investment which willcreate nearly 10 lakh jobs in the state, said chiefminister B S Yeddyurappa.

On the occasion of curtain-raiser for GIM 2012,he said the premier event will be held on June 7and 8. Next year’s GIM will be a catalyst to doublethe gross state domestic product by 2020, headded.

The GIM held last year was a great successwhich got investment to the tune of Rs 3.92 lakhcrore. Nearly 2,000 companies, 8,000 delegatesand 389 MoUs were signed. Twenty projects wereimplemented with an investment of Rs 1,500 crore.In all, 235 projects are under progress involvingRs 2.95 lakh crore. Nodal officers have been nom-inated to monitor the projects and report on theirprogress, he said.

The state government has got confidence withthe response it received during the last GIM andwill invite more during the next meet. Karnatakais the first state in the country to have the semi-conductor, mining, tourism, textile and energypolicies, he said.

The Integrated Agri Business DevelopmentPolicy has allowed the state government to holdthe first Agri GIM in November this year. “Throughthis, we expect an investment of Rs 55,000 crorein agri-related businesses, which will help farmers,”

he said.The Vision Group is advising the state govern-

ment and also helping it hold the Global Investors’Meets. “I thank CII, FKCCI, FICCI and other in-dustrial bodies for their support to the GIM 2012,”he added. “India has tremendous growth potential.We have generated millions of engineers, doctors,

management and other graduates,” said CII chair-man B Muthuraman.

“India, China and Singapore are continuouslygrowing, while the US, Japan and South Korea,which played a part in the economic growth areslowing down. We have to make use of this op-portunity,” he added.

“India has the largest cultivable land, largestindustrial lands and there is no shortage of water.We have got a lot of natural resources. But wehave to make use of these. Global rebalancing ismaking India strong enough. We have to marketourselves,” he said.

“Till 1991, we were importing product. Afterliberalisation we are competing with other in-dustrialized nations. Opportunities are greater inIndia. Mere presence of opportunities is not asuccess. We should work out and maintain thespirit to tackle this in world economic order,” hesaid.

“Karnataka has good natural resources, edu-cational institutions, medical and engineeringcolleges. The government has to make the bestuse of these for GIM 2012. More than 50 percentof the jobs should be routed out of Banglaore,”he added.

At the curtain-raiser ceremony, the governmentsigned MoUs with six companies.

State gives nod to 28 new industrial projectsBangalore: Notwithstanding oppositionfrom farmers in parts of the state overland acquisition, the Karnataka govern-ment today approved 28 mega industrialprojects with an investment of Rs 8,622.41crore. The state high level committee forindustrial projects clearance, chaired bychief minister B S Yeddyurappa, accordedin-principle approval for the projects,which included the Honda Motorcycle

and Scooters India Ltd, to be set up at acost of Rs 1,350 crore in Narsapur Indus-trial area in Kolar district.

Giving details of the projects that gotthe committee’s approval, major industriesminister Murugesh Nirani said these proj-ects had the potential to generate 22,799jobs. The projects which got approvalare: automobile (2), ceramics (1), chemi-cals (2), education (1), engineering (2),

food processing (2), infrastructure (2),steel (3), IT park (1), petrochemicals (1),sugar (8), textile (1) and others two.

Mangalore Chemicals and Fertiliserswill manufacture urea, basic organicchemicals and other specialty fertilisersin Panabur village of Mangalore districtwith an investment of Rs 483 Crore, hesaid. Sugar factories with a total invest-ment of Rs 1,900 crore will be established

in Bijapur, Mysore, Bagalkote and Bel-gaum districts, Nirani said.

The meeting also approved change ofownership of the proposed Rs 36,000-crore steel plant in Bellary, which wastransferred by Brahmini Steels promotedby tourism minister G Janardhana Reddy,to Delhi-based company UttamGalwa.Reddy has sold his company’srights in favour of Galwa. PTI

Bangalore: The street vendors,shop keepers and residentsaround Old Poor House (OPH)road are being taken for a rideby their elected representativesand Bruhat Bangalore Mahana-gara Palike officials.

Here is a reality check byBangalore Beat.

Open drains with accumu-lated drainage, sewage watergushing from all sides, mos-quitoes breeding over it posinga serious health threat and theterrible stench emanating iswhat the people on this roadare experiencing.

And when it rains, it is purehell with water gushing intoshops and houses.

Around 100-150 street ven-dors were vacated from OPHRoad in January this year witha promise that they would begiven new shops in the samearea after concrete slabs werelaid on the drainage pipes.

But nothing has happenedsince then.

The works with a cost of Rs9 crore were supposed to startin February this year.

But there is no sign of anydevelopment in the project oflaying drain pipes and buildingconcrete bed on it facilitatingthe vendors to sell their goodson it as they were doing earlier.

“We vacated our shops onlybecause we were promised newplaces on the concrete bed afterthe completion of the project.But what has happened now? Isee hardly any labourer workingon the project. There is hardlyanyone walking on this stretchas the stench is unbearable,”said a vendor.

When Bangalore Beat spoketo chief engineer Sriprakash,he said, “As per the work order,the project was started on Feb-ruary 28 and was scheduled toend on August 27. The contractwhich was given to Hyderabad-

based Sri Sairam Constructionshas sublet it to another contractor”.

“They are just killing timewithout taking any measuresto complete it and we have al-ready issued three notices. Thecoming week we will issue a fi-nal notice and cancel the tender.Further measures will be taken after seeking the ordersfrom BBMP Commissioner. EvenI have personally witnessed thedifficulties faced by the resi-dents due to the stagnant drainwater. We will ensure that thework continues by makingarrangements for the free flowof drainage water” Sriprakashsaid.

Bharatinagar corportor (wardnumber 91) Shakil Ahmed said,“We are also laying the drainpipes from Russel market. Weare facing problems near OPHRoad as the drain is flowing allthe time. It becomes really dif-ficult when it rains. Since it isa busy road, the police haveasked the contractor to carryout the works only in the night.He works from 10.30 pm till 6am. Hopefully the works shouldbe completed within a month.”

He said, “Some shop ownersare still selling their ware onthis road, though we have giventhem notices to vacate the areaso that we can carry out theworks. The pipelines in the areaare very old and we are laying9 inch pipes here. I agree thatthere has been a delay, but thatis due to various factors.”

A vendor, Syed Javed, said,“It has been more than sixmonths since the project hasbeen going on here. The BBMPshould take steps to finish itoff at least now.

“At the time of starting theproject, they had promised thatit would be completed beforethe monsoon sets in. We arealready well into the rainy sea-son, but there does not seemto be any end to this.”

Girl tries to flee rescue centre, falls off wall

Bangalore: It was a story of lifefrom hell to hell for this girl,who wanted to escape from theclutches of a government-run in-stitution. But it was not to be.

Manjula (22), who was workingas a housemaid at a doctor’shouse in Hebbal, was rescuedand lodged at the governmentchildren’s hostel on Hosur road.But the condition at the hostelwas pathetic enough for her toflee.

She hatched a plan along withher friend, fellow inmate andanother rescued house maidMonica (16) to escape from thefacility by jumping over the com-pound wall.

On Tuesday, the two wantedto climb onto the second floorledge, leap onto the compound

wall and then escape to freedom.But as they approached the wall,Monica got cold feet and refusedto move.

Manjula who was holding herhand tried her jump, but fell be-tween the ledge and the com-pound wall.

She started crying in pain andwas immediately rushed to a pri-vate hospital by the Siddapurapolice.

Luckily for her, she had es-caped with minor injuries, thedoctors who attended on hersaid. She was later dischargedwith minor treatment.

Manjula complained to thedoctors that she and Monicawanted to escape as the food atthe hostel was pathetic, they were deprived of blanketsin the cold season and werebeing scolded by the hostel au-thorities.

Manjula (20) who fell from the compound wall of the childrescue centre on Hosur road. She was trying to flee from the

facility when the incident occurred.

Bangalore: A student fromabroad who is studying at a citycollege was found in a semi-naked state at PadmanabhanagarRajkatte area on Sunday.

The passersby and a socialworker, Ganesh, shifted her toVictoria Hospital for treatment.The doctors found out that thevictim, Suraya (26), was not inher senses and treated her.

Medical investigations re-vealed that she had been ad-dicted to drugs.

When questioned, Suraya al-leged that she had gone to aparty at a friend’s house and

she was given juice laced withsome drug that made her fallasleep immediately.

And the next thing she knewwas that she was in the hospital.

The doctors said that she wasincoherent and only one of thephone numbers that she gaveworked. It was that of her cousinin Uganda. When they contactedthat person, she said her cousinwas studying at a private collegenear Yelahanka.

She gave the details of herresidential address and otherdetails.

Victoria Hospital doctors shift-ed her to Nimhans for psychiatrictreatment and de-addiction pro-cedures yesterday.

Suraya (26), a student from Uganda studying at a private college in Yelahanka, was found in a semi-naked state at Rajakatte area in Padmanabhanagar on Sunday. She was

later shifted to Victoria Hospial, where the doctors found outthat she was addicted to drugs and transferred her to

Nimhans yesterday for psychiatric treatment and de-addiction procedures.

FBI inquiry into News Corp 9/11 tap claim

Washington: America’s FBI has started in-quiry into allegations that media mogul Ru-pert Murdoch’s News Corp. tried to hackinto the phones of 9/11 terror attack victims,media reports have said.

FBI’s decision to investigate came afterits Director Robert Mueller received manyrequest in this regard from several lawmak-ers. The FBI routinely makes preliminaryinquiries into issues raised by lawmakersto determine whether a full-blown investi-gation is needed.

“The (US) law says that any US corporationthat bribes a foreign official is subject to se-vere penalties, not only fines but even crim-inal penalties. We want to make sure thatthis company, with all of its influence andthe information that it passes to our region,isn’t doing that,” said New Jersey SenatorFrank Lautenberg, who was among the firstto demand an investigation.

“They’d be doing the same thing hereand filtering out the news that they want tohear or that they want to steal, in this case,and use it. And we don’t want that to hap-pen,” Lautenberg told the CNN, referring tothe phone-hacking scandal in Britain wherethe News of the World had hacked into thephone of a teenage murder victim in 2002.

Justice department spokeswoman LauraSweeney said that it has received lettersfrom several members of Congress regardingallegations related to News Corp, the US

Company held by Murdoch. “We are reviewing those,” the spokes-

woman said without providing any furtherdetail. The suggestion that September 11,2001 victims also may have been were tar-geted surfaced in the Mirror, a British rivalof News Corp.’s The Sun.

Referring to the developments in Britainwhere Murdoch is expected to appear beforethe British parliament, Lautenberg said hewould be watching this event with interest.

“Right now I’m not calling on our com-mittee to bring in Rupert Murdoch. What Iwant to do is get to the truth of the matter.When we find that out from the Justice De-partment’s review, then we’ll make decisionsabout whether or not it’s necessary to bring

Murdoch in or other senior people in hisoperation,” he said.

Democratic Congressman Bruce Braleyof Iowa asked the chairman of the HouseOversight and Government Reform Com-mittee to get involved in this case.

“Our committee has a jurisdiction to lookinto these very troubling allegations againstNews Corp and find out whether any federallaws were violated, such as the ForeignCorrupt Practices Act, which prohibits UScompanies from bribing foreign officials orother types of criminal violations,” he said.

“One of the reasons this is so importantis because Congress has important oversightresponsibilities to make sure that these lawsare being followed,” Braley told the CNN.

“It appears that News Corp is getting intothe field of political espionage or personalespionage, and that’s one thing that weneed to be very concerned about,” he alleged.The Los Angeles Times reported that theUS officials said the FBI is trying to determineif a full investigation is warranted, and noevidence has yet emerged to confirm thatNews Corp. employees sought to hack phonesin the US. “The FBI probe also raises thepolitically delicate possibility that the Obamaadministration – which has questioned theobjectivity of News Corp.’s Fox News –could bring criminal charges against em-ployees of the network’s parent company,”The Washington Post said.

PSLV carrying GSAT all set for blast‑off

The rocket to belaunched Friday evening willhave 13.5 metres long strap-onmotors to carry 12 tonnes of solidfuel than the normal strap-onmotors measuring 11.3 metreswith nine-tonne fuel capacity.

This will be the second timeISRO will be launching a rocketwith this specification. The earlierone was for the Chandrayaanmoon mission.

This will also be only the sec-ond time that ISRO will be usinga PSLV rocket for launching asatellite to be finally placed ingeostationary orbit. The first wasKalpana-1 satellite (originallynamed as Metsat), a meteoro-logical satellite launched in 2002.

SC raps Delhi police for callousprobe in cash‑for‑vote scam

New Delhi: The “callous” ap-proach of Delhi Police in probingthe 2008 ‘cash-for-vote scam’came under severe criticism to-day from the Supreme Courtwhich asked it why no custodialinterrogation has been conductedin the case so far.

“We are not happy at all withprobe done by the Delhi Police.This is not the way to prove theoffence of such serious nature,”a bench headed by Justice AftabAlam said.

Expressing dissatisfaction overthe probe, the bench said noprogress has been made by thepolice in more than two years.

“No substantial progress hasbeen made in two years. We arereally concerned. Investigationmust move fast and it must bebrought to its logical conclusion,”

it said.The court was hearing a peti-

tion filed by former Chief ElectionCommissioner J M Lyngdoh seek-ing its directions to the govern-ment to take action against politi-cians involved in the scam whichrelates the trust vote faced bythe UPA government in July 2008.

As soon as the matter cameup for hearing, the bench ex-pressed surprise over the con-tents of the status report filedby the Delhi police in the case.

“I always had a feeling that I was bornto ride bikes. I have visited several palcesabroad and have realised that ours is theonly country that does not have enough museums for vintage bikes. That iswhen I was stumbled upon the idea ofopening one with a café built around it,”said Prabhu.

Prabhu has 25 rare vintage bikes. Whatis surprising is that most of these bikes stillflaunt their original colour and are in ab-solute running condition.

“I have travelled all around the countryon my motorbikes. I had this habit of col-lecting something memorable from eachplace. In my own quirky way, I started col-lecting motorbikes. I started lining them upone by one at my home. Then I was struckupon an idea to open a café along with amuseum,” he added.

Visitors here can savour their occiden-tal delicacies and drool over the magnifi-cent motorbikes. As expected, the place isloaded with books and magazines on mo-torbikes and biking.

The museum has 1924 BSA 250cc, 1928BSA 500cc, 1960 Innocenti, 1960 Fantab-ulous Scooter 125 cc, 1960 Florettee 60cc,Jawa Colt, 1962 Czeta and Military bikes like1942 BSA 500 cc, 1942 Norton 500cc, 1942Matchless 350cc etc. That is not all… Prab-hu offers to load his café with many morebikes in the future.

For his next biking expedition, he plansto take his 1928 BSA. You could see that thismotorbike has a hoary tradition.

The café will be open from 6 am to11.30 pm, serving scrambled eggs, cheeseomelet, Danish open, mutton biryani,chicken biryani, prawn biryani, seer fish,cakes and ice creams, he adds.

The museum will officially be inaugu-rated tomorrow and will be open for pub-lic from Sunday.

Out‑of‑body experiences

linked to brain glitch

London: Out-of-body experiences are often linkedto mental or physical illness. Now, a new study hasfound that such events are nothing more than vividhallucinations – and some of us are predisposedto them.

Researchers at the University of Birminghamfound that such out-of-body experiences (OBEs)occur when “instabilities in the brain” causepeople to become disorientated and lose all senseof where their body is.

Far from being “funky, hippie, spiritual” events,they are “real neurophysiological occurrences”,they said.

Their study claimed that people with irregu-larities in the temporal lobes – which control mem-ory and object recognition – are much more like-ly to “transform their own body position”, the Dai-ly Mail reported.

Dr Jason Braithwaite, who led the latest study,said: “We studied 65 psychology students and wefound OBEs had biases in body distortion andtransformation.”

Volunteers who frequently experienced “dejavu”, felt a limb did not belong to them or some-times felt their body move while they were stillmuch more likely to feel out of body experi-ences. Previous research has also pointed topractical causes.

In April, Kevin Nelson, Professor of Neurologyat the University of Kentucky, argued that the con-dition could be attributed to disturbed dreams.

He found that those who had OBEs were moreprone to suffering rapid eye movement (REM) in-trusion, where people become paralysed beforethey are fully asleep.

The new study is published in this month’s is-sue of Elsevier’s Cortex journal. PTI

Molasses extract helps in

reducing obesitySydney: Supplementing your diet with a molassesextract could help you shed weight or reduce obe-sity, say researchers

The study, conducted on mice by RichardWeisinger at the La Trobe University, Australia, in-vestigated the impact of adding molasses extractto a high fat diet.

Mice were given either an unaltered high fat diet,or the same diet supplemented with two percentor four percent molasses extract, according to astatement by the university.

After 12 weeks on these diets, mice that con-sumed the diet containing four percent molassesextract had lower body weight, reduced body fat,and decreased blood levels of leptin, a hormoneproduced by fat cells.

“The addition of molasses extract to a high fatdiet appears to reduce body weight and body fatlevels primarily through reduced caloric absorp-tion,” said Weisinger.

“Clinical trials scheduled next year will providethe opportunity to evaluate the efficacy of molassesextract for weight control in humans,” he added.

Molasses extract is rich in polyphenols, agroup of chemical compounds found in plants thatare known for their antioxidant properties, believedto play a role in the prevention of cancer, coronaryheart disease and even altitude sickness.

These findings will be presented at the annu-al meeting of the Society for the Study of IngestiveBehavior (SSIB) which started Tuesday at Florida,US. IANS

human rightsBeijing: China yesterday released a reportthat said the country has fulfilled all targetsof its national human rights action plan.

“All targets and tasks set by the NationalHuman Rights Action Plan of China (2009-2010) have been fulfilled as scheduled,”Xinhua reported citing the report releasedby the state council information office.

The report said all the goals were achievedin due time by the end of 2010.

The state council office published theaction plan in April 2009 - China’s first onthe theme of human rights.

Various governmental, legislative andjudiciary organs, as well as social groupsand non-governmental organisations as-sessed the implementation of the actionplan. The government adjusted the eco-nomic structure and maintained economicgrowth with improving people’s livelihood,and took prompt measures “with an in-vestment of over four trillion yuan (around$615 billion)”, said the report.

It also accelerated infrastructure con-struction, and sped up ecological and en-vironmental construction, and raised citi-zens’ incomes, especially that of low-incomegroups. With the government’s efforts inhuman rights education and publicity, thepublic’s awareness of human rights hasbeen greatly enhanced over the past twoyears, according to the report.

South Sudanbecomes 193rd

UN memberUnited Nations: The UN General Assemblyyesterday unanimously approved a reso-lution admitting the newly independentRepublic of South Sudan as its 193rd mem-ber, Xinhua reported.

The African country declared independ-ence July 9 after a January 2011 referendumheld under the terms of the 2005 Compre-hensive Peace Agreement that ended thedecades-long civil war between the Northand the South.

The UN Security Council had earlier rec-ommended to the General Assembly thatSouth Sudan be added to the UN.

The top UN body’s decision was containedin a resolution that it adopted without avote following an application for member-ship submitted by the president of SouthSudan.

The 15-member Security Council noted“with great satisfaction” South Sudan’ssolemn commitment to uphold the purposesand principles of the UN Charter and tofulfil all the obligations contained therein.

UN Secretary-General Ban Ki-moon hassaid that “like any newborn”, South Sudan,which on the day of its birth ranked at thebottom of almost all human developmentindicators, needs help. IANS

Men more likely to die from cancerWashington: Men are more likelythan women to die from cancer be-cause of higher initial risk and laterdetection, a US study has claimed.

The National Cancer Institute (NCI)study, which looked at a database of36 types of cancer from 1977 to 2006,found that the highest male-to-femaledeath rate ratios were 5.51 men forevery woman for lip cancer, 5.37 toone for larynx cancer, and 4.47 to onefor cancer of the hypopharynx – atype of throat cancer.

The male-female death rate ratiofor cancer of the oesophagus was be4.08 to 1, and 3.36 to 1 for urinarybladder cancer, according to the studypublished in the journal Cancer Epi-demiology, Biomarkers & Prevention.

“Our research suggests that themain factor driving greater frequencyof cancer deaths in men is the greaterfrequency of cancer diagnosis, rather

than poorer survival once the canceroccurs,” study author Michael Cookwas quoted as saying by online healthjournal WebMD.

If investigators “can identify thecauses of these gender differences incancer incidence, then we can takepreventative actions to reduce thecancer burden in both men andwomen,” he said.

Many cancers with the highest over-all death rates also showed greaterdeath risk for men than women. Themale-female ratios for lung cancer –which is the leading cause of cancerdeaths for both men and women –were 2.31 to one, while the figure was1.42 to one for colorectal cancer, and1.37 to one for pancreatic cancer.

For leukaemia, the male-female ra-tio was 1.75 to one, and for liver andintrahepatic bile duct cancer the ratiowas 2.23 to one.

Only three cancers were found tohave a higher death rate in womenthan men. They included gallbladdercancer, anal cancer and cancer of theperitoneum.

According to Cook, the reason forthe difference in mortality rates is“not clear cut.”

“For many cancer sites, male andfemale incidence rates have changeddisproportionately over time, and thisimplies that the root cause of sex dif-ferences in cancer incidence rates,and by extension cancer mortalityrates, are sex differences in tobaccosmoking and viral infections, anti-oxidative capacity and hormones andmetal toxicity.”

The researchers, however, said thatmore studies are needed to find outthe factors responsible for greaterrates of diagnosis of cancer amongmen. PTI

Dinosaurs mighthave all died in single blow

Washington: Palaeontologistshave found a piece of dinosaurhorn which they say is pointingto a catastrophic end for the“Age of Dinosaurs”, not a gradualone as some experts have sug-gested.

It’s been believed that di-nosaurs were killed when a hugeasteroid smashed into the Earthoff the coast of Mexico some 65million years ago.

Although it is now acceptedthat a cosmic impact took placeat that time, known as the Cre-taceous-Tertiary, or K-T bound-ary, it was unclear if the massextinctions started gradually be-fore the hit due to volcanoes orother factors. The reason behindthis controversy was a 10-feetzone in the earth right belowthe K-T boundary that purport-edly lacked dinosaur fossils.

Some experts have claimedthis gap, seen in the western in-terior of North America, was ev-idence that dinosaurs might havedied off well before any impact.

Now, researchers have found

a fossil in this zone – a dinosaurhorn no more than five inchesbelow the impact layer, makingit the specimen closest to theend of the Age of Dinosaursfound yet.

The 45 cm-long horn, possiblyfrom a triceratops, was found inthe Hell Creek formation in Mon-tana.

Just because “we have onedinosaur in the gap doesn’t nec-essarily falsify the idea that di-nosaurs were gradually decliningin numbers,” said lead researcherTyler Lyson, a vertebrate pale-ontologist at Yale University.

He said: “However, this findindicates that at least some di-nosaurs were doing fine rightup to the K-T boundary.

“We need to do more fieldwork to find more dinosaurswithin the 3-meter gap. I amconfident that with more fieldwork, we will find more di-nosaurs within this interval.”

The new findings were pub-lished in the journal Biology Let-ters. PTI

Cape Town: An extract ofthe poisonous shrub Jat-ropha curcas acts as a strongpainkiller and may functionin a different way than mor-phine and other pharma-ceuticals.

Jatropha curcas, alsoknown as the “physic nut”,is a perennial shrub thatgrows to five meters inheight. It is native to CentralAmerica but grows widelyin Africa and Asia.

The plant fruit is com-bined with the stem bark ofCochlospermum planchoniifor treating diabetes and isalso used traditionally as apainkiller, says Omeh Yusufand Ezeja Maxwell of Uni-versity of Agriculture inUmudike, Nigeria.

The plant’s seeds have beenused for making soap, candles,detergents, lubricants and dyesand the seed oil is used in

biodiesel, the International Jour-nal of Biomedical Engineeringand Technology reports.

The researchers extractedwhat they believed to be thephysiologically active compo-

nents of the leaves of Jat-ropha curcas usingmethanol as solvent, accord-ing to Umudike statement.

They compared the effectsof this extract at 100, 200and 400 milligrams per kg(mg/kg) of body mass,against 400 mg/kg of acetyl-salicylic acid (aspirin) instandard lab animal testsfor assessing the strength ofpainkillers.

They found that 100mg/kg was an inadequatedose, however, 200 and 400mg/kg doses produced anal-gesia (relief from pain)com-parable to aspirin, affirmingthe use of the plant for painrelief.

Yusuf and Maxwell are nowcarrying out more work on iso-lating and characterizing the ac-tive ingredient in the extract andin determining the precise modeof action. IANS

connectionsMelbourne: A gene which is known for its role in en-abling speech and language also helps regulate thewiring of neurons in the brain, scientists have discov-ered.

The finding, published in the journal PLOS Genetics,could help scientists understand the unusual aspectsof the brain function better, the researchers said.

The study, led by Dr Sonja Vernes and Dr SimonFisher of the University of Oxford in England, foundthat the gene Foxp2 acts as a genetic dimmer switch,turning up or down the amount of protein productmade by nerve cells.

The team analysed brain tissue from mouse embryosand found that Foxp2 modulates several hundredgenes, many of which influence connections betweennerve cells.

They were also able to demonstrate in vivo that theloss of Foxp2 affects certain genes central to brain de-velopment and that the levels of the gene vary in dif-ferent parts of the brain, the ABC news reported.

To further explore the function of Foxp2, the teamstudied cultured nerve cells from embryonic micethat contain a genetic mutation in the gene.

The cells, they found, had fewer and shorter neuritis,spike-like projections that extend from the nerve cell.

The Foxp2 gene codes for a regulatory protein calleda transcription factor. The genetic sequence presentin all animal species, which reflects its importance.

In humans, Foxp2 is implicated in speech and lan-guage disorders; in birds it influences their ability tolearn songs; and in mice it affects learning of movementsequences.

Dr Fisher said: “Studies like this are crucial forbuilding bridges between genes and complex aspectsof brain function.”

Calling it a landmark study, Kirrie Ballard of SydneyUniversity said: “It will assist in understanding, froma behavioural perspective, the potential extent of theaffect of Foxp2 mutations on speech and languagesystems.” PTI

Pentagon unveils cybersecurity strategyWashington: The Pentagon yesterdayunveiled its first cybersecurity strategy,recognizing cyberspace as “an opera-tional domain to organise, train, andequip”, Xinhua reported.

“It is the first DoD (department ofdefence) unified strategy for cyberspaceand officially encapsulates a new wayforward for DoD’s military, intelligenceand business operations,” the Pentagonsaid in a statement. The document, en-titled Department of Defence Strategyfor Operating in Cyberspace (DSOC),was unveiled by deputy secretary ofdefence William J Lynn at the NationalDefence University in Washington. Anunclassified version of the documentwas posted on the Pentagon’s website.

“This (strategy) allows DoD to or-ganize, train, and equip for cyberspaceas we do in air, land, maritime, andspace to support national security in-

terests,” the document says.The blueprint also features a signifi-

cant shift from “passive” to “active” de-fence against potential cyber threats. Itdefines active defence as the Pentagon’s

“synchronized, real-time capability todiscover, detect, analyze, and mitigatethreats and vulnerabilities”.

As part of its active defences, thePentagon would introduce new oper-ating concepts and capabilities on itsnetworks, such as sensors, softwareand signatures to detect and stop mali-cious code before it affects US operations.The long-expected strategy is likely tocause concerns, both within the US andaboard, over possible US attempt tomilitarize cyberspace and gain domi-nance in the new warzone, analystssaid. “Our strategy’s overriding emphasisis on denying the benefit of an attack,”Lynn said. “Far from militarizing cy-berspace, our strategy of securing networks to deny the benefit of an attackwill help dissuade military actors from using cyberspace for hostile pur-poses.” IANS

London: The Japanese city ofFukushima, whose nuclear pow-er plant was badly damaged bya magnitude-9 earthquake, hasnow revealed a plan to cleanevery building and road of radi-ation, a British newspaper re-ported.

The local government said theplan to scrub every building androad clean of radioactivity maytake up to 20 years, the DailyTelegraph reported from Tokyo.

“We are drawing up a plan toclean our city and the first phaseof the project will be announcedearly next month,” said AkaneSaito, a spokeswoman for thecity government.

The cost of the two-decadeclean-up operatioon is likely torun into billions of yen.

Authorities are hoping to re-ceive funding from the nationalgovernment and the Tokyo Elec-tric Power Co., the operator of

the crippled nuclear plant.An 18-mile exclusion zone has

been declared around the plant,where emergency teams areworking around the clock tokeep the plant reactors cool andcontain further radioactive leaks.But radioactivity has gone wellbeyond the no-go zone.
