Vision and Mission of BAEC with regard to nuclear power
“Electricity for all by 2021” is a pronounced vision of our country;
Perspective Plan of Bangladesh: 2010–2021 and PSMP- 2010 outlined construction of 2000 MW Rooppur NPP by 2021; 4000 MW by 2030;
Based on several studies conducted so far, nuclear energy is identified as a viable option and the nuclear power programme is now part of a national energy mix, expected to relieve energy shortages;
National energy planning includes improving electrical grid, installing capacity about 2400 MW by 2021 for NPP, at time the first unit of NPP would come on-line;
The National Parliament passed a resolution in 2010 : “In order to overcome the increasing power crisis in the country nuclear power plant shall be established immediately”;

The Institutional framework of nuclear power programme was set up in the BANPAP:
Focal Ministry-Ministry of Science and Technology for the development and implementation of the national nuclear power programme;
Establishment of Operating Organization-NPCBL;
Establishment of Independent Nuclear Regulatory Body-BAERA for regulatory activities;

BAEC is responsible for Implementation of nuclear power;
BAEC through NPED/Rooppur NPP peoject, performed pre-project activities of Rooppur NPP based on IAEA guidelines;
The pre-project activities had focused on description of site, earthquake, topography, geology, hydrology, meteorology, electric power outgoing condition, initial environmental examination further conducted during the period 2009 – 2012;
On the other hand, NPED also conducted and coordinated activities related to nuclear power infrastructure development;

A Cooperation Agreement Concerning the Construction of a Nuclear Power Plant between Russian Federation and Bangladesh signed on 2 November, 2011.

The two-stages of construction approach has developed taking into consideration of- the domestic legal and regulatory conditions to obtain required licenses for NPP build; availability and competence of human resources for managing and regulating the NPP project activities; industrial base to support NPP construction works; nuclear infrastructure as well as social, economic and environmental condition to support NPP build;

Preparatory Stage of Rooppur NPP Construction
The Construction of Rooppur NPP (First Phase) Project approved in April 2013 for preparatory stage construction activities;
Project Document developed based on the Guidelines of Annual Development Programme of the Government;
Project Management Unit (PMU) established comprising existing manpower of the implementation agency, BAEC;
The PMU of “Rooppur NPP” headed by Project Director has full-time 80 personnel;
The PMU is responsible for implementation of the project;
Development and Implementation of Rooppur NPP (First Phase) Project
Functioning as a NPP Project Developer/Customer Developer;
Establishing institutional framework of PMU to control
construction activities;
Performing site assessment and EIA study of the Project;
Performing detailed FE for developing construction project
document;
Development of design documentation and working
documentation;
Development of QA programme, audit of contractors’ QA
systems;
Design and working documentation review and endorsement;
Inspection and supervision of preparatory phase construction
activities;

BAEC as the implementing agency has the responsibility to
oversee the overall implementation of the project through its
Project Implementation Committee (PIC). The PIC comprises of
expert members from different agencies/ministries.
The PIC oversees the activities of PMU, identifies
problems/barriers and resolve problems within the purview of
the expert levels and provide recommendations for decision
making level;
The implementing ministry, MOST monitor the project activities
through inter-ministerial Project Steering Committee (PSC). The PSC
comprises members of decision making level from different
ministries;
Monitoring and Review of the Progress of the Project
PSC monitors the progress of implementation of the project;
PSC solves the problems identified by the PIC;
Recommends for resolving issues that warrant decision
from the national level;

Fast Track Project Monitoring Committee Headed by Prime
Minister (every two month)
Review of implementation status of the project;
Make instant decisions on the project consultation with the
MOST;

Fast Track Monitoring Committee;
Take prompt measures to resolve whenever there is any
problem.;

To oversee and coordinate the planning for nuclear power at the national level, a National Committee headed by the Hon'able PM was established in 2010;
A Technical Committee headed by Minister, MOST formed in 2010 to coordinate and monitor the progress of nuclear power programme and Rooppur NPP project activities;
A Working Group and 8 interagency Sub-Groups on key topics formed in 2010, headed by Secretary, MOST to initiate and perform activities for establishing required infrastructures as outlined in the IAEA Milestone documents – The NEPIO;
Government-level decisions about the nuclear power programme are reviewed through this committee structure

The JSC Atomstroyexport, RF is appointed to perform necessary studies for Site Characterization and Environmental aspects (2) Feasibility Evaluation (FE) and (3) EIA for Rooppur NPP
The reports of the FE, Site Safety Assessment and EIA prepared and
submitted to BAEC and then to BAERA for Site license; The above-mentioned studies are performed on the basis of technical and legislative acts and regulations of Russian Federation, applicable domestic rules and regulations and IAEA guidelines with regards to safety assurance of construction site;
Target of Obtaining Site License by June 2016.

Bangladesh has engaged JSC Atomstroyexport to perform the following activities for the development of Rooppur NPP design documentation: Development of detailed Survey Documentations of the design stage and other technical documents for “Rooppur NPP”; Development of the design documentation of Rooppur NPP including Preliminary Safety Analysis Report (PSAR); Probabilistic Safety Analysis (PSA) Report and QA Programme of Rooppur NPP; Development of first priority design and construction documentation and first priority working documentation for Rooppur NPP;
The target for obtaining the Rooppur NPP Construction
License by June 2017

(3) Preparatory Phase Construction Activities of “Rooppur NPP”
Construction of Pioneer base Construction: vertical planning of Pioneer base, security fencing, monitoring laboratories, construction laboratories, diesel power station, 2 stories office building; Construction and Erection Base for Rooppur NPP: vertical planning of the construction site, construction of office-amenity buildings, administrative buildings, facilities of earth removal systems, storage facilities, reinforcement and concrete grout facilities, roads, security posts and security fencings, etc.; Physical Works at Rooppur NPP Industrial Base for the first concrete pouring: excavation works, outdoor lightening systems, interception drain system, pit water removal system, development of pit for unit 1 and unit 2 and development of foundation of unit 1 and unit 2 and other works required for first concrete pouring;

Challenges to becoming a PMU of Nuclear Project and an Operator
Challenges to becoming a PMU of Nuclear Project and an Operator
Conditions in Bangladesh:
– No nuclear units in under construction or operation
– Not sufficiently developed nuclear infrastructure
– Lack or insufficient project management experience
– Safety culture is still to be cultivated
– NPP Project management system is to be developed
Recently, the Government enacted the “Nuclear Power Plant Act,
2015 (NPP Act-2015)” for establishing management system for NPP projects & Operating Organization based on IAEA guidelines and following the provisions of the BAERA Act-2012;
The “Nuclear Power Plant Company Bangladesh Limited (NPCBL)’
formed as the Operating Organization of the NPPs based on NPP Act-2015;
NPCBL is proposing a new Organizational Structure and Management System for execution of the NPP projects in the country and also the operator of NPP;
Steps toward establishment of NPCBL as PMU and Operating Organization of NPP
Bangladesh faces a huge challenge in implementing the
Rooppur NPP and its total nuclear power;
Practical steps towards building “Rooppur NPP” commercial
Operation by 2023-2024 have been taken;
A preliminary assessment has been chalked out a plan to
find out methods that can be applied to find out our gaps and
then fill them up;
Bangladesh seeks cooperation from the IAEA in the form
National training courses, Seminar/Workshop, Expert
Mission/Review and other form of bilateral arrangements in
establishing infrastructure for “Rooppur NPP” building;
