    *angladesh, as a riverine 'o&ntry with 24,000 km waterways, has a navigable network varying from 596 km d&ring themonsoon to " 65 km d&ring the dry season. /ts inland water trans#ort (/+ 'ontin&es to be an im#ortant mode oftrans#ort not only in the inland movement of freight and #assengers b&t also in the trans#ortation of im#ort and e3#ortitems thro&gh the #orts of hittagong and Mongla. he high degree of #enetration of the /+ network #rovides a''ess toabo&t 25 of the r&ral ho&sehold in *angladesh.

    /+ is s&'h a mode of trans#ort that has been 'hara'teri>ed as the leas 'ost, environment friendly, less a''ident #roneand low maintenan'e 'ost. Moreover, the develo#ment of waterways does not even re-&ire any '&ltivable land rather it?svery m&'h hel#f&l for develo#ment of other se'tors of e'onomy in'l&ding maintaining e'ologi'al balan'e./+ has three f&n'tions with distin't modes of o#erations and stakeholders:

    − National : his 'onsists in tr&nk ha&lage of freight and #assenger 'arriage along the main 'orridors of demandbetween the #orts and ma@or e'onomi' 'enters (in'l&ding international . ri#s are medi&m to long distan'e and

    high vol&me movements are re'orded. Aessels are modern vessels of large 'a#a'ity ($00 to $,200 #assengers,20 to $, 00 tons .− Local : his 'onsists in feeder, distrib&tion and lo'al traffi'. ri#s are mostly on short distan'es with low vol&me

    movements to and from (and between smaller 'omm&nities. he demand is #redominantly for #assengermovement b&t with an im#ortant need to a''ommodate modest freight loads, &s&ally for small enter#rise, smallholder or Bown a''o&nt? #&r#oses. Lo'al tri#s &se traditional 'o&ntry boats offering a 'a#a'ity of to $00#assengers and $00 tons.

    − Ferries : Cerries link se'tions of roads se#arated by large 'hannels in the absen'e of bridges. C&n'tionallythese are an entirely se#arate 'ategory sin'e they are #art of the road trans#ort system rather than the /+system. owever, o#erationally it is sensible to integrate as#e'ts of the ferry servi'es (s&'h as vesselmaintenan'e and re#air and river dredging with those of /+ .

    /n addition, there e3ists a dynami' #rivate se'tor whi'h leads most of the se'tor a'tivities s&'h as 'argo trans#ort, #ortmanagement and shi# b&ilding, et'. that hel# the se'tor?s 'ontrib&tion to shared growth and #overty red&'tion.

    Background/n *angladesh, being a 'o&ntry with many rivers, /nland +ater rans#ort (/+ , is a ma@or mode for the trans#ort ofgoods and #eo#le. /+ is im#ortant for the #oor as well as it is the 'hea#est mode of trans#ort 'om#ared to road or rail.Dntil re'ently, however, the se'tor had re'eived little attention from the 7overnment of *angladesh with only limitedreso&r'es allo'ated to its develo#ment. /n addition, these reso&r'es were mostly &sed to develo# the main ro&tes (theones most &sed by large me'hani>ed vessels while se'ondary rivers and trans#ort &sing 'o&ntry boats (mainly r&raland &ntil re'ently non me'hani>ed vessels 'onstr&'ted in traditional design were given se'ond #riority.

    he total length of rivers in *angladesh is estimated to be in the range of some 24,000 kilometers, #roviding a very highdegree of #enetration.

    */+ is fa'ilitating #assenger and 'argo movement in the inland waterways and also offshore islands in the #&bli'se'tor vis G vis #rivate se'tors. /t is o#erating "5 ferries in different ro&tes. ards, s&'h as shallow water, narrow width of 'hannels and inade-&atenavigational aids. %s a res&lt, night navigation is allowed only on 'ertain se'tions.

    he 'ondition of #iers, @etties and other infrastr&'t&re in both 'o&ntries is generally #oor. here is a la'k of storagefa'ilitiesI 'argo handling e-&i#ment and e3isting s#ort 'raft s&'h as #ilot, mooring and s&rvey boats are in short s#lywith many of them being &nservi'eable. he la'k of 'ontainer handling fa'ilities has been 'ited as a #roblem. owever, itis 'onsidered very do&btf&l whether there will ever be s&ffi'ient demand to invest in s&'h s#e'iali>ed fa'ilities./ndia has re'ogni>ed the #roblem and is taking a'tion to #rovide new terminals 'a#able of handling 'ontainers. )toragefa'ilities are also #lanned at #ro#osed terminals in /ndia and de#ending on the &tili>ation of these terminalsFro&tes#rovisionF gradation of these fa'ilities 'o&ld be 'onsidered from time to time. /f similar fa'ilities are #rovided in the*angladesh #ortion of the #roto'ol ro&tes, it will f&rther enhan'e &tili>ation of the ro&tes.

    he de'laration of the *arak iver as a ational +aterway is also &nder 'onsideration by the /ndian 7overnment. %fterde'laration of this river as a ational +aterway, terminal fa'ilities at *hanga ($9 km stream of Jarimgan@ , and at*adar#&r wo&ld be taken by /nland +aterways %&thority of /ndia (/+%/ .

Dnfort&nately, for a n&mber of years and for vario&s reasons, these rivers have not been dredged ors&rveyed and, a##arently, are now in their nat&ral forms.

    he level of servi'e is defined by the least available de#th in the navigation 'hannel based on the loaded draft'hara'teristi's of the me'hani>ed 'argo vessels. he system of 'lassifi'ation is &sef&l as it #rovides information on the'onditions of navigation that 'an be e3#e'ted on a river in a defined lass and is also the basis for determining thedredging #oli'y ne'essary to maintain the 'onditions of navigation. lassifi'ation is also needed to de'ide on vesseldesign and ens&re its ade-&a'y with the 'hara'teristi's of the river where the vessel will o#erate.

    he network 'lassifi'ation does not refle't 'hanges sin'e its establishment $5 years ago:− *ype and si'e of vessels8 !raft re-&irements have in'reased on 'ertain ro&tes. he single desk vessels,
