The district is anticipating becoming an area that is home to several industrial clusters with hundreds of billions of yuan in output and a considerable number of the world’s top 500 enterprises, high-end research teams and institutions, accord- ing to a government work report delivered during the congress. The targeted enterprises will include companies in the fields of artificial intelligence, new energy, new material, integrated circuit boards, marine tech and other rising industries. Specific goals along the way to achieving the ambitious vision were outlined. An official from the district’s investment and promotion office recently disclosed that the district is planning to initiate no fewer than 10 key projects with some of the world’s and China’s top 500 firms as well as to invite at least two of the firms to set up their headquarters in Bao’an. The office will also organize more than 10 promotional sessions overseas and release policies for streamlining the procedure of introducing busi- ness partners to the district. To lure big corporations to settle in Bao’an, an array of mea- sures will be taken. For instance, according to the official, the dis- trict is going to construct five major information resources repositories, compose detailed action plans and improve col- laborative mechanisms among agencies at all levels. In fact, Bao’an had already attracted a batch of enterprises in future industries over the past year. In 2017 alone, the district’s investment and pro- motion office successfully car- ried forward 50 projects and invited 36 key enterprises to register in the district, includ- ing Tencent Holdings Ltd. and Energy China. Oceanalph is one example of a world-leading company lured to Bao’an last year. The company focuses on USV (unmanned surface vessels) development and offering USV solutions for water envi- ronment sampling and moni- toring, hydrographic survey, oceanographic survey, nuclear radiation monitoring, water surface cleaning and more. A fleet of USV produced by Oceanalph gave a stunning performance at the sub-venue of the 2018 CCTV Spring Festival Gala in Zhuhai, showcasing the high-end technology before the whole world. Besides bringing in more upscale enterprises, Bao’an has also organized bilateral matching sessions for promot- ing its own enterprises to global partners in the United States, Canada, Germany, Australia and other countries and areas, which has resulted in fruitful cooperative deals. Du Shengming, an expert of industry and economic study in Bao’an, said that to map out the district’s future industries should be a key focus of Bao’an’s strategy for economic development. He suggested that the district continue to optimize its busi- ness environment and focus on the development of high-end future industries with steady progress. It is equipped with our special small-sized motor, and the quality has met Apple’s standards,” said Cai Zhengfu, vice chairman of small house- hold appliance firm Airmate, which sells products both at home and abroad. Shenzhen is one of China’s major production bases of small household appliances, accounting for about 15 per- cent of the country’s total annual exports. Bao’an is the most important manufactur- ing area for small household appliances in Shenzhen. At present, there are 206 enterprises in the district that produce and sell small household appliances to overseas markets. In 2016, exports of small household appliances in Bao’an reached US$2.74 billion, ranking second in Guangdong’s small household appliance industry. In September 2014, Bao’an was granted the provincial- level title of demonstration area of quality and safety for the export of small household appliances, becoming Shen- zhen’s first demonstration area of export products. The output value of enter- prises in the demonstration area reached 57.76 billion yuan (US$9.13 billion) last year, an increase of 13.8 percent year on year. Import and export volume totaled 19.17 billion yuan, an increase of 2.68 per- cent from a year ago. In addition, the number of enterprises that have regis- tered their own brands has increased from 11 to 17, up 55 percent from a year earlier. Most of the enterprises have research and development design platforms. The firm, which owns the Kongfu Bear and Jenny Bear brands, aims to produce cook- ies, animations and animation- related products there. According to a report by Bao’an Daily on March 20, Shenzhen Yumkava signed an agreement with the Bao’an dis- trict government to build a cul- tural industrial park during the China (Shenzhen) International Cultural Industry Fair in 2017, and the deal was regarded as one of Bao’an’s top-10 cultural industrial projects. “The construction of this cultural industrial park will definitely give an impetus to the development of the cul- tural industry in Xinqiao Sub- district, and even Bao’an as a whole,” said Liang Minhua, the deputy head of Bao’an’s district government. “The park will serve as an example of cul- tural development, promote the innovation of the cultural industry in [Bao’an’s other] subdistricts, and achieve a win-win outcome for all par- ties involved.” Bao’an rolled out various incentives in 2017 to boost the growth of the cultural industry in the district. The district gov- ernment spent 33 million yuan financing a total of 157 cultural projects last year with 385 firms dabbling in the cultural industry in the district, among which five are listed firms. That was a sharp rise of 808 in a year compared with the 2,222 the district had by the end of 2016. In other words, the district added 2.2 national- level high-tech firms on average daily, the paper said. Technical center title TWO Bao’an-based firms made the final cut for a State- accredited corporate technical center award, Bao’an Daily reported March 15. If officially approved, Shenzhen Silver Basis Tech- nology Co., which develops and produces large precision injection moldings and preci- sion structural parts for the automotive and communica- tions industries, and Sun- woda Electronic Co., which researches and manufactures li-ion battery module products, will join 111 tech firms from around the country to get the much coveted title. Introduced in 2005, the award’s aim is to incentivize Chinese firms to pursue technical innovation. Bao’an currently has 174 corpo- rate technical centers, of which three are State accredited. Credit system BAO’AN will set up a business credit system to improve the brand recognition of businesses in the district. According to a letter of intent unveiled by Bao’an’s district government March 10, the move is aimed at boosting the trustworthiness of Bao’an’s businesses and punishing those who have committed malprac- tice. The district government will lead efforts to launch a business credit list based on businesses’ creditworthiness. A public database will be used to blacklist individuals and cor- porations that have committed financial wrongdoings.
