Following the publication of the committee report, a supplementary consultee response has been received from LBBD Transport dated 09.09.21 and is listed below:

Purely as an Indicative guide to Deliverables:

Officer comment: Since the publishing of the Committee report, ongoing consultation has been undertaken with LBBD Transport in relation to safety mitigation measures at the site. Officers have sought an additional contribution that goes above and beyond those already recommended in the published report. The applicant has acknowledged the consultee response and has made an offer for an additional £10,000 to provide the following:

Officers acknowledge that this falls short of the full amount requested by LBBD transport. Due regard has however been given to the applicant’s commitment to address these matters through the above financial contribution of £10,000.00; in addition to the heads of terms and conditions relating to car par parking permit free agreement and delivery and servicing management plan which have been welcomed by officers and considered acceptable.

Planning Obligations

The additional head of term is therefore listed in relation to the required financial contribution and scope of works:

5. Prior to the commencement of the development, the applicant shall pay a sum of £10,000 to go towards the completion of highways works including: new Kerb line fronting Shafter Road, new surfacing and bollards to existing parking bay access and introduction of pedestrian areas.

Recommendation:

The Officer recommendation remains unchanged.
