Barley Prices Under Pressure

Barley prices for major exporting countries have witnessed significant declines since the beginning of
2016. Even though world barley production is projected down from the previous year, prices have not
responded amidst pressure from a 2016/17 record global corn crop. Prospects for corn have affected
barley demand as both are utilized as energy components for animal feed.
Barley prices have also been depressed by a record crop in Australia. The country is projected to be the
largest exporter in 2016/17, supplanting the EU and supplying a quarter of the world’s demand.
Compared with January 2016, Australian prices were nearly $30/ton lower year-over-year. Lower
prices are expected to boost exports to key markets such as China. The implementation of the China-
Australia Free Trade Agreement (January 2016) has provided Australia a competitive advantage with
the removal of the import duty for barley. For the first two months of 2017, China’s imports of
Australian barley more than tripled compared to the same period the previous year, according to
Chinese customs data.
As a result of Australia’s competitive prices, other major exporters (i.e., EU and Ukraine) have felt
downward price pressure since the beginning of 2016. Despite slightly lower production, EU prices are
lower, and 2016/17 exports are forecast to be the second-largest behind Australia. For Ukraine, prices
averaged $137/ton in January, decreasing over $20/ton year-over-year as a larger domestic crop has
also pressured prices. Weak barley prices imply that growth in supplies of feed grains are outpacing
global demand.

WHEAT: WORLD MARKETS AND TRADE
OVERVIEW
Global wheat production, already at a record, is raised slightly this month mainly on a larger crop
in Pakistan. Global consumption is lowered mainly on reduced U.S. feed and residual use as
implied by the latest Grain Stocks report from NASS. Consequently, global stocks, which were
already forecast at a record high, are raised further. Global trade is lowered marginally, but
remains a record. The U.S. season-average farm price is unchanged at $3.85 per bushel.
U.S. PRICES:
Domestic: Overall, wheat prices were down on abundant supplies and favorable weather
conditions for the month of March. Hard Red Winter (HRW) plunged $15/ton to $191, while
Soft Red Winter (SRW) eased $3/ton to $182. Hard Red Spring (HRS) plummeted $15/ton to
$251, but still holds a solid premium over other U.S. wheat classes. Soft White Winter (SWW)
sunk $14/ton to $198 due to improving logistics in the Pacific Northwest in mid-March.

U.S. Share of Mexican Wheat Imports Rebounds
Mexico, the second-largest wheat importer in the Western Hemisphere, has historically imported
around three-quarters of its needs from the United States. U.S. wheat has benefitted from a
logistical advantage over other suppliers when exporting to Mexico, allowing for a consistent
supply to millers. With this advantage in place, U.S. wheat only faced limited competition from
Canada. However, the U.S. share of Mexico’s imports has declined in recent years, falling to
only 57 percent in 2015/16. Mexico’s imports from the EU, Russia, and Ukraine grew
substantially based on abundant supplies and competitive prices. These three non-traditional
suppliers accounted for about 25 percent of Mexico’s imports in 2015/16.
In 2016/17, however, Mexico is forecast to import a record 5.2 million tons and the U.S. share
has rebounded to 68 percent year-to-date. Favorable prospects continue as outstanding export
sales to Mexico are more than double the level of a year ago. Market share has been regained
from the EU, where the weather-affected French crop was not priced competitively because of
limited exportable supplies. Also contributing to the resurgence in U.S. market share is
competitive pricing after a large harvest. Furthermore, Mexican millers have familiarity with the
quality and protein of U.S. wheat. For more information, see the Mexico Grain and Feed Annual
GAIN report. As Mexico is the United States’ largest wheat market, the rebounding share of
trade is contributing significantly to higher U.S. exports this year.

TRADE CHANGES IN 2016/17
Selected Exporters
Australia is cut 1.0 million tons to 23.0 million based on trade data.
Brazil is down 200,000 tons to 1.4 million due to the slow pace of feed-quality
shipments.
Canada is lowered 500,000 tons to 20.0 million due to weak sales from January to
March.
European Union is up 1.0 million tons to 26.5 million based on expectation of larger
sales to Turkey.
Kazakhstan is reduced 500,000 tons to 7.0 million due to slower exports.
Pakistan is down 200,000 tons to 700,000 based on slowing demand from Afghanistan.
Russia is lowered 500,000 tons to 28.0 million based on Turkey imposing a tariff on
Russian wheat.
Turkey is raised 200,000 tons to 6.0 million based on the fast pace of flour exports.
Ukraine is boosted 800,000 tons to 17.3 million based on demand from India.
United States is up 300,000 tons to 27.8 million based on the rapid pace of sales and
shipments, especially to Mexico.
Selected Importers
Egypt is reduced 300,000 tons to 11.5 million. Although there has been a recent uptick in
purchases, overall, imports are not expected to overcome the slow start to the season.
India is raised 500,000 tons to 6.0 million based on current trade to date.
Iran is down 200,000 tons to 1.2 million based on slowing trade.
Mexico is up 300,000 tons to 5.2 million based on purchases from the United States.
Syria is down 300,000 tons to 2.0 million based on the pace of trade and expectations of a
favorable new crop.

Thailand is reduced 200,000 tons to 3.6 million based on recent feed wheat import
restrictions.
Turkey is cut 300,000 tons to 4.5 million based on the slow pace of trade to date and the
government’s decision to remove Russia from the list of duty-free wheat suppliers. For

United States is lowered 200,000 tons to 3.0 million based on the slow pace of imports
from Canada and large domestic supplies.

RICE: WORLD MARKETS AND TRADE OVERVIEW For 2016/17, global production continues at a record, and is raised this month mainly on a larger Indonesian crop. Trade is revised lower on smaller imports for Indonesia and Saudi Arabia. Exports are lowered for Egypt and Pakistan. Both global consumption and stocks are revised higher, with consumption at a record. FEATURE
Indonesia Rice Imports Decline on Larger Domestic Production
Indonesia, the world’s third-largest consumer and producer of rice, is forecast to import only 500,000 tons in 2017, a 50-percent reduction from 2016 levels due to an anticipated rebound in production. Indonesian production meets most of its domestic demand, with imports only accounting for shortfalls and to source fragrant varieties. Although imports constitute a small amount of overall supplies, Indonesia’s relative absence in the thinly-traded rice market has significant impacts on its key suppliers. Forecasted 2017 imports are expected at the lowest level since 2009, when the country brought in a meager 250,000 tons. Thailand and Vietnam are the primary suppliers of rice to Indonesia. In recent years, Vietnam has supplied the majority, but with affordable old crop supplies, Thailand has gained market share. With ample supplies in both countries, there is likely to be stiff competition to fulfill the Indonesian market. Although not a traditional exporter, Indonesia is now setting ambitious export targets given its sufficient domestic supplies. Despite these efforts to export, Indonesia is expected to remain a net importer.

PRICES
Over the past month, Indian quotes have continued to climb, in part reflecting a stronger rupee. In contrast, Pakistani quotes have dropped from their unusually high January levels but remain somewhat firm at $380/ton. Thai 100B quotes remained relatively steady at $377/ton, with recent strengthening of the baht. Vietnamese quotes remain the lowest and have slid to $349/ton on the ongoing harvest in the Mekong Delta. SELECTED TRADE CHANGES for 2017
• Bangladesh imports are raised 100,000 tons to 150,000 on larger purchases from India, despite the import duty that remains in place.
• Indonesia imports are cut 300,000 tons to 500,000 as a more abundant crop tempers import demand.
• Saudi Arabia imports are lowered 150,000 tons to 1.4 million on more modest purchases.
• Egypt exports are slashed 200,000 tons to 100,000 amid the continued export ban.
• Pakistan exports are trimmed 200,000 tons to 4.0 million on weak sales in light of relatively high export quotes.

COARSE GRAINS: WORLD MARKETS AND TRADE
OVERVIEW
Global corn production in 2016/17 is raised to a new record with larger record crops in both
Argentina and Brazil. 2016/17 corn trade is expected to surpass the previous year’s record as
importing countries take advantage of low prices. Both Mexican and Vietnamese imports are
driven higher this month based on expected robust demand from their respective livestock
sectors in the face of attractive global corn prices. The U.S. season-average farm price is
unchanged at $3.40 per bushel.
PRICES
Corn prices in Argentina and the United States are down this month as a result of record supplies
in South America. Argentine prices were pared back $3/ton this month on the basis of ample
availabilities, dropping to around $165/ton. U.S. quotes plunged following expectations of the
impending South American harvest, retreating $13/ton to $157/ton. Black Sea prices were
unchanged at $171, while Brazilian prices were seasonally unavailable.

TRADE CHANGES IN 2016/17
Selected Exporters
Argentine corn is raised 500,000 tons to 26.5 million on a record crop.
EU barley is cut 500,000 tons to 5.4 million on a tepid pace as indicated by customs data
and waning demand from North African countries.
Russian barley is down 200,000 tons to 3.4 million on the lackluster speed of recent
shipments.
Ukrainian barley is up 200,000 tons to 5.2 million on data reflecting stronger-than-
expected shipments and relatively competitive prices.
Selected Importers
Mexican corn is boosted 1.0 million tons to 14.8 million reflecting strong U.S. sales.
Indonesian corn is halved to 500,000 tons on larger domestic supplies.
Philippines corn is cut 200,000 tons to 700,000 on a record crop.
South African corn is down 300,000 tons to 1.5 million on weakening imports in recent
months.
Venezuelan corn is cut 500,000 tons to 1.7 million on slower sales by the United States
and Argentina.
Vietnamese corn is raised 1.0 million tons to 9.5 million on expectations of greater
demand for competitively priced feed grains.
Moroccan barley is lowered 300,000 tons to 600,000 reflecting a slow pace of shipments
from the EU and an improvement in early-spring pasture conditions relative to a year ago.
Tunisian barley is down 200,000 tons to 400,000 on slow shipments from the EU.

Local Marketing Years (LMY): LMY refers to the 12-month period at the onset of the main
harvest, when the crop is marketed (i.e., consumed, traded, or stored). The year first listed
begins a country's LMY for that commodity (2015/16 starts in 2015); except for summer grains
in certain Southern Hemisphere countries and for rice in selected countries, where the second
year begins the LMY (2015/16 starts in 2016). Key exporter LMY’s are:

Stocks: Unless otherwise stated, stock data are based on an aggregate of differing local
marketing years and should not be construed as representing world stock levels at a fixed point in
time.
Consumption: World totals for consumption reflect total utilization, including food, seed,
industrial, feed, and waste; as well as differences in local marketing year imports and local
marketing year exports. Consumption statistics for regions and individual countries, however,
reflect food, seed, industrial, feed, and waste only.
Trade: All PSD tables are balanced on the different local marketing years. All trade tables
contain Trade Year (TY) data which puts all countries on a uniform, 12-month period for
analytical comparisons: wheat is July/June; coarse grains, corn, barley, sorghum, oats, and rye
are Oct/Sept; and rice is calendar year.
EU Consolidation: The trade figures starting from 1999/00 represent the European Union
(Croatia plus the former EU-27) and exclude all intra-trade. For the years 1960/61 through
1998/99, figures are the EU-15 and also exclude all intra-trade. EU-15 member states' data for
grains are no longer maintained in the official USDA database. Data for the individual NMS-10,
plus Bulgaria, Romania, and Croatia, exists only prior to 1999/00.
Statistics: (1) Wheat trade statistics include wheat, flour, and selected pasta products on a grain
equivalent basis. (2) Rice trade statistics include rough, brown, milled, and broken on a milled
equivalent basis. (3) Coarse grains statistics include corn, barley, sorghum, oats, rye, millet, and
mixed grains but exclude trade in barley malt, millet, and mixed grains.

and trade to countries outside the USDA database.
