Programme Barometer of Public Opinion
Soros Foundation-Moldova pleads for correct and transparent tools for social-political and economic life reflection and for ensuring the access of civil society to information. To this end, a public opinion survey programme – “Barometer of Public Opinion in Moldova”- was launched in 1998.
First two polls were conducted in 1998. The following poll was commissioned by the Institute for Public Policy, with the financial support of Soros Foundation-Moldova, in August 2000. Afterwards, public opinion polls were conducted in spring and autumn of each year during the period 2001-2011.
The survey focused on: political options, rating of main political parties and personalities, living standards and life quality, economic and social Government policy, other issues of major concern.
The results of public opinion polls were presented at press conferences held upon completion of the surveys. The media, the public and all those interested have permanent free access to the Barometer’s results, including to the poll’s database. All data can be accessed at IPP web-site: http://www.ipp.md
Taking into consideration the impact and the importance of the polls conducted in the framework of the Barometer of Public Opinion, the Institute for Public Policy commissioned in November 2011 a new public opinion poll supported financially by Soros Foundation. The poll was conducted by „CBS-AXA” Centre for Sociological Investigations and Marketing Research. The results of the poll are shown below.
The programme „Barometer of Public Opinion– 2011” is supervised by a Board chaired by Dr. Arcadie Barbăroşie, Director Executive of the Institute for Public Policy. The Board’s members are: PhD. Ludmila Malcoci; Igor Boţan, Director of ADEPT; Petru Bogatu, columnist, Jurnal Trust Media; Natalia Morari, sociologist and independent journalist. The programme consultant is Dr. Viorel Cibotaru, Director of the European Institute for Political Studies of Moldova.
The programme administrator, the Institute for Public Policy, is a non-governmental, non-profit organization. It aims at encouraging the development in the Republic of Moldova of an open, participatory, pluralist society, committed to democratic values, by the means of conducting and supporting independent surveys and analyses of public policies, as well as by the means of public debates and wide dissemination of the results of such surveys.
The Institute focuses its activities on the following fields: reform of the educational system, European integration, settlement of the Transnistrian conflict, national security and defence, other issues of major concern for the society. Public opinion polls are supposed to be conducted in all the above-mentioned fields.
The Institute keeps collaboration relations with similar organizations and research institutions in the field of public policies from many countries with a view to exchange information and expertise, to develop joint comparative studies and to perform activities of mutual interest. “CBS-AXA” Centre for Sociological Investigations and Marketing Research is a sociological company registered in 2003. It was founded on the basis of the Centre for Public Opinion Polls and Marketing Research ILIGACIU Ltd.

Survey Methodology
Amount of the sample: 1 113 people aged 18 or more;
Sample: stratified, probabilistic, two-stage;
Stratification criteria: 12 geographic regions, similar to former administrative-territorial units, residence environment (urban-rural), size of urban communities (2 types), number of population in rural communities (3 types of rural communities).
Sampling: The volumes of urban strata and of the total within regions (former judets), as well as the volumes of rural strata, have been calculated proportionally with the number of population, according to the data provided by the National Bureau for Statistics of the Republic of Moldova.
Random stages: I. Community: within the adjusted strata, the communities (99) have been selected randomly, based on a table of aleatory numbers. II. Family: a maximal number of five interviews per sampling point has been established. Families to be interviewed have been selected through the method of aleatory itinerary, with a pre-established statistical step. III. Person: in families with several adults, the person to be interviewed was the one whose birthday was the nearest.
Representativeness: the sample is representative for the adult population of the Republic of Moldova, with a maximal error of +2.9%
Period for data gathering: October, 22– November, 6, 2011. Interviews have been conducted at the respondents’ place. The questionnaire was developed in Romanian and Russian languages and the respondents had the possibility to choose the version.
The analysis of the sample structure obtained on-site revealed the concordance between the distribution of the population according to the available statistical data and those obtained, with the admissible statistical deviation. A difference was remarked within the structure women/men, women being over-represented, and within age groups, young people aged 18-29 being under-represented. The major reason for such deviations is the phenomenon of labour force migration whose size cannot be recorded by present official statistics. To fill this gap, a results balance was done so as the structure of the calculated sample represents the average between the distribution according to the official statistics and the one obtained in the field. Thus, the results shown below are balanced. The difference between balanced and non-balanced data does not overpass 1,5% with regard to any question.
