inventory of the emissions; investment need);
Insufficient expertise in implementing the flexible mechanisms;
Hard currency risk; Insufficient communication between Municipalities and
Ministries and / or between the involved Ministries;
Overloaded personnel of the city halls; Low interest and involvement of the local
commercial banks and the investment funds;

The transparency of the local budgets;
