***NOTE*** As a result of Governor Evers mask order I did not include this as an Agenda item because his

order extends to local government buildings.

I have no Special Matters or Announcements at this time.

7. EDC Update - Dave Armstrong - Frac Sand:

EDC Director Armstrong will be making this presentation as requested.

I have asked and received a reply from Sean Wenko, Economic Development Director, City ofWilliston,

ND, the center of the oil patch and he states:

"We have weathered the storm better than I would have expected. I see a mini rebound happening.

However, I am told the industry is being veiy cautious as we may see another round of layoffs in July as PPP

starts to run out. I envision a rather quiet 2020 but a nice rebound next year."

8. Zoning Ordinance Amendments:

There are no concerns with these rezoning's that I am aware of and I recommend approval.

9. Local Health Officer Ordinance, (discussion onlyj

Included with the packet is a draft Public Health Officer Ordinance. Ban-on County does not have this

ordinance and therefore cannot enforce orders from the Public Health Department.

Remember this is a discussion only, the decision process needs to begin with the HHS Committee making a

recommendation.

As of the above date I am waiting for the final guidance document from the Wisconsin Counties Association,

when I receive the final version of this document I will forward it onto the members.

10. Resolution - Authorizing $67,206 from Unassigned Fund Balance:

Included with the packet is a resolution authorizing the use ofUnassigned Fund Balance for this one-time

upgraded to the existing E-911 Emergency Dispatch system. It is my understanding this system has not

been upgraded for approximately eight years and this upgrade will allow emergency texts and videos to be

uploaded to the Dispatch Center. This expenditure was not included with the original 2020 Budget requestbecause the grant process is competitive, and the grant process has "bounced-around" through various State

agencies over the past 5-8 years, and the information for the grant was received veiy late in the 2020 Budget

approval process. Approval will require a 2/3'rds roll call vote.

I recommend approval of this Resolution.

11. Resolution - Authorizins Purchase of $200,000 Screen Deck for Hwy Dept.:

This resolution has been approved by the Hwy Committee and Executive Committee for the purpose of

allowing Hwy Commissioner Servi to purchase a used Screen Deck for use in our crushing operations.

The resolution authorizes an amount not to exceed, $200,000 to be taken from the Hwy Fund Balance to fund

this purchase. Finance Director Busch is aware of this request and is not opposed to this use of funds.

Approval will require a 2/3'rds roll call vote.

I recommend approval of this Resolution.

12. Report from County Administrator:

a. Management Discussion and Analysis:

Jodi, will present this veiy important document to the Board.

b. Leave Sale to Health Savings Account:

As allowed by the Executive Committee we again this year will allow employees to "sell" up to 96 hours of

accrued vacation or sick leave to their Health Savings Account.

c. 2021 Health Insurance Renewal and Use of the Health Joy App:I have asked Jeff from Health Joy and Alex Beaudry from Horton Group to attend the October 19th, CountyBoard meeting so that:

A: Jeff can explain the feahires and benefits of Health Joy and the return it provides toemployees and employers.

B: Alex can explain where the County is at with the 2021 Health Insurance renewal and his

thoughts on using Health Joy.

Also at the meeting I will be projecting the County's most recent health usage data.

d. 25% Upfront Payment to Safety Clean:The Executive Committee, August, meeting, authorized a payment not to exceed, $55,000 to Safety Clean, in

Clear Lake, WI for the purchase of Personal Protective Equipment. It is unusual for government to pay in

advance and therefore my request to Executive to authorize this type of purchase.

e. Disposition of Tax Deed Property - Village of Turtle Lake:

The Executive Committee authorized the sale of three parcels of land on the comer ofHwy 63 and Hwy 8

within the Village of Turtle Lake for $100,000. This property was cleaned-up as a fuel spill site with theCounty working with the DNR. This property will be sold via the Wisconsin Surplus On-Line AuctionService.

/ GCS Soft\vare Payment, $9, 500.The Executive Committee authorized an expenditure, from the 2020 Contingency Fund in an amount not to

exceed $9,500 for training and module integration for the GCS Software used in the Treasurer's Office.

g. Pay Grade Placement Recommendation:

The Executive Committee authorized six, 6, pay grade recommendations from McGrath consulting. This is

the only pay grade changes we have had since implementing our plan 3-4 years ago!!

h. Extension of Federal Temporary Paid Sick Leave Program to 12-31-2020:

The Executive Committee authorized an extension of the Federal Temporaiy Paid Sick Leave Program to 12-

31-2020, to keep us in-line with the new Federal guidelines.

With the cancellation of the WCA Annual Convention it has been suggested to move the meeting date to

Monday September 21st. The I received information from Chair Okey and he has requested that we move the date to

Tuesday September 22'"', at 7pm. What are the wishes of the Board?

CALL TO ORDER-ROLL CALL-PUBLIC NOTIFICATION: County Board Chair Okey called the meeting to order

at 7:OOPM. County Clerk Cook took attendance and stated the County's compliance with open meeting laws.

INVOCATION: Led by Pastor Duane Walker from the World Harvest Church located in Rice Lake.

PLEDGE OF ALLEGIANCE: Recited.

SPECIAL MATTERS AND ANNOUNCEMENTS (NON-ACTION ITEMS): Administrator French informed theBoard that County Board Supervisors will be allowed to attend meetings virtually, or in person, except for meetings with

financing on the agenda, including the November budget reading. French also informed the Board that attendance at any

of the Highway Committee meetings are encouraged. French read a press release regarding Highway Servi's recent trip tothe White House to attend a presentation by President Tmmp on rolling back the regulatory reform. French also discussed

the emails he received from employees who were appreciative of the lunch bags that were handed out to all the County

employees last week.

IN MEMORIAM-RICKYWUORENMA: Chair Okey requested a moment of silence for former SupervisorWuorenma who recently passed away.

PUBLIC COMMENT: Renee Johnson - 2295 16 % Avenue in Rice Lake, Noah Marach - 2244 16 % Avenue in RiceLake, Rebecca Kemp - 2296 16 3A Avenue in Rice Lake, Jerry Aul - 2224 16 3A Avenue in Rice Lake, Mike Swant -

2218 16 % Street in Rice Lake all spoke regarding the rezoning in the Town of Stanley. Susan Brooks - 1597A 8 3A Street

in Almena spoke regarding the resolution declaring Barren County a Constitutional County.

APPROVE AGENDA: Chair Okey asked to amend the agenda by postponing the presentation from BCEDC Armstronguntil August and moving the Resolution to Declare Barren County a Constitutional County next on the agenda as Item 7Afollowed by the Rezoning Ordinance for the Town of Stanley - Todd's Redi Mix Concrete, LLC to Item 7B.

Motion: (Olson/Schradle) to approve the amended agenda. Carried.

APPROVE MINUTES OF JUNE 15, 2020 MEETING: Motion: (Rindsig/Heinecke) to approve. Carried.

RESOLUTION - DECLARING BARRON COUNTy TO BE A CONSTITUTIONAL COUNTY: Chair Okey gavea brief explanation of the public request. Motion: (Thompson/Skinner) to bring to the floor for discussion. Carried.Chair Okey allowed former Supervisor Keith Hardie to address the Board. Discussion. Motion: (SchradIe/Mosentine) to

not pass the resolution as presented. Supervisor Olson requested a point of order and asked if the resolution could die due

ZONING ORDINANCE AMENDMENTSA. 2020-6 REZONING - TOWN OF STANLEY, TODD'S REDI MIX CONCRETE, LLC: Zoning Chair

Rogers discussed the procedure that was used for the rezoning request and the public hearing that was held on

July 1, 2020. Motion: (Gerland/Heller) to approve. Discussion. Carried.

METH UPDATE - STACEY FROLIK, HEALTH & HUMAN SERVICES DIRECTOR AND CHRISFITZGERALD, SHERIFF: Sheriff Fitzgerald reviewed information from the DO J website. HHS Director Frolikreviewed the meth statistics comparing 2018 to 2019 and highlighted new programs being utilized in the County in 2020as well as grants that were received to combat the meth addiction in our County.

APPROVAL OF HIGHWAY FACILITY STEERING AND BUILDING COMMITTEE:Motion: (Thompson/Banks) to bring to the floor for discussion. Carried. Chair Okey requested the Highway Steering

and Building Committee include all of the current elected Highway Committee members as well as Supervisor Olson as

First Alternate and Supervisor Nelson as Second Alternate. Motion: (TaxdahI/Skinner) to approve current members ofthe Highway Committee be appointed to the Highway Facility Steering and Building Committee with the addition ofSupervisor Olson as First Alternate and Supervisor Nelson as the Second Alternate. Supervisor Olson called a point of

order in regards to appointing alternates versus Ex-Officios to the committee. Discussion. Motion: (OIson/SchradIe) todivide the question. Discussion. Motion: (Effertz/McRoberts) to approve Supervisor Olson and Supervisor Nelson as

Ex-Officios to the Highway Facility Steering and Building Committee. Carried. Discussion. Motion: (Heller/Schradle)

to approve all the current Highway Committee members be appointed to the Highway Facility Steering and Building

Committee. Carried.

2020-18 RESOLUTION - AUTHOMZING THE PURCHASE OF THREE (3) PATROL TRUCKS AND ONE (1)QUAD AXLE TRUCK - 2021 BUDGET: Motion: (OIson/Rindsig) to approve. Carried with all present voting Yes and2 Absent (Fall and Horstman).

2020-7 ORDINANCE - REVISFNG AND ADOPTING BARRON COUNTY RULES & PROCEDURES (2NDREADING): Corporation Counsel Muench explained the procedure regarding the ordinance.

Motion: (Thompson/NeIson) to approve. Corporation Counsel Muench stated that this will require a roll call vote.Carried with all present voting Yes and 2 Absent (Fall and Horstman).

Supervisor Lee called for a point of order and asked if the previous resolution regarding the Highway Truck purchases

required a roll call vote. Discussion. Corporation Counsel Muench stated that typically this is required but since all

present voted in favor of the resolution, this should be reflected in the minutes and another roll call vote will not be

needed.

REPORT FROM COUNTY ADMINISTRATORA. 2020 CENSUS UPDATE: Barren County continues to lag behind the US Census County reporting due in part to

the absentee cabin owners. He is encouraging County Board Supervisors to reach out to local municipal councils

and boards for help asking residents and non-residents to complete the census.

B. COVID-19 GRANTS: A spreadsheet has been included in the packet which highlights the funding firom variousgrants that Barren County has received to date. This information was also presented at the July Executive

Committee meeting. Contract tracing will continue to increase and must be completed, regardless of the cost.

Emergency Services Manager Judy has also said the price ofPPE is rapidly increasing which will eventually

effect the budget.C. MOTOROLA/SPILLMAN SOFTWARE - FINAL PAYMENT: The final payment of $418,887.00 has been

made for the Sheriffs Department software.D. MANNED RECYCLING SITES: The Solid Waste Board unanimously approved the transition to manned

recycling sites at their July Solid Waste Board meeting. Locations of manned sites and logistics of the new

procedures were discussed and more details will be provided at future date.

E. DOVE HEALTHCARE - VA NURSING FACILITY: As of June 30, the Dove Healthcare Facility in RiceLake has been approved as a VA Nursing Facility.

F. WISCONSIN ECONOMIC FORECAST UPDATE - JUNE 2020: Information was included in the packet andBCEDC Director Armstrong will provide more information at the August County Board meeting.

The Barron County Board of Supervisors ordains as follows

Resolution Authorizing Upgrades to the Barron County 911 Dispatch System

TO THE BARRON COUNTY BOARD OF SUPERVISORS:

12 WHEREAS, upgrades and improvements to the Barron County 911 Emergency

3 Dispatch System will improve the response time and therefore the safety of the citizens of

4 Barron County; and

56 WHEREAS, Michael Judy, Barren County Emergency Management Director, has7 applied for and received State Grant Funding from the Wisconsin Department of Military

8 Affairs/Office of Emergency Communications, (DMA/EOC), in the amount of $76,269;9 and

1011 WHEREAS, there is a local matching component to this grant of $67,206, with a12 total estimated expenditure of $ 143,475; and1314 WHEREAS, this grant process is a competitive grant and therefore was not placed

15 within the current 2020 Budget because its' awarding uncertain; and1617 WHEREAS, if this resolution is approved by the Barron County Board of18 Supervisors improvements to the Barron County Emergency 911 System will include the

19 ability to text and send videos to the 911 Dispatch Center; and2021 WHEREAS, attached to this Resolution is a letter dated February 2nd, 2020 and an22 Executive Summary which provides additional details as to this request for funding; and

23 WHEREAS, this resolution was approved by the Executive Committee on August

24 5,2020,on a vote of 9 - 0, with Okey, Bartlett, Heinecke, Buchanan, McRoberts, Rindsig,25 Horstman, Hanson and Nelson (alternate) voting in favor and no members voting against.

2728 NOW, THEREFORE, BE IT RESOLVED, that the Barron County Board of29 Supervisors does hereby authorize the acceptance of a grant from the Wisconsin

30 Department of Military Affairs/Office of Emergency Communications, (DMA/EOC), in31 the amount of $76,269, for the purpose of upgrading the current Airbus, Barron County E-

Barren County is requesting consideration from the Wisconsin Department of Military Affairs/ Office of Emergency Communications (DMA/OEC) for funding assistance to purchase andinstall a Vesta call handling system, to upgrade our current Airbus system which hasreached its end-of-life status. This project would allow the Barron County E-911 Center tobecome NextGen compliant, in alignment wifh the State of Wisconsin Communicationsstrategy.

This system upgrade is fully supported by Barren County Department of Administration,Finance Department, Sheriffs Department, Information Technology Department, and the 911CommunicatiorLS Center.

To support the 40% cost-share requirement, funds will be derived through funding from. theGeneral Fund Account. Barren County ensures these hard cash matching funds incltidenon-federal funds as stated in the grant program guidance. Cash matching includes coststhat are compliant with 2 CFR 200.400-.475 and 2 CFR Part 200.

Executive Summary

The Barron County Sheriff's Office answers 9-1-1 calls for the citizens of Barren County. The dispatch

center is staffed for up to 4 call-taking positions 7x24x365.

The current Call Handling system is supported by Centurylink and it was installed approximately 8 years

ago. Industry standards and typical IT life cycle management protocols recommend that IP based 9-1-1

Call Handling systems be replaced every 5-7 years. Due to the age of the current system, CenturyLink is

only able to provide support on a time and materials basis. In addition, the operating system for the

workstations is Win7 which is EOL. The State of Wisconsin plans to implement an 13 compliant ESInet

within the next few years and Barron County has been awarded grant money to replace the existing

system with an i3 compliant system. The grant award was based on a draft quote provided by

CenturyLink in January 2020.

CenturyLink will replace the current system with a new fully i3 compliant system by replacing all of the

backroom equipment and workstations. The new system will convert from the existing network

functionality to the ESInet seamlessly. The new system also includes a new analytics package. After our

local technicians visited the site they have recommended the addition of a new Net Clock to ensure that

the system and all peripherals stay in synch and a laptop position with docking station that can be used

to take calls outside of the primary PSAP location.

The new system will include new fully redundant servers and switches in the backroom and new

workstations for the call takers. The material costs for all of this equipment will be $78,577.37

Installation of the new system will be done in a non-disruptive fashion. The new system will be installed

along side of the existing system and new ALI services will be cut-over after testing. New ALI routers will

be provided to facilitate this transition. A separate quote will be provided for the ALI routers.

CenturyLink and Motorola will partner to complete the implementation. CenturyLink will provide

project management and will coordinate all necessary resources. Training for all new functionality for

both administrators and call takers is also included. We anticipate installation to be completed in Q4

2020. Costs to implement the system will be $40,795.78

As with most communications equipment today there are significant software licensing and support

costs that accompany the hardware. We have included the minimum support for this system to

conform to the grant requirements. The included support costs are $21,070.15

Shipping & Handling costs are quoted at $1,980.15

An additional quote has been included, which outlines the ALI Modem Replacement Cost of: $1,052.36

The total Cost for this upgrade at BARRON County is $143,475.81

CURRENTLY KNOWN FACTS

Barron County began collecting the % cent sales tax in 1986 with a total collection of

$517,493. In 2019, this amount has grown to a record annual figure of $4,641,420. This

equates to an increase of $4,123,927 or approximately nine times the first year's collections.

During the 34 year period since 1986, average annual increases have been approximately

$121,290. This translates into a yearly percentage increase in excess of 3%.

Sales tax revenues collected in excess of budget in one year are utilized in the second year

following collection. For the year ended December 31, 2019, the County used sales tax

revenue as a direct reduction in the general operating property tax levy in the amount of

$4,481,000.

The Barren County Waste to Energy facility has been in operation since 1986. At various

times, amounts have been advanced from the General Fund to pay for improvements and

indirect costs. In 2019 with Resolution 2019-20, it was approved to borrow $529,094 through

a State Trust Fund loan to pay off the remainder of the advance ($304,094), as well as

purchase a new water treatment system ($225,000) for the facility. The loan was financed

over two years to be paid with tax levy. Cost savings of the new water treatment system is

estimated at $20,000/year.

MANAGEMENT'S DISCUSSION AND ANALYSISFor the Year Ended December 31,2019

The issuance of General Obligation Debt is under the authority of the Board of Supervisors

and requires signatures of the Clerk, Administrator and County Board Chair. On December 11,

2017, the Barren County Sheriff failed to follow the contract approval process and entered

into a five year, 0% Purchase and License Agreement with Spillman Technologies in the

amount of $744,240 without the proper approvals and signatures. On April 25, 2019 it was

discovered that the Sheriff's Department failed to budget for the annual software use

payment fee of $88,784 and therefore was not appropriated through the budget process or

approved by the County Board. This budget error brought the Spillman contract to the

forefront and the financing approval error was discovered.

Through negotiations with Spillman/ it was decided that rather than pay for the software over

five years, Barren County would properly approve and pay the total amount owed of

$422,307 in 2020 through the budget process. Resolution 2019-17 corrected the original

financing with proper approvals and language authorizing the transaction as General

Obligation debt.

Because the Sheriff failed to follow proper procedures with regard to contract approval,

Resolution 2019-18 implemented a corrective action plan for the Sheriffs Department which

included a two-year budget and hiring freeze.

The main shop of the Barren County Highway facility was built in 1947 with the office beingbuilt in 1999. Barren County has been discussing the need for a new Highway facility since

2008. In the 2017 Budget, the Board of Supervisors committed $303,000 to use to begin the

design process, because the current facility is no longer meeting the needs of the Highway

Department. Along with a tour of the current facility, the County Board approved Resolution

2019-22 in August of 2019 to officially begin the process of designing a new Highway facility.

Health Insurance costs continue to rise each year and are a constant concern in the annual

budget process. On September 25, 2019, the Executive Committee made a motion to

recommend the County Board transition to a partially self-funded health insurance plan with

Anthem/PBA starting January 1, 2020. Seed money of $920,000 in committed fund balance

was transferred to the newly created Self-Funded Health Insurance Fund from the General

Fund in January, 2020.

In December, 2019 a strain ofcoronavirus known as Covid-19 was detected and has since

spread worldwide. State of Emergency declarations have been implemented on federal, state

and county levels, with Barron County following suit on March 16, 2020. This pandemic has

had a negative impact on the local economy, with the shutdown of businesses, schools, and

churches in our communities. Even though county government is deemed essential, the

Government Center was closed for a time to foot traffic, and many employees started working

remotely to "flatten the curve".

While positive case numbers remain low as of the time of this analysis, countless staff hours

have been spent preparing for a large scale outbreak, which still has the potential to occur.

Over $1.8 million in federal and state funding is available to the county for reimbursement for

unbudgeted expenditures relating to the pandemic, however these funds can't be used to

make up for revenue shortfalls. As a result, a true picture of the economic impact that Covid-

19 has on county operations still remains unclear.

Because the pandemic has left a large amount of families and businesses struggling, on April

21, 2020 the County Board of Supervisors passed Resolution 2020-13 as a response to

Wisconsin ACT 185. This resolution enables taxation districts in the county to waive interest

and penalties on 2020 property tax installment payments due and payable after April 1, 2020

until October 1, 2020. Because settlements with the various jurisdictions need to be

completed before October, 1st, the county is also working to secure revenue anticipation

bonds to cover any shortfall until the taxes are collected. Repayment of the revenue

anticipation bonds is scheduled for June, 2021.
