BASIC STATISTICS for LOCAL LEVEL DEVELOPMENT

(BSLLD)

INTRODUCTION

The 73rd and 74th constitutional amendment mandated the empowerment of

Panchayati Raj Institutions and local bodies according constitutional status to these

institutions and enabling them to take up their development process themselves. A number

of schemes are being implemented by various departments for the socio-economic

development of rural areas. The requisite data to assess the development and thrust areas

at the local level is not available adequately & timely. The formulation of plans/ schemes

without assessing the relevant qualitative data has not been effective in equitable allocation

of resources in the past. As a result, local needs and priorities could not be appropriately

reflected in the state plans and, therefore, these plans could not form effective tool in the

equitable spread of socio economic development in the rural areas. The National Statistical

System must assist the various development agencies in this challenging task. The recent

advances in information technology in compilation, storage and analysis of statistical data

should be fully exploited for development at local levels. In view of the above, the National

Statistical Commission recommended preparing a database on local level by regular flow of

data from the grass root level to ensure the development at micro level.

District Profile: Mehsana

Introduction:

Mehsana district is situated in the Northen part of the Gujarat State. It lies between the

Parallels of latitude 23” 2’ and 24” 6’ and the meridians of longitude 71” 56’ and 72” 52’.The length

from north to south of this territory is about 118.1 kms and from east to west is about 94.0 kms. It is

bounded on the north by the Banas Kantha district, on the east by Sabar Kantha district, on the south

east by Gandhinagar district, on the west by Patan district, on the south and south-west by

Ahmadabad district. The area covered by this district is 4392.76 sq.kms. and ranks 16th

in

comparison to other district of the State. Principal rivers of the district are Sabarmati and Rupen.

The town of Mehsana was founded by Mahesaji and Masaji, a ruler in the Chavada dynasty.

The last rular in Chavada line was Savant Singh who abdicated his throne in favour of Mulraj

Solanki, the founder of the Solanki dynasty. The kings of Solanki dynasty contributed largely to the

political and cultural development of Gujarart.

Since formation of separate Gujarat State in 1960, Mehsana district had been part of the

Gujarat State. Several changes as described below were made 1999 in Mehsana District. Chansma,

Harij, Patan, Sami and Sidhpur talukas of earlier Mehsana District were carved out to be included in

the newly created Patan District. Becharaji taluka was created by separating it from Chansama

Taluka, and Becharaji taluka was included as a taluka in Mahesana District. Unjha taluka was

created by separating it from Sidhapur Taluka, and Unjaha taluka was included as a taluka in

Mehsana District. The new Mahesana District now has 9 Talukas viz. 1. Satlasana 2. kheralu 3.

Unjha 4. Visnagar 5. Vadnagar 6. Vijapur 7. Mehsana 8. Becharaji and 9. kadi.

The area of Kadi rural near to Kalol taluka is known as Khakhariya tappo area. The proposed

Palanpur-Mehsana Investment Region along the Delhi-Mumbai Industrial Corridor (DMIC) is

expected to drive the economic growth of the district.

Economy

The economy of the district is based on agro & Milk production, Oil mills, rice mills , textile

and mineral based industries (ceramics). The district is known for its dairy udyoug and animal

husbandary. Mehsana is known for Mehsani buffalo which gives more milk compared to other.

Unjha taluka is famous for the production and export of Isabgul. The market yard of APMC

at Unjha is the largest in the State in terms of turn over for transactions of cumin (Jeera), fennel Seed

(Variyali) takes place. The district is also known for its Oil mills auto and ceramic industry.There is

an area in mehsana and kadi taluka where we find oil and natural gas.This district is 2nd

in the

production of oil and natural gas in Gujarat state.

Agriculture

Bajra, wheat and pulses are major food grain crops of the district with regard to area sown.

Cotton and Groundnut are also sown in the district. Isabgul, Fennel seeds and cumin are sown in

substantial areas of the Mehsana District.There is a tobacco production as a raw material for tobacco

industry in some area of Vijapur and Visnagar taluka.

Social Infrastructure

Education

Mehsana district has around 989 primary schools, 264 secondary schools and higher secondary

schools. The district has a good network of technical training institutes like ITIs (Industrial Training

Institutes), Polytechnic and cottage industry training institutes.

The district has 52 primary health centers and 288 sub-centers. It has a well knit network of

Industries

Major Medium & Large Scale Industries (MSI & LSI) in Mehsana district are engaged in the

production of granite tiles and marble blocks located at Industrial estates in Satlasana. The other

major industries are : food and processing units (319 units), chemicals industries (318 units) and

mettle industries (157 nos).

Maruti Suzuki : Through the efforts of government of Gujarat, Maruti Suzuki limited

would setup plant at Bechraji. The plant would usher in the development of the district, providing

employment and changing the economic scenario of the district.

Industrial Estates:

Industrial estates have established at Kheralu , Mehsana ,Visnagar , Vijapur and Kadi taluka

by GIDC. 321 shads have been allotted in these GIDC of Mehsana district.

Banking

There are 113 Nationalised banks, 63 cooperative banks, 5 Land development banks, 28

gramin (rural) banks and 22 private banks in Mehsana district.

Employment and manpower

There is an employment officer’s office at district place in collector office.this office has

noted 13066 unemployed candidates. And out of them 4963 candidates were given employment

through this office.

Physical Infrastructure

Road & Port Connectivity

Mehsana district is connected to National Capital Delhi and Jaipur, the Capital of neighboring State

of Rajasthan through National Highway (NH) - 8.

Interstate Connectivity

The State Highway 7 connects the district to important cities of Gujarat like Ahmedabad,

Patan & Radhanpur. Mehsana is connected to Ambaji (significant pilgrimage) via State Highway No

9.

Air port & Rail Connectivity

Air:

The district has an airstrip at Mehsana . The nearest commercial airport for the district is at

Ahmedabad

Rail

Mehsana is connected to Mumbai-Ahmedabad Delhi through a broad gauge with a major

railway station at the district head quarter, Mehsana. Other major cities such as Unjha, Vijapur,

Becharaji, Kadi, Visnagar, Vanagar and Kheralu are also connected with the district headquarter via

rail link.

Tourism

The district has immense tourism potential because of the presence of pilgrimages like Umiya

mother goddess of kadva patidar is a holy place at Unjha. Becharaji, Sun Temple at Modhera,

Vadnagar for Tanariri Samadhi, Sharmistha pond, Hatkeshwar temple and kirti stumbh. Taranga

heel and temple at satlasana taluka , Mira Datar at Unava of Unjha taluka and Dharoi Dam at

Satlasana taluka are best places to visit Mehsana district. A well known Dudhsagar dairy at Mehsana

city is also famous place. Umiya mother goddess of kadva patidar is also a holy place at Unjha.

Festivals

Chaitry poonam mela at goddess mother Bahuchara at Becharaji . People enjoy this mela as festival.

PILOT STUDY ON LOCAL LEVEL DEVELOPMENT In accordance with the recommendation of National Statistical Commission, the

Central Statistical office, Ministry of Statistics and Programme Implementation, Govt of

India decided to carry out a pilot study in the country to collect the basic statistics on the

local level development. The objective of this scheme is development of village level

database on population, demography, employment, village facilities, migration etc., which

may be used as input for micro-level planning for villages and panchayats to facilitate

formulation of local level developmental plans. The Talati cum mantri and V.C.E. compiled

village level data in co-ordination with the village level functionaries such as TCM(Talati-

Cum-Mantri),Sarpanch, AW(Anganwadi Worker), ANM(Auxiliary Mid-Wife).

ASHA(Accredited Social Health Activist) worker Village level knowledgeable person etc.

The Directorate of Economics and Statistics of Gujarat States have been made over

all incharge for co-ordination and maintenance of quality of the compiled data. The Scheme

is being implemented as a Central Scheme on a pilot basis in all States covering one/two

districts in each state. In Gujarat state, one districts, namely Mehsana, has been selected

for the pilot study.

METHODOLOGY

The specific schedules designed by the High Power Expert Committee constituted

by Govt. of India were supplied to all the field level functionaries and the necessary training

was also provided to them. There are two types of Schedules for compilation of information

at village level.

Schedule A is a periodic dataset for which data was to be collected once in a year.

The data was collected for the reference year 2011. This includes data on population (both

for age group and social group), total number of households, number of households headed

by women, data on morbidity and disability, number of literate persons, data on enrolment

and drop out, land utilization in the village, number of market outlets etc.

Schedule B is dynamic in nature and it was to be collected on monthly basis. The

data was collected for the April-2011 to March – 2012. This includes number of live births,

still births and deaths, number of deaths of women, number of pregnant women, data on

migration, total number of Indoor-patient and outdoor-patients and their details, total

number of marriages, number of street children, sex workers, beggars, incidence of

violence against women, number of small-scale enterprises and workers therein etc.

PILOT STUDY

Mehsana is one of the leading district of the Gujarat State. The state has made tremendous

progress in each sector since its formation. The State has per capita income of Rs. 75115

during the year 2010 -2011. It has become role model for other States of the country.

The district of Mehsana has been selected on second phase Pilot Project for Basic

Statistics for Local Level Development.

Training was organized at District level for the Talati Cum Mantri and V.C.E. (Village

Computer Enterpreneur) along with the head of the line departments like Civil Surgeon,

District Revenue Officers, District Education Officer, District Primary Education Officer,

Deputy Director - Integrated Cattle Development Project, Programmed Officer - Integrated

Child Development Scheme, as the data was available with the field functionaries of these

line departments. The field work for this survey was carried out by Talati Cum Mantri and

V.C.E. in each Block. Further the field operations were supervised by the officials of Taluka

Panchayat Offices and District Statistical Offices. The Taluka Development Officers &

District Statistical Officers was actively involved in supervision of the field work and overall

co-ordination.

It has been observed that almost all the information is available with village level field

functionaries like Anganwari Workers, ANM, Panchayat Secretary,(Talati Cum Mantri),

Schools etc. Anganwadi Workers maintain register of complete record of the each

household within their jurisdiction. They visit each household and collect the data in the

month of April-11 to March-12. Later on, it is regularly updated by them. Therefore,

information being maintained by Anganwadi workers is more reliable.

As regards the information on education sector, the source of information is school

situated in the village. Information on health has been collected from PHC/CHC/SC

existing in the village. In case more than one village is covered by a PHC/CHC/SC, the data

maintained by PHC/SC was scrutinized and sorted out for each village. The live stock

census is conducted once in 5 years in the State, therefore, this data is available for last

census held in the year 2007. Regarding morbidity data, the information has been collected

from knowledgeable persons like Sarpanch etc. The information on employment is based

on the assumption of some knowledgeable persons. The information on land utilization has

been taken from Patwaris as regular girdawari is being undertaken in the district.

Metalled Road: is commonly known as pucca Road.This will include roads made of

pucca materials like asphalt,cement,concrete,bricks,stones,etc.

All Weather Road : are those roads which are not metalled road but are usable in all

All 598 villages of District Mahesana are connected with metalled roads and all weather

It has been further revealed that considering the total 329369 households in the

district, Satlasana community block has the highest proportion of BPL household (52%)

and Unjha community development block has the lowest Proportion of BPL household

(18%)

4 . Disabled Population Sex wise & Type wise

Disability : A person with restrictions or lack of abilities to perform an activity in the manner

or within the range considered normal for a human being is treated as having disability.The Types of

disabilities are visual,hearing,speech,locometer,Mental.

It has been emerged that there are 5667 disabled persons in the rural areas of the district

6. Storage and Market outlets Fair price Shop: The shops through which some essential commodities are sold

by the government at subsidised rates.They may also be known as ration shops and control shops. Mandies/Regular Market: Mandies and regular markets are those clusters of

shops with or without fixed premies which are open on at least six days a week and opens at least from morning hours to dusk.Hat and weekly markets are not to be considered under this head.

Cold storage: Godowns /ware-houses with artificial cooling systems are known

as cold storage.Both private and Government Undertakings are to be recorded.However,those warehouse which are purely personal or constructed by some Private Limited Company for their use,may not be recorded.If a portion of the cold storage is kept for private use and rest is for public on rent basis,then that cold storage may be considered. There are 668 fair price shops, 88 regular markets, 58 cold storages, 155 godown warehousing facility and 2775 other shops in the rural areas of the district. The block wise details are as under:

7. Employment

Enterprise:An enterprise is an undertaking which is engaged in the

production and/or distribution of some goods and/or services meant mainly

for the purpose of sale ,whether fully or partly.An enterprise may be owned

and operated by a single house hold,or by several households jointly,or by an

institutional body.For example:Tailoring,tea stall,restaurant, sweet,meat shop

etc.

Agriculture Sector:A person who is engaged in agriculture ,darying ,

animal husbandry and related activities is to be recorded here.

Non Agriculture Sector: A person who is engaged in non agriculture

is to be recorded here.

Self-employed :persons who operate their own farm or non-farm

enterprises or are engaged independently in a profession or trade on own-

account or with one or a few partners are self-employed in house hold

enterprises.

Employed:A person is employed if he/she is available for work for six

months or more in a year and employed for three months or more.

Unemployed: A person is employed if he/she is available for work for

six months or more in a year and not employed for three months or more

It has been recorded that self employed in Agriculture sector are 34% (163174) and

in Non- Agriculture sector are 15% (73009), Employed as regular wage/salaried employee

in agriculture sector are 12% (59400) and in Non- Agriculture sector are 10% (46694). On

the other hand, rural laboures are 11% (52916), unemployed are 8% (39374) and

unemployed in the age group of 15-24 years are 5% (25823) and Not in the labour fource

are 5% (23552)

5. In Migration

In Migration:- Number of persons who were residents of other village but are

residing in the village for last six months or more from the date of reference period are

considered as In Migration. However,the visit of marride women (staying sometimes more

than six months) to their parents house in the reported village for child birth or for any other

reason are not to be considered. Again,movement from one localiti to another within the

same town or village is not to be considered.

The highest 3517 persons were reported to be migrated in the district during the

month of April-11 and lowest 1964 persons were reported to be migrated in the district

6. Out Migration

Out Migration:- Number of persons who were residents of the village but are not

residing in the village for last six months or more from the date of reference period are

considered as Out Migration.However,the visit of marride women (staying sometimes more

than six months) to their parents house for child birth or for any other reason are not to be

considered. Again,movement from one locality to another within the same town or village is

not to be considered.

The highest 5519 persons were reported to be migrated out of the district during the

month of April - 11 and lowest 3412 persons were reported to be migrated out of the district

economic issues and most of the information have been available from the panchayat

source code 01 (25095), followed by Talati cum Mantri code 04 (18452), Village headman

code 05 (17201), local schools code 06 (11281) and Knowledgeable Person code 10

(9542) etc.

LIMITATIONS OF THE STUDY:

The information maintained by Anganwadi Workers was found more reliable as it is

collected for each household. But it has not been compiled by them as per the requirement

of Basic Statistics for Local Level Development (BSLLD) Village Schedule (A&B), as there

is no regular flow of such data from bottom to upwards. Therefore, special compilation is

required for generating data as per Basic Statistics for Local Level Development Village

Schedules (A&B) like age group wise/social group wise etc. Information on Eductation has

been collected from School Teacher’s. Information on health has been collected from

PHC/CHC/SC existing in the village.In case more than one village is covered by each

PHC/CHC/SC, the data maintained by PHC/CHC/SC has to be scrutinized and sorted out

for each village as it is not being maintained separately for each village. Besides many

villagers do not visit PHC/SC but they get treatment from the hospitals situated outside the

village, therefore, no records for such patients are available at village level. It is difficult to

get live stock population annually as live stock census is conducted once in 5 years in the

State and further no updation is made regularly. Regarding morbidity, data is available at

village lavel. This information has been collected from knowledgeable persons like

Sarpanches etc. No specific record is available regarding Employment & Unemployment,

Total No. of Marriages, Migration, other social indicators like street children/beggars etc. It

is based on the assumption of some knowledgeable persons and it could not be cross

checked.

SUGGESTION REGARDING STUDY :

a) Village leval Computer Enterpreniour(VCE) had to collect the basic data from

other field functionaries such as Talati cum-mantri(village leval secretary)

Anganwadi Workers, ANM, School Teachers, Sarpanches Knowledgeable

Persons etc.therefore, it is very difficult for him to collect data along with his

routine work. It would be better to collect data directly from other field

functionaries on payment of honorarium.

b) As these surveys are conducted on regular basis, therefore, DES should be

strengthened. About 3-4 officials of DES should be deputed at Block level

exclusively for this survey to facilitate the special compilation and generation of

data as per BSLLD village Schedules (A&B). These officials would be able to

compile the data at their own level in a better way with infrastructure.

ENHANCEMENTS REGARDING SOFTWARE

Data Entry :

1. In case a wrong entry of name of a Tehsil / Block / Panchayat /

Village is made, there is no provision to delete it or modify it.

2. Codifing structure of the Tehsil/Block/Panchayat/Village/Officer is

wrong. In each one replication of the other part is made e.g.

i. Panchayat have code of district+Tehsil+Block+Panchayat

ii. Villages have code of district+Tehsil+Block+Panchayat+Village

iii. Officers have code of district+Tehsil+Block+Panchayat+Village+officer

It should be independent.

3. In few cases a village has more than one panchayats and each panchayat falls in

different block. In such case we have to enter the village name again for each

panchayat. Software has assigned different village code in each case. Hence, the

Cumulative report of that particular village could not be generated.

Data Validation/Checklist

4. If somebody has entered a Panchayat/village more than once against any

tehsil/Block

there is no report to check it.

5. No reports to:

a) Check how many villages' data have been entered.

b) Data of which schedule have been entered.

6. There is no report (both detailed/Figures) to see Tehsil wise/Block wise list of

Villages

Report Generation:

7. Aggregation reports for a particular Tehsil/Block not being generated.

8. There is no query system for example if we have to generate the list where post

office does not exist, or the list of villages which are not connected with metalled

roads etc,

9. Checklist reports may be generated in a better way.

Presently only the block wise schedule is being printing as they are feeded. One

schedule takes nearly 12/13 pages. Checklist should be of 1 or 2 pages. There

should be option to print the report of any particular Block of Data

(Tehsilwsie/Blockwise/Panchayatwise).

10. There is no report which can display against which schedule particular Block

entered/not entered.\

11. There is no report which can display against which schedule particular month of data

exist or not exist. Same is the case for schedule 'A'
