BRIDGE ORIENTED

The DIRECTION-OF ORIENTATION is a compass direction used to establish the beginning abutment and the span numbering system for the bridge.

CODING

When using a PREPRINTED Form, stand at an abutment and look in the compass direction preprinted on the form. If you are looking across the bridge, you are standing at the begin­ning abutment. If you are looking away from the bridge, you are standing at the ending abut­ment. Bridge spans are numbered consecutive ly across the bridge starting from the begin· ning abutment.

When using a BLANK Form, you should obtain the Direction of Orientation from an inventory listing. This Direction of Orientation should then be written on the inspection form and used to establish the beginning abutment and span numbers as described in the preceding paragraph.

EXAMPLE

1. Assume you are inspecting a bridge with a preprinted inspection form and the Direction of Orientat ion on the form is preprinted NORTH EAST. When you stand at one end of the bridge and you are looking across the bridge when facing in a NORTHEAST direction, you are at the beginning abutment.

The preprinted information for this item states in feet and inches, the ledger value on vert ical clearance posting signs (for features both on and under the bridge) as stored in the Inventory Computer File. Field coding of this item is used to update the Inventory File with new informa­tion .when the preprinted information is different than the field posting.

The actual " minimum" vertical clearance both on and under the bridge shall be measured in accordance with the current Bridge Inventory Manual as part of each " Biennial Inspection".

CODING

When a PREPRINTED Form is used, the Inventory Files' record of values appearing on vert ical clearance posting signs will be preprinted on the Inspection Form in Feet and Inches. If no postings are recorded in the Inventory File, the words " NOT POSTED" will be preprinted.

The following actions shall be taken by the Bridge Inspector depending on the situation found at the bridge site.

1. If the actual posting in the fie ld is the same as preprinted on the Inspection Form, no cod ing is necessary and Boxes 19 through 26 shall be left blank.

2. Whenever the vert ical clearance post ing in the field is different than that preprinted on the form, the new field posted vertica l clearance value shall be coded on TP 349. However, this item shall not be changed to reflect "no posting" simply because posting signs which should exist, are missing. Bridges wi th inappropriately missing vertical clearance posting signs shall be "Safety Flagged".

3. When the minimum vertical clearance is measured in accordance with the Inventory Manual, this measured minimum vertical clearance value shall be compared to the actual fie ld posted value. When the actual field posted vertical clearance va lue is not equal to the actual field measured minimum vertica l clearance (rounded to the nearest whole inch) minus 1 '·0 ", the bridge shall be "Safety Flagged". Also, if there is no ve rtica l clearance post ing at the br idge and the measured minimum vertical c learance is less than 14 '·0 ", the bridge shall be "Safety Flagged".

4. A cod ing of " 0000" is to be used to update the fi le to reflect no vertical clearance restr ictions.

5. When using a Blank Inspection Form, the Inspector shall obtain the posting information in the Inventory file from an inventory listing and proceed as described on the preceding page.

EXAMPLE

1. Assume you arrive to inspect a through truss bridge over water and the bridge is signed with a posted vertical clearance of 12 '-0 " in the field. The Preprinted Inspect ion Form TP 349 is coded as shown below. You measure the minimum vertical clearance and it is actually 13 '-6". You should leave the clearance Posting boxes blank as the preprinted form is in conformance with the field posted value. You should also "Safety Flag" the bridge, because the posted clearance is not equal to one foot less than the actual minimum clearance measured in accordance with the Bridge Inventory Manual.

2. Assume you are a State Inspector and when you arrive to inspect the bridge, it is not posted for vertical clearance in the field. The Preprinted form says the bridge is posted for aver­tical clearance of 10 feet 6 inches. You measure the actual min imum vertical clearance in accordance with the current Inventory Manual and it measures 11 '-6 ". You should leave th is item blank and "Safety Flag" the si tuation as the signs are missing.

POSTED LOADING

The preprin ted information for this item states the value in tons on load posting signs at a bridge or outright bridge closure, as stored in the Inventory Computer File. Field coding of this item is used to update the Inventory Computer File to accurately reflect the value in tons on load posting signs at a bridge or to reflect outright bridge closure.

CODING

When A PREPRINTED form is used, the value on load posting signs coded in the Inventory File will be preprinted on the Inspection form in Units of " Tons". If no posting signs are recorded in the Inventory File, the word " NONE" will be preprinted. If t he Inventory File has stored infor­mation that indicates that the bridge is closed to its primary type of usage (normal ly highway), the word " CLOSED" will be preprinted.

The following actions shall be taken by the Bridge Inspector depending on the situat ion found at the bridge site:

1. If the actual posting in the fie ld is the same as preprinted on the Inspection Form, no cod ing is necessary and Boxes 27 & 28 shall be left blank.

2. When a bridge is inspected and the load posting signs at the bridge are greater than the value preprinted on TP 349, the bridge inspector shall review the BIN fo lder in an ef fort to determine if the posting was raised for sound engineering reasons. If, from this review, it is believed that the posting was raised for sound engineering reasons, this shall be expla in­ed in the " Remarks" area of TP 349 and the new higher post ing value is coded in Boxes 27 & 28 on TP 349. If, f rom this review, it cannot be determined that the increase in post ing was based on sound engineering , the new higher posted value is not coded on TP 349 and the bridge is " Safety Flagged" ... (see page 1.33).

3. When a bridge is inspected and there are no load posting signs at the bridge site, but the preprinted inspection form indicates the bridge is posted for load, the inspector sha ll review the BIN folder in an attempt to determine if the posting was removed for sound engineering reasons. If from observing the bridge or from a review of the BIN folder, it is believed that the posting was removed fo r sound engineering reasons, this shall be explained in the " Remarks" area of TP 349 and Boxes 27 & 28 are coded "00". This updates the Inventory File to indicate no load posting of the bridge. If it is not believed that the post ing was removed for sound engineering reasons, the bridge is " Safety Flagged". • · (see page 1.33). In these situations, this item is not coded to refl ec t a load posting removal.

··when a bridge is "Sa fety Flagged" for either reason stated in 2 or 3 on the preceding page, the Regional Structures Engineering shall quickly attempt to determine it the posting change was "authorized" by the bridge owner through the " Safety Flagging " procedure. In these cases, the Regional Structures Engineer shall attempt to obtain a response in writing con· cerning authorization for the posting change. When a written response is received from the bridge owner, it shall be placed in the appropriate BIN folder. If on receipt of the bridge owner's written response, the inspection report has not yet been submitted to the Regional Structures Engineer for processing, the inspector shall update the inspection form as if th is information were available at the time of the inspection. (The inspector shall initial, date, and explain the change in the report). When a written response is received AFTER the report has been submitted to the Regional Structures Engineer, the Regional Structures Engineer shall update the posting value in the Inventory Computer File by subr:nitting the appropriate inventory update forms.

4. If the bridge is signed in the field at a value more restric tive than that indicated on the preprinted form, the new posting value is simply coded in the appropriate boxes on TP 349 to update the Inventory File·with the new lower posting value.

5. If the bridge is closed to its primary type of usage for structural reasons, but the Printout does not state "CLOSED", this item shall be coded "99". If the bridge is closed to its primary type of usage for non structural reasons, refer to the current . Bridge Inventory Manual.

6. If a bridge is closed only because it is physically under construction, this item sl:lall NOT BE CODED.

7. When using a BLANK Inspection Form, the Inspector shall obtain the posting informat ion in the Inventory File from an inventory list ing and proceed as described above.

EXAMPLE

1. Assume you arrive to inspect a pony truss bridge over water and the bridge is posted for 10 tons in the field. The preprinted Inspection Form TP 349 is coded as shown below. You should leave the load posting boxes blank as the pre-printed form is in conformance with the situation in the field .

2. Assume you arrive to inspect the bridge and it is not load posted in the field. The preprinted form says the bridge is posted for 15 tons. You observe the bridge and it is in the same deteriorated state as the previous inspection. You review the BIN folder and there is no documentation to substantiate a posting removal. You should not code this item. Th is item shall be left blank and the bridge shall be "Safety Flagged".
