1. The candidates can download the application form from IGNOU websitewww.ignou.ac.in and enclose a Demand Draft of Rs. 550/- in favour of IGNOUpayable at Delhi.

2. Filled in Entrance Test Application Form must be submitted to: Registrar, SED,Block-12, IGNOU, Maidangarhi, New Delhi-110068. Entrance Test ApplicationForm submitted to Regional Centers, NCDS, and other offices will be rejected.No enclosures to be attached.

3. Candidates seeking admission for this programme are advised not to pay theprogramme fees with the filled-in entrance test application form .Selected candidateswill be required to submit the fees at the respective Regional Centre duringcounseling.

1. THE UNIVERSITY

1.1 Introduction

The Indira Gandhi National Open University was established by an Act of Parliament in 1985to achieve the following objectives:

democratizing higher education by taking it to the doorsteps of the learners

providing access to high quality education to all those who seek it irrespective of age, region,

religion and gender

offering need-based academic programmes by giving professional and vocational orientation

to the courses

promoting and developing distance education in India

setting and maintaining standards in distance education in the country as an apex body.

1.2 Prominent Features

IGNOU has certain unique features such as:

1.3 Important Achievements

IGNOU is the First University in India to Launch Convergence as well as CommunityCollege Scheme.

Emergence of IGNOU as the largest Open University in the World.

Recognition as Centre of Excellence in Distance Education by the Commonwealth of Learning(1993).

Award of Excellence for Distance Education Materials by Commonwealth of Learning(1999).

Launch of a series of 24 hour Educational Channels ‘Gyan Darshan’. IGNOU is thenodal agency for these channels and regular transmissions are done from the studio atEMPC, IGNOU.

Student enrolment has doubled in four years from 1.5 million to over 3 million.

UNESCO declared IGNOU as the largest institution of higher learning in the world in2010.

1.4 The Schools of Studies

With a view to develop interdisciplinary studies, the University operates through its Schoolsof Studies. Each School is headed by a Director who arranges to plan, supervise, developand organize its academic programmes and courses in coordination with the School staff anddifferent academic, administrative and service wings of the University. 1.5 Academic Programmes

The University offers both short-term and long-term programmes leading to Certificates, Diplomas andDegrees,whichare conventional as well as innovative.Mostof these programmes have beendevelopedafteran initial survey of the demand for such Programmes.They are launched with a view to fulfill the learner’sneeds for:

certification,

improvementofskills,

acquisitionofprofessionalqualifications,

continuing education and professional development at work place,

self-enrichment,

diversification and updation of knowledge, and

empowerment.

1.6 Course Preparation

Learningmaterial is specially preparedby teams ofexperts drawnfrom differentUniversities andspecializedInstitutions intheareaspreadthroughout thecountryaswellas in-house faculty.Thesematerialsarescrutinizedby the content experts, supervised by the instructors/unit designers and edited by the language experts atIGNOU before they are finally sent for printing. Similarly, audio and video cassettes are produced inconsultationwith the course writers, in-house facultyand producers.The material is previewedandreviewedby the faculty as well as outside experts and edited/modified, wherever necessary, before they are finallydispatched to the students, Study Centres and Telecast through Gyan Darshan.

1.7 Credit System

TheUniversityfollows the ‘CreditSystem’formostof itsprogrammes.Eachcredit inoursystemisequivalentto 30 hours of student study comprising all learning activities (i.e. reading and comprehending the printmaterial, listeningtoaudio,watchingvideo,attendingcounselingsessions, teleconferenceandwritingassignmentresponses).Thus, a 4-credit course involves 120 hours of study.This helps the learner to know the academicefforthe/she has toput in, to successfullycomplete acourse.Completionofanacademic programme (DegreeorDiploma)requiressuccessfulcompletionoftheassignments,practicals,projectsandtheterm-endexaminationof each course in a programme.

1.8 Support Services

In order to provide individualized support to its learners, the University has a large number of Study Centres,spread throughout the country.These Study Centres are Co-ordinated by Regional Centres and RecognizedRegional Centres.At the Study Centres, the learners interact with theAcademic Counsellors and otherlearners, refer tobooks in theLibrary,watch/listentovideo/audioprogrammesandinteractwith theCoordinatoron administrative and academic matters. The list of Regional and Study Centres is given in this handbook.Support services are also provided through Work Centres, Programme Study Centres, Skill DevelopmentCentres and Special Study Centres.

1.9 Programme Delivery

The methodology of instruction in this University is different from that of the conventional Universities. TheOpen University system is more learner-oriented and the learner is an active participant in the pedagogical(teachingandlearning)process.Mostof the instructionsare imparted throughdistanceeducationmethodologyand face-to-face mode as per the requirement.

The University follows a multimedia approach for instruction,whichcomprises:

Self Instructional Written Material: - The printed study material (written in self-instructional style)for both theory and practical components of the programmes is supplied to the learners in batches ofblocks for every course (on an average 1 block per credit).A block which comes in the form of abooklet usually comprises 3 to 5 units.

Audio-Visual MaterialAids: -The learning package contains audio and video CDs which have beenproduced by the University for better clarification and enhancement of understanding of the coursematerial given to the learners.Avideo programme is normally of 25-30 minutes duration. The videocassettes are screened at the studycentres duringspecific sessions which are dulynotified for the benefitof the learners. The video programmes are telecast on National Network of Doordarshan and GyanDarshan.AllGyanVanistationsarebroadcastingcurriculum basedaudioprogrammes. Inaddition, someselected stations ofAll India Radio are also broadcasting the audio programmes. Learners can confirmthe dates for the programmes from their study centres. The information is also provided through theuniversitywebsite.

Counselling Sessions: - Normally counselling sessions are held as per schedule drawn by the StudyCentres. These are mostly held during the working hours of the host institutions where the studycentres are located.

Teleconferences: - Live teleconferencing sessions are conducted via satellite through interactive GyanDarshanChannels as well as simulcastedon‘Edusat’ channel from the University studios atEMPC, theschedule of which is made available at the study centres.

Practicals/ProjectWork:- Some Programmes have practical/project component also. Practicals areheld at designated institutions for which schedule is provided by the Study Centres.Attendance atpracticals is compulsory. For project work, comprehensive project guide, in the form of a booklet, isprovided to the student along with the study materials.

1.10 Evaluation System

The system of evaluation in IGNOU is also different from that of conventional universities. IGNOU has amulti-tire system ofevaluation.

1. Self-assessment exercises within each unit of study.

2. Continuous evaluation mainly through assignments which are tutor-marked, practical assignments andseminar/ workshops/extended contact programmes.

3. The term-end examinations (TEE).

4. Project works

The evaluation of learners depends upon various instructional activities undertaken by them.Alearner has towrite assignment responses compulsorily before taking term-endexamination from time to time tocompletean academic programme.A learner has to submit Tutor MarkedAssignments (TMA) responses to theCoordinator of the Study Centre concerned to which s/he is attached.Alearner should keep duplicate copiesofassignment responses of TMA that may be required tobe producedat Student EvaluationDivision (SED)Division on demand.Term-end examination is conducted at various examination centers spread all over thecountry and abroad in June and December.

Weightage

Continuous Evaluation - 30%

Term end Examination - 70%

IGNOU uses the following system of “Grading” for evaluating learner’s achievement

Letter Grade Qualitative Level Point Grade

A Excellent 5

B Very Good 4

C Good 3

D Average 2

E Unsatisfactory 1

ForBachelors and Masters degree programmes, normally the system ofnumerical marking is followed,andthe marks secured in assignments, TEEs, etc. are later converted into grades as per the five-point gradingscale givenabove. However, if required by the learner, the university provides numerical marks and division(I, II or Pass).

2. REHABILITATION COUNCIL OF INDIA

Rehabilitation Council of India is a Statutory Body of Ministry of Social Justice & Empowermentset up by an act of Parliament in 1992 and charged with the responsibility of planning, developing,and standardizing the quality of training for sixteen categories of Rehabilitation professionalsunder its purview to meet the needs of the life span of persons with disabilities. This Act wasfurther amended in the year 2001 to widen the responsibilities of the Council to include:

Standardization of training courses for professional/personnel’s needed for the specialeducation or rehabilitation of persons with disabilities.

Regulation of training policies, programmes and standards in the field of Special Educationand Rehabilitation.

Recognition and Monitoring of Institutions/Organizations/Universities offering courses fortraining of rehabilitation professionals.

Maintenance of a Central Rehabilitation Register (CRR) of all qualified persons in thefield of Special Education and Rehabilitation.

Under section 13 of the RCI Act, no persons, other than the rehabilitation professionals/personnel who posses a recognized rehabilitation qualification and is enrolled on the CentralRehabilitation Register (CRR):

1. Shall hold office as rehabilitation professional or any such office (by whatever designationcalled) in Government or in any institution maintained by a local or other authority.

2. Shall practice as rehabilitation professional anywhere in India

3. Shall be entitled to sign or authenticate any certificate required by any law to be signedor authenticated by a rehabilitation professional;

4. Shall be entitled to give an evidence in any court as an expert under Section 45 of theIndian Evidence Act, 1872 on any matter relating to the handicapped:

The Act further states that those who act in contravention of any provision of subsection (2) citedabove shall be punished with imprisonment for a term which may extend to one year or with finewhich may extend to one thousand rupees, or with both.

In implementing its responsibilities, over the last decade and more, the Rehabilitation Councilof India has played a crucial role in offering a better quality of life for persons with disabilities.The Council has developed numerous need based training programmes for special education andrehabilitation of persons with disabilities. Further, RCI realized that in order to meet the hugeneed for trained human resources in the area of special education in the country, the most viableoption was through the distance mode of education, because of its flexibility and wide coverage,and thus extended the range of delivery of training by offering distance education courses.

Distance Education in itself is a growing field, as it offers the option of self study at the doorstepof the student, along with the support and guidance of trained faculty at the Study Centres closeto home. It allows the student trainees flexibility of study hours and enables them to continue towork and study at the same time. Moreover the system of distance education has the potentialto fulfill the enormous responsibility of universalization and democratization of education, asit holds the promise of checking the falling standards at reasonable costs, making the optimumuse of media and technology and providing education relevant to the needs of the country.

The Rehabilitation Council of India visualizing the benefits of distance education in the area ofdisability rehabilitation and its potential for preparing professionals in the field of Special Educationbegan to collaborate with Open Universities to promote and implement Special Education trainingprogrammes for the empowerment of a special target group of learners with disabilities.

MoU between RCI & IGNOU

IGNOU is offering need-based Special Education Programmes through Distance Education Mode incollaboration with Rehabilitation Council of India (RCI) within the framework of the Memorandum ofUnderstanding (MoU) signed between the two on September, 2007. Under the provision of MoU,IGNOU has been recognized as the apex National Resource Centre for Special Education andRehabilitation programmes through Distance Mode.

IGNOU will collaborate with RCI in design and development of Special Education and Rehabilitationprogrammes through Multimedia Distance Mode and will also facilitate delivery and certification of suchprogrammes.

3. NATIONAL CENTRE FOR DISABILITY STUDIES (NCDS)

In order to achieve the goal of universalisation of education and also higher education (i.e., teaching,training, research, extension and good governance, as specified by the IGNOU Statute) the NationalCentre for Disability Studies was established to undertake plethora of academic, research, extensionand awareness activities for empowering the persons with disabilities and create a society that is friendlyfor them.

The National Centre for Disability Studies has been set up with the following broad objectives:

To offer academic and research programmes through distance mode of learning on multitudinousaspects of disability with interdisciplinary perspectives;

To develop human and material resources for promotion of teaching and research in DisabilityStudies and allied areas;

To facilitate empowerment of the persons with disabilities by promoting capacity - building,entrepreneurship development and vocational rehabilitation services;

To Serve as a repository of official publications and documents of Government of India,State Governments and other governmental and non-governmental (national, regional andinternational) organizations/agencies;

To organize conferences, seminars, symposia and training workshops at national, regionaland international levels on issues of contemporary significance for persons with disabilitiesand people who matter to them;

To publish monographs, journals, occasional papers, research studies, teaching and selfinstructional materials as well as an Indian encyclopedia on diverse aspects of Disability;

To promote and co-ordinate the teaching, research and extension programs on Disability inthe universities, national institutes and academic institutions of higher education within Indiaand in neighboring SAARC countries;

4. B.Ed. SPECIAL EDUCATION PROGRAMMES

The B.Ed. Special Education in the area of Hearing Impairment, Mental Retardation and VisualImpairment are collaborative programmes of IGNOU and Rehabilitation Council of India (RCI).The

B.Ed. Special Education in Visual Impairment (BEDSEVI)

4.1 Broad Objectives

The B.Ed. Special Education aims to develop professionals for special and inclusive education withina broad perspective of education. These programmes intend to educate and train the aspirants tobecome agents of change as teaching-professionals by imbibing the required knowledge, skills andpositive attitude. The education and training will enable them to seek out and tap the talents in thechildren with disability. They will also catalyze the realization that special education is all about childcentric good quality education.

4.2 Objectives of Programmes

The B.Ed. Special Education programmes of IGNOU aim to enable the learners to achieve thefollowing objectives:

To develop a broad perspective of the role of specially trained professionals as an agent ofchange in the prevailing and emerging Indian society in the ensuing Age of IT Revolutionand Globalization through educating children in inclusive and special schools.

To perceive the so called ‘disabled’ as a member of society who has all the rights anddevelop in them the confidence about their potentialities, abilities and usefulness to serve thesociety with a sense of freedom, self-respect and dignity.

To develop professional competencies to educate the disabled group of learners.

To know and understand various methods and approaches of organizing learning experiencesof special groups of learners in disability area in inclusive/integrated/special education set up.

To develop competencies for selection and organization of learning experiences.

To understand the nature of children/children with disability and their learning process.

To develop competencies to deal with the academic and personal problems of the learnerswith special needs

To understand the various methods and techniques of evaluation and their applications

To develop competencies for selection, development and use of evaluation tools.

To develop competencies to organize various co-curricular activities.

To develop the ability to manage a normal, special or inclusive school.

To develop competencies for organizing various instructional and student support activities.

4.3 Duration of the Programme

The minimum duration of the programme is 2 years. Learners can complete the programme within

a maximum period of 5 years.

4.4 Medium of Instruction and Examination

The Self Learning Materials are available in English only. The learners are allowed to submit theassignments, projects and appear the Term End Examination in Hindi also.

4.5 Minimum Eligibility Conditions

The applicant should have a Bachelor’s Degree from any UGC recognized University.

Weightage will be given to the candidates fulfilling any one of the following conditions:

a) Parent of a child with disability - 10 marks.

b) Person with disability - 10 marks.

c) Possess RCI Registration Certificate - 10 marks

For those eligible at (a) Disability Certificate of Child from the competent authority must be enclosed,& (b) Disability Certificate from the competent authority must be enclosed.

For those eligible at (c) copy of RCI Registration certificate must be provided.

Note : The applicants claiming the weightage must submit attested photocopies of certificates asmentioned above at the time of filling of admission form and produce original certificates for

verification of documents during counselling

4.6 Intake

The number of seats in each Special Study Centre in concerned disability area of B.Ed. SpecialEducation is 40 only. Refer to the list of Special Study Centers given Disability area/ programmewise in the Student Handbook & Prospectus.

4.7 Admission Procedure

Selected candidates as per the merit list will submit the Admission Form at concernedregional center within the prescribed date along with requisite documents.

Admission will be done Study Centre wise at Regional Centre on the basis of the scoreobtained in the entrance test conducted by IGNOU.

Weightage will be given to the candidates as per weightage criteria.

Regional Centers on receipt of the admission form of the selected candidates will issue offerletters to the learners.

Admission will be done study center wise at regional center through face to face admissioncounseling of the selected candidates. The change of study centre and entrance test centreis not permissible under any possible circumstances.

Instructions for Waitlisted Candidates

Waitlisted candidates will be called for counseling at respective regional center subject toavailability of vacant seats and merit rank of the candidate.

Filled in Admission Form must be submitted to Regional Center under which the applicantis selected. Admission Form submitted to SED, NCDS, and other offices will be rejected.

Demand Draft not to be enclosed with admission form. Demand Draft to be submittedduring counseling at Regional Center

All enclosures must be attached along with the admission form to be submitted at theregional center only.

4.8 Programme Fees

Rs. 20,000/- for the entire programme to be paid through demand draft at the time of filling ofadmission form ( for entrance test qualified candidates only). DD to be drawn in favour ofIGNOU, payable at place of concerned regional center. Candidates seeking admission to theB.Ed Special Education programme are advised not to pay the fees along with the filled inentrance test application form.

Please write in capital letters your name, roll no., year, address, contact no. and the programmeto which admission is sought i.e. BEDSEHI/BEDSEMR/BEDSEVI on the back of the demanddraft to ensure proper credit of your fees to the relevant account.

4.9 RCI Certification as a Registered Professional Educator

The successful candidates of these B.Ed. Special Education Programmes will be able to obtain“Professional Certificate” from the Rehabilitation Council of India to work in the field ofspecial education/ inclusive education. Successful learners must apply to RCI for registration.

4.10 Programme Structure

These programmes have been designed judiciously with a mix of theory and practical courses todevelop knowledge, skills and attitude in the special educators. The self learning material (SLM)has been designed to train the educators on various aspects in teaching the children with disabilities.The programmes consist of the following five groups of courses:

Group A: Core Pedagogy Theory Courses

Group B: General Content Based Methodology Theory Courses

Group C: Specialized Theory Courses in Special Education Areas

Group D & E: Practical & Teaching Practice

4.10.1 Course Description

TOTAL 56 Credit

Group A: Core Pedagogy Theory Courses (16 credits)

Considering the knowledge and skills required for special educators and the broad programme objectives,four core courses (4 credits each) are identified.

Group B: General Content Based Methodology Theory Courses (8 credits)

Considering the qualification and teaching experience required for school subjects, any two courses are

to be undertaken (each of 4 credits).

Group C: Specialized Theory Courses in Special Education Areas (12 credits)

C-1: Three courses of 4 credits each for BEDSEHI (12 credits)

C-2: Three courses of 4 credits each for BEDSEMR (12 credits)

C-3: Three courses of 4 credits each for BEDSEVI (12 credits)

These are disability specific specialization courses to be applicable as per programme selected.

Group D: Practicals (8 credits)

In these courses emphasis is laid on the skill development of the learners. The practical work is basedon the general education area and special education areas.

Group E: Teaching Practice (12 credits)

There will be two practicals in teaching practice, out of these practical in general education area andin basic teaching practice in inclusive schools will be compulsory for all. The practical in specializationarea will be as per the specialization area selected by the learner.

4.11 Instructional System

The delivery system of B.Ed. Special Education programmes include the multi-media approach i.e. SelfLearning Print Material, Audio-Visual Components, Assignments, Couselling Sessions and PracticalWork in Schools, Special School, Inclusive Schools and Workshops.

Printed Material

The print material is the self learning materials for both theory and practical components of the programme.It is supplied to the student in the form of blocks. Each block contains 3 to 5 units.

Audio and Video Programme

The audio and video programmes are supplementary, meant for clarification and enhancement ofunderstanding. These are used during couselling and workshop sessions at the study centresbesides the video programmes are telecasted on the national network of Gyandarshan.

Teleconferencing

To provide more clarity and understanding, two ways audio and one way video facility will beused during teleconferencing at study centres/regional centres.

Interactive radio counseling and interactive programmes through Gyan Vani and Gyan Darshanwill also be made available.

4.12 Study Centers

To supplement the student’s learning process the Indira Gandhi National Open University (IGNOU)and Rehabilitation Council of India (RCI) have identified a number of special study centersthroughout the country. The special study centers are the contact points for the learners. Thespecial study center is well equipped to provide practical training, counseling and library bookrequirements of the students. The special study center is also the link between the learner and theUniversity. All assignments must be submitted to the special study center on or before the prescribeddate.

4.13 Contact Programme

The candidate who has been admitted to the B.Ed Special Education programme has to report to his/her Study Centre for induction and Contact Programmes. The Calendar of Activities for ContactProgrammes for the entire academic session will be notified by the Coordinator of the Special StudyCentre. The Programme Schedule of each contact session both for Theory and Practical coursesincluding allotment of assignments and Project Work, conduction of tests will be decided by theCoordinator of the Special Study Centre and made available to the candidates.

It is mandatory to attend the contact classes, 75% attendance is a pre-requisite for sitting in the term-end examination. Total contact programme for the entire two year programme is of approximately 80days distributed into four(4) contact programmes; two in each year.

4.14 Programme Completion Requirements

In order to be successful in the B.Ed. Special Education programme the candidate has to fulfill thefollowing conditions:

Attend 75% counseling sessions

Submit assignments for each theory courses

Appear TEE for both theory and practical courses

The candidate has to secure:

i) In each course under Groups A, B and C, a minimum of 40% marks in each of the twocomponents, i.e., (a) Continuous (Internal) Assessment through assignments, and, (b) TermEnd Examinations, separately.

ii) In each Practical Course in Group D and E, a minimum of 40% marks in both (a)Continuous

(Internal) Assessment, and (b) Term End Examination; and an overall 40% of marks in total

aggregate.

iii) An overall 40% of marks in total (theory and practical)aggregate.

All course must be completed before expiry of registration period ( 5 years).

4.15 Internal Assessment: Assignments and Practicals

The Special Study Centre is responsible for evaluation of assignments and internal practical assessment.The learner must submit one (1) assignment for each theory course to the special study centre as perprescribed date. The internal practical assessment will be held at the special study centre during thecounseling and practical sessions.

The pass marks in the assignment and the internal practical exam is 40% separately for each courses.Only after the successful completion of the internal practical assessment and assignment; the learner iseligible to appear for the final examination. The internal assessment marks must reach the concernedIGNOU Regional Center. Assignment submission and 75% attendance in counseling sessionsare prerequisite to submission of TEE application form.

4.15.1 Schedule for Submission of Assignments

The study centre must develop and implement a schedule or time table for submission of assignmentsby learners in order to ensure that internal assessment is carried out well before the term end universityexaminations and assignment and practical marks are sent to the Regional Center in the format suppliedby the university.

All assignments are instructor marked.

The assignments are designed to encourage the learner to develop good professional skills.

The assignments must be submitted to your special study centre on or before last dates specifiedby Special study center.

The assignments must be handwritten by self.

Request for learners with disabilities shall be entertained as applicable on production of disabilitycertificate to submit scribe written /computer typed assignments.

4.16 Term-end University Examination

Since admission to these programmes are taken during July every year; term end examinationswill be held in June of the subsequent year. Term-end examination centre, date of examination andother instructions related to the examination are uploaded on IGNOU website a month before theactual dates of final university examination.

Wherever the number of students are significantly small in a examination centre, the candidateswill be required to appear for examinations at the nearest pooled centre. They will have to maketheir own arrangements for attending the examinations on the prescribed date and time and at theprescribed venue.

On completion of minimum duration stipulated for a particular course, learners are eligible toappear subsequent term end examination held in December. Submission of TEE form along withfee

5. UNIVERSITY RULES

The University reserves the right to change the rules from time to time. However, latest ruleswill be applicable to all the learners irrespective of the year of registration.

5.1 Educational Qualifications Awarded By Private Institutions

Any educational qualification awarded by the Private Universities established under the provisions ofthe “Chhattisgarh Niji Kshetra Vishwavidyalaya (Sathapane Aur Viniyaman), Adhiniyam, 2002” arenon-existent and cannot be made the basis of admission to higher studies with IGNOU. The qualificationawarded by any University not recognized by UGC will not be made the basis of admission.

5.2 Validity of Admission

Learners offered admission have to join on or before the due dates specified by the University. In casethey want to seek admission for the next session, they have to apply afresh and go through theadmission process again.

5.3 Simultaneous Registration

Students who are already enrolled in a programme of one year or longer duration can also simultaneouslyregister themselves for any certificate programme of 6 months duration. However, if there is any clashof dates of counselling or examination schedule between the two programmes taken, University will notbe in a position to make adjustment.

5.4 Re-admission

The students who are not able to clear their programme within the maximum duration can take re­admissionfor additional period in continuation of the earlier period as under:

For re-admission the student has to make pro-rata fee for each incomplete course. The details of pro-rata fee and the Re-admission Form are available at the Regional Centres and also in the Website forthe courses which they have not been able to complete. For further details, please see the website.

The student who fails to pay the prescribed full programme fee during the maximum duration of theProgrammes shall have to pay full fee for the missed years in addition to pro-rata course fee for re-admission.

5.5 Reservation

The University provides reservation of seats for Scheduled Castes, Scheduled Tribes, and Non-creamylayer of OBC. War Widows, Kashmiri Migrants and persons with disabilities learners, as per theGovernment of India rules, for admission to its various programmes. The certificates may be providedin the prescribed format as at Annexure given with the prospectus.

5.6 Scholarships and Reimbursement of Fee

The learners belonging to reserved Categories, viz. Scheduled Castes, Scheduled Tribes, Non-creamylayer of OBC, and Persons with Disability have to pay the full fee at the time of admission to theUniversity along with other general category candidates.

Scheduled Castes, Scheduled Tribes, Non-creamy layer of OBC, and Persons with Disability learnershave to collect and subsequently submit their scholarship forms to the respective State Directorate ofSocial Welfare or Office of the District Social Welfare Officer, through the concerned Regional Directorof IGNOU for reimbursement of programme fee.

Scholarship scheme of National Centre for Promotion of Employment of Disabled People (NCPEDP)for Post Graduate level programmes is applicable to the students of this University. Such students areadvised to apply to awarding authority.

5.7 Refund of Fee

Fee once paid will not be refunded under any circumstances. It is also not adjustable against any otherprogramme of this University. However, in cases where University denies admission, the programmefee will be refunded after deduction of registration fee through A/c Payee Cheque only by concernedRegional Centre.

5.8 Study Material and Assignments

The University sends study materials and assignments wherever prescribed to the learners by registeredpost and if a student does not receive the same for any reason whatsoever, the University shall not beheld responsible for that. In case a learner wants to have assignments, he can obtain a copy ofthe same from the Study Centre or Regional Centre or may download it from the IGNOUwebsite: www.ignou.ac.in. In case of non-receipt of study material learners are required to write toconcerned Regional Centre, IGNOU.

5.9 Counselling and Examination Centre

All study centres, Programme study centres, special study centres are not Term End Examination

centres. Practical Examination may/may not necessarily be held at the centre where the learner

has undergone counselling or practicals. Counselling sessions will be conducted at the study

centres.

5.10 Change of Elective Course

Change in Elective Course is permitted within 30 days from the receipt of first set of coursematerial on payment of Rs. 200/- for a 4 credit course or part thereof, Rs. 400/- for an 8 creditcourse for undergraduate courses. For Master’s Degree Programme it is Rs. 400/- for 2/4credits and Rs.800/ - for 6/8 credits course. Payment should be made by way of a Demand Draftdrawn in favour of “IGNOU” payable at the place of concerned Regional Centre. All suchrequests for change of Elective Course should be addressed to the concerned Regional Centreonly as per schedule.

5.11 Change/Correction of Address and Special Study Centre

There is a printed card for change/correction of address which is dispatched along with the study material.In case there is any correction/change in the address, the learners are advised to make use of performaprovided in the Prospectus/Programme Guide and send it to the Regional Director concerned who willforward the request after verifying the student’s signature to SRD Division, Maidan Garhi, New Delhi -

110068. Requests received directly at SRD, New Delhi will not be entertained. The form ofchange of address can also be downloaded from IGNOU Website www.ignou.ac.in. Learners areadvised not to write letters to any other officer in the University in this regard. Normally, ittakes 4-6 weeks to effect the change. Therefore, the learners are advised to make their ownarrangements to redirect the mail to the changed address during this period. Change of Addressis not permitted until admissions are finalized. Change of Study Centre is not permissible in BEDSEprogramme as practical components are involved.

5.12 Change of Region

Inter-Regional transfer is not permissible in BEDSE programme once the student is registered at a

particular Regional Centre for BEDSE Programme.

5.13 Foreign Students

Foreign students residing in India are eligible to seek admission in IGNOU programmes who have validstudent visa for the minimum duration of the programme. Such students are required to remit the feeat par with foreign students (fee structure of foreign students could be downloaded from the websitewww.ignou.ac.in). Admission of foreign students residing in India will be processed by the InternationalDivision of the University after ensuring their antecedents from the Ministry of External Affairs/Ministryof Human Resource Development. Programmes with limited number of seats are not offered for foreignstudents.

5.14 Official Transcripts

The University provides the facility of official transcripts on request made by the learners on plain paperaddressed to Registrar (SED), IGNOU, Mai dan Garhi, New Delhi–110 068. A fee of Rs.200/- pertranscript payable through DD in favour of IGNOU is charged for this purpose. The students are

required to pay Rs.400/- in case of request for sending transcript outside India.

5.15 Disputes on Admission & other University Matters

The place of jurisdiction of filing of suit, if necessary, will be only New Delhi/Delhi.

5.16 Recognition

IGNOU Degrees/Diplomas/Certificates are recognized by all member Universities of Association ofIndia Universities (AIU) and are at par with Degrees/Diplomas/Certificates of all Indian Universities/Institutions, as per UGC Circular letter no. F. 1 -52/2000(CPP-II) dated 5th May, 2004, AIU CircularNo. EV/11(449/94/176915-177115 dated January 14, 1994 & MoU signed with RCI dated 18th

September. 2007

5.17 Early Declaration of Result

In order to facilitate the students, who have got offer of admission for higher study and/ or selectedfor employment etc. and are required to produce statement of marks/ grade cards by a specified givendate, which is before the prescribed dates of declaration of the University’s results, the Universityarranges early processing of their answer scripts and declaration of their results. The students arerequired to apply in prescribed application form with fee of Rs.700/-per course by means of demanddraft drawn in favour of IGNOU and payable at New Delhi along with attested photocopy of offerof admission/ employment. They can submit their request for early declaration before the commencementof the term-end examination i.e. before 1st June and 1st December respectively. The University, in suchcases, will make arrangement for early processing of answer scripts and declare the result as a specialcase possibly within a month time from the date of conduct of examination

Application for early declaration, for the reasons such as to apply for recruitment/higher studies/ postand promotion purpose etc. will not be entertained.

Early declaration of result is permissible in term-end examination only and not in Practicals/Lab courses,Project, Workshop, Assignment and Seminar etc.

5.18 Re-evaluation of Answer Script(s)

The students, who are not satisfied with the marks/ grade awarded to them in Term-end Examinationmay apply for re-evaluation within one month from the date of declaration of results i.e. the dateon which the results are made available on the University’s website on payment of Rs.500/- percourse by means of demand draft drawn in favour of IGNOU and payable at New Delhi in theprescribed application form. The better of the two scores of original Marks/grades and marks/grades after re-evaluation will be considered and updated in students’ record. Re-evaluation ispermissible in term-end examination only and not in Practicals/Lab courses, Project, Workshop,Assignment and Seminar etc. A sample of prescribed application form with rules and regulationsin detail for this purpose is given in the student hand book & prospectus and also made availableat University’s website www. ignou.ac.in

5.19 Improvement in Division/Class

The students of Bachelor’s/ Master’s degree programme, who have completed the programmeand wish to improve their Division/ Class may do so by appearing in term-end examination. Theeligibility is as under:-

a) The students of Bachelor’s /Master’s degree programme, who fall short of 2% marks tosecure 2nd and 1st division.

b) The students of Master’s degree programme only, who fall short of 2% marks to secureoverall 55% marks.

Students may apply in the prescribed application form from 1st to 30th April for June term-endexamination and from 1st to 31st October for December term-end examination along with fee@Rs. 5 00/- per course by means of demand draft drawn in favour of IGNOU and payable atNewDelhi.

5.20 Photocopy of the Evaluated Answer Script

The students may obtain the photocopy of the evaluated answer scripts for the term-end examinationon request. They may apply in the prescribed application form from 1st March to 15th April forJune Term-end Examination and from 1st September to 15th October for December Term- endExamination along with the requisite fee of Rs. 100/- per course by means of demand draft drawnin favour of ‘IGNOU’ and payable at ‘New Delhi’. A sample prescribed application form with rulesand regulations in detail for this purpose is given in the students hand book &prospectus and also madeavailable at University’s website www. ignou. ac. in.

5.21 Term-end Examination

The University conducts Term-end Examination twice a year in the month of June and December everyyear. Students will be permitted to appear in Term-end Examination subject to the condition thatregistration for the courses in which they wish to appear is valid. Maximum time to pursue the programmeis not elapsed and they have also submitted the required number of assignment(s), if any, in thosecourses by the due date.

5.22 Examination Fee

Examination fee of Rs. 60/- per course is required to be paid through Bank Draft in favour of IGNOUpayable at city of concerned regional center. The examination forms are available at all the RegionalCentres. Learners can also submit on-line examination form as per guidelines through IGNOU websiteat www.ignou.ac.in.

5.23 Examination Centre

The study centre may/may not be the examination centre. However, a learner is required to fill the examcentre code in the examination form. For the purpose, learners are advised to go through the list ofexamination centres uploaded in the website or displayed in the regional center. In case any learner wishto take examination at a particular centre, the code of the chosen centre be filled up as examinationcentre code. However, examination centre chosen by a learner if isn’t activated, the University will allotanother examination centre under the same Region.

5.24 Eligibility to Appear for Term-end Examination

1) All fees must be fully paid.

2) Learner should have opted & pursued the prescribed course.

3) Learner should have submitted the assignment for the respective course.

4) You must have acquired the pass marks in the internal practical examination plus assignment.Internal assessment marks must be submitted before the Term End Examinations by theSpecial Study Centre to respective Regional Centres.

5) Term End examination form along with requisite fees/late fee as applicable must be submittedas per university schedule.

6) Minimum time to pursue these courses must elapsed.

The University will conduct the term-end examination. Examination details will be uploaded inIGNOU website a month before the actual dates of final university examination.

1) Remain in touch with Regional Centre/Student Evaluation Division/IGNOU website for change inschedule of submission of examination form/fee etc.

2) Fill up the examination form for next term-end examination without waiting for the result of theprevious term-end examination and also filling up the courses, for which result is awaited;

3) Fill up all the particulars carefully and properly in the examination form to avoid rejection/delayin processing of the form;

4) Retain proof of mailing/submission of examination form till you receive examination hall ticket

5.26 Issue of Examination Hall Ticket

University issues Examination Hall Ticket to the student’s at least two week before the Commencementof Term-end Examination. The same could also be downloaded from the University’s websitewww.ignou.ac.in. In case any student fails to receive the Examination Hall Ticket within one weekbefore the commencement of the examination, the student can download the hall ticket from the websiteand approach the exam centre with Student Identity Card for appearing in the exam.

RULES & REGULATIONS FOR RE-EVALUATION OF ANSWER SCRIPTS

1. The request for re-evaluation by the student must be made before 31st March for December TEE and 30thSeptember for June TEE or within one month of declaration of results, whichever is later.

2. The date of declaration of result will be calculated from the date on which the result are placed on theIGNOU website.

3. After re-evaluation, the better of the two scores of original marks/grade and marks/grade after re- evaluationwill be considered.

4. The revised marks/grade after re-evaluation shall be communicated to the student on receipt pf re- evaluationresult and result of re-evaluation will also made available on the IGNOU website at www.ignou.ac.in. Theminimum time required for re-evaluation shall be 30 days from the date of receipt of application.

5. Re-evaluation is permissible in TEE only and not in the Project Dissertation Practicals/Lab courses, Workshops,Assignments & Seminar etc.

RULES & REGULATIONS FOR OBTAINING PHOTOCOPY OF THE ANSWER SCRIPT

1. Photocopy(ies) of the answer script(s) shall be provided to the students from December-2008 term-endexamination (TEE), onwards.

2. The fee for photocopy of the answer script shall be Rs. 100/- (Rupees One Hundred Only) per course. Fee shall bepaid in the form of a Demand Draft drawn in favour of IGNOU and payable at New Delhi.

3. Application form without self attested photocopy of the Identity Card of the student will not be entertained.

4. Student’s application form for photocopy(ies) of the answer script(s) shall reach the Concerned Authority (asmentioned below in the last para) alongwith the prescribed fee within 45 days from the date of declaration ofresults. The date of receipt of application for June term-end examination shall be by 15th October and for Decemberterm-end examination by 15th April or within 45 days from the date of declaration of result on the University’swebsite, whichever your later.

5. The students, who find that any portion of the answer was not evaluated or any totaling error is noticed, may pointout the same and submit their representation alongwith a copy of the answer script supplied to them within 15days. No other query regarding evaluation of answer script shall be entertained.

6. The students, who intend to apply for photocopy(ies) of the answer script(s) may simultaneously apply for re-evaluation, if they so desire. The last date for submission of application for re-evaluation will not be extended tofacilitate them to point out discrepancy in the evaluation.

3. In case wrong/invalid course code is mentioned in examination form, the course will not be included in the Hall Ticket andthe examination fee paid will not be refunded.

The Indira Gandhi national Open University, in adherence with theguidelines of the supreme court of India has evolved a specific policy andprocedures to combat sexual harassment in the workplace. In compliancewith the mandate of the Supreme Court judgment, IGNOU adopts thispolicy to prevent, prohibit and punish sexual harassment of women at theworkplace. IGNOU is committed to providing for all women who fallwithin its jurisdiction, including its academic, non-academic staff andstudents, a place of work and study free from sexual harassment,intimidation and exploitation.

For further information regarding the policy, definition of sexual harassment,rules and procedures approved by IGNOU, students may visit the IGNOUwebsite www.ignou.ac.in. In case of any incidents of sexual harassment,students may contact any member of the Committee Against SexualHarassment (ICASH) at the headquarters in New Delhi, the RegionalServices Division Committee Against Sexual Harassment (RSDCASH-overseeing committee for all Regional Centres) or the Regional CentreCommittee Against Sexual Harassment (RCCASH) at their nearestRegional Centre. The ACASH (Apex Committee against SexualHarassment) will serve as the final appellate body for all complaints. Furthercontact information and administrative assistance may also be sought fromthe CPRO and security Office of IGNOU.
