Pursuant to Rule 8.4(a) of the Rules of Practice and Procedure of the California Public

Utilities Commission (“Commission”), Southern California Edison Company (“SCE”) hereby

gives notice of the following notice of ex parte communication.

The communication occurred at the offices of the Commission located at 505 Van Ness

Avenue, San Francisco, California on Thursday, July 16, 2018 at 11:00 A.M. SCE initiated the

communication with David Peck, Energy Advisor to Commission President Michael Picker.

President Picker was not present during the communication. Attending the meeting on behalf of

SCE were Laura Genao, Managing Director of Regulatory Affairs, and Rosalie Barcinas,

Director of Regulatory Licensing.

The communication was oral and lasted approximately thirty (30) minutes. The attached

written materials were distributed during the meeting. The communication related to the above

referenced proceedings, the April 4, 2018 Proposed Decision of Administrative Law Judge

Yacknin, and the June 29, 2018 Alternate Proposed Decision of Commissioner Guzman Aceves

(“APD”).

Specifically, SCE used the attached materials and requested an alternate be issued

approving the Alberhill System Project (“Alberhill”). SCE restated the need for the Alberhill’s

approval now in order to timely provide additional capacity, diversify power sources to Valley

South’s large and geographically islanded system, and provide needed 115 kV tie lines. The

need for the Project, along with a robust alternative analysis, is well documented by the

administrative record. SCE asserted that the existing record supports the approval of both the

Valley-Ivyglen and Alberhill Projects. SCE also reiterated the need to move forward with the

Valley-Ivyglen Project as soon as possible.

SCE also asserted that alternatively, in recognition of the APD’s desire to have additional

information related to need and other alternatives not yet vetted in this proceeding, the Alberhill

proceeding should be kept open and that additional information be provided as part of the

Alberhill proceeding. To deny Alberhill, close the proceeding, and require a new application

will cause unnecessary additional delays putting the Valley South area and its customers at

continued and increased reliability risks.

• Because the electrical demand served in the Valley South System is so large, a modest percentage of annual growth means significant increases in actual electrical demand.

• Peak demand is projected to exceed capacity in the Valley South System by 2021.

• The last two years the area has reached its all time peak demand highs and exceeded SCE’s forecasted amounts for those year respectively.1

• Valley South is effectively operating at “redline” (currently at 96.8% utilization in 1-in-5 year heat conditions).

• Continued risk of not being able to provide sufficient electrical capacity to more than 175,000 metered customers (approximately 500,000 people).

• As electrical demands continue to grow on the system, reliability and safety risks increase for both Valley North and Valley South Systems.

The Alberhill System Project is Needed Now

Reliability is at risk now; therefore, the Alberhill System Projects should be approvedwithout delay.

• SCE’s load forecast is consistent with typical industry accepted methods and predicts growth at 0.89 percent per year.

• Project objectives for the Alberhill System Project have always included both capacity and reliability needs.

• The Alberhill System Project is the only alternative identified in this proceeding that meets both the capacity and reliability needs of the unique Valley South System (e.g., location, size, current configuration, growth potential, and significant amount of load).

• A robust alternatives screening was completed as part of the EIR and the Alberhill System Project was determined to be the environmentally superior alternative.

Reliability• Reliability has been a focus throughout this proceeding.

• CPUC Project Objectives in EIR, Applicant’s Stated Objectives in EIR, Testimony from SCE and other parties; SCE briefs, PD comments, and oral arguments.

• Valley South is a large, isolated system operating without connections to other systems.• This leaves the 600 square miles served by the Valley South System vulnerable to electrical

outages during emergency conditions that typically would be addressed through use of system tie-lines.

• A significant amount of load is concentrated into one substation site.• Limiting the capacity amount at any one site and diversifying the locations of that capacity

improve electrical service reliability by increasing the resiliency of the system to withstand emergency conditions.

The communication related to the above referenced proceedings and the April 4, 2018

Proposed Decision of Administrative Law Judge Yacknin. Specifically, SCE used the attached

materials and requested an alternate be issued approving the Alberhill System Project.

SCE described the unique size and location of the Valley South area and noted how load

growth, while modest, still warrants approval of the proposed Alberhill System Project in order

to have it in place before reliability issues become significant. SCE also addressed how the

Alberhill System Project is proposed to be sited in an area of SCE’s service territory which is

more vulnerable to reliability issues in light of its geographic and electrical isolation.

As described in the attached presentation, SCE also addressed various allegations made

by various intervenors in recent ex parte meetings. SCE emphasized how the intervenors’

statements were misinformed or inaccurate.

Lastly, SCE discussed various stakeholder meetings that have occurred during the course

of these proceedings and described the evolving nature of communities’ varying requests for

undergrounding of the Valley-Ivyglen Project.

Intervenors Assert Inaccurate Information

Assertion: Growth projections are negative or flat according to CAISO and the CEC.

• SCE Position: CAISO and the CEC perform planning and forecasting activities at the SCE system-wide level and neither are (nor intended to be) representative of those required to assess and meet the needs of local areas.

• Because the electrical demand served in the Valley South System is so large, even when growth is conservatively forecast at 0.89 percent per year, potential load demands on the Valley South System are expected to surpass existing capacity as early as three years from now.

Assertion: SCE’s stated peak load value on Aug 28, 2017 is extrapolated and never occurred.

• SCE Position: The value on Aug 28th was identified as requiring adjustment due to abnormal weather and system conditions to reflect what would have been expected otherwise.

• This value was provided to illustrate that loading values in the Valley South System have, and do, exceed those forecast values interveners obtained from the CAISO. Aug 28th notwithstanding, SCE recorded unadjusted peak demand values on Aug 29th and Aug 30th of 991 MVA and 1,008 MVA respectively. Both being higher (by nearly 5%) than the approximate 950 MVA value referenced by the interveners and for which they claim will be the maximum peak demand for the next 10 years.

Intervenors Assert Inaccurate Information, continued

Assertion: In the event of a complete loss of power at Valley Substation, the Alberhill substation and tie-lines can only provide for a portion of the load and therefore do not provide the reliability benefits that SCE claims.

• SCE Position: SCE planning guidelines do not require 100% coverage in the case of a complete loss of power to a substation.

• The Alberhill Project would serve the initial load to be transferred upon project completion (400 MVA) and additional load through construction of tie-lines (175 MVA), totaling 575 MVA or 250,000 people that would otherwise lose service (approx. 50% of the existing Valley South System load).

Assertion: There are other options, such as adding a transformer at Valley Substation or creating tie-lines to the Valley North System, that can resolve reliability needs and are less expensive.

• SCE Position: Other presented options do not comprehensively address both of the Project’s capacity and reliability needs identified throughout this proceeding.

• The Alberhill System Project addresses capacity needs by adding transformer capacity and addressing reliability needs by diversifying the Valley South load and creating tie-lines between Alberhill and Valley South.

• 27 alternatives were eliminated because they were unable to meet most of the project’s objectives, infeasible, or would not avoid or substantially lessen a potentially significant effect.

Overview of alternatives recently discussed at oral arguments:

• Tie-lines alone:• Does not resolve capacity concerns as tie-lines do not provide capacity, rather transfer capability during

outages.• Does not diversify capacity leaving it geographically concentrated at a single substation.• Scope would potentially include construction of 115 kV lines (expected to be 15 miles in length or more).

• Shift load (Valley South to Valley North) alone:• Shifts the burden to another system advancing the need for a project similar to Alberhill in the Valley North

System.• Does not diversify the capacity leaving it geographically concentrated at a single substation.

• Energy storage alone:• This was not an alternative specifically reviewed in the record or as part of this proceeding and it is unclear what

the scope or feasibility of this alternative would be.• At a very minimum, energy storage alone would not create tie-lines or effectively split the system load and thus

will not satisfy identified reliability needs.
