Official sale and possession of the Dallas Sheriff’s incident command vehicle
took place on April 4, 2013. And just four days later, it was used to support during
the Kaufman County memorial service for the slain Kaufman County District At-
torney Mike McLelland and his wife Cynthia.
It is estimated that the command center will deploy up to 50 times a year for vari-
ous events which include: several regional major crime and rescue operations,
such as for the Prostitution Diversion Initiative; regional joint special operations in
collaboration with ICE, DEA, and HIDTA; regional planned community events
such as National Night Out; as well as for regional training exercises partnered
with the Office of Emergency Management. Continued Page 2
The Dallas Sheriff’s Department is continuously looking for ways to provide per-
sonnel with the most innovative equipment to help execute duties in the commu-
nity. We recently purchased a new incident command vehicle, paid for in part
with grant funds from the Criminal Justice Division. In a matter of days, the vehi-
cle was in full operation helping us assist our neighbors from Kaufman County
ensuring a safe memorial service for Mike and Cynthia McLelland. I can’t say
enough, how proud it is to always see this department’s proactive approach to
regional matters. And we haven’t forgotten our brothers and sisters in West, TX,
either. We continue to extend a helping hand there as well. Thank you.

The latest BCOC class celebrated their official graduation on April 19, 2013. Good luck on this new ca-
reer journey!
Lt. Patrick D. Bonner graduated from the 49th Management College at the Institute for Law Enforce-
ment Administration. The event took place April 26, 2013 at The Center for American and International
Law.

In September 2012, the Dallas County Sheriff’s Department was awarded grant funds via eGrants North
Central Texas Council of Government (NCTCOG), Criminal Justice Division in the amount of $80,000.
The funds were requested, in part, to fund a Regional Incident Command Vehicle for the Dallas County
Sheriff’s Department and to support other surrounding areas.
In March, the Dallas County Commissioners Court authorized an award bid from Lynch Diversified Vehi-
cles (LDV) in Burlington, Wis., to purchase the command center. Additional commissary funds were
added to make up the cost difference.

Meet the new Sheriff’s Deparment Civil Service Commission Member

sworn in as the third member of the Sher-
iff’s Department Civil Service Commission.
Angelina LaPenotiere is a partner with Car-
rington Coleman’s employment section. She
practices both litigation and non-litigation mat-
ters.
The Honorable Craig Watkins appointed Ms.
LaPenotiere after Merryll Daily resigned from
her appointment in February. Her appointment
will be effective until Jan. 2015.
The Sheriff’s Department Civil Service Com-
mission was established on Dec. 7, 1981 and
is composed of three members. Each is ap-
pointed by the sheriff, commissioners court
and the district attorney.

Ms. Diane Carpenter and Ms. Ernesta Barker were recently recognized with a Dallas Police Department cer-tificate of appreciation. Congratulations!

Wanted Career Day Volunteers
Many of you with school-age children are aware of the various Career Day programs local schools host this time of year. And requests for someone to represent the Dallas Sheriff’s Department are always in demand! That is why we are asking for any Dallas Sheriff’s Department employee interest-ed in volunteering their time to present about their work duties to contact S/Sgt. Dawn Saldana at [email protected].
Help compile a current roster of potential & willing volunteer speakers to attend these events.
Just a few weeks ago, Sheriff Lupe Valdez received a heartfelt appreciation letter from a criminal justice instructor at JBS Law Magnet School in Dallas regarding a recent visit by some of the war-rants execution team.
The instructor credited: K. Rose #450, M. Nelson #488, S. Franklin #628, J. Wilson #632, and R. In-gram #810 with being a great source of inspiration for several students who gained insight on what it takes to start a career in law enforcement.
It was a reminder of how we should consider staying in touch and engaged with tomorrow’s genera-tion. We were all once little kids who loved to share our hopes and dreams for when “we grow up”. Help keep some of these children’s dreams to become law enforcement officers alive.

Inmate Programs is proud to announce that Of-ficer David Sims and trustees have repaired and
renovated one of the damaged shoe shine chairs. It is now in the sally port lobby ready to be used! They will be working to restore the two remaining
chairs soon.

April 28, 2013: Charles Johnston, father-in-law of Captain Mark How-
ard suffered a heart attack. Please keep him in your prayers.
DEATHS
March 31, 2013: Serenity Small, granddaughter of Detention Support
Services Production Manager Lee Ann Reynolds passed away.
April 2, 2013: Lorenza Harris, Sr., father of Lorenza Harris, Jr., from
the DMU Bond and Warrants Section, passed away. He was also the
father-in-law of Capt. Chris Turner.
April 2, 2013: Harvey Reed, father of DSO Carolyn Lott, Kays Tower-
2nd Watch, passed away after a lengthy illness.
April 10, 2013: Lina Jean Whitaker, sister of Deputy Felton Whitaker,
Sr., from Court Services; the aunt of DSO Felton Whitaker, Jr., from
West Tower; the aunt of Clerk 6 LaShondra Whitaker, from the Traf-
fic Section; the aunt of DSO LaShedra Whitaker, from South Tower;
the aunt of Deputy Donovan Davis, from Traffic Section, passed
away.
April 12, 2013: Annie Malone, grandmother of Sgt. S. King, Mental
Health, passed away. She was 100-years-old.
April 13, 2013: Annie P. Phillips, mother of Annette Coumpy, Civil
Enforcement Section; also the mother-in-law of Lynn Coumpy, Elec-
tions Warehouse Manager, passed away.
Our thoughts and prayers are with each family member during
this difficult time.
